Abstract

The era of rapid globalization has increased the importance of human resource (HR) management in higher education institutions to achieve international competitiveness. Universitas Lambung Mangkurat (ULM), a state university in South Kalimantan, Indonesia, has embarked on a transformation journey towards becoming a World Class University (WCU) by aligning its strategy to the stringent criteria of the QS World University Rankings. This study examines ULM's HR development initiatives and strategic approaches to meet global standards while addressing local challenges. Using a SWOT analysis, this study highlights ULM's strengths, including its focus on locally-based research, such as wetland studies, and strong institutional support. However, significant weaknesses hinder progress, such as the limited number of doctoral-qualified lecturers and the low rate of international publications. Opportunities for international collaboration and global research funding indicate potential for strategic partnerships.Meanwhile, threats such as intense competition and fluctuating education policies demand adaptive strategies. The integration of international collaboration, digitalization, and capacity-building programs for ULM lecturers has shown promising results, as evidenced by the increasing partnerships with universities. ULM seeks to balance the dual mandate of global competitiveness and local community impact by harnessing unique local potential and aligning it with global trends. This research provides valuable insights into strategic human resource management and policy implications for universities aspiring to achieve WCU status while remaining relevant to regional needs.

Abstract

This study explores the enduring symbolic and cultural roles of precious stones in Biringala Village, South Sulawesi, Indonesia, where stones such as jade and agate function as ritual tools, social markers, and spiritual artifacts. Rooted in a broader anthropological inquiry into material culture and cultural resilience, the research investigates how these traditions persist, transform, or decline under the pressures of modernization and commodification. Drawing on a symbolic ethnographic approach, the study utilizes qualitative methods including semi-structured interviews, participatory observation, and documentation involving ritual leaders, elders, and community members. Thematic analysis reveals that while sacred stones continue to play a vital role in rituals such as Panrita, Assuro Maca, and Appassili, their meanings are increasingly contested among younger generations who perceive them more as aesthetic objects or commercial goods. The study also identifies strategies of cultural resilience through intergenerational knowledge transfer, local education initiatives, and cautious engagement with cultural tourism. Findings underscore how material symbols maintain their relevance not solely through static preservation but through adaptive practices negotiated within changing socio-cultural ecologies. The research concludes that despite the commodification and gradual desacralization of these stones, local actors in Biringala actively reshape their significance, suggesting a dynamic rather than static understanding of heritage. This study contributes to the anthropology of ritual and identity by illustrating how tangible cultural objects mediate between ancestral values and contemporary challenges, and highlights the importance of local agency in sustaining intangible cultural traditions through material expression.

Abstract

This study examines the thematic structure and moral values in Banjar fables and their relationship with socio-cultural aspects and the natural landscape of Banjar society. Banjar fables not only serve as a means of entertainment but also as a tool for moral education that encourages critical thinking about social conditions. These fables implicitly teach values such as courage, honesty, and social responsibility through their stories and characters. This study also highlights the importance of utilizing Banjar fables in school learning to preserve cultural heritage and prevent the erosion of national culture by foreign influences. Additionally, the findings open opportunities for further research on other genres of old Banjar literature, such as myths, legends, and sagas. This study employs a qualitative approach with thematic analysis of available Banjar fables, though data limitations are a significant consideration. These findings are expected to serve as a learning resource and reference for the development of character education and cultural literacy in Indonesia.

Abstract

This study examines illegal levies along the Sungai Putting–Taboneo inland waterway in South Kalimantan, Indonesia, focusing on the strategic role of local communities in promoting sustainable maritime security. Inland waterways are vital to trade in archipelagic nations like Indonesia but are often prone to organized crime, including extortion and collusion between criminal groups and corrupt officials. Using a qualitative descriptive approach, the study collected data between March and October 2024 through interviews with ship crews and local stakeholders. It mapped key sites and patterns of unofficial levies, revealing that both institutional and community actors demand payments, often in cash or barter (e.g., diesel fuel). The lack of standardized fees creates operational uncertainty and raises logistics costs. The findings show that repressive law enforcement alone is insufficient, as socio-economic vulnerabilities within local communities contribute to their involvement in extortion. As an alternative, the study recommends community empowerment through fishermen’s cooperatives, legal education, and participatory monitoring systems. These approaches, supported by global literature on community-based resource management, have proven effective in enhancing accountability and reducing illegal activity. The research is geographically limited to the Sungai Putting–Taboneo corridor and temporally to March–October 2024. While qualitative in nature and not broadly generalizable, the study contributes a micro-sociological perspective to maritime security, emphasizing the need for integrated, community-based solutions.

Referring to national regulations such as Government Regulation Number 50 of 2011 and Law Number 23 of 2014 concerning Regional Government, tourism management has become an important part of encouraging regional economic growth. The tourism management process is carried out by the local government together with the local community, which has an impact on economic, social, cultural, and environmental aspects. This study aims to identify the management of Angsana Beach tourist attractions in Angsana District, Tanah Bumbu Regency. The research method used is a qualitative approach by utilizing primary and secondary data, as well as analytical techniques including data reduction, data presentation, and validation through triangulation. The results of this study show that management is carried out synergistically by various parties, including the village government, Pokdarwis, Pokmaswas, the Sustainable Green community, and supported by the Tourism Office and the Environment Office. This management focuses on organizational and supervisory aspects, such as ticket sales, small and medium enterprises (SMEs), accommodation, and other tourism facilities. Human resource development is carried out through training and empowerment. Waste management still faces technical issues and a lack of awareness among visitors, while challenges such as extreme weather and an increase in the number of tourists during the holiday season are also affecting management. The positive results of this management include local economic growth, increased social and cultural interaction, and environmental conservation through zoning and embankment construction. These findings also contribute academically and practically, including as a reference source for social studies lessons at the junior high school level on economic potential and community empowerment.

Abstract

The digital era has significantly transformed social structures, cultural dynamics, and human interactions, presenting novel challenges in the realms of ethics and citizenship. The rapid advancement of digital technology has introduced complex ethical dilemmas, necessitating reflection and adaptation of national values and moral principles. This study explores the philosophical underpinnings of Pancasila as a moral foundation for cultivating good digital citizenship, emphasizing the principles of responsibility, constructive freedom of expression, and active, ethical participation within digital communities. Employing an integrative review methodology, this research examines theoretical perspectives on digital ethics and Pancasila, as well as the assimilation of its core values, drawing from interdisciplinary social science literature. By integrating the philosophical values of Pancasila, digital ethics can be developed to address challenges such as hate speech, hoaxes, and misinformation, thereby creating a healthier and more sustainable digital ecosystem. This study also emphasizes the relevance of Pancasila in shaping responsible digital citizens and strengthening social cohesion in the face of technological advancements.
