Abstract

This article investigates the utilization of E-Government applications within the framework of network governance in Indonesia’s local administration. Drawing on both qualitative and quantitative methods, this study captures public perceptions of electronic information-based government services and explores the political and institutional dynamics underlying their implementation. Data were collected through questionnaires, document analysis, interviews, and focus group discussions (FGDs) with purposively selected informants, including leaders and staff from local government institutions. The findings demonstrate that e-government platforms enhance service efficiency, transparency, and public satisfaction. Moreover, these applications promote openness in financial management and intra-organizational communication, contributing to greater trust and comfort among citizens. Framed within the theory of network governance, the study reveals how digital service delivery is not merely a technical process but a political one—shaped by inter-institutional collaboration, administrative adaptability, and the evolving role of the state in a digitally mediated environment. These insights affirm the growing necessity of integrating digital infrastructure with political and organizational readiness to achieve effective and sustainable governance in the digital age.

Abstract

The involvement of women in political parties cannot be ignored. This is because gender equality allows democracy to function properly. PDI-P is the only party that has the highest level of women participation. West Java is one of the crucial provinces in both the 2024 General Election or Regional Election. This study aims to explore how women’s empowerment is carried out by PDI-P West Java in each stage of their politics and what the results are. Qualitative research is conducted by collecting primary and secondary data. Primary data is conducted by interviewing selected informants and secondary data trough related document. Data validation is conducted by triangulation sources to check the data obtained. The results of the study show that PDI-P West Java has carried out various methods of empowering women, such as setting party rules regarding women’s quotas in party membership, and candidates who advance in legislative elections, holding special activities for women, providing financial assistance and campaign training for women, and providing training for women cadres who sit in parliament. The results also show that women legislators from the PDI-P West Java faction are very active in speaking out in parliament.

Abstract

This study examines the role of the Tangerang LIVE application in promoting democratization and public policy through digital innovation. The approach used is exploratory qualitative, with literature studies, document analysis, and non-participatory observation of citizen interactions—including user reviews, agency responses, and bold media—from May 2024 to March 2025. Data were analyzed using thematic techniques assisted by NVivo, with validation through source triangulation. The focus of the study encompasses (1) citizen accessibility and participation (e-participation), (2) government transparency and accountability, and (3) digital democracy practices, including evidence-based policy deliberations. The results show that the LAKSA feature in Tangerang LIVE provides a space for citizens to convey their aspirations and complaints, most of which are responded to quickly and transparently by the government. This reflects the application of e-governance principles. However, technical constraints, such as application bugs and login difficulties, remain obstacles. Within the UTAUT theoretical framework, digital citizen participation is greatly influenced by perceptions of the ease and benefits of technology. Complaint data also has the potential to be analyzed with artificial intelligence (AI) to strengthen evidence-based policy research. The study concludes that Tangerang LIVE is a real-life example of digital innovation that promotes inclusive, participatory, and responsive governance. AI integration and technical system enhancements are needed to strengthen digital democracy at the local level.

Abstract

This study aims to analyze the effect of billboard content on the electability of female mayoral candidates in the 2024 Kendari City Regional Head Elections (Pilkada). The main issue underlying this study is the fact that every Pilkada in Kendari City always features female candidates, but they repeatedly experience defeat despite conducting political campaigns through various outdoor media, including billboards. The method used is a descriptive quantitative approach with simple random sampling technique and a total of 123 respondents. The independent variable in this study is billboard content, while the dependent variable is candidate electability. Data were collected through a five-point Likert scale questionnaire and analyzed using simple linear regression with the help of SPSS version 26. The results showed that billboard content had a positive and significant effect on the electability of female candidates (Hₐ accepted and H₀ rejected), with a value of R = 0.471, R² = 0.222, and significance p = 0.000. This means that 22.2% of the variation in candidate electability is explained by the quality of billboard content, especially in terms of visual aspects, social messages, and gender issues. These findings prove that billboards are still an effective campaign medium in enhancing the image and electability of female candidates at the local level. This finding confirms that billboards still have a strategic function in local political communication because they are able to build image, assert the political identity of candidates, and convey social and gender issues that are relevant to the political goals of female candidates. This study implies that optimizing billboard content can contribute to increasing the political competitiveness of women in electoral contests at the regional level.

Abstract

This article examines how hadhanah (child custody and care) can be reframed from a private family matter into a public policy issue, positioning the state as a responsible actor when children become abandoned after divorce. Drawing on a normative–juridical and qualitative socio-legal analysis of Islamic family law, national legislation, and municipal policy instruments, the study uses Serang City as an illustrative case of policy urgency. The findings demonstrate a systematic implementation gap between Indonesia’s constitutional mandate to care for abandoned children and local-level governance practice: (1) a legal–administrative gap, where court-based custody decisions and parental obligations do not automatically trigger social welfare interventions; (2) an institutional coordination gap, marked by fragmented responsibilities among courts, social services, and child-protection agencies; and (3) a service continuity gap, in which protection responses remain reactive and episodic rather than sustained and rights-based. Based on municipal administrative data and policy documents, Serang’s 2024 records identify 12,949 abandoned children, indicating a governance problem that requires an integrated response. The paper contributes to debates on post-divorce custody by demonstrating that when hadhanah is treated solely as a private legal dispute, accountability diffuses and child protection becomes episodic; therefore, custody governance must be redesigned so the state can, within defined limits, function as an accountable guardian-like actor through coordinated local child-protection services.

Abstract

Digitalization has become an inevitable driver of Southeast Asia’s economic development, simultaneously reshaping policy frameworks and reconfiguring regional power dynamics. Control over and access to digital infrastructure not only influence the distribution of power but also determine the extent to which digital transformation contributes to equitable and sustainable growth. This study, grounded in the theoretical lens of power relations, explores how digitalization initiatives intersect with political agendas and economic trajectories in the region. Methodologically, the research employs a literature-based analysis that conceptualizes digitalization as a non-human actor interacting with human agency in shaping development outcomes. The findings highlight that technological adoption by itself is inadequate to ensure long-term progress. Sustainable outcomes are contingent upon the architecture of digital policies and the extent to which political will, regulatory frameworks, and economic interests foster inclusivity and accountability. Power relations are decisive not only in setting the pace of digitalization but also in shaping democratic participation within policymaking processes. Where participation is weak, asymmetrical structures emerge that privilege actors controlling digital infrastructure and data, thereby reinforcing dependency and inequality. The study argues that digitalization cannot be regarded as a neutral technological advancement. Instead, it represents a contested arena where political power, economic imperatives, and technological dominance converge. It calls for a critical reassessment of digital governance to ensure that digitalization becomes an instrument of inclusive and sustainable economic development in Southeast Asia, rather than a mechanism that entrenches structural disparities.

Abstract

This article discusses Indonesia’s response to global economic uncertainty characterized by interrelated shocks such as pandemics, supply chain disruptions, geopolitical tensions, inflationary pressures, climate risks, and volatile commodity markets. The study applies a descriptive qualitative approach and uses secondary data derived from official government documents, macroeconomic statistics, international economic agency reports, scientific articles, and relevant literature. The analysis covers the period 2020-2025 to capture the emergency response and recovery phase amid ongoing global instability. These findings show that Indonesia is adopting an adaptive and multidimensional policy mix, incorporating expansionary fiscal measures, flexible monetary management, and long-term structural reforms to maintain macroeconomic stability and social welfare. Fiscal policy acts as a key stabilizer through targeted social assistance, subsidies, and incentives that support household consumption and business continuity. Monetary policy focuses on controlling inflation, maintaining exchange rate stability, and strengthening the financial system. Beyond stabilization, the government encourages economic diversification through industrial downstreaming, digital economy expansion, and strategic investments to reduce dependence on raw commodity exports. Food and energy security policies, and the acceleration of the energy transition, are the central pillars of long-term security. International cooperation further strengthens domestic efforts by expanding trade and investment partnerships. Despite relatively positive performance, structural challenges remain, especially commodity dependence, coordination gaps, and uneven human resource development. Overall, Indonesia’s experience underscores the importance of an integrated policy framework that aligns crisis management with inclusive and sustainable economic transformation under global uncertainty.

Abstract

This article argues that democratic consolidation in Indonesia cannot be explained solely through the performance of formal institutions. By foregrounding ethical opposition as a missing variable in dominant consolidation theories, it shows that democracy has also been sustained by a normative infrastructure that legitimizes critique beyond institutional arenas. Based on qualitative historical analysis of Abdurrahman Wahid’s and Ahmad Syafii Maarif’s oppositional practices under the New Order and in the post-Reformasi period, the article finds that moral authority enabled non-institutional opposition to constrain state power, normalize dissent, and protect democratic quality. While both figures articulated a corrective and non-subversive mode of opposition, they operated through different mechanisms: Wahid’s opposition was embedded in organizational networks that generated more direct institutional effects, whereas Syafii Maarif’s opposition worked primarily through discursive and normative interventions shaping the moral boundaries of democratic politics. Using the lens of disruptive religion, the article shows that religion functioned not as a political ideology but as a source of moral legitimacy compatible with democratic stability

Abstract

This study analyzes the role of economic diplomacy in strengthening the global sweet potato network in Kuningan Regency from a political economy perspective. As the largest sweet potato producer in West Java with production of 108,496 tons in 2023, Kuningan has enormous potential that has not been optimally utilized for global network development. The research objectives are to analyze political dynamics in economic diplomacy implementation, identify political actors’ role in facilitating international market access, and formulate strategies for strengthening global networks. This research uses a qualitative approach with case study design, where data collection was conducted through in-depth interviews with three key informants: Head of Kuningan Regency Food Security and Agriculture Agency, Head of Cilimus Technical Implementation Unit, and Head of Cilimus Agricultural Extension Center, supplemented by document analysis of regional planning documents, production statistics, and policy materials. Data were analyzed using thematic analysis to identify patterns and themes related to economic diplomacy mechanisms and global network development. The study reveals weak global networks between Kuningan sweet potato producers and international markets, with only 2-3% of production absorbed by export markets despite significant price differentials (local market IDR 3,500-4,000/kg versus export IDR 15,000-20,000/kg). Indonesia has adequate economic diplomacy infrastructure with 19 Indonesian Trade Promotion Centers (ITPCs) and 24 trade attachés, but utilization for alternative food commodities remains limited with budget allocation below 5%. The findings demonstrate that successful sweet potato economic diplomacy requires a multi-level governance approach integrating regional political commitment, national policy coordination, and global strategic positioning. This study contributes to regional economic diplomacy theory development and provides strategic recommendations for local governments to leverage existing diplomatic infrastructure, strengthen multi-stakeholder collaboration, and position sweet potatoes as strategic export commodities within Indonesia’s broader agricultural diplomacy framework.

Abstract

The article explores how Indonesian Muslim-based parties are structurally responding to, and using, post-2014 polarization in coalition politics through party institutionalization. Party institutionalization is understood as the mediator that shapes how polarization results in coalition formation, internal organizational dynamics, and electoral performance. A comparative case study of PKB, PKS, PAN, and PPP is covered here, based on interviews with party elites and activists for Islamic organizations, along with secondary sources, electoral reports, and media coverage. Results indicate patterned variation across parties. PKB and PKS, with more cohesive constituencies and stronger organizational capacity, have been able to better exploit the impact of polarization to reinforce partisan identity and enhance electoral prospects: PKB with an entrenched relationship with the Nahdlatul Ulama (NU) milieu, while PKS uses polarization to consolidate after earlier internal frictions and expand its appeal among conservative electorates. In contrast, PAN’s more heterogeneous base creates tensions between the elite when a coalition’s maneuvers alienate an aspect of its supporters, whereas PPP’s weak organizational solidity propels it towards government alignment despite misfit with its base of voters. Overall, depending upon party institutionalization, polarization becomes either an electoral resource or an organizational burden.
