Abstract

Penelitian ini bertujuan menganalisis dinamika politik dan kapasitas kelembagaan dalam implementasi kebijakan penanggulangan illegal logging oleh UPT Kesatuan Pengelolaan Hutan (KPH) Bagansiapiapi, Provinsi Riau. Dengan pendekatan kualitatif dan desain studi kasus, riset ini mengintegrasikan teori kapasitas negara dan institusionalisme baru untuk memahami kendala struktural dan politik yang dihadapi. Temuan menunjukkan bahwa meskipun terdapat perangkat regulatif yang relatif lengkap, efektivitas implementasi kebijakan terganjal oleh lemahnya kapasitas institusi, keterbatasan sumber daya, serta tidak sinkronnya koordinasi antar-aktor. Interaksi antara aktor negara dan non-negara sering kali memperlihatkan pola patronase yang melemahkan supremasi hukum. Studi ini merekomendasikan reformasi kelembagaan yang inklusif, peningkatan kapasitas sumber daya, dan penguatan political will sebagai prasyarat keberhasilan kebijakan kehutanan yang berkelanjutan.

Abstract

The challenge of language barriers in Indonesian public service interactions is discussed in this article regarding technical communication failure and critical issue of bureaucratic ethics and the violation of civil rights. The study asserts that problems such as rigid bureaucratic language, inaccessible channels, and unaddressed public feedback constitute a systemic failure of the public service apparatus to uphold principles of inclusive public service and non-discrimination. Employing a Systematic Literature Review (SLR) methodology, which involved screening publications from the Scopus and Sinta databases (2020–2025), the research protocol was designed to be systematic and reproducible. The synthesis of findings reveals that these operational shortcomings are not merely technical failings but are instead a clear manifestation of a deficiency in the Civic Virtue of civil servants, who bear the ethical responsibility to bridge multicultural differences rather than perpetuate exclusionary practices. The study concludes by underscoring the urgent necessity for bureaucratic paradigm reform, specifically recommending the mandatory development of a Civic Ethics Curriculum for civil servants that explicitly cultivates the values of inclusivity, public empathy, and a comprehensive awareness of citizens' rights within a diverse, democratic context.

Abstract

Pemilu serentak tahun 2024 di Kota Jambi menjadi momentum penting untuk menilai kualitas demokrasi lokal sekaligus kinerja Kelompok Penyelenggara Pemungutan Suara (KPPS) sebagai pelaksana teknis di Tempat Pemungutan Suara (TPS). Kompleksitas pelaksanaan—meliputi distribusi logistik, penggunaan aplikasi Sirekap, serta verifikasi pemilih DPT, DPTb, dan DPK—menimbulkan berbagai tantangan teknis yang berpotensi mengurangi kredibilitas proses pemilu. Menjawab hal tersebut, Departemen Ilmu Politik Universitas Jambi bekerja sama dengan Komisi Pemilihan Umum (KPU) Kota Jambi melaksanakan program pengabdian masyarakat yang bertujuan mengevaluasi mekanisme pemungutan dan penghitungan suara serta memberikan rekomendasi berbasis bukti untuk perbaikan ke depan. Program ini menggunakan pendekatan multi-metode partisipatif yang mencakup diskusi publik, lokakarya, Focus Group Discussion (FGD), observasi partisipatif, dan penyebaran kuesioner untuk menjaring beragam masukan dari para pemangku kepentingan. Analisis menemukan delapan persoalan utama, di antaranya keterlambatan pembukaan TPS, gangguan aplikasi Sirekap, ketidaklengkapan logistik, ketidaktepatan prosedur bagi pemilih DPK/DPTb, serta inkonsistensi rekapitulasi suara antar kategori pemilihan. Permasalahan tersebut mencerminkan lemahnya koordinasi, keterbatasan pemahaman prosedural di tingkat KPPS, serta infrastruktur digital yang kurang memadai. Rekomendasi strategis meliputi perancangan ulang pelatihan teknis dengan metode lebih interaktif, penguatan manajemen logistik dan diseminasi regulasi, peningkatan literasi pemilih, serta jaminan pemanfaatan teknologi informasi yang lebih andal. Studi ini menegaskan pentingnya sinergi antara lembaga penyelenggara pemilu dan institusi akademik dalam memperkuat tata kelola pemilu, sekaligus menawarkan model praktik terbaik untuk meningkatkan kualitas demokrasi elektoral di Kota Jambi maupun daerah lain di Indonesia.

Abstract

This study analyzes the social movement “duit ora payu” (money doesn’t work) as a grassroots rejection of vote buying in the Village Head Election (Pilkades) of Narukan Village, Rembang Regency. This phenomenon is significant because it presents an electoral anomaly in which local communities collectively resisted money politics, contributing to contemporary studies on village democracy and electoral integrity. Using a descriptive qualitative approach, this research draws on literature studies and digital data to examine the dynamics surrounding the election. The findings show that the high level of social capital possessed by the elected candidate, Gus Faruq, built through strong social networks, public trust in integrity, and sincere civic engagement, became the decisive factor in defeating opponents suspected of distributing money in a structured manner. His close relationship with prominent religious figures, especially Gus Baha, further strengthened moral credibility and reinforced anti-money politics norms in the community. The study concludes that value-based social capital can effectively counteract corrupt electoral practices and offers a replicable model for promoting clean grassroots elections.

Abstract

This community service program, titled “Policy School: Formulating Gender-Responsive Policies in SMAN 11 Kota Jambi”, was conducted as part of the Tri Dharma of Higher Education. The activity aimed to enhance the understanding and capacity of teachers and school administrators in integrating gender perspectives into educational policies and practices. The method used was participatory training, including focus group discussions, lectures, and collaborative policy drafting sessions. The participants were guided to identify gender issues within the school environment and to formulate responsive policy recommendations. The results indicated an increased awareness of gender equality values and improved competence among participants in designing school regulations that promote inclusivity. This program also produced a draft of gender-responsive school policy as an output. In conclusion, the activity successfully strengthened institutional capacity in promoting gender mainstreaming in education at the school level.

Abstract

This study analyses the form and role of social capital in the management of Community Forests(HKm) in Muaro Jambi District. Using a comparative qualitative approach, the study comparestwo HKm organisations with different institutional categories, namely the Koperasi Multi UsahaMandiri (gold category) and KTH Bumi Indah Sejahtera (blue category). Data collection wasconducted through in-depth interviews, observations, and documentation studies. The resultsshow that social capital in both groups is reflected in three dimensions: bonding, bridging, andlinking. The bonding dimension is strong in both groups, characterised by trust, mutualcooperation, and member participation. The bridging dimension developed better in KoperasiMulti Usaha Mandiri through horizontal networking with other cooperatives. The most decisivefactor was the linking dimension, which showed the most notable difference. The Multi-BusinessCooperative had strong vertical relationships with the village government and the forestryservice, thereby supporting institutional strengthening and improving the group's economicachievements. Conversely, KTH Bumi Indah Sejahtera has weak linking capital due to a lack ofcoordination with the village government, which has resulted in limited programme support andeconomic outcomes. This study concludes that the success of HKm management depends not onlyon internal cohesion, but primarily on the group's ability to build vertical networks to gain accessto resources and policy support.

Abstract

In the Minangkabau social system, women hold a crucial position as owners of lineage and inherited property. However, in formal political practice, women's representation in legislative institutions remains relatively low. This study uses a qualitative approach, collecting data through interviews, documentation, and literature review. The results indicate that despite the affirmative action policy of a 30 percent quota for women in legislative candidacy, the representation of elected women remains limited. This is influenced by several factors, including patriarchal culture in local politics, limited political resources for women, and low political party support for female candidates. These findings suggest that the matrilineal system does not automatically result in equal political representation for women in legislative institutions. Therefore, strengthening women's political capacity and ensuring political party commitment to encouraging increased women's representation in legislative institutions is necessary. This study aims to analyze the low political representation of women in the West Pasaman Regency legislative institution in the 2024 General Election.

Abstract

This study aims to analyze the factors influencing the implementation of agrarian reform policy in Dairi Regency, Indonesia, based on Presidential Regulation Number 62 of 2023. Agrarian reform is a strategic policy designed to address inequality in land ownership and improve community welfare. This research employs a qualitative approach with data collection techniques including in-depth interviews, observation, and documentation. The findings reveal that the implementation of agrarian reform in Dairi Regency has been carried out administratively, particularly through land certification programs as part of asset restructuring. However, the effectiveness of implementation is influenced by several factors, including limited human resources, budget constraints, and suboptimal coordination among implementing agencies. In addition, access reform and land dispute resolution have not been optimally implemented. These findings indicate that the success of agrarian reform policy is not only determined by policy design but also by institutional capacity and the broader context of implementation.

Abstract

The covid-19 pandemic has created a global crisis impacting various sectors, including national security. One of the Indonesian government’s responses to the pandemic was the inmate assimilation policy aimed at reducing the risk of virus transmission in overcrowded correctional facilities. This study employs a qualitative method with a literature review approach to analyze the inmate assimilation policy from a political perspective and its implications for national security. The findings indicate that the policy has significant implications for national security, raising concerns about increased crime rates within society. Key challenges in implementing this policy include economic crises, insufficient supervision, and social stigma against former inmates. Additionally, the policy highlights tensions between public health priorities and national security, where weak supervision can trigger social instability. Inadequate social reintegration further exacerbates the challenges faced by former inmates struggling to readjust. This study recommends the need for data-driven policy evaluations, enhanced inter-agency coordination, and strengthened social reintegration efforts to mitigate the policy's negative impact on social stability and national security in the future.

Abstract

This study examines the political motivations underlying the National Awakening Party’s (PKB) decision to join the Indonesia Maju Coalition following the 2024 presidential election by integrating insights from coalition theory, particularly office-seeking and policy-seeking frameworks, as well as party institutionalization theory. This research adopts a qualitative case study approach to uncover micro-level motivations through the analysis of multi-source data, including credible online news reports, official party documents, and elite public statements.The findings demonstrate that PKB’s realignment is not merely a general pragmatic shift but reflects a calculated balance between office-seeking and policy-seeking behavior. Empirically, PKB’s maneuver is evidenced by its targeted pursuit of strategic cabinet positions, indicating a structured effort to secure institutional access to executive power. At the same time, the study finds that PKB actively negotiates policy influence, particularly in socio-economic and religious-based welfare programs, to maintain alignment with its traditional voter base. Furthermore, the role of Muhaimin Iskandar is identified as a decisive factor, where leadership consolidation and personal political survival shape party strategy. The research also reveals that long-standing relational ties with Prabowo Subianto function as informal political capital, facilitating smoother coalition entry and reducing transactional costs. This study contributes to the literature by providing a micro-level empirical explanation of post-election coalition realignment in Indonesia, highlighting how ideological narratives are strategically embedded within pragmatic power calculations. Unlike previous studies that treat coalition shifts as purely opportunistic or structurally determined, this research demonstrates that PKB’s decision reflects a hybrid model of political behavior, where institutional interests, leadership agency, and policy aspirations interact simultaneously.
