Abstract

This research examines collaborative governance in the development of Mudal River Ecotourism. The location of this research is Banyunganti, Jatimulyo Village, Girimulyo, Kulon Progo. The subjects of this research are the owners and managers of Kudal River Ecotourism. In this research using observation method with qualitative approach. The theory used in this research is Ansell and Gash's theory related to collaborative governance. The results showed that Mudal River Ecotourism received funding assistance from PT PLN from 2016 to 2023, for the development of infrastructure, facilities and infrastructure, this was deliberately done because this was one of the CSR programs from PT PLN as a form of community empowerment. Although funding was stopped in 2023, until now the communication between PT PLN and Mudal River Ecotourism remains well established.

Abstract

Kekerasan seksual terhadap anak merupakan pelanggaran Hak Asasi Manusia yang harus dianggap sebagai kejahatan luar biasa karena dampaknya mengancam masa depan generasi bangsa. Pada tahun 2023, Polres Luwu menerima 103 laporan kasus kekerasan terhadap anak dan perempuan, termasuk kekerasan seksual, perbuatan cabul, KDRT, dan lainnya. Penelitian ini mengkaji faktor penyebab kekerasan seksual terhadap anak, dampaknya, serta kebijakan pemerintah Kabupaten Luwu untuk meminimalkan kasus tersebut. Hasil penelitian menunjukkan faktor penyebab meliputi kondisi keluarga, pendidikan, ekonomi, dan norma sosial. Dampaknya meliputi aspek psikologis, fisik, sosial, dan masa depan anak. Kebijakan pemerintah meliputi regulasi, edukasi, kampanye kesadaran, layanan konseling, penegakan hukum, dan pendampingan kasus. Penelitian menyimpulkan bahwa upaya efektif memerlukan pendekatan komprehensif melalui pendidikan tentang hak anak, perbaikan ekonomi keluarga, dan perubahan norma sosial untuk mendukung perlindungan anak.

Abstract

This research aims to determine the factors that cause cockfighting gambling crimes to occur in the Bastem Police jurisdiction and to determine efforts to overcome cockfighting gambling crimes that occur in North Basse Sangtempe District, Luwu Regency. This research was conducted in North Basse Sangtempe District, Luwu Regency by selecting the agency related to this case, namely in the jurisdiction of the Bastem Police. The data collection methods used were the Interview Method and Documentation Method, then the data obtained was analyzed descriptively qualitatively to reveal the expected results. The results of the research show that the factors that cause the crime of cockfighting gambling are habits or hobbies, environmental or cultural factors, economic factors, as well as weak religious education and law enforcement. Efforts to overcome the crime of cockfighting gambling are taken through preventive measures carried out by the police by providing legal education to the community and increasing supervision, then through repressive efforts by carrying out raids, arrests and conducting investigations.

Abstract

In this case, the criminal act of extortion is committed by someone who feels he has the ability or power based on courage and claims in an area/territory that he has full authority. Perpetrators of criminal acts of extortion in this case in the Luwu area are termed thugs. Thugs carry out extortion because they think that they are someone who is brave (rewa) so they claim a place as their territory and anyone who carries out or seeks a livelihood in that place, is obliged to pay fees which in statutory regulations are called regional levies. The actions of these thugs are illegal because they are carried out by means of extortion accompanied by threats, unpleasant actions towards the local community, and irresponsibility. The fees collected by thugs are called thug quotas. This research was conducted with the aim of finding out the factors that cause the crime of extortion to occur and law enforcement efforts to overcome this problem.

Abstract

Permasalahan kejahatan tindak pidana narkotika merupakan suatu perbuatan yang melanggar ketentuan-ketentuan hukum narkotika. Bentuk tindak pidana narkotika yang umum dikenal adalah perlindungan atau melebihi dosis, pengedaran narkotika, dan jual beli narkotika. Undang-undang Dasar Negara Republik Indonesia 35 tahun 2009 tentang sanksi Narkotika yang diterapkan undang-undang tersebut sebetulnya sudah cukup berat, sanksinya berupa pidana penjara dan denda, serta yang paling utama adalah dikenakan ancaman pidana minimum dan adanya ancaman pidana mati Nomor menunjukkan beratnya sanksi pidana yang mengatur undang-undang tindak pidana narkotika. Untuk memerangi pelaku narkotika yang saat ini berada di wilayah hukum Polres Palopo, Satuan Reserse Narkoba sangat diperlukan dalam upaya melakukan tindakan lebih lanjut dalam proses penegakan hukum. Permasalahan dalam penelitian ini yaitu bagaimana upaya penyidik ​​tindak pidana perlindungan narkotika di Kota Palopo serta faktor kendala yang dihadapi penyidik ​​dalam upaya menanggulangi perlindungan narkotika di Kota Palopo. Tujuan penelitian ini dilakukan untuk menganalisis upaya penyidikan tindak pidana kriminal narkotika di Kota Palopo serta untuk mengetahui faktor kendala yang dihadapi penyidik ​​dalam upaya menanggulangi enkripsi narkotika di Kota Palopo. Abstract

Abstract This research analyzes the capacity building of village governments in Indonesia in implementing e-government. Through an in-depth literature review, this research identifies three main challenges: limitations in infrastructure, human resources, and finances. The results of the bibliometric analysis indicate an increase in research interest in this topic in recent years, highlighting the lack of studies conducted. The research results indicate that there is still a gap in understanding the factors influencing the success of e-government implementation at the village level. This research suggests the need for a comprehensive approach to address these challenges, including increased investment in information technology infrastructure, the development of structured training programs for village officials, and the provision of sustainable financial support.
