Abstract

The differences in the characteristics of urban and coastal areas create unique waste management challenges, particularly related to suboptimal levels of community participation. This study comparatively examines the level of community participation in waste management between the Polewali Urban Area and the Binuang Coastal Area, Polewali Mandar Regency, West Sulawesi. Another objective is to identify barriers and community expectations in both locations. This study used a mixed-methods approach, combining quantitative data through a survey of 806 respondents and qualitative data through in-depth interviews with stakeholders. The study results show significant differences in participation. The Polewali Urban Area has a relatively balanced level of participation between those who have and have not participated. In contrast, participation in the Binuang Coastal Area is still identified as very low. It was found that the barriers in Binuang are fundamental, such as a lack of facilities and low awareness, while in Polewali the barriers are more operational, namely limited time and uneven distribution of facilities. These findings emphasize the need for different policy interventions, tailored specifically to the social characteristics and infrastructure availability in each region, rather than a single strategy.

Abstract

The development of the Teritip Small Industrial Center in Balikpapan continues to fase several challenges, particularly in optimizing the empowerment of business actors. This study aims to aims to analyze the implementation of industrial center development. The research employed a descriptive qualitative approach, with data collected through interviews, field observations, and decument analysis. The findings reveal three key poins: (1) capacity building for business actors has been carried out through training and facility provision, yet it has not been evenly accessed by micro-scale enterprises; (2) community participation in utilizing the industrial center is relatively active, although marketing and product innovation remain persistent abstacles; and (3) the economic independence of business actors has shown positive progress, despite issues related tp the sustainability of building rental schemes and the affective use of available facilities. In conclusion, the development of the Teritip Small Industrial Center requires strengthened menagement, improved human resource quality, and a review of rental policies to support sustainable local economic empowerment.

Abstract

The purpose of this study is to analyze the contribution of motor vehicle inspection retribution (PKB) to regional revenue in Sidenreng Rappang Regency and to examine governance-related factors that contribute to the existing problems. The research method employed is a descriptive qualitative approach using an interactive analysis model. The study was conducted at the Motor Vehicle Inspection Unit (UPT Pengujian Kendaraan Bermotor) during the period from November 2024 to January 2025. Data collection involved in-depth interviews, direct observation, and document analysis.The findings indicate that since 2019 there has been a significant decline in the realization of retribution revenue, with achievement reaching only 51.73% in 2023 substantially lower than the achievement rate of over 95% during the 2014–2018 period. The main factors contributing to this decline include low public compliance, weak enforcement of sanctions, poor service quality, limited infrastructure, and a low level of public trust in the managing institution. In addition, weaknesses were identified in the monitoring and evaluation system, as well as outdated operational procedures. This study recommends regulatory reform, digitalization of KIR testing and retribution payment processes, community-based public education campaigns, and the strengthening of ethical and accountable leadership to improve governance, enhance public services, and promote regional fiscal independence.

Abstract

This article analyses the dynamics of agrarian politics in the conflict surrounding the development of a geothermal power plant in Padarincang, Serang Regency, Banten. Although the geothermal project is positioned as part of the national Energy Transition and Sustainable Development agenda, local communities reject its presence because they consider it a threat to water sources, ecosystems, and the social and spiritual order of the community. This study uses a qualitative approach with a case study method, through in-depth interviews, observation, and documentation studies. The analysis was conducted using a critical agrarian political framework and an institutional-cultural approach. The results show that the resistance of the Padarincang community is not solely driven by economic or ecological interests, but also by moral and spiritual values. Two religious groups, namely Syarekat Perjuangan Rakyat Padarincang (SAPAR) and Gerakan Perempuan SAPAR (GRAPAS), acted as cultural political actors who articulated their rejection of the geothermal project through religious symbols, ecological ethics, and local wisdom. Religion serves as cultural and symbolic capital, strengthening social solidarity, building alternative public spaces, and providing moral legitimacy to resistance movements. This study emphasises that contemporary agrarian politics in Indonesia cannot be separated from the cultural and spiritual dimensions of local communities, and highlights the importance of a just and participatory approach to energy transition.

Abstract

The 13-Year Compulsory Education Program, officially launched in the 2025/2026 academic year, establishes Early Childhood Education (ECE) as a crucial foundation for improving Human Resources (HR) quality. Kutai Kartanegara Regency implements this program through Regent Regulation Number 16 of 2022 on Pre-School ECE. This study aims to analyze the role of the Kutai Kartanegara Education and Culture Office (Disdikbud Kukar) in executing the program, employing Ryaas Rasyid's theory of governmental roles: regulator, dynamizer, and facilitator. A qualitative descriptive method was employed through interviews, observation, and documentation. The findings reveal that Disdikbud Kukar has carried out its regulatory role through proactive local policy issuance and participatory supervision; its dynamizer role through sustainable parenting programs and multi-channel public outreach, although some parents still undervalue ECE; and its facilitator role through the provision of infrastructure and teacher competence development. This study concludes that strengthening public outreach, ensuring equitable access to ECE services, and improving the quality of facilities and educators are essential to optimizing the 13-Year Compulsory Education Program in Kutai Kartanegara Regency.

Abstract

This paper analyzes the commitment of the Jeneponto Regency Government in implementing the People's Salt Business Development Program and its implications for the welfare of coastal communities. The main issue of this study is the limited capacity and consistency of local governments in supporting the sustainable implementation of the program. The purpose of this paper is to assess the role of local government institutions as a determining factor in the effectiveness of salt business development policies. The method used is a literature study by examining scientific sources, policy documents, and relevant previous research results. The results of the study show that there are still gaps in policy implementation, as reflected in the uneven distribution of assistance, weak technical assistance, low coordination between agencies, and limited understanding of salt production technology among farmers. These conditions have resulted in the program's objectives not being optimally achieved. The effectiveness of the People's Salt Business Development Program depends on strengthening local government governance, increasing the capacity of supporting resources, and expanding the active participation of coastal communities in all stages of program implementation.

Abstract

Urbanization is a demographic phenomenon influenced by various factors and has significant impacts on the social, economic, and environmental conditions of a region. Purwakarta Regency has experienced dynamic urbanization alongside industrial development and improved regional connectivity. This study aims to analyze the effects of economic, socio-demographic, and infrastructure factors on the rate of urbanization and the impacts of urbanization in Purwakarta Regency. The study employed a quantitative approach using multivariate analysis through Partial Least Squares Structural Equation Modeling (PLS-SEM). Data were collected from 81 respondents using a questionnaire consisting of 50 items. The results indicate that economic factors have a significant positive effect on the urbanization rate (β = 0.609; p < 0.001) and the impacts of urbanization (β = 0.465; p < 0.001), whereas socio-demographic factors significantly affect only the urbanization rate (β = 0.203; p = 0.020) and have no significant direct effect on the impacts of urbanization (β = 0.197; p = 0.143). Infrastructure serves as a supporting factor that strengthens the urbanization process by improving regional accessibility. The study concludes that urbanization in Purwakarta Regency is a multifactorial phenomenon, with economic factors serving as the primary determinant.

Abstract

This study highlights significant challenges in fulfilling the political rights of persons with disabilities. Persistent barriers to accessibility remain, including limited physical facilities at polling stations, inadequate preparedness of election officials, substandard assistive tools such as poorly legible Braille templates, and insufficient access to information across diverse disability categories. The research aims to describe and analyze the actual conditions of accessibility and patterns of political participation among persons with disabilities during the 2024 Makassar local elections. Employing a qualitative descriptive approach, data were collected through in-depth interviews with key informants, including voters with disabilities, election organizers (KPU, Bawaslu), and representatives of disability organizations. Findings reveal a gap between normative instructions issued by election authorities and practices in the field. Although voter turnout among persons with disabilities increased by 77% compared to 2020, physical accessibility—such as the availability of ramps—remains uneven, and Braille templates are often difficult to read independently. In terms of participation, a layered pattern emerges: the majority engage at the basic level (voting), while a smaller group actively participates in policy forums such as Musrenbang. Their motivations vary, ranging from autonomous awareness to test inclusivity, to mobilization driven by material proximity or community solidarity. The study concludes that strengthening inclusion requires strategic measures, including specialized training for election officials, standardized disability-friendly facilities across all polling stations, and systematic evaluation of assistive tools. These steps are crucial to ensuring that the political rights of persons with disabilities are substantively fulfilled, thereby enriching the quality of local democracy

Abstract

The people in the Land of Tulehu are a society characterized by a homogeneous society in the Orang Tulehu community, but in the social development of the community until this decade, the existence of the Buton People in the lordship or rights of the Orang Tulehu territory cannot be denied to have existed and settled together in a common settlement area. In this social reality, the social process through social interaction occurs between these two communities and ultimately forms social cohesion that is strengthened by common social solidarity in the environment and areas of common social life. The creation of social cohesion and solidarity between two people with different socio-cultural lives since the arrival of the Buton people to the land of the Tulehu people, gives an idea of the social reality, that there is good solidarity between the two, and in the end does not cause conflicts or social friction between the Tulehu people and the Buton people. Based on the conditions and situations described by the Tulehu and Buton people, this study shows that the Tulehu and Buton people are able to maintain the social solidarity that has been created for so long from their ancestors by building cooperative relations between others, and even open to accepting inter-ethnic marriages, which ultimately creates social cohesion and sustainable social solidarity.

Abstract

The ecological crisis of the Anthropocene demands a re-evaluation of the technocratic conservation paradigm, which tends to subordinate the ontologies of Indigenous peoples. This study aims to reconstruct the ecological cosmology of the Tepera indigenous community in Yongsu Desoyo Village, Ravenirara District, Jayapura Regency, and to formulate a model of economic decolonization grounded in local wisdom. Employing a critical ethnographic approach through in-depth interviews with customary leaders and participant observation, the research is framed by Habermasian Modernity theory and a Critical-Practical Policy perspective. The findings reveal three principal results. First, the philosophy of Bu Suwe Kani Suwe (The Power of Water is the Power of Land) articulates a triadic water-land-tree paradigm that constitutes the ontological foundation of pre-colonial conservation practices, while the concept of Desoyo as "I am the Village Sprout" affirms that customary sovereignty is rooted in the ancestral ethnoecological verification protocols. Second, the "Sago Tree" metaphor functions as a socio-political mechanism of resilience that positions customary leadership as a source of equitable livelihood distribution. Third, the 2019 flash flood exemplifies the colonization of the lifeworld by system logic, generating a twofold vulnerability of ecological degradation and economic precarity. This study proposes a "government-as-distributor" model to sever dependency on extractive economies, while advocating the integration of customary law into public policy to facilitate Yongsu Desoyo's transition toward Customary Village (Kampung Adat) status.
