Abstract

This study aims to determine the effect of Gender Analysis on Emplpyee Performance at the Regional Secretariat Office of North Palembang City. This research is a research with a totalquantative approach. The data used are primary data, with a total sample of 60 respndents, where this research was conducted for 2 months using a questionnaire to obtain the required data. Analysis of the influence of variables using simple linear regression gender analysis has a significant effect on employee performance.

Abstract

This research aims to determine local government governance in waste management in Palembang City. The research used is a qualitative approach due to the characteristics of the research which aims to describe answers to questions and analyze them regarding local government governance in Palembang City, especially in Kalidoni District, so that an understanding and analysis of the factors that play a role in it is obtained. Based on the previous discussion, the conclusions from the results of research conducted regarding waste management in Kalidoni District, Palembang City: the issues and potential solutions viewed from a government governance perspective are as follows: 1) Solid waste governance in Palembang City as follows: In general, the pattern of waste management in other large cities in Indonesia is still focused on the performance of the Regional Government in managing waste with the concept: transportation from TPS to TPA. Next, it is dumped in the landfill using the open dumping concept. Waste management in Palembang City also found waste management concepts using the 3R system and Waste Bank, although the amount is still small and has not significantly helped reduce the volume of waste in Palembang City, which amounts to more than a thousand tons per day. 2) Waste management in Kalidoni District was developed from the perspective of government governance in Palembang City, consisting of: a) Leaders and Leadership, one of the potential determining aspects of government governance.

Abstract

The main focus of this study is the role of the Regional Disaster Management Agency (BPBD) of South Sumatera in improving the performance of the task force (Satgas) to overcome forest and land fire disasters. The purpose of this study is to observe the role of BPBD in improving the performance of the task force to overcome land and forest fire disasters, especially in South Sumatra Province. The research method used in this study is a qualitative method with data collection techniques through observation and in-depth interviews and data triangulation. Based on the findings in this study, it shows that the role of the Regional Disaster Management Agency (BPBD) in improving the performance of the task force to overcome forest and land fire disasters has been running well, but there are still several obstacles in efforts to prevent forest and land fires in South Sumatera, namely limited Human Resources (HR), limited facilities and infrastructure, lack of human awareness to protect the surrounding environment.

Abstract

State Civil Apparatus, hereinafter abbreviated as ASN according to Law of the Republic of Indonesia Number 5 of 2014 concerning State Civil Apparatus, is a profession for civil servants and government employees with work agreements who work in government agencies. The implementation of public services will be realized determined by various factors, including the professionalism of the apparatus, while to get a professional apparatus requires the quality of apparatus resources in accordance with the demands of the organization, this is important and essential because public services are services that are directly related to meeting the needs of the wider community and greatly affect the achievement of overall organizational goals. This study aims to analyze performance improvement efforts at the Bureau of Organization of the Regional Secretariat of South Sumatra Province. This research uses a descriptive method with a qualitative approach. The data collection techniques used in this research are interviews, observation, and documentation. There are performance indicators in efforts to improve performance in employees including indicators of Work Quality, Timeliness, Initiative, Ability, and Communication. The results of the research conducted show that performance improvement efforts are appropriate in improving employee performance. However, there are still shortcomings experienced by the State Civil Apparatus (ASN) in improving performance efforts.

Abstract

Penelitian ini bertujuan untuk menganalisis bagaimana E-Government dapat bertindak sebagai katalis transparansi pemerintah dalam konteks Smart City Surabaya dan bagaimana kolaborasi berbagai elemen mendukung implementasi program-program tersebut. Melalui metode penelitian kualitatif, penelitian ini menggunakan teknik deskriptif dengan studi dokumentasi dan triangulasi data untuk memverifikasi hasilnya. Hasil penelitian menunjukkan bahwa sinergi antara E-Government dan media sosial meningkatkan akses informasi, partisipasi publik, dan akuntabilitas pemerintah. Penerapan E-Government di Surabaya yang dimulai pada tahun 2002 telah menjadi katalis penting dalam mempromosikan transparansi dan efisiensi dalam pelayanan publik. Implementasi ini berdampak positif pada peningkatan kualitas hidup warga Surabaya dan berkontribusi dalam pencapaian pembangunan perkotaan yang berkelanjutan.

Abstract

In many developing countries, there are still many public sector institutions that do not yet have the capacity to provide good quality public services. The Provincial Government of D.I. Yogyakarta is one of the institutions that is currently intensively carrying out various public service improvements throughout innovations. One of many innovations that has been implemented is an application called Jogjaplan, which is an e-planning (electronic planning) system that is also capable in not just actualizing, but also making improvement in public participation through open access towards information and by creating a public forum for aspirations regarding development planning. This study aims to determine the role of innovation in the form of the Jogjaplan application in increasing community participation in the governance of the Province of D.I. Yogyakarta. This study uses descriptive qualitative methods with data collection techniques in the form of literature studies based on relevant books, scientific journals, news articles, and official government websites. Based on this research, Jogjaplan was proven to be capable of simplifying the planning process in terms of processing data and documents. However, the use of the Jogjaplan application in the context of public participation is still not optimal. The number of people who access and provide suggestions regarding program planning in D.I.Y is still relatively low. This is due to the lack of socialization carried out by the local government to the public which is also exacerbated by the low responsiveness of the government towards the inputs made by the public.

Abstract

Kemerdekaan menyampaikan pendapat di muka umum adalah hak asasi manusia yang dijamin oleh UUD 1945 dan deklarasi universal hak-hak asasi manusia. Kemerdekaan setiap warga negara untuk menyampaikan pendapat di muka umum merupakan pewvujudan demokrasi dalam tatanan kehidupan masyarakat berbangsa dan bernegara. Kendati telah adanya aturan baku tentang tata cara penanggulangan serta tindakan yang harus dilakukan dalam menanggulangi aksi unjuk rasa yang telah dikeluarkan oleh Kepala Kepolisian Negara Republik Indonesia tersebut, namun dalam praktik penyelenggaraan pelayanan pengamanan serta pengendalian massa unjuk rasa, anggota Kepolisian Negara Republik Indonesia akan mengambil tindakan tidak berdasarkan peraturan yang telah dibentuk tersebut. Dalam hal ini anggota kepolisian sering kali bukan melakukan pengamanan dan meredam aksi massa, melainkan anggota kepolisian juga tidak dapat mengendalikan emosi dan ikut terpancing. Hal tersebut menimbulkan sikap arogan dan emosional polisi yang langsung mengejar, membalas melempar pelaku aksi intimidasi, bahkan melakukan penangkapan pelaku unjuk rasa dengan cara kekerasan seperti menganiaya dan memukul. Pengamanan Dan Penanganan Perkara Penyampaian Pendapat Di Muka Umum ditegaskan bahwa dalam penerapan upaya paksa harus dihindari adanya tindakan yang kontra seperti membalas pelemparan pelaku, mengejar dan menangkap dengan kasar, menganiaya, dan memukul, serta tindakan aparat yang melakukan kekerasan, mengunci, mengucapkan, dan melanggar HAM. Rumusan permasalahan dalam tesis ini yaitu bagaimana hak anggota Kepolisian Republik Indonesia dalam menanggulangi kekerasan dalam aksi unjuk rasa di Kota Makassar serta faktor penyebab aparat Kepolisian melakukan tindakan kekerasan yang melawan hukum dalam pengamanan massa pengunjuk rasa di Kota Makassar. Hasil penelitian yaitu 1) Hak Anggota Kepolisian Republik Indonesia dalam menanggulangi kekerasan dalam aksi unjuk rasa yaitu menggunakan kekuatan secara proporsional, membubarkan pengunjuk rasa dan melakukan tindakan preventif. 2) Faktor penyebab aparat Kepolisian melakukan tindakan kekerasan yang melawan hukum dalam keamanan massa pengunjuk rasa yaitu massa pengunjuk rasa yang tidak sesuai prosedur, pelanggaran pengendalian diri dari anggota Kepolisian dan penyerangan massa terhadap anggota Kepolisian

Abstract

Fundamentally, a bank is an institution that collects funds from the public in the form of deposits and redistributes them to the public in the form of credit. One indication that sometimes becomes a problem in banking is that it's not just about distributing credit, but how that credit can be returned according to the agreed-upon time period and interest rewards by both parties. This classifies a bank as healthy when both the distribution and return of credit can run smoothly and continue to experience improvements in terms of both quality and quantity. Non-performing loans represent one of the problems faced by banking institutions, including Bank Rakyat Indonesia (BRI), which can affect the bank's financial health, disrupt liquidity, and damage reputation. Non-performing loans occur when customers fail to pay installments according to the agreed-upon agreement. One approach that can be taken is the non-litigation route, which prioritizes peaceful resolution through negotiation and restructuring, without involving legal processes or courts. This non-litigation route has become an increasingly chosen alternative by banks in Indonesia, including Bank BRI, to address non-performing loans. The formulation of the problem in this thesis is how the mechanism for resolving non-performing loans through non-litigation channels in banking works, particularly at Bank BRI, as well as the factors that influence Bank BRI in choosing non-litigation channels as a solution for resolving non-performing loans. Meanwhile, this research was conducted with the aim of understanding the mechanism for resolving non-performing loans through non-litigation channels in banking, particularly at Bank BRI, and to identify the factors that influence Bank BRI in choosing non-litigation channels as a solution for resolving non-performing loans.

Abstract

Marriage is not merely uniting two human partners, namely a man and a woman, but rather tying a sacred covenant in the name of Allah, that both bride and groom intend to build a household that is peaceful, tranquil, and filled with love and affection. Marriage is considered something sacred because it has spiritual values, so marriage must be carried out with a series of ceremonies that are religious in nature and performed according to the laws of each religion and belief of the parties who carry out the marriage. At some point in family relationships, there will surely be something that doesn't go according to plan. Marriage can break down along the way, and this can be caused by the parties themselves or by other parties or third parties, making marriage annulment an alternative. Marriage annulment is carried out after the marriage has taken place. A marriage can be annulled if the parties do not meet the requirements to carry out the marriage. Thus, marriage prevention is done before the marriage takes place, while marriage annulment can only be done if the marriage has been carried out. Marriages that violate formal and material requirements can be annulled. Therefore, before a marriage takes place, it is necessary to conduct an examination and preliminary research on the marriage guardian and prospective husband and wife, to determine whether the necessary marriage requirements have been met or if there are obstacles hindering the implementation of the marriage. The formulation of the problem in this thesis is how the mechanism of marriage annulment according to Law Number 1 of 1974 concerning Marriage works and what are the legal implications of marriage annulment on the rights of the couples involved.

Abstract

Identitas Kependudukan Digital (IKD) merupakan upaya pemerintah untuk memberdayakan masyarakat dalam mengakses layanan publik, meningkatkan pemanfaatan teknologi digital, dan mengurangi risiko kehilangan dokumen penting secara fisik. Studi mengenai Identitas Kependudukan Digital telah banyak dilakukan, namun belum banyak kajian menggunakan studi fenomenologi di tingkat desa. Studi ini bertujuan untuk menggali makna pengalaman masyarakat dalam penerapan Identitas Kependudukan Digital (IKD) di tingkat desa. Data diperoleh dari wawancara mendalam, observasi, dan dokumen-dokumen kebijakan. Sebanyak 16 partisipan dilibatkan dalam studi ini, yang dipilih berdasarkan kriteria usia, gender, pendidikan, dan profesi. Melalui paradigma konstruktivisme sosial, studi ini berupaya memahami makna pengalaman para aktor yang terlibat dalam menerapkan IKD. Hasil penelitian menunjukkan bahwa masyarakat Desa Tangkil merasakan kemudahan dan keamanan dalam pengurusan administrasi kependudukan melalui penerapan Identitas Kependudukan Digital (IKD). Meskipun masih ada sebagian masyarakat yang belum mengikuti sosialisasi dan menghadapi kendala perangkat serta jaringan, dukungan dari aparatur desa yang terlatih membantu mengatasi hambatan tersebut. Masyarakat yang telah mengaktifkan IKD merasa lebih praktis karena dokumen fisik digantikan data digital, sekaligus meningkatkan kepercayaan mereka terhadap keamanan layanan ini. Implikasi dari studi ini secara teoritis memberikan wawasan dan kontribusi tentang IKD di tingkat desa, kemudian secara praktis memberikan masukan bagi pemerintah untuk meningkatkan pelayanan digitalisasi dan mendorong partisipasi masyarakat terhadap pelayanan yang diberikan pemerintah.
