The results of the study indicate that AMAN plays a significant role in various aspects, such as legal assistance, mass mobilization, community organizing, legal education, and village deliberations. In addition, AMAN also builds networks with various parties to strengthen the bargaining position of indigenous communities. Through these roles, AMAN has succeeded in increasing the bargaining power of the Pandumaan-Sipituhuta indigenous community in facing the conflict with PT Toba Pulp Lestari. This study confirms that advocacy organizations such as AMAN have a crucial role in fighting for the rights of indigenous communities in land disputes, as well as being agents of change in resolving agrarian conflicts.

Abstract

Land conflict between the Sihaporas indigenous community and PT Toba Pulp Lestari (TPL) remains an ongoing agrarian issue that directly affects the community’s livelihoods. The inclusion of the company’s concession within the customary territory has changed patterns of land control and use that were previously managed collectively across generations. This situation restricts access to agricultural land and forests, reduces sources of income, and creates social tensions and confrontations. This study aims to analyze the impacts of land conflict on the Sihaporas indigenous community and to examine the conflict through a political ecology perspective with a focus on power relations among actors. Using a qualitative case study approach, data were collected through interviews, observations, and document analysis. The findings show that the conflict affects economic, social, and cultural aspects of the community and reflects unequal power relations between indigenous peoples, corporations, and the state in controlling agrarian resources.

Abstract

This study aims to examine how digital activism influences government institutional behaviour, particularly regarding virality-based policies. This research focuses on analyzing three public issues: the suicide of an elementary school student, mining policies, and LPG gas regulations which only received government responses after gaining massive virality. This study employed a qualitative case study and the research focuses on selected viral policy cases that gained significant traction on digital platforms. Data were collected through digital content analysis including social media posts, online news coverage, and official government statements. The study focuses on cases occurring between 2025 and 2026. The research was conducted over a period of about two months, between January and February 2026. The findings shows that digital activism plays a substantial role in accelerating the implementation of government policies. The virality of the cases in question forced the government to implement policies promptly and effectively. Furthermore, these viral-based policies demonstrate a transformation in institutional behaviour, where digital public pressure is increasingly influencing agenda-setting and decision-making processes. The study concludes that, by the presence of digital activism, government behaviour patterns are no longer solely determined by formal and structurally designed policy mechanisms but are heavily influenced by the visibility and virality of an issue within the digital space.

Abstract

Land conflict constitutes one of the most prevalent forms of conflict in Jambi and ranks among the most significant agrarian conflicts in Indonesia. Existing land conflict resolution approaches pay limited attention to multi-stakeholder governance. This research aims to examine the dynamics of land conflicts and to explore the application of the pentahelix governance framework in conflict transformation. This study employs a qualitative case study design. The research area is East Tanjung Jabung Regency. This is one of the representative areas of land conflict in Jambi. The research data was obtained through observation, interviews, and focus group discussions. The selection of informants was purposive, and the data were analyzed using thematic analysis to identify key patterns and relationships. The findings reveal that land conflicts possess a complex nature and exert a significant impact on nearly all aspects of the local community. This conflict is intricately linked to the dynamics of political power. In the context of conflict transformation, the pentahelix governance framework provides an effective governance mechanism for transforming land conflicts. Grounded in transformative principles, it promotes multi-stakeholder collaboration through inclusive governance. The framework facilitates collaborative engagement, reshapes stakeholder relationships, and strengthens institutional interactions in complex agrarian conflicts. This study contributes to the development of land conflict resolution strategies by demonstrating the applicability of the pentahelix model, both in Jambi and in broader contexts across Indonesia.
