Abstract

This study examines strategies for optimizing Local Revenue in North Bolaang Mongondow Regency within the framework of fiscal decentralization, emphasizing efforts to strengthen regional fiscal capacity. Employing an exploratory qualitative approach, the research integrates SWOT (Strengths, Weaknesses, Opportunities, Threats) analysis to explore institutional, managerial, and personnel factors influencing the performance of Local Revenue. Data were gathered through literature review, participant observation, and in-depth interviews with key stakeholders. The findings reveal three major constraints: (1) low public awareness and compliance related to taxation and retribution systems, (2) inadequate transparency and service quality in Local Revenue management, and (3) limited competencies of government personnel in tax regulation enforcement. The study proposes three strategic approaches: market penetration through tourism and creative industry development, market development via support for micro, small, and medium enterprises and cross-sector collaboration, and product development through digital transformation of tax services and civil servant training. The results highlight the importance of institutional reform, accountable governance, and investment in human capital as integrated pathways to improve Local Revenue. Although limited in geographical and methodological scope, the study provides relevant insights for policy refinement. Future research is recommended to employ mixed methods and cross-regional comparisons to deepen understanding of the dynamics between Local Revenue management and regional fiscal independence.

Abstract

This activity is a form of Community Service (PKM) which aims to open the horizons and insights of the community regarding the Draft Village Regulation as an important part of better village governance. The methods used in this mentoring activity include activity planning, activity preparation, activity implementation and discussion in the form of village deliberation meetings accompanied by dialogues that allow participants to explore as much knowledge as possible and find solutions to the problems of drafting village regulations faced. The results achieved in the mentoring activity for drafting Village Regulations carried out in Bontula Village, Asparaga District, namely where the activity ran smoothly and without any significant obstacles, both from the planning stage to the village deliberation. The smooth running of the activity was due to the support of all stakeholders in helping the Community Service team to carry out mentoring activities optimally. In this activity, the resource person not only delivered material related to the urgency of drafting Village Regulations in the implementation of village government, but also the technicalities of drafting Village Regulations accompanied by simulations that were focused and easy to understand by participants, so that participants in this activity could understand the theory and practice of drafting Village Regulations in accordance with applicable laws and regulations. The knowledge gained by participants in this activity is expected to be a strong foundation for producing quality Village Regulations, especially in Bontula Village, Asparaga District, Gorontalo Regency.Keywords : Mentoring, Drafting, Draft Village Regulations

Abstract

The phenomenon of problems faced in increasing the productivity of the State Civil Apparatus (ASN) in Indonesia is closely related to the mismatch between the composition of positions and the competencies possessed by ASN. This is further exacerbated by efforts to simplify the bureaucracy that have not been fully supported by increasing the ability and mastery of technology, which has the potential to hinder efficiency in public services. This article aims to analyze and describe 1) How the match between the composition and competency of the State Civil Apparatus affects the productivity of the bureaucracy in Indonesia; and 2) evaluate the effectiveness of bureaucratic simplification and equalization of positions in increasing the efficiency of decision-making and matching the composition of ASN with the existing workload. The research method used is a qualitative method. The data analysis used is an interactive model analysis consisting of three analysis components, namely: 1) Data Reduction; 2) Data Presentation; 3) Data Verification and Conclusion Drawing. The results of the article show that: 1) the mismatch between the composition and competency of ASN is still a major challenge in increasing the productivity of the bureaucracy in Indonesia. Countries with efficient bureaucratic systems such as Singapore and Estonia show that ASN placement based on strict competency evaluation can optimize performance, even though the age of the ASN is older. Therefore, Indonesia needs to adopt a more comprehensive approach, such as a continuous training system that is tailored to the needs of specific sectors, to improve the quality of ASN and streamline the bureaucratic structure to achieve higher productivity; 2) bureaucratic simplification and job equalization can match the composition of ASN with the workload more efficiently, allowing for faster and more responsive decision-making. An early retirement scheme can be a solution to replace less adaptive ASN with a workforce that is better prepared to face the challenges of technology and organizational dynamics. However, the success of bureaucratic simplification depends on the competence of the remaining ASN, who must be ensured to have skills that match the demands of change and the needs of the organization.

Abstract

Industrial and mining activities around Tomini Bay have significantly impacted marine ecosystems. This study aims to analyze the formulation process of the blue economy policy using an institutional approach, which includes the structure and process of decision-making, the role of key actors, and the impact of norms, rules, and regulations on the policy. In addition, this study evaluates the policy from a sustainable ecosystem perspective. Employing a qualitative approach combined with a research-action model, this study focuses on collaboration between researchers and stakeholders to identify problems, develop solutions, and implement practical changes. Findings reveal that the blue economy in Tomini Bay has been poorly implemented, primarily due to the lack of collaboration among the government, the private sector, and communities. This has resulted in damage to marine biodiversity and conflicts between mining operations and marine resource management. Therefore, the blue economy must be implemented holistically, with sustainable planning and management as well as proper environmental impact mitigation. Policy formulation can be more effective if it focuses on four main aspects: development of marine industries such as fisheries and seaweed management, optimization of the shipbuilding industry, diversification of coastal tourism, and strengthening of maritime services for economic equality. This study is limited by its scope and level of participation, which restricts the extent to which the findings reflect the dynamics of the social and economic ecosystem of the region.

Abstract

In order to protect occupational safety and health in carrying out work, such protection must be in accordance with applicable laws and regulations. For workers/laborers, with the guarantee of occupational safety protection, it will create a peaceful working atmosphere so that workers/laborers will be able to focus their attention on the work as much as possible without worrying about being hit by a work accident at any time. This study was conducted to determine and analyze the implementation of labor protection policies in Bone Bolango Regency, Gorontalo Province. This study uses a qualitative method with a descriptive approach, namely research that produces descriptive data in the form of written or spoken words from people and observable behavior. The results of the study have shown that the labor protection policy program implemented by the Bone Bolango Regency Government has been running well in accordance with the provisions of applicable laws and regulations. This can be seen from several protection indicators used, namely: 1) Economic protection; 2) Social protection; and 3) Technical protection. Based on the results of the study, it has been shown that these three forms of protection provided can guarantee the welfare of workers and the community who participate in the protection program. Therefore, the Bone Bolango Regency Government continues to maximize the labor protection program by continuously monitoring and evaluating various labor business activities, so that income and welfare for workers and the community in Bone Bolango Regency continue to increase in the future.
