Abstract

Poverty is considered as one of the major problems faced by the Indonesian people which has a direct impact on the community in fulfilling their basic needs. This problem obviously has an impact on the social welfare of the community. For this reason, the community needs assistance to fulfill basic needs which include food, health amenities and education. One of the efforts made by the government to overcome the problem of poverty and improve community welfare is the Family Hope Program. This program is the provision of conditional social assistance to poor families. It is in accordance with the Regulation of the Minister of Social Affairs Number 1 of 2018 concerning the Family Hope Program. With the implementation of this program in Sungai Kakap Village, Kubu Raya Regency, it is hoped that it can help people who are unable to meet the needs of life, especially education and health, for families classified as Very Poor Households. The purpose of this study was to determine the implementation of the Family Hope Program (PKH) in Sungai Kakap Village, Kubu Raya Regency. This study used descriptive qualitative method. Data collection techniques employed are interviews, observation and documentation studies. The research findings show that the recipients of the Family Hope Program in Sungai Kakap Village, Kubu Raya Regency, increased from 2019 to 2020. This was due to the Covid-19 pandemic which caused high prices of basic commodities and the loss of community jobs, so that the financial assistance provided by the government is barely sufficient to meet the needs of the poor. In addition, there is still a lack of program companions for the Family Hope Program, which only amounts to 4 people for 187 families. In the implementation of the Family Hope Program, the involvement of each implementing agency is often considered unimportant due to poor coordination of 3 (three) agencies, namely the Social Service, Sungai Kakap District Office, and the Village Government. The factors that influence the poor communication of the three aformentioned institutions are a fairly wide geographical area, assistants who do not have access to signals and village governments who do not understand the Operational Standards for work procedures.

Abstract

Reform is an effort to realize good governance. Bureaucratic reform provides hope for a more just and equitable service to achieve public welfare. This type of research is a descriptive survey research with quantitative methods where the data collection methods are Questionnaires, interviews, observations and documentation as a tool to study the data then the research data is used as raw material to analyze empirical conditions and the objectivity of the existence of research objectives at the research location. As for the results of the study, it is known that the Reform of Public Service Administration at the Siak District Head Office was implemented quite well. New Emphasis on Programs has built commitment and awareness by employees of the program, Changes in Attitudes and Behaviors of the Society and Members of the Bureaucracy are still low, public knowledge of program changes and there are still many people with low educational backgrounds, Changes in Leadership Style Leading to Open Communication and Participatory Management still not effective where the communication that is built is not direct communication but through the media and is limited by the bureaucratic structure, and the Efficient Use of Resources One of the problem points in reform is human resources, commitment and employee discipline that need to be built because of the limited impact resources. major changes in service at the Minas District Office of Siak Regency.

Abstract

Fokus dalam penelitian ini adalah upaya untuk meningkatkan kinerja pegawai wanita di Sekretariat Presiden dengan menggali hubungan antara kinerja pegawai dengan faktor-faktor yang dapat mempengaruhinya, yaitu beban kerja, lingkungan kerja, dan stress kerja. Pendekatan penelitian ini menggunakan metode kuantitatif. Pengumpulan data primer dilakukan dengan menyebarkan kuesioner. Analisis data dilakukan dengan analisis deskriftif dan analisis inferensial menggunakan pendekatan Structural Equation Model melalui perangkat lunak SmartPLS3 terhadap 200 data responden. Hasil penelitian menunjukkan bahwa beban kerja tidak memiliki hubungan positif dan pengaruh yang signifikan terhadap stress kerja, namun memiliki hubungan positif dan pengaruh yang signifikan terhadap kinerja. Sedangkan lingkungan kerja tidak memiliki hubungan positif dan pengaruh yang signifikan baik dengan variabek stress kerja maupun variable kinerja. Adapun untuk stress kerja berdasarkan hasil penelitian juga tidak memediasi pengaruh beban kerja dan lingkungan kerja terhadap kinerja.

Abstract

This study was carried out at the Babakan Health Center to understand the introduction of the Youth Care Health Service innovation program and encourage and inhibit factors that enhance the quality of public services. With a sample of 40 respondents accessing services at the Babakan Health Center, the study approach used was qualitative. The method used for data collection was a questionnaire and interview. Although the data analysis approach used was qualitative analysis for interview data and quantitative percentage lines from the questionnaire.  This study's findings showed that % felt happy and very satisfied with the health facilities component  the implementation of the Youth Care Health Service program on the level of quality of public services. Then for the indicator of health workers hitting 57,50 % feeling happy and very satisfied. The adolescent variable hits 57,50  % feel satisfied and satisfied, network variables hit 65,00 percent feel satisfied and very satisfied, and eventually,  75,00 % feel satisfied and very satisfied with the health management variable. Overall, 65,00 % of the 5 study variables are in the satisfied and very satisfied band. Meanwhile, supporting factors include the availability of qualified workers with qualifications and competencies in their fields, the availability of air-conditioned examination room facilities, and the involvement and participation of young people in high-level activities. Moreover, the inhibiting factors include incomplete health facilities such as special counseling rooms for adolescents and inadequate room capacity, support from the community for this program is still low, and lack of cooperation in several work areas. Based on the research results, there are suggestions given that it is necessary to increase socialization to a broader extent. It is required to increase funding, especially supporting facilities and infrastructure and increasing training to existing health workers

Abstract

Kerusakan lingkungan yang terjadi dari tahun ketahunbelakangan ini, mengakibatkan dampak pengaruh pada keadaan kondisi lingkungan saat ini, seperti kerusakan hutan, tanah,longsor, banjir dan dampak lainnya yang mempengaruhi keadaan lingkungan sosial masyarakat. Kerusakan lingkungan pada dasarnya dipengaruhi oleh aktifitas sebuah perusahaan yang tidak memahami tanggung jawab sosial perusahaan serta konsep pemahaman tentang pembangunan berkelanjutan pada stiap pengelolaan sumber daya alam yang dikelolanya. Oleh karena itu penelitian ini bertujuan untuk mengkaji bagaimana proses pengelolaan lingkungan yang baik serta tanggung jawab sosial pada perusahaan Energy Equity Epic (Sengkang) Pty. Ltd. Teknik dalam pengumpulan data ini menggunakan metode kualitatif dengan teknik pengumpulan data melalui wawancara, telaah dan dokumentasi, data hasil penelitian ini kemudian dianalisis dengan tahapan melalui reduksi data, penyajian data dan penarikan sebuah kesimpulan.Hasil penelitian ini berupa artikel ilmiah yang tingkat kesiapterapan teknologi penelitian ini adalah tanggung jawab sosial perusahaan pada pembanguan berkelanjutan.

Abstract

Kekerasan anak dan perempuan merupakan suatu bentuk tindak kejahatan yang dapat mengakibatkan kerugian serta kesehatan mental dan psikis terganggu, sehingga kekerasan sangat berdampak buruk terhadap kondisi korban yang mengakibatkan korban menjadi despresi ataupun trauma akibat kekerasan yang dialaminya. Maka sangat penting diterapkannya suatu pendampingan terhadap para korban yang mengalami kekerasan, dan Dinas Sosial PPPA Kota Probolinggo melakukan suatu  rehabilitasi berguna untuk pemulihan korban yang mengalami kekerasan dan dengan adanya rehabilitasi akan memberikan suatu bentuk pendampingan lainnya seperti pendampingan dalam bentuk healing yang dimana dalam pendampingan ini akan memberikan efek yang baik terhadap pemulihan kesehatan mental dan psikis korban agar tidak mengalami trama. Kekerasan terjadi bukan hanya kepada anak dengan fisik normal tetapi anak yang berkebutuhan khusus atau disabilitas pun sering mengalami kekerasan baik itu kekerasan seksual, eksploitasi, penelantaran anak, dan kekerasan emosional. Kekerasan seksual pada anak tunagrahita yang sering terjadi yang pelaku melakukan aksinya dengan iming-iming uang atau makanan, eksploitasi anak yang sering terjadi kepada anak disabilitas yaitu dituntut untuk mengemis dan mengamen sehingga orang menjadi iba atau kasihan, penelatan anak dan kekerasan emosional yang sering dialami oleh anak disabilitas karena orang tua tidak bertanggung jawab dan tidak memenuhi haknya sabagai orang tua dalam melindungi anak. Oleh karena itu sangat penting untuk mengawasi dan melindungi anak dari kejahatan yang mengintai dan kekerasan pada anak disabilitas harus benar-benar diperhatikan karena anak adalah penerus bangsa.

Abstract

The purpose of this research was to service quality of Vehicle Inspection in Transportation Agency of Yogyakarta as well as it’s supporting and hampering factors. The research design used qualitative approach with descriptive method. The data were collected through interviews, observation, and documentation. The data validation were done through source triangulation and the data were analyzed using Miles and Huberman’s analysis model. The results of the research showed that the service quality of Vehicle Inspection in Transportation Agency of Yogyakarta was already good, it can be seen from tangibility, reliability, responsiveness, assurance, and empathy. However, there were still hampering factors in the improvement of the service quality such as the system that is not yet integrated to the Ministry of Transportation’s information system, the lack of people’s awareness to take periodical vehicle inspection, the socialization about vehicle inspection that is not directly done by the Technical Implementation Unit of Vehicle Inspection, the unavailability of online registration, and the absence of installation service of certificate as well as plate of periodical vehicle inspection.

Abstract

Eskalasi suhu politik selalu terjadi ketika menjelang Pemilihan Umum (Pemilu), baik di level pusat maupun daerah (Pemilihan Umum Kepala Daerah). Pegawai Aparatur Sipil Negara (ASN) ialah aktor yang berada dalam posisi yang sangat dilematis oleh politisasi kepentingan politik praktis. Di sisi lain, ASN juga harus tetap bersikap netral untuk menjaga profesionalitasnya dalam menjalankan tata kelola pemerintahan dan pelayanan publiknya. Hal itu diatur dalam Undang-undang Nomor 5 Tahun 2014 Tentang Aparatur Sipil Negara, Peraturan Pemerintah Nomor 53 Tahun 2020 Tentang Disiplin Pegawai Negeri Sipil, dan SKB 4 Menteri tentang Pedoman Pengawasan Netralitas Pegawai ASN dalam Penyelenggaraan Pemilihan Kepala Daerah Serentak 2020. Tujuan penelitian ini ialah mengetahui dan menganalisis Implementasi Kebijakan Netralitas Pegawai ASN dalam Pilkada di Kota Tangerang Selatan. Penelitian ini menggunakan teori implementasi kebijakan  model George Edwards III dengan 4 (empat) indikator diantaranya: komunikasi, sumber daya, disposisi dan struktur birokrasi. Metode penelitian menggunakan studi kasus, dengan menggunakan pendekatan kualitatif. Pengambilan data menggunakan wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa secara umum implementasi kebijakan pengawasan netralitas pegawai ASN dalam pemilihan Kepala Daerah di Kota Tangerang Selatan sudah relatif baik, namun masih terdapat beberapa hambatan seperti: masih rendahnya persentase kegiatan sosialisasi pada aspek netralitas ASN di Kota Tangerang Selatan, belum adanya mekanisme reward and punishment diantara implementor kebijakan, kurangnya personil Koordinator Wilayah. Saran dari penelitian ini adalah peningkatan persentase kegiatan sosialisasi, terutama oleh Bawaslu Kota Tangerang Selatan hingga persentase minimalnya mencapai 45%, diadakannya mekanisme reward and punishment diantara implmentor kebijakan untuk meningkatkan motivasi diantara implementor kebijakan untuk terus mendorong dan meningkatkan kesadaran netralitas ASN di Kota Tangerang Selatan, dan menambah kuantitas Koordinator Wilayah hingga terdistribusi secara merata.

Abstract

Penelitian ini bertujuan untuk menganalisis penerapan e-government dalam pelayanan aplikasi Sapo Rancak di Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (DPMPTSP) Kota Padang. Penelitian ini menggunakan teori balanced e-government scorecard sebagai alat analisis pemerintah menerapkan e-government dalam pelayanannya dengan lima dimensi yaitu, manfaat, efisiensi, partisipasi, transparansi, dan manajemen perubahan. Penelitian ini merupakan penelitian kualitatif dengan tipe deskriptif. Teknik pengumpulan data dalam penelitian ini adalah wawancara, dokumentasi dan observasi. Informan penelitian ini ditentuknan dengan teknik purposive sampling dan menguji keabsahan data menggunakan triangulasi sumber.Hasil penelitian ini menunjukkan bahwa e-government dalam penerapan aplikasi Sapo Rancak untuk mempermudah masyarakat dalam mengurus administrasi perizinan belum maksimal. Hal ini dikarenakan masih belum terlaksanannya beberapa indikator yang terdapat pada dimensi penerapan e-government oleh pemerintah pada DPMPTSP Kota Padang. Hal ini dibuktikan pada dimensi manfaat, yaitu indikator kemudahan akses oleh stakeholders. Pada indikator tersebut, masyarakat masih datang ke Mal Pelayanan Publik Kota Padang untuk di ajarkan cara menggunakan layanan aplikasi Sapo Rancak. Kemudian pada dimensi partisipasi, masih belum terpenuhinya dua indikator yang dapat mendukung keterlibatan dan membantu masyarakat dalam mendapatkan layanan perizinan, yaitu indikator tersedianya fasilitas chatting, forum, mils, dan akses langsung masyarakat melalui web terhadap orang berkepentingan.

Abstract

This study aims to determine and implement the Capture Fisheries Development Program at the Pekanbaru City Agriculture and Fisheries Service, the assessment indicators used include Policy Standards and Targets, Resources, Inter-Organizational Relations, Characteristics of Implementing Agencies, Social, Political and Economic Conditions. This type of research uses descriptive quantitative research methods with data collection techniques used consisting of primary data collected by questionnaires and interviews, and secondary data collected using observation and documentation. Based on the results of the research, it is known that in this study from the side of the official apparatus that the implementation of the Capture Fisheries Development program at the Pekanbaru City Agriculture and Fisheries Service is "implemented". This is because it is seen from an internal point of view, namely the official apparatus that the Pekanbaru City Agriculture and Fisheries Service as the executor of the Capture Fisheries Development program at the Pekanbaru City Agriculture and Fisheries Service has been carried out properly and seen from the community's point of view as an external party that, to realize the Development program Capture Fisheries at the Pekanbaru City Agriculture and Fisheries Service, it is very important to carry out outreach to the community, this is also to help the community become more aware that the government has provided a Capture Fisheries Development program at the Pekanbaru City Agriculture and Fisheries Service and the public is also not lacking in public information. .
