Abstract

In formal schooling, testing/ or assessments are always done on entry, and on exit of the student. Assessment during entry is  carried out to assess the entry behaviour of a student, while the on-exit assessment is conducted to know how well students have achieved on the learning objectives. This means that assessment of a student has always had a strong foundation in the ‘hands of the teacher’.  Having taught, a teacher understands the students than any other assessor or evaluator. However, this is not the case in most countries, more so in the developing world, where students’ testing/assessment has always been done by the national examination bodies, a thing which terminates the teacher’s role in student’s assessment, hence hindering sincere evaluation of learners. Mr. Obama describes such a situation as teachers forced to spend their academic years preparing students to fill in bubbles on standardized tests (Cody, 2011). This Obama comment implies that teachers should be given authority in a substantive manner towards a more balanced method for evaluating students learning and achievement. In this paper therefore, I describe the need for a teacher’s autonomy in testing and or assessing students’ performance [school assessment] versus the national examinations organized by the national examination body under the ministry of education..

Abstract

Today’s education challenges require teachers to be leaders. However, some teachers are still unaware of their leadership qualities and practices, much less the feasibility of polishing said leadership. A guideline should be developed to enlighten teachers not only on the concept of teacher leadership but also on how to build teacher leadership qualities realistically. This study was conducted using the qualitative method involving an interview with eight (8) school leaders and teacher leaders for their perspectives on the need for designing a teacher leadership instrument. Five themes were identified in consequence; (i) improving current instruments, (ii) benchmarking effective teacher leadership practices, (iii) increasing awareness of teacher leadership, (iv) developing guidelines to improve teacher leadership competency, and, (v) building self-leadership as teacher leaders in the local context. Designing a teacher leadership instrument would be more cost-effective and save time compared to developing a prototype product. Future studies should focus on developing a teacher leadership instrument suited for 21st century learning needs, while considering different leadership categories including distributed leadership, instructional leadership, and learning-centred leadership. The instrument should be developed according to correct procedures with content and statistical assessment so that it can be widely used.

Abstract

This study aims to describe the madrasah aliyah teacher performance management in Pringsewu regency by covering the process of human resources planning, performance coaching, and performance assessment. The approach used was qualitative-descriptive. The data was collected through observation, interviews, and documentation. The data was then analyzed through data presentation, data reduction, and conclusion drawing. The results showed that the performance management process carried out by madrasah aliyah in Pringsewu are human resources planning, performance coaching, and performance assessment. However, there are differences in the implementation of the process due to several factors such as the status of the schools and the level of development. The human resource planning in the madrasah already included the analysis of teachers’ needs, teacher development through academic supervision activities, workshops or training activities through MGMP, career development, compensation, sanction, and granting further education permits. The fundamental difference between madrasah is that the civil servant teachers have better career development, compensation, and salary compared to the teachers in private schools. However, the performance management process activities have not been carried out systematically, varied, and simultaneously so that in the future, it is expected to be improved. Keywords: Management, Performance, Resources, Teachers
