Abstract

The dynamics of the VUCA ( Volatile, Uncertain, Complex, Ambiguous ) era characterized by regulatory uncertainty, regional fiscal limitations, and service disruptions demand responsive governance. This study aims to analyze the application of adaptive leadership through a synthesis of transactional and transformational models in the Sikka Regency Government by integrating aspects of local work culture. The research method used is a mixed methods quantitative descriptive method strengthened by a qualitative approach through in-depth interviews with key informants. The results of data collection indicate significant differences in perception: the Regional Secretary group assesses the transactional (4.2), transformational (4.6), and adaptive (4.7) leadership dimensions as High, while the Head of Regional Apparatus assesses transactional leadership as Medium (3.8). This empirical contrast is rooted in the strong paternalistic culture of the bureaucracy and the bias in implementing the Kula Babong tradition . This article formulates the reconstruction of Ambidextrous Public Leadership , where adaptive leaders in Sikka Regency are required to synthesize formal administrative compliance (transactional) with deliberative work culture transformation (transformational) so that organizational agility can be optimally accelerated. Abstract

This study aims to determine the effect of system quality and information quality on student satisfaction in using the Educational Management Information System (EMIS) application at Kupang State Polytechnic. This study was motivated by various obstacles in using the EMIS application, such as slow system access, disruptions during course registration (KRS), and inconsistencies and delays in updating academic information that affect the level of student satisfaction. This study uses a quantitative approach using a survey method. The sampling technique uses probability sampling with a random sampling method. The sample consisted of 175 respondents who were students of the Business Administration Department of Kupang State Polytechnic. Data analysis was carried out using multiple linear regression analysis with the help of the SPSS program. The results showed that system quality has a positive effect on student satisfaction, with a t-value of 3.207 and a significance level of 0.002 <0.05. Information quality also has a positive effect on student satisfaction, with a t-value of 7.328 and a significance level of 0.000 <0.05. Simultaneously, system quality and information quality have a positive effect on student satisfaction, with an F value of 7.883 and a significance level of 0.000 < 0.05. The coefficient of determination (R²) value of 0.505 indicates that 50.5% of student satisfaction can be explained by system quality and information quality, while the remaining percentage is influenced by other variables outside this study. This study concludes that system quality and information quality are important factors in increasing student satisfaction with the use of the EMIS application. Therefore, system administrators are expected to improve system stability, access speed, data security, and the quality of academic information in real time to support effective and efficient digital-based academic services.

Abstract

The development of increasingly complex and dynamic public problems, marked by limited institutional capacity, demands a governance approach that can explain how public services can remain effective under various conditions. However , the literature about collaborative governance , adaptive governance , institutional capacity , and public service governance Still develop in a way separated so that Not yet available framework theoretical integration​ fourth perspective said . Research This aim develop Collaborative Adaptive Service Governance (CASG) as theory level medium For explain governance mechanisms​ service effective public research​​ use approach Theory Building Systematic Literature Review (TBSLR) of 56 articles indexed by Scopus for the period 2008–2026. Analysis done through stages open coding , axial coding , selective coding , conceptual integration , and theory synthesis . Research result identify four construct main , namely collaborative dynamics , adaptive capability , institutional capacity , and service outcomes , which form mutually beneficial governance mechanisms​ depends . Findings show that effectiveness service public is results interaction dynamic between collaboration , capacity adaptive , and capacity strengthened institutions​ through mechanism bait recursive governance mechanism . Research This conclude that CASG provides framework theoretical bridging integration​ various tradition literature governance as well as expand understanding about connection dynamic between governance and service​ public .

Abstract

Abstrak: Salah satu desa wisata berbasis kearifan lokal di wilayah Indonesia Timur memiliki potensi budaya yang tinggi melalui tradisi lokal, rumah adat, situs megalitik, dan benda cagar budaya. Pengembangan potensi tersebut memerlukan penguatan kapasitas masyarakat dan kelembagaan untuk mendukung pengelolaan desa wisata yang berdaya saing dan berkelanjutan. Kegiatan Pengabdian kepada Masyarakat (PkM) ini bertujuan meningkatkan soft skill dan hard skill masyarakat serta anggota Kelompok Sadar Wisata (Pokdarwis). Soft skill difokuskan pada penguatan organisasi, kerja sama, dan partisipasi masyarakat, sedangkan hard skill diarahkan pada promosi digital, pengelolaan destinasi, dan penyusunan rencana pengembangan desa wisata. Metode yang digunakan meliputi ceramah, Focus Group Discussion (FGD), pendampingan, dan praktik pembuatan media promosi digital. Kegiatan ini melibatkan 30 peserta. Evaluasi dilakukan menggunakan angket pre-test dan post-test. Hasil evaluasi menunjukkan peningkatan pengetahuan dan keterampilan peserta sebesar 98%, sehingga kegiatan ini berpotensi mendukung revitalisasi desa wisata berbasis kearifan lokal secara berkelanjutan.Abstract: A local wisdom-based tourism village in Eastern Indonesia possesses significant cultural potential through local traditions, traditional houses, megalithic sites, and cultural heritage objects. Developing these resources requires strengthening community capacity and institutional support to achieve competitive and sustainable tourism management. This Community Service Program aimed to improve both the soft skills and hard skills of community members and the Tourism Awareness Group (Pokdarwis). Soft skill enhancement focused on organizational capacity building, collaboration, and community participation, while hard skill development emphasized digital promotion, tourism destination management, and tourism village development planning. The program employed lectures, Focus Group Discussions (FGDs), mentoring, and practical training in creating digital promotional media. The activity involved 30 participants consisting of local government representatives, Pokdarwis members, traditional leaders, youth, and community members. Evaluation was conducted using pre-test and post-test questionnaires. The results showed a 98% improvement in participants' knowledge and skills, indicating the program's potential to support the sustainable revitalization of local wisdom-based tourism villages.

Abstract

Abstrak: Program pencegahan stunting merupakan upaya krusial dalam meningkatkan kualitas sumber daya manusia, terutama di wilayah yang rentan terhadap bencana seperti Desa Fatumnasi, Kabupaten Timor Tengah Selatan. Program ini bertujuan untuk meningkatkan kapasitas kader kesehatan dalam pencegahan stunting, mengingat tingginya prevalensi stunting di desa ini dan keterbatasan kapasitas kader yang berperan penting dalam mendeteksi dan menangani kasus stunting. Mitra kegiatan ini adalah kader kesehatan posyandu Desa Fatumnasi, yang merupakan garda terdepan dalam layanan kesehatan masyarakat di daerah rawan bencana. Kegiatan Pengabdian kepada Masyarakat (PkM) ini melibatkan beberapa tahapan, mulai dari persiapan, pelaksanaan, hingga evaluasi. Pelatihan dan workshop difokuskan pada pemetaan wilayah rawan stunting serta peningkatan keterampilan kader dalam menghadapi tantangan geografis dan situasi darurat akibat bencana alam. Evaluasi program dilakukan menggunakan metode angket dan survei terhadap peserta untuk mengukur tingkat pemahaman. Hasil menunjukkan bahwa 50% peserta mengalami peningkatan pemahaman terhadap materi, dengan 25% partisipasi aktif dalam diskusi dan workshop. Program ini diharapkan dapat berkelanjutan dan mendukung upaya nasional dalam menurunkan angka stunting, terutama di wilayah rawan bencana.Abstract:.The stunting prevention program is crucial to enhance human resource quality, particularly in disaster-prone areas such as Fatumnasi Village and Timor Tengah Selatan Regency. This program aims to strengthen the capacity of healthcare cadres to prevent stunting, given the high prevalence of stunting in the village and the limited capacity of the cadres, who play a vital role in detecting and addressing stunting cases. The program's partners are the Fatumnasi Village posyandu health cadres, who serve as the frontline in providing public health services in disaster-prone areas. This community service initiative (PkM) involves several stages: preparation, implementation, and evaluation. Training and workshops are focused on mapping areas vulnerable to stunting and enhancing the cadres' skills in tackling geographic challenges and emergencies due to natural disasters. Program evaluation was conducted through questionnaires and surveys to assess participants' understanding. The results indicated that 50% of participants demonstrated improved comprehension of the material, with 25% actively participating in discussions and workshops. This program is expected to be sustainable and support national efforts to reduce stunting rates, particularly in disaster-prone regions.
