Abstract

This study examines the phenomenon of political voluntarism in the 2024 General Elections in Indonesia, focusing on its role in shaping voter engagement, democratic participation, and political mobilization. The presence of political voluntarism is considered crucial in advocating ideas, values, aspirations, and has an impact on vote acquisition due to its broader nature in reaching various voter segments. There are three pairs of candidates in the 2024 General Elections, each with political volunteers engaging in various activities to support the candidates, such as “Desak Anies,” “Slepet Imin,” “Joget Gemoy,” “Demok(e)asi,” and “Tabrak Prof!”. The research methodology employs a descriptive qualitative approach. Data collection techniques involve secondary data from literature studies, including books, journals, news, and social media. The results of this research indicate that the phenomenon of political voluntarism in the 2024 General Elections is considered crucial for democracy. The presence of political voluntarism can revitalize democratic values through active participation of the public in responding to issues and involvement in political contests. Public trust crisis in political parties arises from the perception that political parties are unable to mediate between the public and the state in advocating the ideas and aspirations of the community. Therefore, the involvement of the public in politics through political volunteers is present to independently champion the values and aspirations believed in. Political volunteers not only play a role in increasing political awareness in society but also operate independently from the party system.

Abstract

The Association of Southeast Asian Nations (ASEAN) plays a strategic role as a regional organization in Southeast Asia in maintaining stability within the Indo-Pacific region. Through the adoption of the ASEAN Outlook on the Indo-Pacific (AOIP), ASEAN aims to uphold the principles of centrality, inclusivity, and complementarity. However, the participation of several ASEAN member states in the Indo-Pacific Economic Framework for Prosperity (IPEF) introduces new dynamics regarding ASEAN’s centrality, particularly amidst the geopolitical rivalry between the Unites States (US) and the People’s Republic of China (PRC). This study analyzes ASEAN’s role in strengthening its centrality amidst member states’ participation in IPEF and examines how ASEAN, as an actor in international relations, maintains regional norms and rules to achieve common goals, specifically in the political economic fields and broader economic cooperation within IPEF. The analysis utilizes a constructivist perspective within the study of international political economy, viewing international actors not only as external forces influencing the economic system but also as political authorities that maintain market freedom and pursue interests. Employing qualitative methods, this study utilizes a comprehensive literature review encompassing academic journals, policy papers, and official ASEAN documents to establish a robust theoretical foundation. Furthermore, online media analysis, including news articles and reports from reputable international and regional news outlets, provides contemporary context and real-world examples. In addition to these sources, semi-structured interviews were conducted with key informants, including policymakers and expertise in ASEAN and Indo-Pacific affairs, to gather in-depth perspectives and insights. Data validation is achieved through triangulation, cross-referencing information from multiple sources, including literature, media analysis, and interview transcripts, to ensure accuracy and reliability of the findings. Findings suggest that several aspects need to be addressed by ASEAN to strengthen the principle of centrality amidst the participation of member states in IPEF and enhance broader political economic cooperation.

Abstract

Elections are one of the most important democratic processes in Indonesia. This study examines the political communication carried out by the Election Supervisory Board (Bawaslu) Karimun Regency in the legislative and presidential elections of 2024, with a special focus on political communication strategies through digital media. This research uses a qualitative approach with a constructivist paradigm, collecting data through in-depth interviews and document analysis. The descriptive analysis method was used to analyze related literature. This research identifies problems to ensure elections are fair, transparent, and free from manipulation or violations. The analysis includes communication and situation analysis, including cooperation with the media to fight hoaxes, provide accurate information, and transparently oversee elections. The main focus of this research is how Bawaslu utilizes digital media such as websites, social media, and chat applications to convey information, interact with the public, and monitor the election process. Implementing and monitoring digital communication strategies are crucial to maintaining integrity and transparency in elections. Evaluation and re-planning of the digital communication strategy is a critical step in assessing performance and identifying areas for improvement.

Abstract

Less than 25% of seats in Indonesia’s House of Representatives are held by women politicians. While studies have explored the topic of women in Indonesian politics, this article adopts a unique approach by examining the use of social media as a political marketing tool by women politicians in Indonesia during the 2024 pre-presidential election period. Key questions include how women politicians are portrayed on social media, how they portray themselves, and how Indonesian youths perceive them. Possible mismatches between portrayals are also considered. This study specifically analyzes and maps the characteristics of social media posts from 36 women politicians across their platforms. With the growing involvement of young people in the political arena, understanding younger generations’ views on women politicians is crucial for comprehending social media’s impact on Indonesia’s democratic system. The findings contribute to the understanding of young people’s interest in politics, particularly concerning women in politics, and offer insights into the potential influence of social media on future elections in Indonesia.

Abstract

Human trafficking is a transnational crime that requires comprehensive handling by various parties, including immigration authorities. This study aims to analyze the role of immigration in addressing human trafficking crimes, focusing on cases involving Indonesia as the country of origin and Cambodia as the destination. The research employs a juridical-empirical approach with a case study method, utilizing data from official documents, interviews with immigration officers, and policy analysis. The findings indicate that the Directorate General of Immigration plays a crucial role in prevention through border surveillance, travel document inspections, and collaboration with law enforcement agencies and international organizations. The challenges in managing human trafficking cases to Cambodia include limited early detection systems, lack of inter-agency coordination, and difficulties in repatriating and rehabilitating victims. Therefore, strategies to enhance immigration capacity are necessary, including the optimization of technology, strengthening bilateral and regional cooperation, and updating regulations to adapt to the evolving modus operandi of human trafficking. This study contributes to the development of policies and immigration practices for more effective and sustainable efforts in combating human trafficking.

Abstract

Implementation Implementation of Electronic Parking System Policy in Bandung: Response to Public Demand This study examines the application of strategic planning in managing the electronic parking system in Bandung, focusing on the influence of local political dynamics on policy implementation. A qualitative approach and case study method were used to analyze strategic planning and political dynamics in the context of the electronic parking system. Primary data was collected through in-depth interviews and field observations, while secondary data was sourced from media documentation and previous research. The findings reveal that the strategic planning of the electronic parking system aims to improve urban mobility and optimize parking space utilization. However, challenges such as resource limitations and the influence of local political dynamics hinder effective implementation. Based on the Powercube theory, which includes the dimensions of level, space, and form, this study emphasizes the importance of a comprehensive approach to strategic planning. Local political dynamics significantly impact organizational capacity, particularly in terms of policy stability and resource allocation. Dependence on certain political actors and the lack of consensus among stakeholders weaken the effectiveness of policy implementation. Local governments, parking attendants, and public users play key roles in the success of this system’s management. This study highlights the importance of cross-stakeholder collaboration to enhance traffic management, create sustainable parking solutions, and improve urban quality of life. Effective coordination is required to address political and operational challenges in implementing the electronic parking system in Bandung.

Abstract

This study explores the political entrepreneurship ethics of village heads in setting village development policies and the context of the COVID-19 pandemic. This study applies a qualitative methodology and observational analysis method with the interview as the main data-gathering technique, discovering musyawarah (deliberation), obedience to regulation, transparency and participation, empathy, priority scale, and Islamic teachings as the principles held by village heads in policy-making. The village heads also draw on musyawarah, obey regulations, and transparency and inclusiveness to avoid conflicts of interest in making policies. Meanwhile, the justification for policy-making is based on regulation and musyawarah. The results of the analysis demonstrate the convergence of political entrepreneurship ethics, namely, adherence to rules and musyawarah, in setting village development policies. They are inseparable from the context of the COVID-19 pandemic. The findings of exploring principles, efforts, and ethical justification of policy-making help to understand the political entrepreneurial actions, which have been left unexplained in the analytical framework of political entrepreneurship as an independent variable. Finally, the context of the pandemic needs to be understood in relation to changes in the policy process. The outbreak can amend the ethical meaning of obeying regulations and musyawarah in setting the village development policies that are implemented by political entrepreneurs. This implies that a pandemic can be considered for its contribution to shaping the ethics of political entrepreneurship.

Abstract

The government’s attention is anticipated to be directed towards the proper management of maritime cybersecurity in the Malacca Strait, given the intricate nature of the dangers involved. This will assist Indonesia’s objectives as a Global Maritime Axis. Indonesia has created institutional synergies through BSSN and BAKAMLA to ensure that daily operations in this area are at the forefront of minimizing maritime cybersecurity threats. Using theories of cybersecurity, maritime security, and security cooperation, this article aims to understand the cooperation between these institutions, namely BSSN through BDS and BAKAMLA with IMIC, in the field of maritime security, including the mitigation of maritime cybersecurity threats that jeopardize national sovereignty. The essay uses a descriptive qualitative method to show how Indonesia is working hard to merge these two agencies so they can better address maritime cybersecurity in Indonesian waters and this paper was validated by interviewing several actors or strategic position holders in IMIC and BSSN who play a direct role in the technical field. This involves working together to address marine cybersecurity concerns in the “Nusantara Jaya,” or Malacca Strait. Though decisions from the Indonesian House of Representatives (DPR RI) are still pending, in practice, collaboration between these government entities is dependent on the legal frameworks provided by Indonesian laws and regulations controlling marine security, safety, and law enforcement. After these frameworks are put into effect, it is envisaged that they will make maritime management and operations clearer and avoid redundancies between the pertinent agencies.

Abstract

The low awareness among migrant workers of the need to exercise their voting rights is rarely highlighted. This research addresses how the General Elections Commission (KPU) and companies can realize the voting rights of these workers. One solution offered is the establishment of TPS in unique locations, namely within companies. This article views the successful establishment of TPS in these particular locations as an application of the collaborative governance concept. This article uses a qualitative research approach of the case study type. This research collected data through in-depth interviews with several sources from the KPU and Bawaslu of Pelalawan Regency, PT. Riau Andalan Pulp and Paper (PT. RAPP), labor unions, and other stakeholders. This article finds that the collaborative governance implemented by the Pelalawan Regency KPU and PT. RAPP to fulfill the political rights of workers follows several key stages. These stages reflect the process of collaborative governance, namely collaborative initiatives, the parties involved, the collaborative process, the collaborative result, and the collaborative impact. By adhering to the principles of collaborative governance, the Pelalawan Regency KPU and PT. RAPP have established a more effective and harmonious partnership, ultimately leading to better and more sustainable outcomes for all parties involved.
