Abstract

This study aims to analyze the implementation of Good Environmental Governance (GEG) in settlement development in Mugirejo Village, Samarinda City, and its implications for flood vulnerability. The study used a qualitative method with a descriptive approach. Data collection was conducted through interviews, observation, and documentation in Mugirejo Village, Samarinda City. Research informants consisted of officials and staff from the Housing and Settlement Agency, the Environmental Agency, the Regional Development Planning Agency (Bappeda) of Samarinda City, and Mugirejo Village officials involved in settlement and environmental development management. Data analysis was conducted through data condensation, data presentation, and drawing conclusions by referring to the seven GEG principles as an analytical framework. Data validity was tested using source triangulation and technical triangulation. The results of the study indicate that the implementation of GEG in settlement development in Mugirejo Village has not been optimal and is still dominated by an administrative-procedural approach. Weak law enforcement, limited public participation, and institutional fragmentation are the main factors that hinder the effectiveness of environmental governance. These conditions have increased flood vulnerability due to land conversion and uncontrolled settlement expansion. This study recommends strengthening inter-agency coordination, increasing more inclusive public participation, and consistently enforcing environmental regulations to support sustainable and flood-resilient settlement development.

Abstract

This study is motivated by the implementation of social assistance programs in Depok City, This study is motivated by the fragmented implementation of social assistance programs in Depok City, where various local government agencies operate with different databases, mechanisms, and target beneficiaries. This condition risks causing benefit overlaps, inaccurate targeting, and poor coordination in poverty alleviation efforts. To address this, the Depok City Government developed the Kartu Depok Sejahtera (KDS) Program as an instrument for integrating local social assistance programs. This study aims to analyze the integration process of social assistance programs in Depok City using Heffron's (1989) public organizational characteristics framework, encompassing personal aspects, internal organizational structure and processes, and organizational transactions with the environment. A descriptive qualitative approach was employed through in-depth interviews, observation, and documentation study. The findings reveal that integration was built through regulatory strengthening, application of poverty parameters, data verification and validation, cross-agency coordination, and the development of KDS as a gateway to various local social protection programs. The study concludes that the integration of social assistance in Depok City represents a governance transformation from a fragmented system toward a more coordinated one through capacity building of actors, data and program integration, and multi-stakeholder collaboration. The sustainability of this integration is influenced by local government commitment, human resource capacity, and adaptability to changes in national policy.

Abstract

This study was motivated by the need to strengthen the performance management of the Civil Service through a digital system capable of enhancing transparency and accountability in work, particularly in island regions with limited infrastructure. This study aims to analyze the implementation of e-performance in enhancing the transparency and accountability of the Civil Service in East Misool District, Raja Ampat Regency. The method used is descriptive qualitative with a case study approach. Data were obtained through in-depth interviews, observations, and documentation of officials involved in the use of e-performance. Data analysis was conducted through data condensation, data presentation, as well as drawing and verifying conclusions. The research results indicate that e-performance has facilitated the more systematic recording of civil servants’ work activities, strengthened the traceability of performance reports, and supported managerial oversight of employees’ task execution. From an accountability perspective, e-performance encourages civil servants to be more responsible, as work reports serve as the basis for performance evaluation and assessment. However, its implementation remains suboptimal due to limited internet and electricity access, the archipelagic geographical conditions, and the technological capabilities of some employees. This study concludes that e-performance plays a positive role in strengthening transparency and accountability among civil servants, but requires support in the form of digital infrastructure, training for employees, and adaptive reporting mechanisms.

Abstract

This article examines how France utilizes sustainable fashion as a soft power-oriented public diplomacy strategy. Using a qualitative descriptive case study approach, the research draws on secondary data from policy documents, industry reports, global perception indicators, academic literature, and international media coverage. The study argues that France’s sustainable fashion diplomacy should not be understood as direct evidence of increased French influence, but rather as a qualified soft power resource through which France connects cultural prestige, regulatory credibility, and environmental responsibility. Through the Anti-Waste for a Circular Economy Law, The Fashion Pact, and anti-fast fashion measures, France transforms fashion governance into an internationally visible ecological narrative circulated through media, fashion institutions, transnational networks, and non-state actors. However, this strategy remains vulnerable to credibility challenges, particularly greenwashing and the possible perception of eco-protectionism. The article contributes to International Relations scholarship by showing how a traditional cultural industry can be repositioned as a site where culture, sustainability, public diplomacy, national reputation, and soft power intersect.

Abstract

This article aims to examine and analyse the political reasoning of the Tidore Sultanate regarding local transmigration policies and to explore the new social reality of the Tidore people in Halmahera, who have demonstrated resilience in the face of socio-political change, from the perspective of social capital. The methodology employed is qualitative descriptive, utilising a historical approach. Data were collected through observation, interviews, and document analysis, and subsequently analysed according to predefined criteria. The findings of this study reveal some interesting phenomena. Firstly, the political rationale of the Tidore Sultanate centred on the arguments put forward by Sultan Zainal Abidin. There were four key arguments put forward by the sultanate regarding the transmigration programme: (a) the mobilisation of Islamic forces from Tidore to the Halmahera lowlands (Islamisation); (b) the prevention of Christianisation among the Sangir and Tobelo-Galela tribes in the North Oba region; (c) anticipation of settlement migration from Java to areas outside Java; (d) local migration to Halmahera as part of a political security and defence strategy in the run-up to the struggle for West Irian. Secondly, the new social reality of the Tidore people in Halmahera has revitalised social modalities—marong, galasi and galoli—in search of new social meaning. These mechanisms are underpinned by the community’s social compliance and cultural spirituality

Abstract

This article aims to conduct a theoretical analysis of the phenomenon of single candidates in the Samarinda City regional head elections, using Joseph Schumpeter’s concept of political competition. The method employed in this study is a descriptive qualitative method with a theoretical analytical approach. This study utilises secondary data obtained through a literature review, comprising books, academic articles, official news reports, official websites, and various documents relevant to the subject of study. Data analysis was conducted conceptually by examining and linking Joseph Schumpeter’s theory of political competition with the empirical conditions observed in the single-candidate phenomenon in Samarinda City. Through this approach, this study seeks to provide a comprehensive understanding of the alignment between theoretical concepts and the empirical realities unfolding on the ground. The findings indicate that the phenomenon of a single candidate in the Samarinda regional elections reflects a crisis of electoral competition due to the dominance of the incumbent, large party coalitions, and weak party cadre development. Procedurally, this situation is still considered legitimate as the election was conducted in accordance with the applicable regulations. However, within the framework of Schumpeterian political competition, the 2024 Samarinda mayoral election essentially fails to meet the criteria of procedural democracy, as there was no competition amongst political elites during its conduct.

Abstract

The establishment of Southwest Papua Province under Law No. 29 of 2022 has created significant challenges for sustainable development, including limited institutional capacity, unequal public service accessibility, and inadequate digital infrastructure. Although collaborative governance and smart public services have received increasing scholarly attention, their integrated role in supporting sustainable development in newly autonomous regions remains underexplored. This study examines the influence of collaborative governance and smart public services on sustainable development outcomes in Southwest Papua. An explanatory sequential mixed-methods design was employed. Quantitative data were collected through a questionnaire survey of 412 respondents and analysed using Partial Least Squares Structural Equation Modelling (PLS-SEM). The quantitative findings were subsequently validated and enriched through semi-structured interviews with 22 key stakeholders. The results indicate that collaborative governance has a significant positive effect on both smart public services and sustainable development outcomes. Smart public services further enhance sustainable development by improving service accessibility, efficiency, and transparency. Qualitative findings emphasize stakeholder participation, inter-organizational coordination, Indigenous community engagement, and digital innovation as critical drivers of governance effectiveness, while limited digital infrastructure and uneven internet access remain major constraints.

Abstract

This study examines the framing differences in reporting the Gaza conflict by Kompas.com and The Guardian from the perspective of the informational society. The research aims to analyze how both media outlets construct the reality of the Gaza conflict and to understand the influence of their positions within the global information network on meaning-making processes. A qualitative approach with content analysis was employed to examine two news articles published on June 3, 2025, concerning the shooting of Gaza civilians during food aid distribution. The analysis was conducted using Robert Entman’s framing model, which consists of four elements: define problems, diagnose causes, make moral judgments, and treatment recommendations. The findings reveal that Kompas.com frames the Gaza conflict primarily as a humanitarian tragedy by emphasizing civilian suffering, identifying Israeli military actions as the main cause, and highlighting the need for humanitarian protection and assistance. In contrast, The Guardian frames the incident as part of broader structural issues involving aid distribution systems, blockade policies, and wider geopolitical dynamics. These differences demonstrate that media function not only as channels of information but also as producers of meaning shaped by audience characteristics, socio-political contexts, and their positions within global communication networks.

Abstract

The replacement of a deputy regent candidate in local political contests is not merely related to administrative procedures but also reflects the dynamics of power, legitimacy, and the political identity of an actor. This study aims to analyze local political dynamic in the replacement of the Maros Deputy Regent candidate during the 2024 Regional Head Election through the perspective of political identity and recognition. This article employs a qualitative method with data collection techniques based on media documentation and secondary data sources. The findings indicate that candidate replacement affects the political position, social legitimacy, and recognition experience of an actor who previously held the status of an incumbent deputy regent. The phenomenon also highlights the role of political elites and parties in determining access to political power. This study concludes that local political conflict occurs through processes of changing recognition, power distribution, and the negotiation of political identity.
