Abstract

This research is titled “Analysis of Safety Equipment Compliance on Passenger Ship Cantika Lestari 10 C for Emergency Situations Based on SOLAS Chapter III Regulations.” The study aims to assess the compliance of safety equipment on the passenger ship Cantika Lestari 10 C with SOLAS Chapter III regulations; to examine the condition, placement, and maintenance of safety equipment in support of emergency response; and to identify factors influencing this compliance. A qualitative research method was employed, utilizing data collection techniques documentation. such as observation, interviews, and The research results indicate that the majority of safety equipment on the passenger ship Cantika Lestari 10 C complies with SOLAS Chapter III regulations. However, several non-compliances were identified, such as an insufficient number of life jackets to meet the needs of all passengers and crew, the absence of child-specific life jackets, and the lack of certification for SART equipment. Furthermore, the inspection and maintenance of safety equipment were not conducted routinely, tending instead to be prioritized only prior to ship inspections. Interview results also revealed that the contents of the liferaft s require periodic inspection and servicing to ensure completeness and operational readiness.

Abstract

The existence of the ramp door plays a vital role as the main pathway for vehicle loading and unloading activities on the Ro-Ro ship KM Mutiara Ferindo V, especially amidst high sailing intensity. Therefore, this research was conducted with the aim of evaluating the extent to which ramp door maintenance is implemented and its impact on the smoothness of the loading and unloading process. Using a Mixed Methods approach with a Sequential Explanatory design, this research collected quantitative data from 26 respondents (saturated sampling) through questionnaires, which were then tested using simple linear regression and a t test. Meanwhile, qualitative data were explored through observations and in-depth interviews with the Chief Officer and Bosun, and then analyzed using the Miles and Huberman interactive model. Statistical findings confirmed that maintenance has a positive and significant impact on loading and unloading efficiency, evidenced by the t-count value (3.217) which exceeded the t table (2.064) at a significance level of 0.004 (< 0.05). However, the qualitative review revealed that the realization of maintenance in the field has not been optimal due to the limited ship berthing time (turnaround time). This condition creates two main obstacles: the disruption of the ramp door's mechanical movement and a decrease in the speed of vehicle circulation due to drivers' safety concerns. In conclusion, strict compliance with the Planned Maintenance System (PMS) is an absolute prerequisite to realize safe, smooth, and efficient loading and unloading operations.

Abstract

This study aims to analyze the implementation of cargo hold cleaning, the implementation of bilge well blockage prevention, as well as the causes of bilge well blockages and their impact on cargo aboard MV Curug Mas. This study employed a descriptive qualitative research method. Data were collected through observation, interviews, and documentation. The research informants consisted of the Chief Officer and Bosun. The results of the study indicate that cargo hold cleaning was carried out through the stages of preparation, cleaning implementation, and final inspection. However, several constraints were encountered during its implementation, resulting in the cleaning of the bilge well area and bilge well strainer not always being performed optimally. Bilge well blockages were generally caused by the accumulation of cargo residues, plastic waste, mud, dust, rust, and other foreign materials that obstructed the drainage system, potentially leading to water accumulation, increased cargo hold humidity, accelerated corrosion, and a higher risk of cargo damage. Therefore, cargo hold cleaning and bilge well maintenance should be carried out consistently and thoroughly to maintain the condition of the cargo hold and protect cargo throughout the voyage.

Abstract

The aim of this study is to analyze the behavior of ship crews in implementing a safety culture towards performance on merchant ships..This study uses a quantitative approach to analyze the influence of behavior through safety culture on seafarers' performance on merchant ships. The sample used in this study consisted of 100 respondents, selected using a sampling technique using simple random sampling. The data was collected, the analysis was carried out using SmartPLS software to analyze complex structural models, including measuring the causal relationship between variables.The findings in this studySafety culture as a mediator has a significant influence on the relationship between behavioral variables and seafarer performance, namely by translating behavior into safety actions.This study contributes by revealing that consistent implementation of safety culture can form positive behaviors that significantly improve seafarers' operational performance and reduce the risk of accidents in the maritime sector. This study is different from previous studies that analyzed safety culture in the organizational sector, but this study analyzes safety culture on seafarers' performance in the maritime sector. The practical implications of this study are that shipping companies and port authorities need to strengthen safety culture through continuous training and implementation of regulations so that they can improve seafarers' performance and reduce accidents at sea.

Abstract

Keselamatan pelayaran masih menjadi tantangan bagi nelayan tradisional akibat rendahnya pemahaman mengenai budaya keselamatan, penggunaan alat keselamatan, serta kesiapsiagaan menghadapi kondisi darurat di laut. Permasalahan tersebut berpotensi meningkatkan risiko kecelakaan pelayaran yang dapat berdampak pada keselamatan jiwa dan keberlanjutan aktivitas penangkapan ikan. Kegiatan Pengabdian kepada Masyarakat ini bertujuan untuk meningkatkan pengetahuan dan kesadaran nelayan mengenai budaya keselamatan pelayaran melalui edukasi dan simulasi keselamatan. Metode yang digunakan meliputi penyuluhan interaktif, demonstrasi penggunaan alat keselamatan, simulasi prosedur keadaan darurat, serta evaluasi menggunakan pre-test dan post-test terhadap 35 nelayan tradisional di Desa Tajungan, Kecamatan Kamal, Kabupaten Bangkalan. Hasil evaluasi menunjukkan bahwa nilai rata-rata pengetahuan peserta meningkat dari 58,4 pada pre-test menjadi 86,9 pada post-test atau mengalami peningkatan sebesar 48,8%. Persentase peserta yang memiliki kategori pengetahuan baik meningkat dari 31,4% menjadi 88,6%, sedangkan pemahaman mengenai penggunaan alat keselamatan meningkat dari 37,1% menjadi 91,4%. Selain itu, 94,3% peserta menyatakan lebih siap menerapkan prosedur keselamatan sebelum dan selama pelayaran setelah mengikuti kegiatan. Hasil tersebut menunjukkan bahwa pendekatan edukasi yang dipadukan dengan simulasi efektif dalam meningkatkan pengetahuan, keterampilan, dan kesadaran nelayan terhadap pentingnya budaya keselamatan pelayaran. Kegiatan ini diharapkan dapat menjadi model pembinaan berkelanjutan bagi masyarakat pesisir untuk mendukung terciptanya pelayaran yang lebih aman serta mengurangi risiko kecelakaan di laut.

Abstract

Kapal tunda dengan sistem penggerak Azimuth Stern Drive (ASD) memiliki kemampuan manuver tinggi, namun pengoperasiannya menuntut keterampilan khusus, terutama saat beroperasi di dekat kapal besar dengan risiko interaksi hidrodinamika. Penelitian ini bertujuan mendeskripsikan upaya peningkatan keterampilan olah gerak kapal dengan sistem ASD pada Kapal KST ZEN berdasarkan insiden benturan saat kegiatan berthing di AG&P LNG Terminal Batangas, Filipina. Penelitian menggunakan pendekatan kualitatif deskriptif dengan metode studi kasus. Data diperoleh melalui observasi langsung, wawancara semi-terstruktur dengan perwira dek yang bertugas saat insiden, dokumentasi kerusakan kapal, serta telaah terhadap SOP, logbook, laporan insiden, dan literatur pendukung. Data dianalisis menggunakan Root Cause Analysis (RCA) dengan pendekatan fishbone diagram untuk mengidentifikasi penyebab insiden berdasarkan faktor manusia, metode, mesin atau peralatan, dan lingkungan. Hasil penelitian menunjukkan bahwa perwira dek telah memahami konsep dasar pengoperasian ASD, tetapi masih perlu meningkatkan kemampuan membaca situasi, mengantisipasi pergerakan kapal yang ditunda, mengendalikan sudut azimuth dan tenaga dorong secara presisi, serta mengambil keputusan dalam kondisi tertekan. Insiden KST ZEN lebih dominan dipengaruhi oleh faktor manusia, terutama kesalahan prediksi, keterlambatan respons, dan kepanikan ketika menghadapi suction effect. Program pelatihan yang telah diterapkan juga belum sepenuhnya mencerminkan kondisi kritis di lapangan. Oleh karena itu, peningkatan keterampilan perlu dilakukan melalui pelatihan berbasis skenario, penggunaan simulator, penyempurnaan SOP, evaluasi pascaoperasi, dan penguatan budaya keselamatan.

Abstract

This study analyzes the clearance in and clearance out processes to reduce delays of vessels operated by PT Matsuura Indonesia Jaya at Gresik Port. Vessel arrival and departure services depend on document readiness, data accuracy, verification by relevant authorities, digital systems, and operational coordination. A descriptive qualitative method was employed through observation, semi-structured interviews with two operational officers, documentation, and analysis of 51 vessel-call records over 17 weeks. The results show that clearance in begins with receipt of the estimated time of arrival, document checking, system submission, verification, and issuance of service permission. Clearance out includes preparing departure documents before operations are completed, final verification, issuance of the Sailing Approval, and coordination of pilotage, towage, and unberthing. The stages requiring the greatest optimization are preliminary document checking, earlier submission, verification monitoring, and synchronization of administrative work with operational activities. Dominant controllable causes of delay include incomplete or expired documents, discrepancies between manual and system data, revisions or repeated data entry, delayed information, and slow coordination. Operational and external factors, including cargo-handling delays, technical readiness of vessels, service queues, network or system disruptions, weather, and sea currents, also extend waiting time. Optimization is achieved through document checklists, clear task allocation, early submission, status monitoring, and active communication among the parties involved.
