Abstract

The COVID-19 pandemic has had a profound impact on all segments of society, including individuals with disabilities. This study seeks to examine the resilience strategies employed by persons with disabilities who serve as heads of households in navigating the challenges brought about by the pandemic. Utilizing a qualitative approach with a descriptive method, the research involved three purposively selected participants who were individuals with disabilities who assumed the role of family heads. Data were analyzed through thematic analysis by categorizing and organizing the information into meaningful patterns and themes. The results indicate that the pandemic exacerbated economic vulnerabilities among participants, prompting adaptive responses such as enhanced intra-family communication and the strategic management of income sources. Additionally, the study highlights the role of collective resilience fostered through the Indonesian Association of Persons with Disabilities (PPDI) in Bogor City. The organization functions as a vital support system, offering emotional and practical assistance and instilling a sense of hope and agency among its members to overcome economic hardship and pursue sustainable well-being.

Abstract

This study aims to examine the influence of planned behavior consisting of Attitudes towards Independent Graduation, Subjective Norms, and Perceived Behavioral Control on the desire of Beneficiary Families (KPM) of the Family Hope Program (PKH) to carry out Independent Graduation, namely the decision to end participation as beneficiaries. This study is based on the Theory of Planned Behavior and uses a quantitative method with a descriptive approach. The study population was 268 KPM, with a sample size of 92 people obtained through the Sample Size Calculator application from Raosoft.Inc. The results showed that there was no relationship between Attitudes towards Independent Graduation and Subjective Norms (sig. 0.276). There was a significant relationship between Attitudes and Behavioral Control (sig. 0.003), and between Subjective Norms and Behavioral Control (sig. 0.000). Simultaneously, these three variables had a significant effect on the desire of KPM for Independent Graduation, with an R Square value of 0.712. The effective contribution of each variable is Attitude of 49.43%, Subjective Norm of 21.87%, and Behavioral Control of -0.09%. This finding indicates that personal attitude and social pressure are more influential than self-perception of ability in driving the decision of Independent Graduation.

Abstract

This study aims to assess the socio-economic conditions and management systems of nutmeg cultivation in Liliboi Village, West Leihitu District, Central Maluku Regency. Nutmeg is an important commodity in Ambon Island, and most villagers depend on this crop for their livelihoods. This study used a qualitative descriptive method, involving 30 nutmeg farmers who were randomly selected as respondents. Primary data were collected through direct interviews, while secondary data were obtained from relevant official references. Data were analyzed using score distribution and assessment scale categories. The findings indicate that the socio-economic conditions in Liliboi Village are quite adequate. The nutmeg cultivation management system is still traditional and hereditary. The change from collective land ownership to individual ownership has an impact on farmers' production and income. This study concludes that although the socio-economic conditions of nutmeg farmers in Liliboi Village are relatively good, they still rely on traditional methods. Changes in land ownership structures affect the way nutmeg is managed and encourage diversification of agricultural activities, which contributes to farmers' income.

Abstract

This study explores the relationship between social capital and the empowerment of beef cattle farming groups in North Minahasa Regency, Indonesia. The main objective is to examine how elements of social capital—particularly trust, proactive behavior, and shared norms—contribute to empowerment indicators such as accountability, access to information, and organizational capacity. A quantitative cross-sectional research design was employed, using structured questionnaires distributed to 30 randomly selected members of active beef cattle farming groups. The data were analyzed using descriptive statistics and Spearman Rank Correlation to measure relationships between social capital variables and empowerment indicators. Qualitative insights from interviews and observations were used to enrich and contextualize the quantitative findings. Results show that proactive action is strongly correlated with access to information (r = 0.854), trust is strongly linked to accountability (r = 0.837), and social norms are closely associated with group responsibility (r = 0.775). These findings suggest that internal social cohesion enhances governance, information-sharing, and collective performance. However, weaknesses in external networking and overdependence on informal structures may limit adaptability and long-term sustainability. The study proposes a three-part policy model: (1) trust-building mechanisms to enhance group accountability, (2) network enhancement strategies to strengthen external linkages, and (3) norm formalization to support internal governance. This model is tailored to the cultural and institutional context of North Minahasa and offers practical pathways for rural empowerment. This research contributes original insight by empirically linking specific social capital dimensions to empowerment in livestock systems, providing a contextualized framework that integrates socio-cultural dynamics with agricultural policy.

Abstract

This study investigates the ethical dimensions of police public service delivery at the Integrated Police Service Centre (SPKT) of Polda Metro Jaya, focusing on the persistent gap between procedural compliance and ethical responsiveness. The research aims to identify the root causes of weak ethical implementation and to propose reform strategies grounded in virtue ethics. Employing a qualitative case study design, the study draws on data collected through in-depth interviews with officers and service users, 28 days of participant observation, and document analysis of police regulations and standard operating procedures. Thematic analysis was used to interpret recurring patterns in service behaviour and institutional culture. The findings reveal that while officers fulfil administrative requirements effectively, their interactions with the public often lack empathy, attentiveness, and moral judgement. Structural constraints, legalistic SOPs, and the absence of virtue-based training contribute to the erosion of ethical service culture. The study argues that the core issue is not regulatory deficiency, but the underdevelopment of moral character among police personnel. As a contribution to both theory and practice, the research introduces a comprehensive virtue ethics-based reform framework encompassing leadership, training, organisational culture, and procedural revision. The originality of this study lies in its explicit application of Aristotelian virtue ethics as a corrective model to address ethical stagnation in police service—a perspective rarely explored in Indonesian public administration scholarship.

Abstract

This study aims to analyze the influence of transformational leadership and organizational culture on employee performance, with work motivation as a mediating variable, at the Regional Secretariat of Solok City. The research addresses challenges stemming from bureaucratic leadership styles and weak organizational culture, which are related to low employee motivation and performance. A quantitative method was employed, with data collected through surveys of 90 civil servants and analyzed using Structural Equation Modeling (SEM) assisted by SmartPLS. The results show that both transformational leadership and organizational culture have a positive and significant effect on employee motivation and performance. Motivation was found to mediate these relationships. This study emphasizes the importance of internal incentive systems, an adaptive work culture, and inspirational leadership in improving civil servant performance. These findings are expected to serve as a guideline for the Solok City Government in strengthening human resources and enhancing bureaucratic effectiveness.

Abstract

This study investigates the relationship between work motivation, teamwork, and employee performance, with job satisfaction as a mediating variable, at the Regional Public Service Agency Technical Implementation Unit (BLUD UPTD) of Mokoau Public Health Center, Kendari City. The study involved 62 respondents, consisting of State Civil Apparatus (ASN) and Government Employees with Contract Agreements (P3K). Data were collected through an online questionnaire and analyzed using SmartPLS 4.0. The instrument used a 5-point Likert scale to measure agreement levels across four main variables. The results indicate that work motivation has a statistically significant positive effect on job satisfaction but does not have a statistically significant effect on employee performance. Similarly, teamwork has a significant positive impact on job satisfaction but shows no significant direct effect on employee performance. Furthermore, job satisfaction does not significantly influence employee performance and does not mediate the relationship between work motivation and employee performance. These findings offer important theoretical and managerial implications, particularly for improving employee outcomes through enhanced motivation and teamwork within public health institutions.

Abstract

Religion and culture are two elements that constantly interact in shaping human civilisation, including in the context of Indonesian local culture. The megalithic site of Ulak Lebar in Lubuklinggau City is one cultural heritage site that shows traces of the encounter between local traditions and Islamic influences. This article aims to reveal the process of socio-cultural change that occurred through the interaction between megalithic traditions and Islamic teachings at the site. This study uses historical methods through the stages of heuristics, source criticism, interpretation, and historiography. The results of the study indicate that there has been a balanced cultural acculturation between megalithic and Islamic cultures, resulting in a unique cultural product in the form of Islamic menhirs paired menhirs used as grave markers. This finding indicates a cultural leap, in which Hindu-Buddhist culture, which generally served as a transitional phase in other regions, did not play a significant role in Ulak Lebar. This acculturation occurred because the megalithic tradition was deeply rooted in the community, while Islam arrived through an inclusive approach to power via the Sultanate of Palembang. This research contributes to the study of local cultural history, particularly in understanding the dynamics of cultural integration in the inland regions of South Sumatra, and underscores the importance of preserving cultural heritage in the context of social change.

Abstract

This study aims to examine the pattern of intergenerational chain migration from the Lease Islands—comprising Haruku, Saparua, and Nusa Laut—to Ambon City, focusing on the pivotal role of social capital in sustaining and reproducing this mobility over time. The research is motivated by the need to understand inter-island migration not merely as an economic response but as a deeply rooted socio-cultural practice embedded in small island communities. The study employs a qualitative approach with an embedded single case study design, involving seven individual migrant case units from different families. Data were collected through in-depth interviews, participant observation, and documentation in both origin and destination areas. Thematic analysis was conducted using a step-by-step coding process, identification of patterns, and interpretation of meaning. The findings reveal that migration from the Lease Islands to Ambon is facilitated by robust social networks that extend beyond immediate kinship, reinforced by values of solidarity, trust, and social obligation. Pioneer migrants act as cultural brokers, providing information, temporary housing, and initial financial support for newcomers. The intergenerational transmission of migration-related values and experiences institutionalizes migration as a cultural pattern. These findings contribute to a broader understanding of internal migration as a community-based adaptive strategy in geographically dispersed yet socio-culturally cohesive island societies. The study offers an original contribution by integrating the concepts of chain mobility and social capital within the underexplored context of eastern Indonesia in both national and global migration discourse.

Abstract

This article aims to describe the construction of the political identity of the santri community in the context of the 2024 General Election, highlighting the increasing visibility and influence of santri figures in Indonesia’s political landscape. This research adopts a qualitative descriptive approach. Data were collected through in-depth interviews, observation, and documentation, using snowball and purposive sampling techniques to select santri political figures who participated in the 2024 legislative elections. The validity of the data was ensured through source triangulation, and analysis was conducted using an interactive model involving data reduction, presentation, and verification. The findings reveal that santri political figures construct and display their identity—rooted in pesantren affiliation, kinship ties, and organizational networks—as strategic representations to gain political legitimacy. The research identifies three dominant identity patterns: traditional pesantren-based santri, Muslim intellectuals with academic backgrounds, and Nahdlatul Ulama (NU)-affiliated santri activists. These identities are performed through campaign activities, media engagement, and symbolic religious attributes. These findings contribute to the expanding discourse on religion and politics in Indonesia, particularly the strategic role of religious identity in political branding. The study offers practical insights for political practitioners and enriches scholarly understanding of identity construction within Islamic communities. Its originality lies in mapping santri political identity construction during a contemporary national election, an area underexplored in previous studies.
