Abstract

This research aims to examine the quality of the services of the Samsat Office (Vehicle Document Registration Center) of Nabire Regency, Papua Province, the obstacles encountered in the service provision, and the efforts to tackle such obstacles. A mix of qualitative and quantitative methods was employed in conjunction to a descriptive approach. Research data were collected through interviews, questionnaire distribution, observation, and documentation, and they were analyzed through data reduction, data presentation and conclusion drawing, and SERVQUAL analysis. The informants recruited in this research were taxpayers as the customers of the services as well as the officials and officers of the Samsat Office of Nabire as the providers of the services. The analysis of the service quality rendered by the Samsat Office of Nabire Regency, Papua Province, that involved measurement of service dimensions of tangibles, reliability, responsibility, assurance, and empathy revealed that the services provided were not of excellent quality. The results of the SERVQUAL analysis also showed that all the indicators used yielded negative gap scores. The obstacles faced lied in insufficient number of personnel and personnel’s poor discipline, insufficient information on the service procedures and payment details, improper layout, absence of service standards, unsupportive facilities and infrastructures, and imposition of roadside parking retribution. Some efforts to tackle such obstacles may take the form of a plan of alteration to the service room and counter layouts according to the applicable SOP, improvement of the quantity and quality of human resources, improvement of information dissemination through socializations and publications, innovation-making to facilitate payments, and improvement of service provision facilities, infrastructures, and equipment.

Abstract

Tourism is the largest industry and the leading sector of multidimensional development that attracts attention to be developed by many archipelagic countries and regions. Marine ecotourism architecture is the right choice to be developed in an integrated manner based on its components in the form of attractions, accessibility, accommodation, amenities, and tourism, which is abbreviated as 5A tourism. This research article describes an architectural model prototype for marine ecotourism development based on Google SketchUp and Lumion Island Larea-rea as a marine tourism destination in the East Coast Region of South Sulawesi Province, Indonesia. This type of Research and Development applies the ADDIE (Analysis, Design, Development, Implementation, Evaluation) approach. Observation and interview techniques were used in field research to collect data and information which were analyzed descriptively. The results of the research in the form of a prototype architectural model design for developing Larea-rea Island tourism destinations based on 5A show natural and well-maintained ecological attractions because the white sand beaches have not been polluted with clear seawater and natural coral reefs. The architectural concept of marine ecotourism is a miniature island tourism destination that has an attraction in the form of a miniature mangrove forest to prevent beach abrasion and the local cultural theme amenity is reflected in the architecture of "Rumah Sembilan" where on the roof side adapts the design of the traditional Karampuang house. In other words, this marine ecotourism design applies the architectural theme of a recreational environment based on the micro-ecological concept as a building design, the marine adaptive micro-concept as the background, and the pragmatic micro-concept as a regional spatial layout.

Abstract

Power-sharing is an effective way to end the conflict, but an ineffective way to build peace. What impact do power-sharing institutions established as part of civil war settlements have on the establishment of the rule of law in post-civil war states? We argue that power-sharing policies aid the development of the rule of law in two ways. For starters, they provide a kind of institutional restriction that supports judicial authority and independence. Second, they instill a feeling of security among judges and other political actors, which strengthens their commitment to the rule of law. Through an examination of post–civil war nations between 1948 and 2006, we show the possibility of a positive connection between power sharing and the rule of law. Our results indicate that civil war settlements may aid in the establishment of the rule of law if they contain measures targeted at assuaging political players' fears in the post conflict environment.  Contrary to popular belief, it may even harm the peace effort. For certain instances, the regional level is over-emphasized, while for others, it is romanticized. Regardless, centralized policies, the development of centralized balances of power, and the history of spatial-political connections all help contribute to a centralized system. This recognition of local monopolies of power (as opposed to local balance, which occurs when power is divided between several factions) may alleviate a security problem for rebel groups, persuading them to lay down their weapons. We differentiate two types of local power-sharing in the rest of this article: local balances of power and the juxtaposition of local monopolies of power.

The method used in this research was a quantitative method using statistical techniques in the Kolmogorov Smirnov test and one-way ANOVA parametric test. First, the data processed was secondary in the form of bank financial reports for 2015-2019 taken from the database of Bank Muamalat, Bank Syariah Mandiri, and Bank BNI Syariah. Then the data was converted into IBM SPSS statistics 24 for windows.
