Abstract

The study aims to analyse and describe the challenges in managing academic services in college during the Covid-19 pandemic. This study focused on the object of research in the Division of Education Services Education Directorate UPI. The qualitative descriptive method is used as the main method in this research. The data collecting process is conducted through observation and interview with the unit leader of the Education Service Division, the Directorate of Education UPI. The resulting research shows that there are so many challenges that are faced and of course require special problem solving in serving education service users in the midst of the pandemic. The roles of organizational leader are crucial to making the right decision in the face of challenges. Academic services would be effective if each person committed and cooperated in providing the best service to the users. It also would succeed if it was supported by utilizing information technology that can be accessed easily by the services users.

Abstract

AbstrakSekolah merupakan tempat berlangsungnya proses belajar mengajar dalam rangka mencapai tujuan pendidikan nasional. Namun, tidak semua sekolah memiliki mutu yang tinggi untuk mencapai tujuan tersebut. Penelitian ini dilatarbelakangi oleh kesenjangan antara fenomena empiris dengan teori yang berlaku. Penelitian bertujuan mendeskripsikan dan menganalisa pengaruh dari kinerja manajerial kepala sekolah dan kinerja mengajar guru terhadap mutu sekolah dasar negeri di Kota Bandung. Metode yang digunakan adalah metode deskriptif dengan pendekatan kuantitatif dan pengumpulan data dengan kuisioner. Objek penelitian adalah guru dan kepala sekolah dasar di Kota Bandung yang berjumlah 397 guru dan 33 kepala sekolah. Hasil penelitian menunjukkan, secara parsial maupun bersama-sama keduanya memberikan pengaruh yang signifikan terhadap mutu sekolah. Rekomendasi dari penelitian ini yaitu para kepala sekolah dapat meningkatkan kinerja manajerialnya, khususnya dalam kemampuan pengambilan keputusan yang tepat, dan para guru bisa memperbaiki kinerja mengajarnya dengan menambah pengetahuan, wawasan, dan keilmuannya, khususnya dalam pelaksanaan proses belajar mengajar guna mewujudkan pembelajaran yang efektif. Kata kunci: Kinerja manajerial kepala sekolah, Kinerja mengajar guru, Mutu Sekolah AbstractSchool is the place for the learning process in order to achieve national education goals. However, not all schools have high quality for achieving these objectives. This research is motivated by the gap between empirical phenomena with the prevailing theory. The study aims to describe and analyze the influence of managerial performance of school principals and teachers teaching performance to the quality of public elementary school in Bandung. The method used is descriptive method with quantitative approach and data collection by questionnaire. The research objects were teachers and principals of elementary schools in the city of Bandung which amounted to 397 teachers and 33 principals. The results showed, partially or together they have a significant influence on the quality of schools. Recommendations from this research that the principals can improve managerial performance, especially in the ability of making the right decisions, and teachers can improve their teaching performance by increasing knowledge, insight, and scientific, especially in the implementation of the learning process in order to create effective learning. Keywords : managerial performance of principals, teachers teaching performance , quality of schools.

Abstract

The purpose of the research is review the cost of education on the ability to pay and assessment of student satisfaction in uni-versities, especially in the maritime field. Research is outlined in the description taken data from several information retrieval techniques, further literature studies are used as support for nar-rative development. The results illustrate students provide a good assessment of the cost of education and the quality of services held but the concept of budgeting mechanisms is still not affordable information by students. To improve the quality of service quality, in accordance with applicable regulations and policies, in the implementation of monitoring and evaluation of service quality, agencies/educational institutions are required to take customer satisfaction assessment. In the development of realizing a quality education, of course the implementation will not be separated from the financing element. In universities, the cost of education is still a major issue in the implementation of education. The benefits of the research are expected to contribute informa-tion to the mechanism of cost budgeting and improve-ment of education services as well as provide an understanding of the importance of balance of education costs, quality of education services and become a reference for further research from observations.

Abstract

ABSTRAKPenelitian ini dilatar-belakangi oleh implementasi kebijakan pengembangan SMK yang telah menyebabkan berkembang pesatnya jumlah SMK di Kabupaten Cianjur. Adapun tujuan dari penelitian ini adalah  untuk memotret dan menganalisis tentang bagaimana kebijakan tersebut difahami, diimplementasikan dan  dikendalikan, baik pada tingkat kabupaten maupun pada tingkat sekolah, program spesifik seperti apa yang dipilih, nilai tambah apa yang diperoleh, peran serta masyarakat seperti apa yang menjadi pendukung,  serta model pengembangan seperti apa yang diharapkan di masa mendatang.  Pendekatan yang digunakan adalah pendekatan kualitatif berupa studi kasus. Melalui penelitian tersebut telah ditemuan bahwa pada dasarnya para pelaksana kebijakan telah memiliki pemahaman yang baik terhadap kebijakan; kebijakan telah diimplementasikan dengan memberdayakan berbagai unsur kekuatan;  SMK Kecil terpisah dari SMP  dan USB SMK serta SMK sebagai rintisan wajar 12 tahun merupakan program spesifik yang dipilih; implementasi kebijakan telah mampu meningkatkan aksesibilitas pendidikan menengah;  masyarakat memiliki peran yang sangat signifikan;  dan kedepan diharapkan agar kebijakan diimplementasikan sesuai dengan kebutuhan wilayah dan visi, misi serta tujuan pembangunan daerah. Keberhasilan implementasi kebijakan tersebut dinilai belum maksimal, karena belum mampu menyerap seluruh lulusan SLTP.  Untuk itu, perlu ada upaya penyempurnaan terhadap implementasi kebijakan ke depan, diantaranya dengan menerapkan model SMK berbasis ekonomi masyarakat pedesaan. Kata kunci:  Implementasi,  sekolah menengah kejuruan,  aksesibilitas. ---------------------------------------------------------------------------------------------------------------------- ABSTRACTThe back ground of  this study was the implementation of  vocational school  development policy  which has improved the  number  of vocational school  in Cianjur.   The aim of the study is  to portray and to analyse about how the policy was understood, implemented and controlled,  what specific program  was elected,  what were the outcomes, how the community supported the policy, and what kind of implementation which is desired in the future.The study approach was qualitative based on case study.  The study has found that basically the implementators of the policy having good  understanding toward the policy;  the policy has been implemented by empowering many resources; the specific program were small vocational school separated from secondary school, new school unit of vocational school and vocational school as a pioneer of 12 years compulsory education;  the policy has improved the accesibility of  high school education; the community  having significant role;  and  the stake holders  hoping that in the future the policy will be implemented  based on area needs and in accordance with county vision, missions and goals.  Because there are still many secondary schools  graduations can not continue their study,  the policy  implemetation must  be improved . One among the kinds of  improvement  proposed is implementing the model of  “rural society economy based vocational high school”.Key words:    Implementation, vocational high school, accesibility.
