Abstract

This study aims to identify the challenges students face in learning mixed fraction multiplication and to implement a solution in the form of the Smart Question Box educational game for grade VII C students at SMP Negeri 3 Panji. The study used a mixed approach, beginning with qualitative data collection through classroom observations and teacher interviews to identify students' difficulties in understanding mixed fractions. Initial results indicated that students experienced difficulties converting mixed fractions, simplifying results, and carrying out arithmetic procedures regularly. Subsequently, the Smart Question Box solution was implemented in the learning process, and its effectiveness was measured quantitatively through a Likert-scale questionnaire completed by 25 students. The results showed that 46.8% of students strongly agreed and 46.8% agreed that the game helped improve their understanding, motivation, and engagement in learning, while 6.4% gave less positive responses. These findings confirm that the Smart Question Box is effective as an interactive learning medium for improving understanding of mixed fraction concepts, making it worthy of recommendation as an alternative learning strategy for similar material.

Abstract

Motivation is one of the factors that influence students’ learning outcomes. With high learning motivation, it is expected that students will achieve better and more satisfactory results. One of the learning models that can be used to improve students’ motivation and learning outcomes is the cooperative learning model of the Student Teams Achievement Divisions. This study aims to improve students’ motivation and learning outcomes through the implementation of the cooperative learning model of the Student Teams Achievement Divisions type on the topic of social interaction. This model emphasizes cooperation in heterogeneous groups, where students help each other understand the material and are then evaluated individually to contribute to the group score. In this study, motivation and learning outcomes are considered successful if more than 80% of students show improvement (classical completeness). The data were obtained from motivation questionnaires and students’ learning achievement tests administered before and after the implementation of the Student Teams Achievement Divisions learning model at SMP Frater Don Bosco Tomohon North Sulawesi Province. The results show that the implementation of the Student Teams Achievement Divisions cooperative learning model was able to improve students’ learning motivation, with 77.8% of students showing improvement in cycle I, increasing to 85.2% in cycle II. In addition, students’ learning outcomes also showed significant improvement, as indicated by the increasing number of students achieving learning mastery in each cycle. A total of 23 out of 27 students (85.2%) experienced improvement after participating in the Student Teams Achievement Divisions learning model, which falls into the very high category on the topic of social interaction.

Abstract

Minimum wage determination and the fulfillment of workers’ social security rights are essential components of labor protection in Indonesia. However, various violations still occur, including wage payments below the minimum standard and low employer compliance in registering workers for social security programs. This study aims to analyze the practice of business law in minimum wage determination and its impact on the fulfillment of workers’ social security rights in Indonesia. The research employs a normative legal method using statutory and conceptual approaches. The findings indicate that minimum wage policies are closely related to the fulfillment of social security rights, as wage levels serve as the basis for calculating contributions and benefits. Nevertheless, implementation remains constrained by low corporate compliance and ineffective labor supervision. Therefore, stronger supervision and greater legal compliance are necessary to ensure optimal protection of workers’ rights.

Abstract

Physical education plays an important role in supporting the physical, motor, social, emotional, health, and character development of students. Although physical education learning in elementary schools is generally carried out by subject teachers, students of the Elementary School Teacher Education Study Program (PGSD) as prospective classroom teachers still need to master the basic concepts of physical education to support healthy living habits and physical activity of students. This study aims to analyze the need for teaching materials in the Basics of Elementary School Physical Education course for PGSD students. The study used a quantitative descriptive approach with a survey method. The subjects of the study were PGSD students who had taken the Basics of Elementary School Physical Education course at Sari Mutiara Indonesia University Medan and Riau Islamic University. Data were collected using a needs analysis questionnaire that covered aspects of conceptual understanding, learning strategies, field practice, learning evaluation, character value integration, and teaching material development. The results showed that students had a very positive perception of the importance of the course. A total of 27.7% of respondents agreed and 70.9% strongly agreed that the Basics of Elementary School Physical Education material needs to be mastered by prospective elementary school teachers. Abstract

This study aimed to examine the effect of contextual Arabic language learning on the effectiveness of Qur’anic memorization among students at Muhammadiyah Boarding School (MBS) Yogyakarta. The study employed a quantitative approach using a quasi-experimental method with a nonequivalent control group design. The sample consisted of 60 students selected through purposive sampling, comprising 30 students in the experimental group and 30 students in the control group. The experimental group received contextual Arabic language instruction based on the Contextual Teaching and Learning (CTL) approach, while the control group received conventional Arabic language instruction. Data were collected through a Qur’anic memorization effectiveness test covering fluency, accuracy of tajwid, accuracy of makhraj, memorization retention, and understanding of verse meanings. Data were analyzed using descriptive and inferential statistics, including normality tests, homogeneity tests, and the Independent Samples t-Test. The results revealed that the experimental group achieved a higher post-test mean score (87.63) than the control group (78.41). Furthermore, the Independent Samples t-Test showed a significance value of 0.000 (p < 0.05), indicating a statistically significant effect of contextual Arabic language learning on the effectiveness of Qur’anic memorization. The most notable improvements were found in memorization retention and comprehension of verse meanings. These findings suggest that contextual Arabic language learning is more effective than conventional instruction in enhancing the quality of Qur’anic memorization. This study provides important implications for the development of integrated Arabic language and Qur’anic memorization learning models in modern Islamic boarding schools.

Abstract

Administrative service delivery remains one of the most visible measures of government performance, yet local bureaucracies in Indonesia continue to struggle with translating formal procedures into consistent, citizen-centered practice. This study examines the quality of administrative services, particularly the handling of incoming and outgoing correspondence, at the Administrative Service Unit (Unit Layanan Administrasi/ULA) of the General Bureau, Regional Secretariat of North Sulawesi Province, and identifies the factors that constrain optimal service delivery. A descriptive qualitative approach was employed, guided by an interactive analytical model of data collection, reduction, display, and conclusion drawing. Data were gathered through in-depth interviews with key informants, direct observation, and documentation review, with credibility established through source and method triangulation. The findings show that consistent application of standard operating procedures, supported by electronic queuing systems and online document-tracking platforms, has meaningfully improved timeliness, accuracy, and transparency. However, service quality remains constrained by uneven staff understanding of procedural detail, ageing infrastructure, unstable internet connectivity, and workload imbalances relative to staff numbers. Courtesy, complaint responsiveness, and physical comfort were found to be strong contributors to public trust, even as budgetary and spatial limitations persist. The study concludes that sustainable improvement in administrative service quality requires an integrated strategy combining continuous staff training, infrastructure renewal, and adaptive procedural review. These findings offer practical implications for regional secretariats seeking to strengthen bureaucratic responsiveness and provide a contextual basis for future research on digital-era public service reform in Indonesia's subnational governments.

Abstract

This study aims to analyze the development of Classroom Action Research (CAR) competence among Islamic Religious Education teachers at junior secondary schools and Islamic junior secondary schools in Sleman Regency, identify the determinants of training success, and formulate strategies for strengthening product based CAR training. The study was motivated by the suboptimal training outputs, including CAR proposals categorized as good that reached only 33% and career impact that appeared in only 7.5% of alumni. The study employed a sequential explanatory mixed methods design. Quantitative data were collected from 35 Islamic Religious Education teachers who had participated in CAR training, while qualitative data were obtained through open interviews, document review, and explanatory follow up of the quantitative findings. The findings show that teachers mastery of CAR competence falls into the categories of mastered and sufficiently mastered, but has not reached an optimal level, particularly in developing instruments, reviewing theories, analyzing previous studies, determining classroom actions, and managing references. The study also identified the need to integrate 15 new competencies, especially digital technology, higher order thinking skills, innovative learning models, twenty first century skills, learning assessment, and noble character values. Training success was found to be systemic, involving committee readiness, curriculum relevance, technological facilities, trainer competence, participant engagement, and evaluation of action plan implementation. The article recommends product based CAR training supported by clinical mentoring, academic review, and sustainable post training monitoring.

Abstract

This study aims to analyze the condition of accountable regional governance in North Sulawesi Province, focusing specifically on the dimension of engagement and oversight by all employees and the public, one of the six key issues measured in the Integrity Assessment Survey. The study employed a descriptive qualitative approach through semi-structured interviews with three key informants representing different levels of position, namely the Provincial Secretary, the Head of the Human Resources Development Agency, and a staff member of the North Sulawesi Provincial Social Affairs Office, supplemented by a review of secondary data on Integrity Assessment Survey scores for the 2023 to 2025 period. Data were analyzed thematically and interpreted through the lens of public accountability and good governance. Based on the three-zone categorization framework commonly used to interpret the Integrity Assessment Survey index scale, the engagement and oversight dimension score for North Sulawesi Province fell within the vulnerable-to-risk zone at 73.05 in 2023, remained in that zone with an increase to 76.10 in 2024, but declined to the at-risk zone at 72.61 in 2025. The findings show that formal complaint channels are available and reasonably actively used at the level of regional secretariat leadership, yet their dissemination has not evenly reached operational staff, while fear of retaliation and the absence of clear whistleblower protection mechanisms tend to make participation among lower-level employees passive. Public participation in overseeing public services also remains limited due to the perception that government responses to complaints are slow. This study recommends expanding the dissemination of complaint channels to all levels of the civil apparatus, strengthening whistleblower protection guarantees, and developing more responsive public feedback mechanisms as strategic steps to strengthen the accountability of regional governance in North Sulawesi Province.
