Abstract

This study aims to analyze the legal construction and law enforcement of racial offenses targeting the Sundanese ethnic group in the digital space based on the Electronic Information and Transactions Law (UU ITE). Using a normative legal research method with statutory, conceptual, and case approaches, this research focuses on the implementation of Article 28 paragraph (2) of the UU ITE. The findings indicate that the concept of racial offenses against the Sundanese ethnic group has been explicitly regulated with criminal sanctions of up to six years of imprisonment, as reflected in the case involving content creator R. in late 2025. However, law enforcement still faces challenges due to the ambiguity of the phrases "inciting hatred" and "inter-group," which are open to multiple interpretations and potentially violate the principle of lex certa. This study recommends a more precise reformulation of legal norms and stronger collaboration among the government, digital platforms, and society to maintain ethnic harmony in the digital era.

Abstract

Purpose Research. The uneven distribution of demographic characteristics and regional competitiveness across Indonesian provinces creates structurally differentiated information needs that existing public library services have yet to address systematically. Although the Regional Competitiveness Index (RCI/IDSD) developed by BRIN provides a comprehensive twelve-pillar framework for assessing regional development performance, no prior study has integrated this instrument with demographic analysis to map strategic information needs comparatively across high-performing provinces, leaving a critical gap in both theoretical and policy literature on information services within decentralized governance contexts. Research Method. This study employed a qualitative descriptive design combining document analysis and comparative analysis. Secondary data is drawn from demographic data of each province from the Central Statistics Agency, IDSD data from BRIN in 2025, and supporting peer-reviewed literature. Data collection was followed by content analysis, the construction of a structured comparative matrix, typological clustering, and interpretive synthesis. Analysis Data. Data were analyzed in three sequential stages: content analysis, comparative and typological analysis, and strategic synthesis, validated through source triangulation and standardized conceptual categories. Results. Four distinctive typologies emerged: Metropolitan Formal, Tourism-Cultural, Urban Buffer, and Agrarian-Inclusive, each corresponding directly to measurable SDG attainment gaps across SDGs 1, 2, 3, 4, 8, 9, 10, 11, and 17. At the same time, SDG 6, 7, 13, 14, and 15 remained unreachable due to IDSD's inherent environmental blind spots. Conclusion. Strategic information needs are systemically differentiated, requiring asymmetric library interventions. Future research should develop a library-readiness index that integrates all 12 IDSD pillars and incorporates environmental indices to achieve holistic coverage of the SDGs. Abstract

The increasing reliance on smartphones and instant messaging platforms has transformed how information is accessed, especially in public service environments such as airports. This study presents the development and evaluation of a Telegram bot designed to deliver real-time flight information at Soekarno-Hatta International Airport, supporting the Silent Airport initiative. Using the Waterfall development model, the bot was built through structured phases including data analysis, interface design, implementation, testing, and maintenance. The system integrates the AirLabs API and offers users personalized access to arrival, departure, and flight search features. A user experience survey involving 60 participants assessed four indicators using a 5-point Likert scale. The results showed high average scores: usefulness (4.38), ease of use (4.30), user satisfaction (4.30), and user acceptance (4.23). These scores indicate strong user approval, as they approach the maximum value of 5 on the Likert scale. Comparative analysis with traditional Flight Information Display Systems (FIDS) highlights the bot’s strengths in accessibility, personalization, and mobile integration. Despite minor issues with real-time data accuracy, the Telegram bot effectively complements existing airport infrastructure and aligns with evolving digital user behavior. This research supports the potential of instant messaging platforms to enhance public information services within smart airport ecosystems

Abstract

IntroductionThe rapid expansion of capital market participation among students in emerging economies has increased the importance of understanding the determinants of investment decision-making. Despite growing access to financial information, many student investors still exhibit varying levels of financial literacy, risk perception, and goal orientation. Previous studies suggest that these factors influence investment behavior, yet their combined effects remain insufficiently explored, particularly within student populations and in relation to ethical considerations in Islamic finance.ObjectivesThis study aims to examine the influence of risk perception, educational information, and financial goals on investment decisions among student investors. It seeks to identify which factors significantly shape decision-making behavior and to provide a more comprehensive understanding of investment behavior by integrating cognitive and motivational variables within a unified framework.MethodThe study employs a quantitative approach using a structured questionnaire distributed to 35 members of a capital market study group at a state polytechnic. Data were analyzed using Partial Least Squares Structural Equation Modeling to assess both measurement validity and structural relationships among variables. This method enables the evaluation of complex relationships within a relatively small sample size.ResultsThe findings indicate that educational information and financial goals have a positive and statistically significant influence on investment decisions, while risk perception does not show a significant effect. The model explains a substantial proportion of variance in investment decisions, highlighting the dominant role of knowledge and goal orientation in shaping behavior among student investors.ImplicationsThese results suggest that improving financial literacy and promoting goal-based financial planning are essential for enhancing investment decision quality. The findings also indicate that risk perception may function as a secondary or conditional factor rather than a primary determinant, particularly among less experienced investors.Originality/NoveltyThis study contributes to the literature by integrating risk perception, educational information, and financial goals within a single empirical model and by incorporating an Islamic finance perspective to enrich the interpretation of investment behavior.
