Abstract

The purpose of this study is to determine the effectiveness and constraints of Village Assistant in increasing empowerment through village-owned enterprises in the Village of pengudang. This research uses a qualitative descriptive type approach using 3 indicators of effectiveness, according to Duncan in Dewi Nurmalasari et al (2021), which are Goal Achievement, Integration and Adaptation. The results of research of achieving goals carried out by village assistants have been running according to their goals targeting people who are still lacking in understanding Bumdes, Integration, it is necessary to increase the training socialization process for each member/administrator, Adaptation, village assistants have approached and adjusted to the community especially the Bumdes management and bringing about changes in the field of administrative reporting. Then the obstacle or inhibiting factor is the lack of community participation and commitment, and changes in regulations which are obstacles in the mentoring process. The conclusion in this study is that the presence of village assistants in assisting the government in Pengudang village to increase empowerment through BUMDES can be said to have been effective according to the directions and mandate given by the central government. In the future, socialization is needed.

Abstract

The fish cracker business is one of the focuses of the Small and Medium Industries (IKM) in Bintan Regency, especially the Sei Lekop Village. The fish cracker business has been carried out by community groups to improve the economy of the surrounding community. However, there are still several problems, including limited storage space (cool storage/cooling box), limited space for drying, and a lack of manpower in producing fish crackers. This study aims to evaluate the implementation of the fish cracker industry center program in Sei Lekop Village, East Bintan District, by the Office of Cooperative Micro Enterprises, Industry and Trade, Bintan Regency. The research method uses descriptive research with a qualitative approach. Result of this research is that implementation of the fish cracker industry center program in the Sei Lekop Village has been running according to the objective, namely to be able to improve the community's economy. It is hoped that this program can continue with the presence of assistants from the relevant agencies to assist business actors, both technical and non-technical.

Abstract

The purpose of this research is to find out the strategy DPK Riau Islands in increasing people's interest in reading. This research uses descriptive qualitative research. Research results: (1) Time Dimension and Future Orientation The Time Dimension and Future Orientation, DPA Riau Islands implements strategies such as mobile libraries, library tours, socialization, the kacapuri application, and the OPAC system. (2) Internal and External Dimensions, strengths such as providing library cars, technology and digital facilities in attracting interest in reading. Weaknesses such as limited library car units, kacapuri application collections, and books that have not been recorded in OPAC. Opportunities and threats such as increasing and inhibiting knowledge in reading. (3) The dimension of utilization of sources, the allocation of funds comes from the APBD and APBN. Furthermore, facilities and infrastructure are adequate, although they need to be optimized. (4) Top Management Involvement Dimension, the head of service has conducted evaluation and supervision in the implementation of strategies and services provided. (5) Multi-field dimension, employees carry out procedures and are responsible for providing provincial library services.

Abstract

Street children are not a pleasant choice because they are in a state of uncertainty about their future, and their existence is not a "problem" for many, etc. future, and their existence is not a "problem" for many parties, and others. The research objectives in conducting this research is to find out what strategies the Social Service uses to deal with street children in Tanjungpinang City. Tanjungpinang City to deal with street children in Tanjungpinang City. Seeing the conditions that street children conditions experienced by street children, the Tanjungpinang City Government, especially the Tanjungpinang City Social Service, made a Tanjungpinang makes handling street children with real handling will create a programme strategy to alleviate street children in Tanjungpinang City. create a programme strategy to alleviate the problem of street children by using the theory of Jack Kooten (2002). using the theory of Jack Kooten (1991: 81). This research method is explained by using a qualitative approach. Literature Study, Field Observation, Interview and Documentation. The results Research that has been conducted by researchers, namely (1) Organisational Strategy obtained by the Social Service to carry out development within the Internal Service to carry out and help street children in Tanjungpinang City, (2) Programme Strategy, as for the programmes offered by the City of Tanjungpinang Social Service, namely Tanjungpinang is a Support Group that functions to foster street children. street children. (3) Resource Support Strategy, has not run optimally. Although there are already several supporting resources such as 2 street children, but they cannot cover all street children. and finally (4) Institutional Strategy, in the institutional structure in the Social Service has a vision and mission that is adjusted to the vision and mission of the street children. Social Service has a vision and mission that is adjusted to the Strategic Plan (RENSTRA) of the Social Service. (RENSTRA) of the Tanjungpinang City Social Service. It can be concluded that the strategies contained in the implementation of the Social Service in handling street children in Tanjungpinang City has not run optimally.

Abstract

The problem in the capability of the village government is that the village fund allocation has not been used for the reporting and accountability process. This research uses theories from Leonard-Barton (1992:4-5). This research uses a qualitative approach with a descriptive type of approach. The data collection techniques used are observation, interviews and documentation. Research results (1) In the indicators of knowledge and skills capability, the Advanced village government already has knowledge and skills, by implementing several actions in the process of managing village fund allocation. (2) In the technical system capability, the village government has been able to manage the allocation of village funds, due to its management techniques that are consistent with regent regulations and also regulations related to the allocation of village funds. (3) In the capability of the managerial system, the village government continues to manage the allocation of village funds, starting from planning to accountability, which has been transparent to the community by providing billboards and information boards regarding management information. (4) On capability values and norms, the village government continues to apply the values and norms obtained from training and education in managing the allocation of village funds and in providing services to the community. The conclusion of the study is that the capability of the village government in managing the allocation of village funds has not run optimally because there are still obstacles that have not been implemented digital systems or information technology in the process. The village government is expected to immediately apply information technology or digital systems in the process of managing the allocation of village funds to make it more transparent, accountable and accountable.

Abstract

The purpose of this research is to find out the communication model and inhibiting factors in forest and land fire disaster management by the Regional Disaster Management Agency of Bintan Regency. This research uses a qualitative approach with descriptive research type. The data collection techniques used are observation, interviews, and documentation. Based on the results of research using the Wilbur Schramm Communication Model theory, it shows that (1) In the source indicator, the messenger has communicated such as Schools, Communities, Villages, RT / RW, Bhabinkamtibmas and Babinsa. However, in its implementation, the source of the messenger still does not understand the mechanism for reporting forest and land fire disaster events. (2) In the message indicator, it is characterized by reports of forest and land fire disasters delivered through Whatsapp, Instagram and Mass Media. However, the messages conveyed are not always complete, accurate and precise. (3) In the target indicator, there are still obstacles in communication and lack of trust in receiving reports of forest and land fire disasters. The conclusion in this research is that the two-way communication model used is already running. However, the two-way communication carried out still has obstacles because there is no Standard Operating Procedure (SOP) for communication of forest and land fire disaster management in accordance with the Bintan Regency area.

Abstract

The phenomenon of the problem in this research is that the complaints that are often reported by customers are related to sudden blackouts for hours, the most complaints are also followed by APP/KWH meter disturbances which are usually caused by the PLN server having an error or problem.The purpose of this study was to analyze the performance of bright PLN in responding to complaints in Batam City, to find out what PLN customer complaints were, to find out customer satisfaction related to bright PLN's performance. The approach used in this research is descriptive and qualitative research. A qualitative approach is a research technique that produces descriptive data in the form of written/oral words about individuals or observed behavior. This approach aims holistically on the background and the individual. Qualitative descriptive research is to describe the informants' opinions as they are in accordance with the research questions. The focus in this study, the authors put more emphasis on one main indicator to assess the performance of Bright PLN Batam City employees. The indicator is Responsiveness. Data collection techniques in this study were interviews, observation, documentation review. Informants in this study amounted to 14 people.

Abstract

The system (OSS RBA) is a platform for administering business licensing that is digital-based and has been issued for business actors who will carry out business activities assessed based on the level of risk of business activities. The purpose of this study is to find out the Application of the Policy Contents of Government Regulation No. 5 of 2021 Concerning the Implementation of Risk-Based Licensing Services for MSME Actors by the DPMPTSP of Bintan Regency. The related indicators in this study are: 1). Government Regulation, 2). Resources, 3). Communication, 4). Disposition or Attitude of Executors, 5). Assisted Services Clinic. This type of research uses a qualitative descriptive analysis technique with 8 informants. The results of the research (1) In Government Regulation No. 5 of 2021 the Bintan Regency Investment and One-Stop Services Service already has Standards, Goals and Targets in implementing the OSS RBA system. (2) Resources which include, Human resources that are adequate and have obtained BIMTEK in providing services to business actors, Financial Resources are still inadequate because DPMPTSP applies a budget priority scale for OSS RBA system policies, and Adequate Resources for Facilities and Infrastructure in the process implementation of OSS RBA system services. (3) Communication, DPMPTSP has collaborated with DKUPP Bintan Regency which has been granted derivative access rights for the OSS RBA system and socialization has been underway to business actors who are micro, small and medium enterprises

Abstract

In Batam City, traffic violations often occur, hence the implementation of E-tickets. The purpose of this research is to find out the implementation of E-Tilang program in handling traffic problems in Batam City. This research is a descriptive research with a qualitative approach. Data collection techniques through observation, interviews and documentation. This research uses 6 indicators from Van Meter and Van Horn’s theory. The results of the research a) The standards and objectives of the E-tickets policy make it easier for the public to pay and make it easier not to attend the trial. B) For resources, they have received training on the application of E-tickets so that officers understand its application, but the problem lies in technological resources where access is slow c) For the characteristics of the implementing agency, they have followed the SOP while carrying out their duties. D) Communication, police communication with the court. D) Communication, police communication with the court is quite good, but socialization between the police and the community is not optimal because there are still people who do not know the E-ticket policy. E) Implementers’ attitudes, the responses of officers and the public support its implementation because E-tickets make it easier for the public and officers in the field. F) Economic, Social and Political Conditions. The economic condition of the community is not enough to affect the ticket fines imposed on the community. Social conditions, the level of violations in Batam is quite good with the existence of E-tickets, in line with the large enough fines so that people start to be deterred.

Abstract

The Joint Business Group Program (KUBE) is a government program that aims to improve the welfare of the poor. The Joint Business Group (KUBE) was also established in one of the villages in Bintan Regency, namely Lancang Kuning village. However, several problems were also found in the implementation of the Joint Business Group (KUBE) program in the village: There were several obstacles in running the program, There was no specific strategy for marketing activity products, Problems with business capital that should be used for the development of Joint Business Groups. The purpose of this study was to find out the process of implementing the Joint Business Group (KUBE) program in Lancang Kuning Village in improving the welfare of the poor. This study uses the Edward III Model of policy implementation, communication, resources, dispositions, and bureaucratic structures. Interviews, observations, and documentation studies are data collection methods. The results of the study show that 1) communication indicators cannot be said to be optimal due to several factors, namely the government's inconsistency in providing socialization to the KUBE group. 2) The resource indicators in the process of implementing the KUBE program in Lancang Kuning Village have been declared successful, the indicators for human resources have been adequate from members and KUBE assistants. And from a financial point of view, it has also been good because the KUBE group has received a grant of 20 million at the beginning of the formation of KUBE. 3) disposition indicators can be seen that the government has paid attention to KUBE in Lancang Kuning Village, especially to KUBE who are active in KUBE program activities. 4) indicators of bureaucratic structure cannot be said to be optimal, because KUBE members do not understand how standard operational procedures (SOP) are in implementing the KUBE program. The conclusion is that the implementation of KUBE in Lancang Village has not run optimally, because community members do not understand the KUBE program.
