Abstract

Regional Head Elections (Pilkada) are the primary instrument for realizing popular sovereignty democratically. However, Pilkada practices are often tainted by administrative violations, violations of the organizer's code of ethics, and election crimes. This study aims to analyze the role of the Election Supervisory Agency (Bawaslu) of Ogan Ilir Regency in handling violations in the 2024 Pilkada. The research method used a qualitative approach with data collection techniques through interviews, observation, and documentation. The results show that the dominant violations in Ogan Ilir were administrative violations and violations of the organizer's code of ethics, while no vote buying practices were found. The violation reporting mechanism has been implemented, but there are still obstacles in the follow-up of Bawaslu recommendations by the General Elections Commission (KPU). This study emphasizes the need to strengthen Bawaslu's authority, increase human resource capacity, and encourage public participation in election supervision.

Abstract

The main objective of the research is to present an in-depth analysis of the portrayal of women in Indonesian horror films, with an emphasis on efforts to dismantle stereotypes and objectifications that are commonly found, as well as identify their sociological implications for the construction of gender and power relations. This study adopts the narrative literature review method, a systematic qualitative approach to identify, evaluate, and synthesize findings from previous studies related to the representation of women in Indonesian horror films. The method allows for the compilation of a comprehensive picture of existing scientific discourse, identifying key patterns, and highlighting underexplored areas in the literature. The findings of the study show that the representation of women in Indonesian horror films consistently reflects and reinforces gender stereotypes and objectifications that are deeply rooted in patriarchal societies. This indirectly reflects the socio-cultural values that place women in subordinate positions, as reflected in the patriarchal structure of Indonesian society. While creepy figures, women are often portrayed as having destructive supernatural powers, but they usually appear as a response to injustice or a manifestation of the suffering they experience, rather than as a form of autonomous and positive agency.

Abstract

This study investigates the role of academic supervision in enhancing the pedagogical competence of teachers at SMA Negeri 3 Boyolali. Using a qualitative case study approach, the research explores the systematic planning, collaborative implementation, and evaluation of academic supervision, as well as its impact on teacher reflection and development. The findings indicate that academic supervision, conducted through class observations, reflective discussions, and constructive feedback, significantly contributes to teachers' pedagogical competence. Teachers' active engagement in reflective practices following supervision helps improve lesson planning, classroom management, and teaching methods. The study also highlights the importance of ongoing professional development through training and workshops as part of the supervision follow-up. Despite its success, the research acknowledges limitations such as time constraints and scheduling conflicts, which occasionally hinder the effectiveness of supervision. This study provides valuable insights for schools seeking to enhance teacher quality through effective academic supervision.

Abstract

This research investigates the implementation of academic supervision based on coaching at SD Negeri Sampangan 01 in Semarang, aiming to improve the quality of teaching and learning. The study employed a qualitative descriptive approach, focusing on the planning, execution, and follow-up of the coaching-based supervision process. The findings reveal that the planning phase involved a collaborative approach to identify teachers' developmental needs, set clear goals, and select appropriate coaching strategies. The implementation phase showed that coaching positively impacted teachers' confidence and teaching skills, encouraging reflective practice and innovative teaching methods. The follow-up phase emphasized continuous professional development through feedback and training, ensuring sustainable improvements in teaching quality. Despite its success, the study acknowledges some limitations, including its scope limited to a single school and the short-term duration of the research. Overall, coaching-based academic supervision significantly contributed to enhancing the teachers' professional growth and student learning outcomes.

Abstract

Currently, PDAM Tiratasari is facing significant challenges in providing optimal drinking water services to the residents of Binjai City. The main issues stem from the low level of service caused by limited production capacity and an inadequate distribution pipeline network. This situation arises because PDAM Tiratasari relies solely on a single Water Treatment Plant (IPA), namely IPA Marcapada, which is insufficient to meet the growing demand for clean water in line with population growth and regional development. As a strategic effort to increase production capacity and expand the distribution network, the Regional Drinking Water Supply System (SPAM) Program for the Mebidang area—covering Medan, Binjai, and Deli Serdang—has become an essential solution. The Mebidang SPAM, sourced from the Bingei River in Binjai City, has been inaugurated and is designed to serve up to 88,000 household connections or approximately 440,000 people, with a production capacity of 1,100 liters per second. This program is the result of synergy between the central, provincial, and local governments, and is expected to significantly improve access to safe drinking water, particularly in the priority development areas of Binjai Utara and Binjai Timur subdistricts. This study aims to determine the priority areas for the development of the Main Distribution Network (JDU) of the Mebidang SPAM in Binjai City, in order to support improved water service delivery amidst the government’s policy of budget efficiency as stipulated in Presidential Instruction Number 1 of 2025. The analysis employed includes a technical hydraulic scheme analysis using the EPAnet application to model water distribution, as well as the SMART (Simple Multi Attribute Rating Technique) method to determine area priorities based on technical criteria, community needs, and budget efficiency. Through this approach, it is expected that the JDU development can be implemented effectively, efficiently, and accurately, in accordance with community needs and government policies.

Abstract

This study examines the implementation of the 2023 Drinking Water Grant Program by the Regional Public Company (Perumda) Tirtanadi in Patumbak Kampung Village, Patumbak Sub-district, Deli Serdang Regency. The study aims to analyze the program implementation process and identify the inhibiting and success factors. The research employs a qualitative descriptive method with data collected through in-depth interviews with seven key informants representing various levels of implementers and beneficiaries, complemented by supporting documentation. The theoretical framework refers to Charles O. Jones's (1996) policy implementation model, emphasizing three main aspects: organization, interpretation, and application. The findings indicate that, overall, the drinking water grant program was successfully implemented, achieving 38 targeted household connection points (SR) in Patumbak Kampung Village. The organizational aspect demonstrated good coordination between Perumda Tirtanadi and related parties such as the Ministry of Public Works and Housing (PUPR), Ministry of Finance, Financial and Development Supervisory Agency (BPKP), Inspectorate, Regional Development Planning Agency (Bappeda), local government, and village apparatus. However, a major challenge was the limited field technical personnel who had to serve seven regencies/cities simultaneously, causing delays in some implementation points. The interpretation aspect, through intensive socialization and policy elaboration, was well conducted, although some residents still did not fully understand the program's criteria and mechanisms. The application aspect showed positive results with strictly verified household connections and significant impacts on improving access to safe drinking water, reducing waterborne diseases, saving household costs, and enhancing community quality of life. Inhibiting factors included unclear criteria among some community members, limited human and financial resources, administrative obstacles, and the need to strengthen inter-agency coordination. Key success factors were clear standards and policy objectives, adequate resources, effective organizational structure, intensive communication and socialization, active community participation, sufficient implementer capacity, policy adaptation to local conditions, and continuous monitoring and evaluation. The study recommends enhancing community socialization and education, increasing and training field technical personnel, strengthening inter-agency and internal coordination within Perumda, simplifying administrative procedures, and developing post-installation monitoring and maintenance systems to ensure program sustainability. This study contributes significantly to the evaluation and improvement of drinking water grant programs and the development of public policy at the local level.

Abstract

This study explores teachers' experiences in implementing visual literacy-based learning media in early elementary writing lessons. The purpose is to examine the impact of these media on student motivation, writing engagement, and learning outcomes. Using a qualitative case study approach, the research was conducted in a second-grade classroom, where teachers integrated visual literacy into writing instruction. The findings indicate that visual literacy-based media significantly enhanced students’ motivation and engagement in writing activities. Teachers reported that the media facilitated active participation and improved students’ ability to organize ideas and express thoughts through writing. The study concludes that visual literacy-based learning media is an effective tool for fostering creativity, critical thinking, and communication skills, contributing to a more interactive and engaging writing experience for young learners.

Abstract

This research aims to explore the meaning of employee well-being as perceived by millennial generation employees through a qualitative approach with a phenomenological paradigm. The main focus of this research is to understand how millennials' subjective experiences of supervisor support and work-life balance shape their interpretation of work well-being. Data were collected through in-depth interviews with a number of participants aged 25–40 years who are actively working in the formal sector. Analysis was conducted using a thematic approach to identify patterns of meaning that emerged from participants' experience narratives. The research results show that employee well-being is understood not only as a stress-free condition or the fulfillment of basic needs, but also as an experience that reflects a sense of being valued, emotional connection with supervisors, and the ability to maintain harmony between work roles and personal life. These findings underscore the importance of relational roles in organizations and the need for work-life balance policies that are more adaptive to the characteristics of the millennial generation.

Abstract

This thesis aims to examine and critique the concept of gender in feminist interpretations of the Qur’an through a comparative (muqarran) study of contemporary exegeses. The study’s background highlights a shift in the meaning of “gender” from a biological category of sex to a social construct that can alter perceptions of a person’s sex, and the impact of this shift on the interpretation of Qur’anic verses concerning women specifically issues of leadership (Qur’an, an-Nisaʾ 4:34), polygyny (an-Nisaʾ 4:3), and inheritance distribution (an-Nisaʾ 4:11). The author analyzes contemporary tafsirs as an effort to clarify and counteract distortions in the interpretation of these Qur’anic verses related to the concept of gender. This research uses a qualitative method with a library-based approach and comparative (muqarran) analysis to contrast different interpretations. The study maps the methods and interpretive tendencies of feminist exegetes such as Amina Wadud, Zaitunah Subhan, and Nasaruddin Umar, and compares them with contemporary tafsirs including Tafsīr al-Munīr by Wahbah az-Zuhailī, Tafsīr al-Azhar by Buya Hamka, and Tafsīr al-Misbāḥ by Quraish Shihab. The findings identify several critiques of feminist interpretations of the gender concept: (1) feminist readings consistently emphasize that women are discriminated against by men in Islamic teachings and the Qur’an—portraying Islam as perpetuating patriarchal culture—which may create the misconception that Islam is discriminatory toward women; (2) there are misconceptions about the concept of gender from an Islamic perspective, such as treating gender as a form of relativism that precludes absolute truth, and using the gender concept to justify sexual deviations (e.g., the increasing visibility of LGBT cases); and (3) several negative social impacts of feminist exegesis on Muslim communities, for example: declining marriage rates due to women’s reluctance to accept male leadership in the household, widespread rejection and moves to prohibit polygyny, and resistance to Qur’anic inheritance rules. The thesis concludes by underlining the need for critical reading of feminist gender concepts in Qur’anic interpretation and for comparing them with other contemporary tafsirs. Such balanced readings—attending both to text and context—can correct conceptual and practical deviations in the discourse on gender among Muslim communities, and prevent Islam from being perceived as discriminatory toward women. Islam, in fact, upholds the dignity and worth of every human being, both male and female, and is rahmatan lil-ʿālamīn.

Abstract

A language error is a language that occurs when the use of language does not conform to standard grammar found in online or print media, both orally and in writing. In addition to print media, language errors also frequently occur in online media, one of which is the Rokan Hilir Media Center. The Rokan Hilir Media Center is an online-based information website or an information center for the public regarding disaster developments and community life in Rokan Hilir. As a government mass media, the use of language in every news item certainly has educational value and serves as an example for the public. However, in practice, various forms of language inaccuracies are often found, especially at the morphological level. This condition makes the Rokan Hilir Media Center a relevant object to be studied in language error analysis research. This study aims to describe the forms of language errors at the morphological level in news writing on the mediacenter.rohilkab.id page. The phenomenon of morphological errors in mass media, especially local government online media, is important to study because the media plays a role as a language educator for the community. This study uses a qualitative approach with a content analysis method. The data source in this study is news in the Rokan Hilir Media Center, while the data in this study are sentences that contain morphological errors. Data collection was carried out through documentation techniques and hermeneutic techniques (read-note-conclude). Data analysis includes the stages of data reduction, data presentation, and drawing conclusions. The results of the study indicate that there are various forms of morphological errors in the writing of Media Center news, including: morph replacement, inappropriate use of affixes, word formation with the confix di-…-kan, omission of affixes, sounds that should be luluh but are not diluluh, incorrect determination of basic forms, inappropriate use of words, and inappropriate repetition of compound words. Of the 103 error data found, the types of errors encountered with the number of errors were morph substitution (34), word formation with the confix di-…-kan (20), inappropriate use of affixes (16), omission of affixes (12), sounds that should be luluh are not dilulukan (10), incorrect determination of basic forms (7), incorrect repetition of compound words (4). These errors reflect the lack of attention of news writers to the rules of Indonesian morphology.
