Abstract

Computational thinking (CT) is a critical skill for young children, and its integration into early childhood education is essential for fostering problem-solving abilities. While digital tools have been widely used to teach CT, concerns about excessive screen time and unequal access to technology have raised challenges. Unplugged activities, which teach CT concepts without the use of digital devices, offer an alternative solution aligned with developmentally appropriate practices (DAP). This study aims to explore how unplugged activities support the development of CT in early childhood education, identifying effective strategies and their impact on young learners. A systematic literature review was conducted following the PRISMA guidelines. Articles were selected from databases such as Scopus, Web of Science, and ERIC. The review focused on empirical studies published between 2010 and 2024 that examined unplugged approaches to teaching CT to children aged 3–8 years. The study identified six key themes related to the development of CT through unplugged activities: decomposition, pattern recognition, abstraction, algorithm design, debugging, and knowledge transfer. Unplugged methods were found to promote tangible, hands-on experiences that align with children’s developmental stages, enhancing their understanding of computational concepts. The findings suggest that unplugged activities can effectively teach CT in early childhood settings, providing an accessible and engaging way to introduce computational concepts. This research has implications for curriculum developers, educators, and policymakers seeking to integrate CT into early childhood education in an equitable and developmentally appropriate manner.

Abstract

Perkara koneksitas, tindak pidana yang dilakukan secara bersama-sama oleh pelaku dari lingkungan peradilan umum dan militer—menghadirkan tantangan serius bagi sistem hukum Indonesia yang menganut dualisme yurisdiksi. Penelitian ini menganalisis dilema kewenangan Perwira Penyerah Perkara (PAPERA) dalam penanganan perkara koneksitas, dengan memusatkan perhatian pada tarik-menarik antara asas komando sebagai pilar utama Tentara Nasional Indonesia (TNI) dan prinsip kepastian hukum yang harus dijamin bagi setiap terdakwa, baik militer maupun sipil. Dengan menggunakan metode yuridis normatif yang memadukan pendekatan perundang-undangan (statute approach), konseptual (conceptual approach), dan studi kasus (case approach), penelitian ini mengkaji kerangka hukum utama meliputi Undang-Undang Nomor 31 Tahun 1997 tentang Peradilan Militer, Undang-Undang Nomor 1 Tahun 2023 tentang Kitab Undang-Undang Hukum Pidana, dan Peraturan Panglima TNI Nomor Perpang/25/X/2007. Hasil analisis menunjukkan bahwa kekosongan regulasi, khususnya ketiadaan peraturan pelaksana Pasal 89 UU Peradilan Militer, menciptakan kondisi lex imperfecta yang melahirkan ketidakpastian hukum dan potensi pelanggaran hak terdakwa sipil dalam proses peradilan militer. Penelitian ini merekomendasikan harmonisasi regulasi melalui penerbitan peraturan pelaksana, penataan kelembagaan yang jelas, dan penguatan mekanisme pengawasan untuk mewujudkan peradilan koneksitas yang berkeadilan.

Abstract

Hydrocracker reliability has a direct effect on refinery margin, product availability, and process safety. This paper presents an industrial case study on the development and implementation of an online leak sealing (OLS) innovation for a leaking hexagonal plug in the fresh feed reactor effluent air cooler (REAC) 211 E-2D at the Hydrocracker Unit (HCU) of PT Pertamina Patra Niaga RU II Dumai. During hydrocracker recovery in April 2023, a leak was detected at plug tube No. 19 Bank D under hydrocarbon service containing 85-90% hydrogen, at approximately 170 kg/cm2 and 150 C. Conventional hot bolting did not stop the leak and plant procedures indicated that shutdown would normally be required. To prevent unscheduled shutdown, a high-pressure double-C clamp combined with OLS was designed, stress-checked, fabricated, and installed onstream. The new design increased clamp pressure capability from the 34 kg/cm2 reference design to 250 kg/cm2 and could accommodate multiple leak points. Post-installation monitoring showed 0% LEL around the leak area, the unit operated normally for more than five months, and a 13-day shutdown was avoided. Operational records indicated margin protection of IDR 1.9 billion and additional protected value from valuable products and HVGO lifting opportunities. The case demonstrates that a properly engineered OLS system can be a practical reliability and safety solution for hydroprocessing air coolers with hexagonal plug leakage.

Abstract

This study examines government policies related to state land management, focusing on land use by foreign companies within the legal framework of Timor-Leste. State land is a critical issue tied to state sovereignty and the regulation of natural resource utilization. This study aims to explore the land asset regulation system under the Constitution of the Democratic Republic of Timor-Leste (RDTL), as well as the government's role in managing state land. It also aims to analyze the legal basis for the nationalization of state assets and the challenges in implementing this policy. Employing a normative legal research approach, this study examines laws and regulations governing land ownership and use in Timor-Leste, along with government policies on state land management. The findings reveal that the Timor-Leste government, through the National Directorate of Land and Property of the Ministry of Justice, has endeavored to regulate land ownership, including a policy of nationalizing state assets involving land owned by foreign companies. However, significant challenges persist in implementation, particularly suboptimal law enforcement. Effective land policy implementation in Timor-Leste requires a more systematic approach to managing and administering state assets. More intensive efforts are needed to enforce existing regulations, ensuring this policy can be implemented effectively—especially in land management involving foreign companies under the framework of state sovereignty.
