Abstract

Traffic congestion is caused by an imbalance between the number of vehicles and the number of existing roads. Based on Makassar City Samsat data, the number of vehicles in 2016 reached 1,128,809 units. From 2017 to October 2018 the vehicle reaches 1,563,608 units. The aim of the study was to find out work arrangements, synchronization of activities, manifestation of mutual interests, and shared goals carried out by the Department of Transportation and Traffic Units in managing congestion in Makassar City. This study uses a qualitative descriptive method with a type of case study research. Data collection techniques are obtained through observations, interviews, literature studies and documentation. The results of the study found that the process of coordination of the Office of Transportation and Satua Traffic included; the arrangements used have implemented Area Traffic Control System (ATCS) technology, synchronization has been effective, this joint interest has been running with meetings or meetings conducted between two parties even though the implementation is still not maximal, because meetings are held only 1 to 2 times meeting. Likewise, the cooperation of the Makassar City Satlantas and Dishub is still not maximal in carrying out its duties in overcoming congestion.

Abstract

Collaborative governance process involving actors of Government, private, and community among them DISKAN, DISPARBUD, DLHK, KPSDA-ACI, and communities in the tourism development of Mangrove Forests Tongke Regency Sinjai Tongke to inequality-internal imbalances that are difficult to open, directions of development are stagnant and the limitations of the capabilities managers minimal while the needs of the community will be getting high quality service so that the required motion active actors to move and organize development. The purpose of this study is to find out the collaborative process that occurs in achieving development in an effective, accountable, transparent manner and meeting public needs. This type of research is a qualitative approach is used with type a descriptive study using a kind of case study research. The results showed that prakter collaboration in development of tourism the mangrove forest Tongke-Tongke Regency Sinjai is the right choice this encouraged the actors much easier in doing coordination with units of organization scope Sinjai Regency Government, creation of synergy partisispasi the actors due to the open communication that are able to engender the trust and commitment of the actors to create a sense of equality in addressing problems tourism development of mangrove forests Tongke-Tongke.

Abstract

The Government of Central Java Province developed digital applications in order to support bureaucratic reform, namely the Government Resources Management System (GRMS) and electronic-based personnel management aplication system. The purpose of this paper is to analyze the use of the application, what are the constraints and how development is needed. This research is in the form of analytical descriptive, with a qualitative approach. Primary data collect from system users, and secondary data are from the application system. Data analysis was performed with simultaneous models developed by Miles and Huberman. The existence of the GRMS application system and the application of the personnel information system so far has been enough to contribute to the improvement of government performance, which is to facilitate local government administrators. On the other hand, application usage is hampered by the readiness of users, there is no synchronization between applications, and application performance is not optimal. The conclusion of the research is that government management innovations in the form of GRMS applications and personnel management aplication system have been carried out in assisting the administration of government. The existence of these applications can encourage changes in work culture, which contributes to bureaucratic reform. The obstacle faced is the readiness of the authorities because they are not used to using digital systems, their behavior and work habits. Another obstacle is the still not optimal role of the application system to support all government management activity needs, as well as the integration between applications. The change needed is to build integration between applications as a system that is interrelated, so as to increase transparency, efficiency, responsibility and ease of control.

Abstract

Bimbingan teknis (Bimtek) merupakan cara untuk memberikan pemahaman kepada fasilitator inovasi daerah agar fokus dan konsistensi dalam menangani inovasi daerah. Permasalahan yang dihadapi saat ini adalah ketidakpahaman fasilitator dalam memaknai inovasi daerah sesuai dengan PP No 38 Tahun 2018 tentang Inovasi Daerah. Oleh karenanya Bimtek ini diadakan sebagai proses pembelajaran bagi fasilitator di daerah agar dapat mengoperasionalkan tujuh aplikasi layanan yang terintegrasi. Tujuannya untuk melihat pelaksanaan Bimtek dan kompetensi narasumber yang dilibatkan. Metode penelitian dilakukan secara kuantitatif dan kualitatif dengan menggunakan skala likert. Penelitian ini menemukan, Bimtek fasilitator inovasi daerah sudah dijalankan dengan efektif dengan presentase 70%. Sedangkan kompetensi narasumber Bimtek fasilitator inovasi daerah untuk materi kebijakan inovasi daerah dinilai efektif (70,6%). Selain itu, materi strategi percepatan program inovasi daerah, tantangan dan perkembangan serta desain Infografis dengan microsoft power point juga dinilai cukup efektif. Namun, materi mengenai pusat jejaring inovasi daerah (puja indah) dinilai kurang efektif. Hal ini justru berbeda dengan materi ide kreatif yang dinilai sangat efektif (90,48 %). Adapun kesimpulan dari penelitian di antaranya; Badan Penelitian dan Pengembangan (BPP) Kemendagri dapat bekerja sama dengan Badan Pengelolaan Sumber Daya Manusia (BPSDM) Kemendagri dalam membangun Bimtek; Melakukan kajian lanjutan dengan fokus pada perbaikan materi di tahun mendatang; Bimtek melibatkan akademisi, best practise daerah dan bisnis sebagai narasumber. Karena pre test dilakukan di awal pelaksanaan Bimtek. Dengan demikian diharapkan Bimtek selanjutnya lebih profesional, akademis dan dapat bermanfaat.

Abstract

Micro, Small and Medium Enterprises (UMKM) in Indonesia are contributors to national economic growth. In East Java itself, the number of MSMEs is relatively large. However, there are still many obstacles in its development, such as the ineffective partnership pattern, and the development is not as expected. Therefore, this study aims to determine the implementation of the partnership model between MSME entrepreneurs with medium and large scale businesses that have been running so far, the involvement of local governments in implementing the partnership model, obstacles encountered in implementing the partnership model, as well as how to develop the MSME partnership model with medium and large scale business. The method used in this study is a mix method (qualitative and quantitative). The results showed that the implementation of the partnership model between MSME entrepreneurs with medium and large scale businesses so far has been enhanced by involving companies through the Corporate Social Responsibility (CSR) program. Local government involvement is also through regulations with the concept of partnership of MSME entrepreneurs with medium and large companies. Obstacles faced including coordination between stakeholders is still not optimal. By increasing MSME partnerships with medium and large businesses it is expected to overcome existing obstacles such as limited resources.

Abstract

The purpose of this study is to explore and describe the model of empowerment of rice farmers by the local government as a function of empowerment. Rice farmers are the subject of research due to their position as the largest producer of food crops in Indonesia, even in the world (FAOSTAT, 2014). Jember Regency is the largest rice production center in East Java in 2016, but there are still many rice farmers who are less empowered. Based on these reasons, Jember Regency is one of the pilot projects of the upstream downstream agronomy program organized by East Java Province. This program aims to create farmer entrepreneurs who have added value, so that the concept of empowering farmers can be realized. The research approach uses a qualitative approach. The technique of determining informants used purposive sampling technique. Informants in this study included the department of food crops and horticulture in Jember Regency and a combination of farmer groups (Gapoktan Mitra Tani Sejati) in Candijati Village, Silo Jember District. The types of data used are primary data and secondary data. Data collection techniques using in-depth interviews, observation and literature. Data analysis techniques are carried out in three stages, namely data reduction, data presentation and conclusion drawing. The results and discussion show that the model of empowerment of rice farmers carried out by the local government of Kabupaten Jember in the upstream downstream program of agromarry in agriculture is a model of empowerment through partnerships. The empowerment model through partnership is an empowerment model that involves more than two or more stakeholders. The stakeholders include the East Java provincial government, the department of food crops and horticulture in Jember Regency, the Institute for Agricultural Technology Studies, under the Balitbangtan, the Indonesian Ministry of Agriculture, Bank Jatim as a fund buffer bank, insurance jasindo as guarantor, GAPOKTAN MITRA TANI SEJATI Sumber Jati Village Subdistrict Silo, and Farmers. All stakeholders have different functions and roles in making the upstream downstream agromaritime agriculture program successful. Until the evaluation of 2018, the upstream downstream agrarian program in agriculture has experienced problems in the process of scouring.

Abstract

Penelitian ini dilatarbelakangi oleh kurangnya tingkat kualitas pelayanan yang diberikan oleh pegawai dan kurangnya kesadaran pemohon untuk mempersiapkan berkas yang menjadi persyaratan untuk melakukan suatu urusan pelayanan pembuatan paspor pada Kantor Imigrasi Kelas II Tempat Pemeriksaan Imigrasi Biak. Tujuan penelitian ini adalah untuk mengetahui, memahami, mengkaji dan mendeskripsikan hasil temuan peneliti terkait kualitas pelayanan pembuatan paspor pada Kantor Imigrasi Kelas II Tempat Pemeriksaan Imigrasi Biak dengan menggunakan 5 indikator kualitas pelayanan yakni bukti langsung (tangibel), daya tanggap (responsiviness), keandalan (realibility), jaminan (assurance), serta perhatian (emphaty). Adapun metode yang dipakai adalah metode pendekatan kualitatif dengan jenis studi kasus, dengan menggunakan teknik pengumpulan data yaitu observasi, wawancara, studi kepustakaan dan dokumentasi. Jenis data dengan menggunakan data primer dan data sekunder. Lokasi penelitian di Kantor Imigrasi Kelas II Tempat Pemeriksaan Imigrasi Biak Kabupaten Biak Numfor. Hasil penelitian menunjukkan bahwa kualitas pelayanan pembuatan paspor yang diberikan kepada para pemohon belum tercapai dengan baik dan maksimal dilihat dari aspek keandalan (reliability) dimana sistem atau jaringan pada sangat pembuatan paspor masih sering terhambat/gangguan dan harus menunggu sampai bisa digunakan kembali.Dilihat dari aspek lain seperti bukti langsung (tangible), daya tanggap (responsiveness), jaminan (assurance) dan perhatian (emphaty) yang sudah tercapai secara maksimal pada saat proses pembuatan paspor.

Abstract

Women's trafficking is the most classic gender issue in the course of human history. This issue often appears and as if there is virtually no solution, although various prevention and eradication efforts have been made by various parties. However, based on observations and interviews, various programs have not been explored even though many budgets have been issued. This research approach is qualitative with a descriptive method in order to describe the phenomenon occurring in the field according to the actual fact. As the source of data is the government of Sambas district, the empowerment and protection of women and children (P2TP2A, the Department of Cross-sector, non-governmental organizations, and the community. Data collection techniques are in-depth interviews and documentation. This research finding is: 1. The Government who participated directly and committed to TPPO (women) is the Bappeda, DP3AP2KB, Department of Labor, and immigration. B. group participation but not committed in TPPO (women) namely, the Education Office; C Group participation and commitment in eradication but not involved in the prevention of the trafficking of women namely the social service and the Court; D. The party involved but not committed in the TPPO of the Police Women (Polres Sambas); 2. Planning and implementation of prevention and eradication of Women's trafficking in Sambas district is less than optimal. 3. Monitoring and evaluation of the prevention and eradication of Women's trade in Sambas district is less than optimal. 4. Available facilities and infrastructure related to the prevention and eradication of the trafficking of women is still insufficient and far from expectation 5. Lack of public understanding of TPPO (female).

Abstract

Tumpang tindihnya data dasar terkait sumber daya energi khususnya enegi tak terbarukan menimbulkan permasalahan dalam pengelolaannya, Hal ini berdampak terhadap efisiensi pengelolaan sumber daya energi tak terbatas yang terbatas, oleh sebab itu diperlukan adanya integrasi pengelolaan data dasar sumber daya energi tak terbarukan agar dapat dilakukan diversifikasi energi supaya pasokan energi dapat terjamin. Untuk menjamin pasokan energi diperlukan pengelolaan energi yang berhubungan dengan tata kelola pemerintahan yang baik. Dalam mewujudukan tata kelola pemerintahan yang baik, data yang tersedia harus dikelola secara komperehensif dan terkini, untuk itu dikeluarkan Paket Kebijakan Ekonomi Tahap Delapan dan Peraturan Presiden Nomor 9 Tahun 2016 Tentang Percepatan Pelaksanaan Kebijakan Satu Peta pada Tingkat Ketelitian Peta Skala 1: 50.000. Selaras dengan hal tersebut, Kementerian Energi dan Sumber Daya Mineral (ESDM) membangun ESDM One Map Indonesia. Penelitan ini berusaha menjawab bagaimana implementasi ESDM One Map Indonesia. Penelitian menggunakan metode kualitatif pada Pusat Data Teknologi dan Informasi (Pusdatin) Kementerian Energi dan Sumber Daya Mineral (ESDM) . Hasil dari penelitian ini adalah implementasi ESDM One Map Indonesia adalah sudah dijalankan namun ada yang perlu ditingkatkan seperti penyamaan format dalam pemberian dan pengkinan data untuk ESDM One Map Indonesia dari unit-unit organisasi di lingkungan Kementerian ESDM. Selain itu, dengan adanya road map 2017-2020 menjadi panduan dalam keberlanjutan pengembangan ESDM One Map Indonesia ke depan.

Abstract

Penerangan Jalan Umum merupakan bagian dari urusan pemerintahan bidang perhubungan yang disebutkan sebagai penyediaan perlengkapan jalan di daerah. Sebagai suatu bentuk penyediaan infrastruktur, kebijakan ini berkonsekuensi menggunakan sumberdaya energi yang berdampak pada emisi Gas Rumah Kaca. Berdasarkan kebijakan Pemerintah, angka emisi GRK Nasional perlu diturunkan sebesar 29% dengan rerata tahunan yang diproyeksikan dari sektor energi sebesar 6,7%. Beberapa studi terdahulu telah memotret kinerja pengelolaan PJU di daerah yang dijabarkan bahwa pengelolaan PJU cenderung kuno, menggunakan teknologi yang tidak efisien, dan didesain kurang baik, bahkan hasil yang dicapai terbilang boros energi dan sangat memberatkan Anggaran Pendapatan dan Belanja Daerah (APBD) serta secara teknis memiliki permasalahan sebagai berikut, standar pencahayaan yang minim, ketiadaan lampu di titik-titik penting, pengelolaan masih swadaya warga, peletakkan yang masih bersinggungan dengan tiang listrik, inefisiensi, dan sebagainya. Kinerja Inovasi kebijakan Pemerintah Daerah dalam mengelola PJU dihadapkan dengan permasalahan klasik antara lain SDM, Manajerial, dan Finansial. Pemerintah telah menerbitkan berbagai peraturan guna mengatasi permasalahan klasik pemerintah daerah dalam mengelola PJU. Walaupun demikian, permasalahan klasik tersebut tetap eksis dan tidak ada perubahan signifikan. Dalam uraian permasalahan tersebut, metode kualitatif dengan pendekatan deskriptif telah digunakan untuk mengelaborasi perkembangan inovasi kebijakan pengelolaan PJU di Kabupaten Sidoarjo. Adapun, Hasil yang diperoleh adalah Pemerintah Kabupaten Sidoarjo telah berupaya melakukan inovasi namun dihadapkan tantangan seperti pengembangan KPDBU dengan Badan Usaha ESCO, Kebijakan PJU yang tidak adaptif, dan Persoalan koordinasi dan kelembagaan Pusat-Daerah.
