Abstract

Pembangunan dari suatu Negara difokuskan pada tiga hal yaitu, peningkatan distribusi kebutuhan pokok masyarakat, peningkatan standar hidup masyarakat dan kemampuan masyarakat dalam mengakses sistem sumber di dalam kehidupannya(Todaro, 2004). Salah satu upaya yang dilakukan pemerintah pusat untuk dapat menciptakan pembangunan yang baik adalah dengan mengeluarkan kebijakan berupa undang-undang nomor 6 tahun 2014 tentang desa. Hal ini karena desa menajdi ujung tombak pembangunan Indonesia, oleh karenanya pemerintah terus mendorong pembangunan ekonomi desa. Salah satu basis pengembangan ekonomi desa yang dapat menyongsong keberhasilan terciptanya perdesaan mandiri dan sejahtera adalah dengan melembagakan ekonomi yang diprakarsai dan dikelola oleh masyarakat desa. Bentuk dari kelembagaan ekonomi masyarakat desa tersebut adalah badan usaha milik desa (BUMDes). Permasalahannya kini, bahwa pengelolaan BUMDes tidaklah mudah, melainkan dibutuhkan perhatian khusus berupa kemampuan pengetahuan dan keterampilan tentang perencanaan pembangunan serta kepekaan terhadap kondisi desa yang ditinggalinya. Keterbatasan pemerintah desa di Kecamatan Bulawa dalam pengetahuan pengelolaan BUMDes menjadi masalah serius dalam pengelolaan dana desa dan pembangunan desa yang lebih baik.Tujuan kegiatan pengabdian pengelolaan BUMDes adalah memberikan solusi terhadap masalah yang dihadapi oleh pemerintah desa se-Kecamatan Bulawa melalui sosialisasi pengelolaan BUMDes.Dalam pelaksanaan pengelolaan BUMDes ada beberapa poin penting yang di peroleh masyarakat, seperti seperti manajemen pengurus, bisnis plan, prinsip pengelolaan BUMDes, monitoring dan evaluasi serta pertanggungjawaban.  Kata kunci : Manajemen, Pengelolaan BUMDes,  Bulawa

Abstract

Program Pemberdayaan Masyarakat di lakukan dalam bentuk pelatihan pembuatan produk Banana Roll dengan harapan meningkatkan kreatifitas masyrakat dalam pemanfaatan sumber daya alam terhadap perkembangan ekonomi. Kegiatan di selengarakan di desa Inomunga Utara Kecamatan Kaidipang Kabupaten Bolaang Mongondow utara. Kegiatan Pemberdayaan Masyrakat ini di lakukan beberapa tahap yakni survey lokasi, pendampingan pelatihan pembuatan produk Banana Roll. Pada kegiatan pelatihan dilakukan pengukuran dan diperoleh gambaran pengetahuan masyrakat terkait pembuatan produk-produk pisang untuk dijual dan dipasarkan di desa Inomunga Utara, maupun di Kabupaten Bolaang Mongondow, dan juga bisa menjadi produk oleh-oleh The community empowerment program is carried out in the form of training on making banana roll products with the hope of increasing community creativity in the use of natural resources for economic development. The activities were held in North Inomunga Village, Kaidipang District, North Bolaang Mongondow Regency. This community empowerment activity was carried out in several stages. namely site surveys, training assistance in making banana roll products. During the training activities measurements were made and an overview of community knowledge was obtained regarding the manufacture of banana products to be sold and marketed in North Inomunga Village, as well as in Bolaang Mongondow Regency, and can also be made into Ole-ole products.

Abstract

The role of village government in improving the quality of administrative services at the village office is part of the effort to realize professional public services that are oriented toward community satisfaction. The village government acts as both a policymaker and a service implementer, responsible for providing an orderly, fast, and transparent administrative system. This study was conducted at the Tenilo Village Office, Tilamuta District. The purpose of this research is to determine the extent to which the village government plays a role in improving the quality of administrative services at the Tenilo Village Office, Tilamuta District, Boalemo Regency. This research employs a qualitative method. Data collection techniques include observation, interviews, and documentation. The data sources consist of primary and secondary data. The data analysis technique used is descriptive qualitative analysis, which includes data reduction, data presentation, and conclusion. The results of the research conducted at the Tenilo Village Office, Tilamuta District, indicate that the government has played an active role in improving the quality of administrative services. However, there are still inhibiting factors in improving service quality. Internal constraints include: (1) service facilities, (2) skills and competencies, and (3) budget limitations. Meanwhile, external constraints include: (1) community participation.

Abstract

Population administration services are a fundamental aspect in the implementation of transparent and accountable governance. In Gorontalo Regency, the increasing need for population document services encourages the Population and Civil Registration Office to develop various innovations, such as pick-up services, document digitization, and the Independent Dukcapil Pavilion. The main problems faced include low public awareness, limited facilities, and geographical challenges that hinder the equitable distribution of services. This study aims to analyze the implementation of population administration service innovations and the factors that affect them. The method used is a descriptive qualitative approach with data collection techniques through interviews, observations, and documentation. Data analysis was carried out using the interactive model Miles, Huberman, and Saldaña (2014), which included condensation, presentation, and drawing data conclusions. The results of the study show that service innovations in Gorontalo Regency have increased public access to population documents, although they are still constrained by limited infrastructure and public administration literacy. The research findings confirm the importance of collaboration between individuals, organizations, and society in the success of innovation. The implications of this study show that the sustainability of public innovation requires strengthening the capacity of human resources and technological support. This research is important as an empirical contribution to the development of public service innovation in the regions, as well as opening up opportunities for further research on the effectiveness and social impact of population innovation in Indonesia.

Abstract

The phenomenon of the distribution of coastal plastic waste is dynamic—triggered by currents, winds, waves, and extreme events—so static policies fail to maintain the cleanliness of destinations. Gorontalo's main problems include drainage-estuary leaks, cross-OPD data standards that are not yet uniform, and the performance of WWTP that has not included microplastic fractions. This study aims to map the governance SWOT, estimate the economic benefits of the ecosystem for the competitiveness of blue tourism, and analyze economic-environmental vulnerabilities to formulate a roadmap for 2026–2030. Using qualitative research case studies, the data were collected through in-depth interviews, FGDs, destination-estuary observations, and document review (policies, visits, cleaning operations, WWTP). Framework/Thematic analysis is mapped to a SWOT matrix and downgraded to TOWS. Results: identified strengths (OPD–community commitments, basic facilities, GIS capacity), weaknesses (data, transport logistics, microplastics), opportunities (EPR, green procurement, mixed finance), and threats (storms/floods, re-beaching, greenwashing). The finding shows that data standardization, forecast-based rapid capture SOPs, and microplastic testing in WWTP raise hygiene scores, accelerate recovery, and increase length of stay. Discussion: findings confirm the linkage between water quality–logistics operations–destination reputation. GIS integration, performance-based service contracts, and "blue destination" labels lock in market compliance. This study is important because it integrates coastal science, water governance, and destination economics into an executable policy framework. Implication of the study to use measurable roadmap (indicators, targets, person in charge, public audit). Further studies are suggested on policy trials and strengthening of cross-season sensor datasets.

Abstract

PLUT-KUMKM plays a strategic role in strengthening the capacity and empowering MSMEs through business mentoring, business consulting, legal facilitation, and marketing network development. Community service through a student internship program at PLUT-KUMKM Gorontalo Regency is a collaboration between universities and the local government to increase the capacity of MSMEs while providing practical experience for students. This activity aims to support business strengthening through administrative assistance, legal facilitation, and product promotion and marketing. The method used is a participatory approach by directly involving students in services and mentoring. Data was collected through observation, direct involvement, business administration management, and documentation. The results of the activity show a real contribution, namely mentoring approximately 25 MSMEs, facilitating NIB and halal certification for approximately 15 MSMEs, as well as support for entrepreneurship training, marketing, and MSME talk shows. This collaboration has had a positive impact and needs to be strengthened continuously.

Abstract

Regional disparities in service infrastructure persist across Indonesia despite spatial planning efforts. This study addresses the critical gap between normative planning (RTRW 2012) and empirical service center hierarchy in Gorontalo Regency. Using an integrated approach combining Guttman scalogram analysis and Marshall centrality index—a methodological innovation in regional analysis—we identified five hierarchical levels of service centers based on facility distribution across 19 sub-districts. The key finding reveals a serious asynchronization between planned hierarchy (RTRW) and empirical reality: while Tibawa is designated as the regional activity center (PKW), scalogram analysis demonstrates that Limboto and Telaga represent the functionally dominant centers with significantly higher service capacity and facility diversity. Conversely, several peripheral zones designated as PPL (environmental service centers) show higher potential than planned estimates. These findings demonstrate that spatial planning in Gorontalo Regency has not effectively aligned with actual economic and infrastructure development patterns. We recommend RTRW revision based on empirical evidence to optimize infrastructure investment allocation and support more equitable regional development. This research contributes theoretically by demonstrating the applicability of integrated spatial analysis methods to Indonesian regional contexts and provides practical policy guidance for responsive spatial planning in decentralized governance systems.
