Abstract

Based on the observations of the researchers, it was shown that in the Field of Training, Placement and Expansion of Job Opportunities, the Department of Manpower, Cooperatives and Small and Medium Enterprises, Sumedang Regency, obtained information that there were problems regarding service quality (study of making job seeker cards). Researchers suspect that the problem is caused by the lack of empowerment of human resources, such as: lack of training, lack of complete work equipment and lack of motivation given by the leadership. The research method used is a descriptive analysis method with a quantitative approach. Data collection techniques were carried out in two ways, namely library research and field studies which included observations, interviews and questionnaires with analysis using a Likert scale. As for the determination of the sample used is using the saturated sampling technique. Furthermore, to test the instrument validity test using Pearson's product moment correlation and reliability test using Cronbach's alpha. Then to analyze the results using the correlation coefficient test to test the relationship, simple linear regression test to test the effect and the coefficient of determination test to determine the percentage of the influence of the human resource empowerment variable on service quality. The results of the study based on an analysis using the SPSS (Statistical & Product and Service Solution) version 21 program showed a strong level of influence between the empowerment of human resources on service quality with a value of 79.5% and the remaining 20.5% was influenced by the following factors.

Abstract

Participation of community or city citizens is an essential and critical component in achieving a city's sustainable development. Forms of participation are becoming more accessible and widespread, taking advantage of advances in technology, information, and communication. It becomes a policy choice for various global cities and cities in Indonesia to bring about more meaningful or substantial participation and collaboration through elements of smart governance in the realm of the concept of smart cities. As a response to Constitutional Court Decision No. 91/PUU-XVIII/2020, Law No. 13 of 2022 strengthened the mandate for public participation to make it more meaningful (meaningful participation) in the formation of laws and regulations, both offline/online and online. This mandate applies to all legislators at the national and local levels. Provinces, autonomous cities, or parts of districts characterized by cities are all examples of urban areas. The purpose of this article is to elaborate on the concept of implementing meaningful public participation in the formation of urban regulations through the lens of smart urban governance. This review employs systematic literature review tools in conjunction with qualitative descriptive analysis to create an in-depth framework of the concept of meaningful public participation in the urban context and the development of smart legislation in urban governance. The legislative process in urban areas, both offline and online, can be integrated in one digital ecosystem through the Smart-Legislation platform, facilitating and facilitating community or city residents to participate and engage in the entire process of forming legislation at the city level

Abstract

This research aims to describe the effectiveness of the application of the Information Management System of the National Zakat Agency (SiMBA) in managing zakat, infak, and sedekah in BAZNAS Kabupaten Gresik. This research method uses a descriptive qualitative method. The data collection techniques used in this research are observation, interviews, and documentation. Referring to the theory of effectiveness according to Lubis and Huseini, the results show that: (1) The resource approach: human resources consist of three employees as active and compact SiMBA operators. Infrastructure is supported by three computer devices and internet networks. However, the computer specifications are not yet optimal and internet network issues are still a problem. (2) The process approach: the mechanism of ZIS management runs smoothly supported by complete and easy-to-use SiMBA features. (3) The goals approach: has shown aspects of transparency and accountability seen from good financial reports that are published on the BAZNAS Gresik website, as well as the existence of digital notifications and receipts that will be received by muzaki after paying zakat. Based on the research results, it can be conclude that the implementation of SiMBA in managing zakat, infak, and sedekah in BAZNAS Kabupaten Gresik has been effective.

Abstract

Artikel ini mengeksplorasi pengaruh pelaksanaan kebijakan Program Keluarga Harapan (PKH) dan manajemen program terhadap kinerja pendamping sosial di Kabupaten Garut. Dengan latar belakang pentingnya Sumber Daya Manusia (SDM) dalam mencapai tujuan organisasi dan implementasi PKH sebagai upaya Kementerian Sosial untuk mengatasi kemiskinan, penelitian ini mengidentifikasi potensi kesenjangan dalam kualifikasi dan kinerja pendamping sosial PKH. Melalui survei yang melibatkan 83 responden pendamping sosial di Kabupaten Garut, hasil menunjukkan bahwa pelaksanaan kebijakan PKH berada dalam kategori "Baik", sementara manajemen programnya berada dalam kategori "Cukup". Temuan ini menegaskan bahwa ada pengaruh signifikan dari kebijakan dan manajemen program PKH terhadap kinerja pendamping sosial.

Abstract

The background of this research is that public information management is a process that involves collecting, storing, processing, and disseminating information owned by the government or public institutions to the public in a transparent and accountable manner using dynamic governance theory indicators. This becomes important to analyze when there are rampant corruption cases and declining bureaucratic performance, especially in the Riau provincial government. The aims of this study were (1) to identify the existing conditions of public information management in Riau Province, (2) to analyze the form of Dynamic Governance in public information management in Riau Province, and (3) to identify the challenges of public information management in Riau Province. This is done using qualitative research methods that aim to elaborate a deeper discussion. Therefore the results of the study state that Riau Province has succeeded in properly managing public information in accordance with applicable rules and procedures. The PPID (Information and Documentation Management Officer) as the main manager of public information in the regions, the Riau Province Diskominfotik, and the Information Commission (KI) play an important role in ensuring that public information services are transparent and can be accessed online by the public. The application of Dynamic Governance in the management of public information in Riau Province has been successful and has had a positive impact. Analysis of the Culture, Capabilities, and Change indicators shows significant changes in the management of public information, which makes it more transparent and easily accessible to the public. However, there are several challenges faced in managing public information in Riau Province.

Abstract

Penelitian ini bertujuan untuk menganalisis dan mendeskripsikan kerangka Advocacy Coalition Framework (ACF) dalam menyelesaikan konflik Tentang Izin Pengelolaan Tanah (Surat Ijo). Penelitian berfokus pada Penggalian policy change and learning serta negosiasi kepentingan dalam perumusan kebijakan berguna untuk memetakan proses kompromi penguasa dan warga. Studi untuk menggali dan mendalami relasi aktor eksternal dan pemerintah daerah sebagai cerminan negara dalam proses pengakomodiran kepentingan koalisi masyarakat sipil yang terdampak kebijakan. Penelitian ini dilakukan dengan metode penelitian kualitatif. Penelitian ini dibingkai dengan metode studi kasus. Penelitian dilakukan di instansi/perusahaan/kalangan akademisi/lembaga donor/parlemen serta kalangan masyarakat yang terlibat dan terdampak dalam proses perumusan kebijakan perencanaan pembangun di Kota Surabaya.

Abstract

Villages are the center of the country's economic activities. Thus, empowerment starts from the lower level, namely the village. The government is now starting to prioritize village development by providing sufficient capital to villages to produce community welfare. This has been stated in the law which specifically regulates village development. Villages have excellent potential for the welfare of the country so they must be mobilized so that the entire community can experience this potential. The presence of BUMDes is an enforcement of numerical law. Regulation Number 6 of 2014 concerning Villages aims to increase community income by mobilizing village potential which is formed directly by community initiative. Related to the problems above, the problem to be solved in this research is how the process of community economic empowerment through BUMDes occurs in Sampiran Village, Talun District, Cirebon Regency. The aim of this research is to understand how the process of community economic empowerment through BUMDes in Sampiran Village, Talun District, Cirebon Province has gone through many stages, namely the sensitive stage, capacity/skills development stage, and business stage. Abstract

The policy of preparing a bureaucratic reform road map for the Government of Purwakarta Regency is a strategic decision in line with the strengthening demands and needs of the community. The presence of an institutional bureaucratic reform road map has provided an opportunity for regional governments, including the Purwakarta Regency Government, to ensure the creation of improved governance. Comprehensively, the focus of changes in bureaucratic reform within the Purwakarta Regency Government includes 8 areas of bureaucratic reform, namely apparatus mentality, supervision, accountability, governance institutions, human resources for the state civil apparatus, laws and regulations, and public services. The results of the study found that in order to improve the quality of the policy road map for bureaucratic reform to be designed, there are three main things that must be updated, including; first, the road map for bureaucratic reform must project more on matters that are implementative in nature rather than matters that are merely formalities. Second, programs and activities that are designed must be realistic, so that they can be implemented up to work units. Third, policy analysis related to governance must be carried out in a more holistic, comprehensive and anticipatory manner so as to be able to capture real progress, challenges and problems of bureaucratic reform.

Abstract

The presence of Covid-19 has caused a decline in the economy of the Indonesian people, including Riau Province. One form of effort made by the government in overcoming these problems is by implementing the Micro Business Productive Assistance Program. The purpose of this program is as a form of government assistance in driving small community businesses to revive the Indonesian economic system. This research uses a qualitative method with a case study approach. While the acquisition of data from this research was obtained interviews and from previous research materials. Research informants were obtained using purposive sampling method. The results of this study show that the Micro Business Productive Assistance Program in Riau Province, especially in Pekanbaru City, has not run optimally according to the CIPP evaluation model. The context of the program showed that the government seemed to impose the program without readiness, which led to changes in the Regional Regulation and input mismatches. Program implementation did not achieve the initial target set by the government. The productivity criterion shows that the grants were misused for personal gain. The obstacles in this program are the lack of information conveyed to business actors about the productive assistance program for micro businesses, low community access to technology, and the low quality of human resources.

Abstract

The author's purpose in this study is to describe the role of the Civil Service Police Unit in the implementation of public order and public peace in the city of Surabaya, based on how the problem has been formulated. So in this study researchers used a qualitative approach with descriptive objectives which included four research focuses, namely early detection and prevention, coaching and counseling, patrolling, and control. As much as possible, Satpol PP Surabaya City has taken a number of steps to maintain peace and order in the city of Surabaya. Satpol PP Surabaya City has begun to carry out coaching and counseling activities as well as enforcement of jurisdiction and non-jurisdiction. Another effort is to create a work schedule that is suitable for the organization and adopt a humanist attitude towards the residents of Surabaya City.
