Abstract

This study aims to determine the Implementation of the No Smoking Area Policy in Palu City. The type of research used is descriptive qualitative. The type of data used primary data and secondary data. Data collection techniques, conducted through observation, interviews, and documentation. The technique of withdrawing informants using purposive. The data analysis used is the Miles, Huberman and Saldana model, namely data collection, data presentation, data condensation and conclusion drawing. More efforts are needed to optimize the implementation of the smoke-free area policy in Palu City, including conducting a lot of education-based socialization about the dangers of cigarette smoke for both active and passive smokers, as well as instilling more understanding to every agency related to the implementation of smoke-free areas, because being free from cigarette smoke and breathing clean air is a community right guaranteed by the government. The smoke-free area (KTR) policy in Palu City has not been fully responded to by all policy stakeholders in Palu City. As a result, the implementation of the smoke-free area policy has not been effective. Based on the results of the research conducted, it can be concluded that the implementation of the smoke-free area policy in Palu City is relatively ineffective, due to several things, namely cross-sectoral communication has never been carried out by policy implementers. The consistency of the implementers of the smoke-free area (KTR) policy is still low. Socialization to the community is very minimal. Lack of community compliance, as well as non-enforcement of sanctions and fines for people who deliberately violate the smoke-free area policy.

Abstract

This study aims to analyze the implementation of the Restorative Justice policy in the Handling of Narcotics Crimes in the Police in the East Kalimantan Regional Police. Qualitative descriptive research method. A total of 10 informants were determined purpossively, namely the Head of the National Narcotics Agency (BNN) of Balikpapan City, the Head of the Balikpapan Police Narcotics Investigation Unit and the Kutai Kartanegara Police, the Head of the Tanah Merah Samarinda BNN Rehabilitation Center, the Head of Medicine and Health of the East Kalimantan Police; Chairman of the Balikpapan City Legal Aid and Public Policy Studies Institute and addicts undergoing rehabilitation in Balikpapan City, plus observation and documentation. Data analysis includes collection, condensation, data presentation, and conclusion drawn. The results of the study show that the implementation of National Police Regulation Number 8 of 2021 concerning the Handling of Crimes Based on Restorative Justice in narcotics crimes in the East Kalimantan Police has not been effective. In terms of communication, it has shown success with effective policy transmission and clarity through various media and forums, but challenges in consistency of socialization and approach to vulnerable communities still need to be overcome. In terms of resources, there is a shortage of experts, limited rehabilitation facilities, and inadequate budget support. The disposition aspect shows a positive attitude from the implementers, although the involvement of local governments needs to be increased. The bureaucratic structure has been organized with clear SOPs, but the complexity of administrative procedures needs to be simplified to improve program accessibility. The study suggests that implementers increase the effectiveness of policies, such as additional training for law enforcement officials, and the opening of new rehabilitation facilities to reach vulnerable communities. The findings of the research have implications for policy makers, law enforcement, and the public, namely helping to overcome the narcotics problem in a more humane and effective way, in this case in the East Kalimantan Regional Police area.

Abstract

Batam City, which is part of the Riau Islands Province, serves as a connecting hub between Indonesia and Singapore. Batam is strategically located in a border area between countries, neighboring one of the world's business centers, Singapore. Therefore, maritime transportation plays a crucial role in a maritime nation like Indonesia. The high intensity of transportation between Batam and Singapore indicates that both cities are tourist destinations. Residents of both Batam and Singapore view these cities as tourist destinations. This study focuses on religious tourism. The high intensity of maritime transportation is particularly evident during weekends and holiday seasons, as many residents of both cities visit each other's locations, which shows the high intensity of social mobilization. This study aims to highlight maritime aspects and their relationship with society through the concept of transnationalism within the framework of tourism, particularly religious tourism. With globalization and the need to expand networks, maritime transportation is essential to support transnational processes. For this reason, maritime safety is vital, as it significantly influences efforts toward sustainable development, especially in maritime transportation activities that support tourism.

Abstract

The purpose of this research is basically to provide a clear picture of the acculturation of Hindu and Islamic culture occurring in the tradition of begawe merariq (traditional elopement ceremony) in the Islamic Sasak Lombok community, as well as the typology of the Sasak people in interpreting begawe merariq, because there is a lot of Hindu cultural acculturation. In this research, the author uses a qualitative approach that emphasizes the importance of developing and compiling theories that are always rooted in inductive-empirical thinking. Regarding data collection techniques, participant observation, interviews, and secondary data searches were used. The begawe merariq culture is a tradition that has been passed down and preserved because at this time the people of Lombok can gather and stay in touch with each other. Apart from being a family reunion, it is also a momentum to build the bond of an extended family (kadangjari, semeton jari). However, the meaning of kadangjari is now starting to be less understood, lived, and implemented because it is eroded by the insistence of materialism, individualism. Regarding the acculturation of Hindu culture in the Sasak community, the majority is not related to the main teachings of Islam, but is only seen in matters of customs that are Furu'iyah. It also applies only to some Sasak people who still use old traditions, while others carry out begawe in a modern way.

Abstract

This study aims to analyze the challenges and strategies in enhancing the effectiveness of sexual violence prevention and response task forces in Indonesian religious higher education institutions. The study identifies various obstacles that universities face in implementing policies for the prevention and handling of sexual violence, as well as the strategies they employ to overcome these challenges. This research adopts a qualitative approach, collecting data through in-depth interviews and Focus Group Discussions (FGD) with heads of gender and child study centers, members of the sexual violence prevention and response task forces, and lecturers across seven religious higher education institutions in Indonesia. The findings reveal that, although several universities have established task forces, they still encounter major challenges, such as limited trained human resources, victims’ reluctance to report incidents, and conservative campus cultures. However, the strategies implemented, including continuous training for staff and lecturers and the use of technology for reporting, have proven effective in raising awareness and improving responsiveness to sexual violence. This study contributes significantly to the development of policies for the prevention and handling of sexual violence in religious higher education institutions. It recommends strengthening institutional structures, intensifying training programs, and developing more integrated digital reporting systems to create safer and more responsive campuses. Furthermore, this research provides an original contribution by exploring the challenges and strategies faced by religious universities in implementing sexual violence prevention and response policies, offering new insights into how these strategies can be improved and adapted to the specific context of religious higher education in Indonesia.

Abstract

This study aims to examine how the empowerment of farmers' human resources (HR) is carried out as an effort to prevent and address food insecurity in Mamuju Tengah Regency. A qualitative approach was used. Qualitative research involves methods to explore and understand the meaning that individuals or groups assign to social issues. The data used include both primary and secondary sources. Data collection techniques involved observation, interviews, and documentation. Informants were selected using a purposive sampling technique. Data analysis followed the Miles, Huberman, and Saldana model, which consists of data collection, data display, data condensation, and conclusion drawing. Based on the research findings, it is concluded that the empowerment of farmers’ human resources as an effort to prevent and address food insecurity in Mamuju Tengah Regency has been implemented but is not yet optimal. Improvements are needed, especially in farmer involvement in decision-making, provision of training based on farmers’ actual needs, building cross-sectoral networks, and structured evaluation through training programs. The aspect of accountability in the empowerment process has not been fully applied. This stage should focus on assisting farmers in managing workloads, establishing clear standards and performance indicators for HR empowerment, and ensuring continuity in implementation.

Abstract

This study examines potential mitigation strategies that effectively address flooding issues during typhoons and heavy monsoon rainfall in Barangay Cabetican, Bacolor, Pampanga, Philippines. The authors collected initial data via extensive interviews with six key informants from the community, who expressed their perceptions of flooding, its effects on residents, and descriptions of existing mitigation efforts. The responses revealed that nature, systems, and people’s behaviors, specifically in waste management, are the primary factors influencing flood control. Employing a design thinking approach, practical, community-driven solutions were developed that align with the United Nations’ 11th Sustainable Development Goal of promoting sustainable practices to strengthen the community’s socio-economic resilience.  A community app and a rewards card were among the proposed solutions to promote proactive barangay efforts towards waste and flood management. The authors recommend actions toward cooperation between the local government unit and the community in addressing proactive measures related to disaster preparedness and flooding alleviation.

Abstract

In the era of information saturation and hybrid warfare, narrative warfare has emerged as a potent psychological tool in shaping perceptions, influencing behaviours, and manipulating geopolitical outcomes. This qualitative research explores how states and non-state actors deploy narrative warfare to assert ideological dominance, undermine adversaries, and control public consciousness. Drawing on primary and secondary sources-ranging from state propaganda, disinformation campaigns, and digital storytelling-the paper investigates the use of curated narratives in recent geopolitical conflicts, such as the Russia-Ukraine war, China’s global media expansion, and the U.S. information operations in the Middle East. Using a constructivist framework and thematic analysis, this study reveals the mechanisms through which narratives alter belief systems, foster nationalistic sentiments, and polarize global discourse. Key themes include the weaponization of history, emotional appeal, enemy construction, and mythmaking. The paper argues that narrative warfare represents a subtle yet powerful extension of psychological influence, where control over meaning becomes as critical as control over territory. Ultimately, the research underscores the urgent need for geopolitical literacy, media resilience, and counter-narrative strategies in an increasingly narrative-driven global order.

Abstract

The transition from authoritarianism to democracy is often assumed to lead to improved human rights protection, including a reduction in gender-based violence (GBV). Bosnia and Herzegovina, as a post-conflict country that adopted a democratic system through the Dayton Agreement in 1995, continues to struggle with establishing inclusive and sustainable peace. This study aims to examine whether the advancement of democracy in Bosnia has contributed to the decline of GBV from 1995 to 2024. Using a quantitative correlational approach and secondary data, the research analyzes the relationship between democratic development—measured through six rule of law indicators—and trends in GBV. The findings indicate that there is no causal relationship between the increase in democracy and the decrease in GBV. In fact, GBV in Bosnia has increased over the past three decades, despite a relatively stable democracy index. This suggests that procedural democracy does not automatically translate into protection for women, especially in the absence of substantial institutional and social reform. The study highlights the need to assess democratic quality more holistically, particularly in post-conflict settings, to ensure justice and protection for vulnerable groups. These findings also contribute to the broader discussion on the limitations of Democratic Peace Theory in addressing issues of domestic and gender-based violence.

Abstract

As the center of economic growth and the hub of industries and trade in Indonesia, the issue of goods transportation development in the Jakarta Greater Area deserves higher priority, amongst academics, private sector leaders, and policymakers. Currently, freight trucking is the most widely used mode of goods transportation within the Jakarta greater area (91.3 percent), exceeding the other two alternative modes: sea (7.6 percent) and railway (1.1 percent) transportation. However, the movement of goods transported along the corridor is very congested, not environmentally friendly, and has a relatively small efficiency value and economies of scale. On the other hand, the train mode offers several advantages over the truck mode, including a large transport capacity, relatively fast travel times, freedom from illegal levies, and more guaranteed goods safety. This article employs a mixed-methods approach that combines documentary and SWOT Analysis to explore the current and prospective status of freight railways in the Jakarta region as perceived by key multiple stakeholders, including national and provincial governments, the private sector, academia, and civil society organizations. The results reveal vertical and horizontal disharmony among the responsible government units at both the national and provincial levels regarding the future direction of Jakarta's freight transport. Interestingly, during the FGD, the rational trucking business owners did not show any reluctance toward railway development, as it turned out that a more integrated, intermodal transportation is a better option for all. Finally, the DKI Jakarta Provincial Government needs to prioritize its resources to address the existing weaknesses and challenges before expanding further with a broader and more ambitious strategy.
