Abstract

The Agricultural Development Strategic Command Program (Kostratani) emerged as the government's effort to realize national food sovereignty. Sidoarjo Regency, which has an area of 71,424.3 km2 and an area of 23,566 hectares of rice fields, with the agricultural sector being a leading commodity, seeks to realize the objectives of the program through the District Agricultural Extension Center (BPP), one of which is in Sukodono. The purpose of this study is to determine the extent of the implementation of the Strategic Agricultural Development Command Program (Kostratani) in Sukodono District, Sidoarjo Regency. This research uses descriptive qualitative research methods with data collection techniques through interviews with related parties and data observation. The theory used in this study is the theory of policy implementation from Merilee S.Grindle. The results of this study are expected to provide knowledge of public administration related to agriculture, especially the Strategic Agricultural Development Command Program (Kostratani). In addition, it is hoped that this research can help farmers to further increase agricultural potential and the urgency of agricultural progress in supporting the realization of national food sovereignty.

Abstract

Measurement of Islamic Banking Performance using the Malmquist Index has been widely discussed by researchers from various countries. The Malmquist index is part of the Data Envelopment Analysis (DEA) method which is used to process non-parametric data to measure the increase in Decision Making Unit (DMU) productivity. This article aims to conduct a literature study of scientific articles that research the Malmquist Index. The research method used is Literature Study, starting with determining the research topic, then conducting theoretical studies and references related to the research carried out. 12 articles have been reviewed with the criteria of literature that has relevance to the research objectives, in the form of Scientific Journals, both National Scientific Journals, Accredited National Scientific Journals, International Scientific Journals, and Reputable International Scientific Journals. The results of the study reveal that Islamic banking has positive productivity growth, based on the area of Islamic Banking outside the Gulf Cooperation Council (GCC), has better performance. Sharia Banking in the Southeast Asia Region, represented by Malaysia and Indonesia, alternately, received the best ranking based on the ranking by the Islamic Finance Country Index (IFCI).

Abstract

The presence of such sophisticated information technology has given a new nuance by touching almost all aspects of life. Technology has made it easy for people to carry out daily activities to meet their needs, as well as facilitate interaction between human beings wherever they are. This research is a normative juridical research that uses a literature study and field study approach. The data collection tool used in this study used the interview method. Interviews were conducted on informants or investigators at the Tebing Tinggi Resort Police. Data analysis was carried out qualitatively. The results of the study indicate that the role of the police in law enforcement against hate speech crimes on social media as regulated in Law no. 19 of 2016 concerning Amendments to Law No. 11 of 2008 concerning Information and Electronic Transactions (UU ITE) and Law no. 2 of 2002 concerning the Indonesian National Police. The role of the police includes receiving reports or complaints about the occurrence of an event that is reasonably suspected of being a criminal act; it is obliged to immediately carry out the necessary investigative actions; As an investigator who knows, receives a report or complaint about the occurrence of an event that is reasonably suspected to be a criminal act, he is obliged to immediately carry out the necessary investigative actions and find and collect evidence so that the case becomes clear so that the suspect can be found.

Abstract

This study aims to determine the effectiveness of the validation of Land and Building Rights Acquisition Duty (BPHTB) against tax object value discrepancies, the BPHTB validation process carried out by the Medan City Regional Revenue Service (BPPRD) and how to determine the Tax Object Principal Value (NPOP) in accordance with the actual value of the tax object. This type of research is a descriptive normative research. The effectiveness of BPHTB validation against the discrepancy in the value of tax objects is seen based on the BPHTB revenue data mentioned above, it is known that the number of targets and realization of BPHTB taxes seen from 2017 to 2019 is quite effective. The BPHTB validation process carried out by the Medan City BPPRD in general is quite satisfactory, plus currently the BPHTB SSPD validation process is carried out with an online system, so that the BPHTB SSPD validation process becomes easier and faster. How to determine the Principal Value of the Tax Object (NPOP) by determining the transaction value in the sale and purchase transaction. The use of the transaction value used as the basis for calculating BPHTB often creates problems. The difference in the transaction value agreed by the parties and stated in the deed with the transaction value used as the basis for calculating BPHTB according to BPPRD research, in this case there is uncertainty about which value is correct, so determining the NPOP in accordance with the actual value of the tax object becomes difficult. except by conducting field verification on the said BPHTB object.

Abstract

This article or article aims to examine and analyze the legal rules governing children involved in motorcycle gangs, as well as the factors causing criminal acts against children involved in motorcycle gangs, as well as legal policies carried out by the police against children involved in motorcycle gangs. The problem is focused on how the legal rules regulate children who are involved in motorcycle gangs. In order to approach this problem, the reference theory of law enforcement, theory of legal certainty and theory of policy is used. The research method in this paper is a normative legal research method. The data were collected through primary, secondary and tertiary data sources, then analyzed using qualitative analysis methods. This study concludes that the legal rules regarding children involved in motorcycle gangs are contained in: the 1945 Constitution of the Republic of Indonesia, Law Number 1 of 1946 concerning the Criminal Code, Law Number 1 of 1974 concerning Marriage, Law Number 4 1979 concerning Child Welfare, Law Number 3 of 1997 concerning Juvenile Court, Law Number 23 of 2002 concerning Child Protection, Law Number 35 of 2014 concerning Amendments to Law Number 23 of 2002 concerning Child Protection, Law Number 11 of 2012 concerning the Juvenile Criminal Justice System. Factors that cause crime against children involved in motorcycle gangs are as follows: (1) family factors, (2) social environment factors, (3) education factors. The legal policies carried out by the police against children involved in motorcycle gangs are as follows: (1) Penal policies are applied to children involved in motorcycle gangs as well as non-penal policies.

Abstract

This study analyzes the factors of interest in the involvement of ulama in electoral politics by taking the case of the support of the Ulama and Habaib Forum (FUHAB) against Anies-Sandi in the DKI Jakarta Regional Head Election (Pilkada) 2017. The research method used is qualitative with the technique of collecting interview data with the FUHAB figures, Anies-Sani's success team, politicians, and academics as well as a literature review. The results showed that the dimensions of the interests which were arranged in the form of the economy of the ummah were based on identity. They strongly perceive some of the programs offered by Anies-Sandi as pro-people represented by the urban poor, such as stopping reclamation. In a practical manner, the political support of the FUHAB was fluid because in the early rounds they supported Agus-Silvi. The forms of their political work included using recitation and khutbah jum'at as well as securing votes at lower levels in the voting process. After Anies-Sandi won, the Habaib Ulama Forum (Fuhab), like other organizations, then received grant funds from the government and this shows that civil society organizations have a political bargaining position in elections which is useful for their interests.

Abstract

This research aims as an effort to increase public knowledge and awareness through socialization and health education about steps to prevent transmission of covid_19, understanding the importance of Clean and Healthy Living (PHBS) behavior, Healthy Living Community Movement (GERMAS) which can be used as behavior patterns in the future. pandemic Covid_19. In addition, efforts to empower and increase community participation in the use of traditional medicinal plants found in the surrounding environment as health ingredients. This service method is carried out in 2 stages, the first stage is carrying out health education which aims to increase knowledge, awareness, encouragement and motivation to the community to maintain health and always adhere to the application of health protocols in every activity carried out, while the second stage is carried out with training making health potions by utilizing traditional medicinal plants for health maintenance, disease prevention and health care that can be done during and after the Covid_19 pandemic. The results of the study showed that the socialization and health education carried out had a positive impact on increasing public knowledge. Increased knowledge will have an impact on behavior, especially behaviors that can prevent disease, and increase body resistance during the Covid-19 pandemic carried out by, from and for the community itself as an effort to mitigate community-based non-natural disasters.

Abstract

This paper aims to examine the problem of decreasing agricultural land in Namlea village which has become a new infrastructure development area so that it shifts the function of land out of the agricultural sector. The problem is focused on shifting land use which makes workers in the agricultural sector less and less which affects productivity. This study seeks to identify the impact of urbanization and the diversification actions taken by the community on their agricultural land as an effort to fulfill their daily needs. This study uses a qualitative approach and the number of informants to be interviewed is 15 people who are taken purposively. The research was conducted in Namlea Village, Buru Regency with informants including village officials, BPD members, representatives of community leaders, traditional leaders and religious leaders plus community representatives who are considered to have competencies related to the research objectives. This study uses observation data collection techniques and in-depth interviews. The analytical technique used in this research is qualitative data analysis following the concept given by Miles and Huberman and Spradley. This study concludes that the impact of land conversion results in the limitations of farmers in Namlea Village to access the jobs they have been getting to meet their daily needs and have to do other jobs of course with low pay, all of this is done solely to meet household needs.

Abstract

This study aims to determine the Gondang Sabangunan performance in accompanying Sigale-gale at the Huta Bolon Museum for packaging tourism performances, impact and government support. The method in this study uses a qualitative descriptive method. The speakers in this study were employees of the Huta Bolon Simanindo Museum, 5 music players, 10 dancers, Simanindo community leaders, and tourists. The data was collected by means of observation, interviews, documentation and literature study. The results showed that the development of cultural tourism through the Gondang Sabangunan performance that accompanied Sigale-gale which is a cultural attraction to attract tourists at the Huta Bolon Simanindo Museum. The tortordi performance of the Huta Bolon Simanindo Museum was held on an open stage in the old village of Huta Bolon. Performances are not sacred but still follow the customary rules of the nigondang such as the number of types of gondang, the rules for requesting the type of gondang, the rules for movement in tortor, clothes and equipment. Another packaging of the show form is the short and dense duration, full of variations, an imitation of the original form. Tourists can enjoy the potential of Batak Toba culture, such as music, dances, historical objects, and the nuances of the Toba Batak village.

Abstract

In the current historical and cultural tourism, the district government has excavated various remnants of the Moraya fortress that has been buried for three centuries around the coast of Lake Tondano as a historical witness of the Tondano people's battle against the Dutch colonial. This very interesting tourist attraction is seen from the enthusiasm of local residents and local residents visiting the location. But the recognition of residents, especially school children, many are not satisfied after they visited the tour. The purpose of this research is to examine the Students' Perception of Tourism Objects of Fort Moraya Tondano, As Historical - Cultural Tourism. The analytical method used is qualitative and quantitative (mix method). The research instruments used were questionnaire, observation and documentation. Likert scale is used to categorize each question in the form of scoring to facilitate answers to respondents' ratings. The analysis used is descriptive using tables and percentages. The results of the 13 indicators that were asked there were seven indicators answered with positive agreement, and the rest were hesitant (neutral). Managers need to evaluate the historical-cultural tourist attraction of Fort Moraya.
