Abstract

As a gateway to the regional, national, and international economy, seaports must maintain strong operational service performance, including the quality of ship services, cargo handling, and port facilities. Port activities, particularly sea transportation operations, are required to be reported to the Port Operator in the standardized format of the ship arrival and departure report (Laporan Kedatangan dan Keberangkatan Kapal, or LK3), which records vessel type, docking terminal, and arrival and departure times. One key perspective for measuring port performance is ship service level, assessed by the duration a vessel remains at the terminal until its departure from the port. This study employs a quantitative approach using the Data Envelopment Analysis (DEA) method to determine port performance through turnaround time and efficiency measures. Findings for 2022 show that, for container vessels, Tanjung Emas Port recorded a turnaround time of 23 hours, while Tanjung Priok Port and Tanjung Perak Port each exceeded 24 hours. In terms of DEA efficiency, both Tanjung Priok and Tanjung Perak achieved an efficient rating of Ѳ = 1.

Abstract

This research explores the alignment of maritime education with the dynamic demands of the maritime industry, focusing on shipping management, maritime business, financial systems, and sustainability. Through qualitative analysis, the study examines the perspectives of maritime industry professionals, lecturers, and recent graduates to evaluate the effectiveness of current educational frameworks. The findings reveal significant gaps in areas such as maritime finance, strategic business management, and sustainability practices. While foundational skills in port operations and logistics are well-covered, there is a critical need for enhanced focus on financial literacy, business strategies, and green shipping initiatives. Additionally, the integration of industry expertise into curriculum design and real-world applications is limited. The research suggests that stronger collaboration between educational institutions and the maritime industry, along with a more interdisciplinary approach to maritime education, can better prepare students for the evolving challenges of the global maritime sector. This study calls for a transformative shift in maritime education to equip future professionals with the necessary skills for sustainable and financially sound maritime practices.

Abstract

This qualitative study investigates the digital transformation of administrative services at Sekolah Tinggi Ilmu Pelayaran (STIP), Indonesia's prominent maritime education institution. It examines the interplay between the quality of the SRIKANDI application system, the digital competence of civil servants (ASN), innovations in digital archive governance, and their collective impact on administrative performance. Data collected through in-depth interviews and focus group discussions with administrative staff revealed that high system quality—particularly its relevance to maritime-specific tasks—combined with strong digital competence, served as foundational enablers. These factors catalyzed significant innovation in digital archive management, which acted as the critical mechanism for improving performance. The transformation resulted in substantially enhanced efficiency, accuracy, and service delivery, directly supporting STIP's core mission. The findings underscore that successful digitalization in specialized educational contexts is a socio-technical endeavor, reliant on the synergy between tailored technology and an empowered workforce, rather than on technological implementation alone. This research provides a validated model for maritime education institutions navigating similar digital transitions.

Abstract

Tanjung Perak Port is the initial gateway to Surabaya which handles more than 40% of international goods trade. In this case, the Kertosusilo Gate Area (GKS) has a very important position with its sea area having the busiest shipping lanes in Indonesia with 15,409 vessels operating at the end of 2021. The dense distribution of port activities in sea transportation creates complex problems which impact on delays in cargo delivery in Tanjung Perak Harbor. Problems that arise include sedimentation due to the construction of the Maspion Indonesia Port terminal, narrowing of sea water and changes in sea area which causes narrowing of the Madura Strait sea area, as well as complaints from port users regarding shipping lanes, anchoring areas in terms of depth, area, Vessel Traffic Services (VTS), services. ship guidance and security. Based on these problems, research was carried out on the utilization and needs of the anchorage area at Tanjung Perak Port. Starting with conducting research preparation, collecting data by compiling data related to the general picture of economic growth, especially in the East Java region as well as operational technicalities and conditions of the Tanjung Perak port. So that we can obtain the results of utilization research for a docking area capacity of 20,330 ships per year with a utility value of the docking area at Tanjung Perak Port of 73.5%.

Abstract

This research critically examines the integration of digital technologies in maritime education at Sekolah Tinggi Ilmu Pelayaran (STIP) Indonesia and its impact on graduate competency development. Through a qualitative approach involving in-depth interviews with graduates, educators, and industry stakeholders, along with document analysis, the study reveals a significant "pedagogy-technology gap." While STIP Indonesia has successfully established robust digital infrastructure, including advanced simulators, findings indicate that technological access alone is insufficient for developing comprehensive maritime competencies. The research identifies three critical barriers: constrained access to digital resources, misalignment between technology use and pedagogical approaches, and varying levels of instructor digital proficiency. These factors collectively limit the development of the higher-order digital fluency and analytical mindset needed in modern maritime operations. The study contributes to maritime education literature by demonstrating that effective digital transformation requires parallel investments in curriculum redesign, faculty development, and pedagogical innovation alongside technological infrastructure. Practical implications suggest a strategic rebalancing of resources and enhanced industry-academia collaboration to bridge the competency gap and strengthen Indonesia's maritime workforce readiness in the era of Industry 4.0.

Abstract

This qualitative study investigates cultural and linguistic challenges faced by 45 junior cadets in global maritime education, focusing on English usage. Through interviews and focus group discussions, diverse English proficiency levels were identified among participants, highlighting the need for tailored language training programs. Communication challenges, particularly in understanding technical terminology and navigating cultural differences, emphasize the importance of targeted language instruction and cross-cultural training initiatives. Aligning with the International Maritime Organization's Standards of Training, Certification, and Watchkeeping (STCW), the study emphasizes the significance of linguistic competence and cultural awareness in ensuring safety and efficiency within maritime crews. The findings emphasize the importance of integrating language training initiatives into maritime education curriculum and fostering a culture of inclusivity and professionalism within the maritime industry.

Abstract

This research investigates the effectiveness of maritime education in addressing the evolving needs of the maritime industry, with a particular focus on shipping management, maritime business, financial literacy, and sustainability. The study employs qualitative methods, including semi-structured interviews with maritime professionals, educators, and graduates, to assess the alignment of current curricula with industry requirements. Results indicate that while maritime education provides a solid technical foundation, it falls short in integrating modern financial practices and sustainability principles. Stakeholder collaboration between industry professionals, educators, and students was found to be valuable but underdeveloped, highlighting the need for more structured partnerships. With an overall score of 9/10 across all indicators, the research suggests that incorporating financial decision-making and sustainability into the curriculum is essential for preparing graduates for future industry challenges. The study emphasizes the importance of adapting maritime education to equip students with the skills necessary to thrive in an increasingly complex and environmentally-conscious global maritime sector.

Abstract

This qualitative study investigates the integration of e-learning and digital assessment at STIP Jakarta and its impact on the work readiness of Diploma-IV cadets, aligned with international STCW competency standards. Through in-depth interviews and focus group discussions with 70 final-year cadets, the research reveals a dualistic outcome: while digital tools are highly effective in delivering theoretical knowledge and developing simulator-based operational skills, they exhibit significant limitations in fostering hands-on practical abilities and essential psychosocial competencies such as leadership and mental resilience. The findings identify a critical "digital-practical divide," in which cadets report high digital confidence alongside underlying anxiety about real-world application. The study concludes that a balanced, hybrid pedagogical model is essential, leveraging technology not as a replacement but as a complement to traditional practical training. This approach is vital for Indonesia's maritime sector to develop truly work-ready graduates who are both technologically proficient and psychologically prepared.

Abstract

The digitalization of maritime trade documentation through blockchain-based electronic bills of lading (eBL) represents a transformative innovation with profound implications for shipping operations and maritime business education. This study investigates eBL adoption dynamics from dual industry practice and educational preparation perspectives, examining factors influencing technology acceptance and identifying gaps between industry requirements and academic curriculum coverage. Employing a mixed qualitative methodology, the research analyzes perspectives from logistics professionals (n=45), early adopter organizations (n=12), and maritime business program coordinators (n=15) across Indonesian and regional maritime education contexts. Through thematic analysis integrating Technology Acceptance Model constructs, the study reveals that perceived operational efficiency, trust mechanisms, regulatory recognition, and ecosystem interoperability constitute critical adoption determinants. Findings demonstrate significant disparities between rapid industry transformation toward digital trade documentation and the limited academic coverage of blockchain technologies, eBL platforms, and digital shipping operations within maritime business curricula. The research proposes a comprehensive educational framework integrating blockchain fundamentals, eBL platform functionality, smart contract applications, and hands-on digital documentation simulations. Results provide actionable guidance for curriculum modernization, addressing the urgent need for graduates equipped with digital trade documentation competencies essential for contemporary maritime logistics careers.

Abstract

Contemporary maritime operations demand sophisticated weather routing competencies that integrate meteorological analysis, regulatory compliance, and multi-criteria optimization through specialized navigation technologies. This quasi-experimental study develops and evaluates an integrated weather-routing training module designed to enhance nautical cadets' voyage planning capabilities. Employing a pre-test/post-test design with control group comparison, the research examines training effectiveness among nautical cadets and junior officers (n=70) across Indonesian maritime academies. The sixteen-hour intervention incorporates ECDIS and routing software instruction, authentic Malacca Strait passage planning scenarios using real meteorological datasets, traffic separation scheme navigation, and COLREGs compliance in congested waters. Industry practitioners, including masters, pilots, and fleet operations managers (n=33), validated the training's relevance and assessed the authenticity of competency development. Results demonstrate significant improvements in route quality scores (38% increase), situational awareness (42% enhancement), and decision-making efficiency (35% advancement) compared to the control group receiving the traditional curriculum. Industry practitioners rated experimental group performance (8.3/10) as approaching operational preparedness requirements, substantially exceeding typical graduate capabilities (5.1/10). Findings confirm that structured weather routing education effectively bridges competency gaps between academic preparation and operational demands, supporting maritime safety enhancement and professional development.
