Abstract

This article aims to analyze land problems that arise from economic, social and cultural aspects and even religion. For this reason, the issue of non-litigation land dispute resolution, especially mediation, is very interesting. The research method used is applied law research which combines two normative-empirical legal studies. The starting point of this research itself departs from the problem of typology of land disputes in the city of Medan and the resolution of land disputes through mediation by the Medan City Land Office as well as obstacles in resolving land disputes through mediation at the Medan City Land Office? The results showed: First, the typology of land disputes that occurred in the city of Medan was based on problems, land tenure and ownership, procedures for determining land rights and registration, boundaries and/or location of land parcels, land reform objects, land acquisition, and implementation of court decisions; Second, the settlement of land disputes through mediation by the Medan City Land Office based on the Regulation of the Minister of Agrarian Affairs and Spatial Planning No. 21 of 2020 concerning Handling and Settlement of Land Cases is related to the Decree of the Head of the National Land Agency of the Republic of Indonesia Number 34 of 2007 concerning Technical Guidelines for Handling and Settlement of Land Problems Jo. Technical Instructions No. 05/Juknis/d.v/2007 concerning Mechanism for Implementation of Mediation; Third, the obstacles in resolving land disputes through mediation at the Medan City Land Office can be seen from the aspects, legal substance, legal structure and legal culture. The results of the study reveal that there is a need for improvement in laws and regulations related to the formation of legal rules that guide the implementation of land dispute resolution through integral and comprehensive mediation and human resources (peace maintenance). legal culture in increasing public legal awareness.

Abstract

This study discusses to the development and the factors that hinder the development of human resources in improving employee performance in the Protocol Section of the Binjai City Regional Secretariat. The research method used is descriptive research with a qualitative approach, the data collection instrument is the study of documentation and interviews, while the data analysis used is descriptive analysis. The results of this study indicate that the HR planning carried out by the Protocol Office of the Regional Secretariat of the City of Binjai has been classified as optimal and well, it can be seen that the HR planning through stages in the selection to become members of HR development training and education and HR development training has not been running optimally. Well, it can be seen that there are still people who hold positions but are still not optimal in their implementation so that the purpose of education and training for HR development is only getting a certificate. In terms of human resource management, the Binjai City Regional Secretariat Protocol Service has shown good and effective results. The constraint factors faced in HR development are: the provision of training for employees has not been carried out evenly and communication skills are still lacking, especially communication with leaders.

Abstract

Hajj is one of the pillars of Islam and an annual worship carried out by Muslims around the world who have the istito'ah/ability (material, physical and scientific) to visit and carry out several worship activities in several places in Saudi Arabia or we often hear by the name of the season of Hajj or the month of Zulhijah. The current Hajj problems, coupled with the problems that arose during the Covid-19 pandemic, were handled by a system for delegating the portion of the Hajj which has become a benchmark for performance at the Regional Office of the Ministry of Religion of North Sumatra Province. This research was conducted using qualitative research methods. The results showed that the performance of the administrative service bureaucracy for the delegation of portions of regular pilgrims at the Regional Office of the Ministry of Religion of North Sumatra Province had met the service standards in accordance with the performance theory by Pollit & Bouckaert used in this study.

Abstract

This study aims to determine the effect of emotional intelligence and personality hardiness on learning resilience. This research is a quantitative study, using a research sample of 95 people, taken in total from the research population. Sampling with total sampling technique. Data analysis used multiple regression analysis. The results showed that (1) There was a significant positive effect of emotional intelligence on learning resilience, seen from the value of the determinant coefficient (Rx1.y) = 0.633 with p = 0.000 < 0.050, meaning that there was a positive influence of emotional intelligence on learning resilience; (2) There is a significant positive effect of hardiness personality on learning resilience as seen from the value of the determinant coefficient (Rx2.y) = 0.413 with p = 0.000 < 0.050, meaning that there is a positive influence of hardiness personality on learning resilience; (3) there is a significant positive effect of emotional intelligence and personality hardiness on learning resilience seen from the value of the determinant coefficient (Rx1.x2.y) = 0.539 with p = 0.000 < 0.050, meaning that there is a positive relationship between emotional intelligence and personality hardiness on learning resilience. The percentage of contribution given by the influence of emotional intelligence and personality hardiness simultaneously on learning resilience is 29.1%.

Abstract

he rise of criminal acts of theft of oil palm plantations is mainly due to law enforcement that is not firm in the sense that it cannot have a deterrent effect on perpetrators of criminal acts. This is because many of the theft cases have a value of less than Rp. 2,500,000, so it is considered a minor crime. This causes people who have lost most of their livelihoods to feel frustrated, causing some people to lose their minds by taking vigilante actions. Based on this, the formulation of the problem in this study: 1) What are the legal rules regarding theft after the issuance of Perma No. 2 of 2012 in Indonesia. 2) How to steal people's oil palm plantations afterithe issuanceiof Perma No. 2 of 2012 in the Legal Area of Hinai Police, Langkat Regency. 3) How to prevent the loss of smallholder oil palm plantations due to theft of plantation produce which is categorized as a minor crime. The research method used is descriptive method, while the data analysis technique uses qualitative. The results of the study show that the legal regulations regarding light theft after the issuance of Perma Number 2 of 2012 in Indonesia are increasingly less strict. This is because the criminal threa in Article 364 of the Criminal Code, which is only 3 months old, means that suspects or defendants of minor crimes cannot be subject to detention, and the examination procedure used is a quick examination procedure. If referring to the provisions in the Criminal Code and Perma No. 2 of 2012 concerning the limits of adjustmen for minor crimes, then the act is categorized as a minor crime However, if the Plantation Law is used, the perpetrator of a crime will be subject to a threat of 4 years in prison. The police as law enforcer basically do not agree with the issuance of Perma No. 2 of 2012. Theft of people's oil palm plantations after the issuance of Perma No. 2 of 2012 in the Legal Territory of the Hinai Police, Langkat Regency, has long been a concern considering the losses caused to oil palm farmers. However, the handling of the perpetrators of the theft of people's garden products tends to be done by mediating, namely seeking so that the victims of theft can get proper compensation for the crops stolen by the perpetrators. The ways that can be done to prevent losses to oil palm plantation farmers due to the theft of their plantation products are: excluding the theft of people's plantation products from minor crimes by implementing the Plantation Law, carrying out strict law enforcement against gardeners who have been harmed by ninja, and urging the farming community to supervise their gardens more by collaborating among farming communities to narrow the space for thieves.

Abstract

The Covid-19 pandemic, which has now become a global challenge, has implications for all sectors of life, especially the economic sector. Indonesia is one of the countries whose economy has been affected by this pandemic situation. One of the policies that must be taken by the Indonesian government is to initiate the National Economic Recovery program. This study aims to analyze the contribution made by South Korea to Indonesia which has a cooperative relationship between the two countries in Indonesia's economic recovery after the pandemic. The data in this study were collected through a descriptive technique of study analysis or literature review with a focus on international cooperation relations between Indonesia and South Korea during the Covid-19 pandemic and analyzed qualitatively using secondary data. The results showed that South Korea contributed to Indonesia's economic recovery after the pandemic through cooperation in various sectors such as investment, export-import and trade, energy and mineral resources, tourism to e-commerce through K-Pop. In contrast to previous studies, this study concludes that the cooperation between the two countries has brought significant results in Indonesia's economic recovery after the pandemic.

Abstract

The purpose of this study was to identify the function of public relations in the DPRA Secretariat in order to improve management performance. The extent to which the public relations sector of the DPRA secretariat has developed the existing public relations function into a more varied function with the aim of improving the relevant agencies is also studied in this study. The problem is focused on the performance of the public relations division of the Aceh Provincial DPRD. The method used in this study is a qualitative approach, where the procedures in the research produced are descriptive data, namely words or written answers from several sources and the results of direct observations in the field. Natural objects or natural settings are objects used in qualitative research which are often referred to as naturalistic research. Based on the results of the study, it can be concluded that the functions of the Public Relations, Protocol, and Publication Section of the Aceh DPR Secretariat have been carried out properly and in an orderly manner. The DPRA Public Relations Secretariat regulates its duties and functions slightly differently, but still in accordance with the applicable laws and regulations. This can be seen from the division of tasks and functions of public relations into several points, each of which has different and interconnected tasks and functions. Of course, public relations, protocols and publications have an impact on improving the performance of the Aceh DPR, but more specifically in this regard, consistency in fighting for people's aspirations and establishing relationships with the media in collaboration with the Aceh Provincial DPRD.

Abstract

The purpose of this article is to analyze the impact of internalizing ideal body portrayed by media to drive for thinness. Previous researches directly estimate effect size of mass media exposure to body dissatisfaction with the result of small effect size. This meta-analysis considers cognitive dimension in body image evaluation which individuals do, and thus taking ideal body internalization after mass media exposure as one of the variables and analyze the effect size of this variable to drive for thinness. The articles used in this research are taken from ScienceDirect, Psychnet, Springer, Willey Library, Frontiers in Psychology, and Sage Journals database. Several inclusion and exclusion criteria were applied, resulting in 16 articles to be analyzed further. From 16 studies with the total of 5,042 participants, it was found that internalization of ideal body shape affected by mass media contributes medium effect size (r = 0.5) to drive for thinness, which means internalization of ideal body image from mass media only affect drive for thinness moderately.  The data used heterogene with no publication bias. It can be concluded that internalization of ideal body image from media is not the only factor which causes drive for thinness. Gender, cultural background, age, and internal factors like self-concept and conformity also contribute to the development of drive for thinness within individuals.

Abstract

The purpose of this study was to determine the function of the criminal investigator, barriers to implementation and the relationship of law enforcement carried out by the Belawan Sector Police with Community Culture in overcoming the crime of extortion in the Belawan area. The type of research used is normative juridical (legal research) by examining various formal legal rules, which are then linked to the research objectives. Sources of data used are secondary data in the form of primary legal materials, secondary legal materials and tertiary legal materials. The results of the study found that the Medan Belawan Police in carrying out the law enforcement function of the Police and implementing the protection function had several strategies/criminal policies in overcoming the rampant criminal acts of extortion, both preventive and repressive efforts. The obstacles faced by law enforcement can be divided into internal and external barriers. Internal barriers and external barriers. The relationship between criminal law enforcement is not only pursuing the principle of formal law enforcement, but if there is room or opportunity to prevent criminal acts from happening, this is certainly better to implement. This means that the police protection function must be maximized through programs to prevent the occurrence of criminal acts in the community.

Abstract

This study aims to determine the effect of perceived convenience and online customer reviews on consumer buying interest in the sociolla online store. Primary data obtained from this study were used in data collection techniques. To approach this problem, the theory from Kotler and Keller, 2016 states that the factors that influence buying interest are the perception of convenience. The method of data collection is by using the survey method. The research method used is quantitative methods with data analysis techniques using Structural Equation Modeling (SEM) and partial least squares (PLS) as analytical tools. This study found that perceived convenience had a significant and positive impact on purchase intention, and online customer reviews had a significant and positive impact on purchase intention.
