Abstract

The purpose of this study is to compare the health service systems of Kokumin Kenkou Hoken (KKH) in Japan and BPJS Kesehatan in Indonesia as representations of developed and developing countries. The research problem focuses on the disparities in effectiveness, efficiency, and service quality resulting from differences in infrastructure, financing mechanisms, and technological adoption in both countries. The analysis is grounded in comparative public administration theory and the service quality framework proposed by Zeithaml et al. This study employs a qualitative method through an extensive literature review of regulations, official reports, and recent scholarly findings related to national health insurance systems. The results indicate that KKH outperforms in efficiency, technological integration, such as Electronic Medical Records (EMR) and sustainable financing supported by a 50% government subsidy, while BPJS continues to struggle with financing deficits, service inequality, and limited infrastructure despite adopting digital tools such as the Mobile JKN application and the VClaim system. The study recommends strengthening digital health infrastructure, improving public digital literacy, and enhancing international collaboration to support more inclusive and equitable health service delivery in Indonesia.

Abstract

This study examines the dynamics of resolving the regional boundary dispute between Palembang City and Banyuasin Regency in Tegal Binangun within a multi-level governance framework. The trigger for the conflict was Minister of Home Affairs Regulation No. 134/2022, which changed administrative boundaries, eliciting objections from the Palembang City Government and public rejection. A qualitative method using purposive sampling involved informants from the Provincial Government Bureau, the City/Regency Governance Section, and village officials. The data were analyzed using NVivo 15 and supplemented with a literature review. The results indicate that the South Sumatra Provincial Government plays a strategic role as a mediator, while the district/city governments act as policy implementers. However, interactions between levels are not optimal, particularly in terms of communication and coordination at the village level. Community participation remains asymmetrical, and the role of NGOs has not been structurally facilitated, adding to the complexity of the conflict. Minister of Home Affairs Regulation 134/2022 serves as the legal basis for policy integration, but its effectiveness depends on social legitimacy, implementation flexibility, and support from public service information systems. The research recommends cross-actor collaboration, adaptive public communication, and capacity building for local governments to achieve sustainable, fair, and service-oriented dispute resolution.

Abstract

This study analyzes the implementation of Flexible Working Arrangement (FWA) policy enacted by East Java Provincial Government through Governor's Circular Letter Number 11410 of 2025 in response to security dynamics during September 1-4, 2025. Employing a descriptive qualitative approach with Edwards III Implementation Model as analytical framework, this research examines four key variables: communication, resources, disposition, and bureaucratic structure. The analysis reveals that FWA policy represents an adaptive strategy successfully balancing employee safety protection and essential public service continuity. Implementation success was supported by structured policy communication, utilization of existing digital infrastructure, strong leadership commitment, and bureaucratic structure flexibility in operational decision decentralization. This study recommends institutionalizing FWA mechanism within permanent Business Continuity Plan (BCP) framework and developing output-based performance evaluation system to measure adaptive policy effectiveness during crisis.

Abstract

This study aims to identify policy formulation and inhibiting factors in the formation of local regulations related to the Empowerment, Development, and Protection of Micro Enterprises in Samarinda City. This study uses a qualitative descriptive method, collecting data from several sources such as interviews, official documents, and field observations. The findings show that this policy serves as a form of support for national regulations and solutions to overcome various problems faced by micro business actors in Samarinda City. However, the process of forming this regional regulation still encounters several obstacles: lack of human resource capabilities, lack of communication between DPRD leaders and Bapemperda members, lack of commitment and inefficient time management during the formulation process, and the absence of permanent regulations that regulate the work mechanism and stages of the formation functionThis study recommends capacity building for DPRD members and AKD Support Staff, improving effective communication between the Leadership and Bapemperda, improving integrated time management, and establishing special DPRD regulations that regulate the procedural rules and mechanisms of the regional regulation formation process.

Abstract

This study examines the implications of mining concessions being accepted by religious community organizations, focusing on the case study of Muhamadiyah in Indonesia. As the largest Islamic organization in Indonesia, the institution is involved in natural resource management through the acceptance of mining concessions granted by the government. This creates a dilemma between economic interests and religious, ecological and social values. The objective of this research is to analyze the impact and implications on the patron-client relationship between the government and Muhammadiyah, the relationship with local communities, and the environmental and economic implications. The methodological approach adopted is of a qualitative nature, employing a case study strategy that encompasses secondary data analysis from research documents and Indonesian mining regulations. The results indicate an ethical dilemma concerning the exploitation of resources, which is in conflict with the ideological values of Muhamadiyah, as well as with the principles of sustainability and Islamic values. Furthermore, the results demonstrate a conflict with local communities due to pollution and deforestation, and there is a risk of declining public trust in Muhamadiyah. The study's findings underscore the significance of integrating Islamic ethics through transparency and community participation to mitigate adverse effects and bolster muhammadiyah's societal function.

Abstract

Housing and settlement issues in Riau Province continue to increase in line with population growth, urbanization, high housing backlog rates, and the existence of slums and disaster-prone areas. This study aims to examine the application of EBP in the Riau Province RP3KP through three main aspects: the commitment of policy actors, the use of data and scientific knowledge, and the organizational readiness for implementation. The study uses a post-positivist qualitative approach with data collection techniques in the form of in-depth interviews and documentation studies. The analysis was conducted using the interactive model of Miles, Huberman, and Saldana. The results show that political support for the RP3KP is relatively strong, but the involvement of non-governmental actors is still limited. Scientifically, the drafting of the RP3KP has utilized primary and secondary data, but the integration of local empirical findings is still weak. From an implementation perspective, institutional capacity and cross-sector coordination are not yet fully ready, especially in relation to synchronization with the Spatial Plan (RTRW). These findings emphasize the need to strengthen EBP so that the RP3KP is more adaptive, contextual, and effective in addressing the complexity of housing issues in Riau.

Abstract

This study examines how Warfare (2025), a post-9/11 American war film, represents the political and identity positioning of Middle Eastern Muslims. Using Edward Said’s Orientalism, Homi K. Bhabha’s Postcolonial Theory, and qualitative textual–cinematic analysis, the research explores how the film frames American military subjectivity while minimizing the visibility and agency of Middle Eastern Muslim characters. The study aims to understand how the film’s narrative structure and visual choices shape ideological meaning and reinforce familiar patterns of representation in war cinema. The findings show that the film employs a subtle but persistent strategy of erasure, portraying Iraqi civilians only in brief, backgrounded moments without dialogue, cultural detail, or narrative importance. In contrast, the emotional and psychological experiences of U.S. soldiers are depicted with depth and consistency, encouraging viewers to align with American perspectives. These representational patterns ultimately reaffirm Orientalist hierarchies and support a broader legitimization of U.S. militarism within contemporary cinematic storytelling.

Abstract

This study examines a comparative analysis between the 3-in-1 and Odd-Even traffic policies implemented in Jakarta as efforts to control congestion in the city. The main problem addressed is the ineffectiveness and sustainability of these traffic restriction systems in reducing congestion over time. The purpose of this research is to identify the differences in regulation, implementation mechanisms, outcomes, and advantages-disadvantages between the two policies. Using a qualitative descriptive method supported by document analysis, literature review, and interview results, the study evaluates both policies through the theoretical framework of Dye (2013), Sabatier and Jenkins-Smith (1993), and Grindle (1980). The findings indicate that the Odd-Even policy is more effective and transparent due to the integration of electronic enforcement systems and measurable environmental benefits, while the 3-in-1 policy, though initially simple and cost-efficient, faced issues of misuse and low compliance. The study concludes that technological integration and public participation are key to improving the sustainability of traffic management policies in Jakarta.

Abstract

This study aims to analyze the utilization of Village Fund Allocation (ADD) in strengthening human resource capacity in Bukit Makmur Village, Kaliorang Subdistrict, East Kutai Regency. The research approach used is qualitative with a descriptive method. Data were collected through in-depth interviews, direct observation, and documentation studies. Research informants included village officials, community organizations, and beneficiaries selected purposively. Data analysis was conducted through data reduction, data presentation, and conclusion drawing, with triangulation of sources and techniques to ensure data validity. The results of the study show that the use of ADD in Bukit Makmur Village is not only focused on physical development but also directed at human resource development through various community empowerment programs. These programs include job skills training such as sewing, cooking, entrepreneurship, and agricultural product processing, capacity building for village officials through technical guidance, and strengthening social institutions such as the PKK and Karang Taruna. The implementation of these programs has had an impact on improving community competence, economic independence, and social participation. In terms of effectiveness and efficiency, ADD management is considered to be on target and accountable, with a budget realization rate of 99.95% and active community involvement in every stage of the activities.

Abstract

This study examines the collective advocacy strategies of the Jakarta Home-Based Workers Network (JPRJ) in addressing structural inequalities affecting women home-based workers under the putting-out system. Although collective organizing can generate counter-power at the community level—manifested as power within, power with, and power to—the movement continues to face structural barriers. These obstacles emerge from state strategies that dilute labor demands through tokenistic participation and by reframing home-based workers as micro-entrepreneurs rather than as legal subjects entitled to labor rights. Using John Gaventa’s Power Cube and Jo Rowlands’s empowerment framework, the study analyzes how hidden and invisible power sustain exploitative labor relations. Through a qualitative case study in North Jakarta, the findings show that JPRJ cultivates critical consciousness, strategic alliances, and actions that strengthen collective advocacy. These efforts include a judicial review of the Manpower Act and the creation of alternative community spaces such as the Pos UKK and worker cooperatives. The study concludes that the success of home-based worker advocacy at the macro level depends on collective solidarity and on dismantling state-led identity reframing that obscures workers’ legal status. Policy recommendations include ratifying ILO Convention No.177, establishing national regulations recognizing home-based workers, and integrating their data into official labor statistics.
