Abstract

Introduction: The increasing number of older adults poses growing challenges for primary healthcare services, particularly in achieving the Minimum Service Standards (MSS) for elderly health. In community health centers (Puskesmas), first-line nurse managers play a strategic role in planning, implementing, and monitoring health programs for the elderly. However, achievement of MSS varies across facilities, suggesting that managerial competencies and work-related factors may influence service outcomes. Objective: This study aimed to examine the direct and indirect relationships between first-line nurse managers’ managerial competencies—specifically information management, critical thinking, strategic decision-making, and the achievement of Minimum Service Standards for elderly health, with job satisfaction as a mediating variable. Methods: An analytical quantitative cross-sectional study was conducted among 126 first-line nurse managers from 17 community health centers in Malang City and Malang Regency, Indonesia. Data were collected using the Primary Care Manager’s Managerial Competence Scale (15 items) and the short version of the Minnesota Satisfaction Questionnaire (16 items). Data were analyzed using Partial Least Squares–Structural Equation Modeling (PLS-SEM).Results: Critical thinking–strategic decision-making competence showed no significant direct association with MSS achievement (β = −0.012; T = 0.740; p = 0.460), nor did information management competence (β = −0.016; T = 0.734; p = 0.463). However, mediation analysis revealed significant indirect associations through job satisfaction. Critical thinking–strategic decision-making competence demonstrated a positive indirect association with MSS achievement (β = 0.028; p = 0.021), while information management competence also showed a significant indirect association (β = 0.037; p = 0.024).Conclusion: Managerial competencies of first-line nurse managers were not directly associated with the achievement of Minimum Service Standards for elderly health. However, these competencies showed significant indirect associations with MSS achievement through job satisfaction, highlighting the importance of fostering supportive work environments to enhance elderly health service performance in primary care settings.

Abstract

Hulu Sungai Utara Regency is one of the regions in South Kalimantan Province that has a high potential for drought disasters due to the influence of climate variability, the relatively flat physical condition of the region, and limited spatial information regarding drought-prone areas. The absence of accurate vulnerability maps has resulted in mitigation efforts not being optimal. This study aims to map the level of drought vulnerability in Hulu Sungai Utara Regency and identify the main factors that influence it. The method used is a Geographic Information System (GIS)-based spatial analysis with a weighted overlay technique using the Analytical Hierarchy Process (AHP) method. The parameters analyzed include slope gradient, land elevation, rainfall, soil type, land cover, river density, vegetation index (NDVI), wetness index (NDWI), and land surface temperature (LST). The results show that most areas of Hulu Sungai Utara Regency are categorized as moderately drought-prone with a percentage of 95.361%, while the non-vulnerable category only covers 4.639% of the area, and no highly vulnerable areas were found. The most influential factor on drought vulnerability is rainfall, followed by NDWI and NDVI. It is hoped that the resulting vulnerability map can be the basis for mitigation planning and sustainable water resource management.

Abstract

This study, entitled “The Influence of Internal Control Systems and Information Technology…”, highlights how the advancement of information technology in the public sector has encouraged local governments to implement Accounting Information Systems (AIS) to improve the efficiency, effectiveness, and accountability of financial management. AIS plays a crucial role in producing accurate, relevant, and timely financial information as the basis for strategic decision-making. However, the effectiveness of AIS is strongly influenced by several factors, including technical aspects, organizational behavior, and structural support. Effective training can enhance users’ ability to operate the Accounting Information System, thereby improving system effectiveness. Conversely, task complexity can hinder users in utilizing the system, which may reduce its effectiveness. Active user participation can help improve system quality and enhance its effectiveness. Top management support can strengthen the influence of training on system effectiveness by providing adequate resources and support. It can also reinforce the effect of user participation by facilitating communication and collaboration between users and system developers. In addition, top management support may mitigate the negative impact of task complexity on system effectiveness by ensuring sufficient resources and assistance to address task-related challenges. Thus, top management support plays a pivotal role in enhancing the effectiveness of the Accounting Information System.

Abstract

The dissemination of job vacancies through online platforms still faces limitations in understanding the semantic relationships between the skills possessed by job seekers and the qualifications required by a job position. This mismatch results in an inefficient search process and longer search times. This study aims to develop a semantic-based job vacancy recommendation application (talent matching) using a skill ontology approach. One of the main challenges in developing the ontology is the lack of standardized data structures in job vacancy postings, particularly in the job description section. To address this issue, Named Entity Recognition (NER) techniques are applied to automatically extract skill entities from job description texts. The extracted results are then classified into a taxonomy structure using SkillsGPT, thereby forming a hierarchical skill concept model semantically represented within the ontology using Protégé. The matching process between user skills and job qualifications is conducted through semantic similarity calculations employing the Sánchez Similarity method. Job vacancy data are collected via web scraping, while system development follows the Rational Unified Process (RUP) methodology and is evaluated using Black Box testing. Evaluation results demonstrate that the developed system is capable of providing semantically relevant job vacancy recommendations according to the user's skill profile. Therefore, this study contributes both theoretically and practically to the development of ontology-based recommendation systems, particularly in the automated modeling of skill taxonomies from unstructured data.
