Abstract

This study aims to determine and analyze the effect of performance-based budgeting and financial reporting systems on the performance accountability of Bekasi Regency Government Agencies. This study uses a quantitative survey method by distributing questionnaires to the finance department in each regional unit of Bekasi Regency. The population in this study were 38 regional work units of Government Agency Performance Units (SKPD) in Bekasi Regency. Determination of the sample with this study using random sampling method so that a sample of 125 people was obtained where 3 to 4 people were in the finance department in each regional unit in Bekasi Regency. The data were analyzed using descriptive statistical analysis and partial least squares analysis (SEM-PLS) with the smart PLS 3.0 software program. The results of this study indicate that performance-based budgeting has a significant effect on the performance accountability of Bekasi Regency Government Agencies. Financial reporting systems has a significant effect on the performance accountability of Bekasi Regency Government Agencies.

Abstract

In teaching Indonesian language, the unification between language and culture is a really interesting source of study. The objectives of this study is to explore the identity of Gatotkaca character values of local wisdom found in the elementary school students’ reading book in several elementary schools in Sukoharjo Regency. This study was designed with a qualitative descriptive research model with content analysis technique. The data and data sources were taken from an elementary school student's reading book Gatotkaca Satria from Pringgodani. The results revealed that the local wisdom indicators primarily found in the reading book of Gatotkaca Satria Pringgodani including values of patriotism and other values such as discipline, hard work, creativity, sovereignty, democracy, respect for achievement, companionship, peace-loving, love of reading, and care to environment, social security, and responsibility. Gatotkaca principally showed the attitudes that can motivate students to develop patriotic sense.

Abstract

This study aims to modify the basic motion-based big ball game with a play approach in order to develop basic movement skills and be developed as a guide for sports teachers and learning with game concepts. The resulting product is a CD and a good ball game manual with a playing approach. The research was developed by adapting the Gall, Gall, & Borg educational research and development model. The development procedure used includes several stages: 1) analyzing the content of the developed product, 2) developing the initial game product, 3) expert validation, 4) field testing, 5) product revision of the data analysis techniques used in this study in two ways, namely quantitative and qualitative.

Abstract

The relevance of this scientific article is determined by the importance of legal consciousness in all spheres of social life in Russia in general and at the transitional stage of its development in particular, because it, acting as a subjective factor, largely determines the direction of the social life of the fatherland. The purpose is to analyze the most essential features of public legal consciousness in the transitional period of the development of Russia and to show its significance for the further development of Russian society. Results: in the course of the conducted scientific research it became clear that the public legal consciousness of the transitional stage of Russian society, firstly, is extremely important for the development of the latter, for all its spheres; secondly, it is characterized by fragmentation, contradictoriness and radicalism; thirdly, some tendencies in the content of such legal consciousness are associated with legal idealism and legal nihilism; Fourthly, it is influenced by a whole system of factors, including, in particular, the ill-conceived policy of our state, which, in general, does not reasonably ignore its significance. Conclusion: it is noted, firstly, that modern Russian society, which is at a transitional stage of its development, is characterized by many different contradictions, among which there is also such a bizarre interweaving of legal nihilism and legal idealism, which together form a bleak picture of legal lack of culture; secondly, it is necessary to overcome the imbalance between the autonomous legal consciousness of individuals and public legal consciousness.

Abstract

Many parties can cancel an agreement or contract during the Covid-19 pandemic in Indonesia. WHO Director General, Tedros Adhanom Ghebreyesus determined the status of Corona Virus Disease 2019 (Covid-19) as a Pandemic This happened because the government issued Presidential Decree No. 12 of 2020 concerning the Determination of Disaster in the Spread of Corona Virus Disease 2019 (COVID-19) as a National Disaster. The covid-19 pandemic falls into the force majeure category or a state of force because it causes the economic sector to experience a decline. The community cannot do work as usual, all activities carried out are very limited. A contract is an agreement made by the parties in written form. An agreement is an act that binds one or more people to one or more people. This event resulted in a legal relationship between the parties, which included rights and obligations. Circumstances compel or force majeure may be earthquakes, fires, floods, landslides, wars, military coups, embargoes, epidemics, and so forth. In the time of the corona pandemic which is currently hitting all parts of the world, of course, it has an impact on the implementation of an agreement / contract. The purpose of this paper is to examine the force majeure in an agreement that occurs during the corona virus pandemic, which cannot automatically be used as a reason for cancellation of an agreement / contract, but can be used as a way to negotiate in canceling or changing the contents of the agreement / contract. The contract / agreement is canceled unilaterally without regard to the sense of justice, in accordance with Article 1338 paragraph (1) of the Civil Code, it is stated that the contract is a law for the parties. So the cancellation of the contract with due regard to aspects in the law and Article 1338 paragraph (1) of the Civil Code cannot be carried out in a covid-19 pandemic force majeure situation. The parties are required to carry out good faith in accordance with Article 1338 of the Civil Code by reviewing the agreement / contract or renegotiating by adding a contract clause to postpone carrying out obligations.

Abstract

This study raises the theme of implementing green government in Samarinda City in upholding the principles of ecology in the region. How is the relation between the capitalistic paradigm in the implementation of local government politics with the implementation of green government in realizing ecological principles? In analyzing the implementation of green government, it can be seen how the local government responds in responding to the impact of coal mining activities in the city of Samarinda in accordance with the principles of ecology. The method used is a documentation study with a descriptive approach the data sources come from journals, books and research reports. Based on the findings that the Regional Government is unable to implement green government in supporting the realization of the environmentally friendly Samarinda City, this can be seen from the rampant environmental damage caused by coal mining activities. The implementation of green government by the Regional Government in realizing the principles of ecology in Samarinda City is not working because the old paradigm used by the government is still strong in implementing regional development that relies on profit accumulation.

Abstract

This chapter examines how Asian female Muslim tourists encountered negative and discriminatory experiences when they interacted with the locals during holidays in Europe, particularly The Netherlands. This is especially the case for female Muslims who wear the veil. The negative and discriminatory experiences encountered by these female Muslim tourists include gazes from locals, treated unfairly, negative remarks, and fall under suspicions. However, in hardly any case, these female Muslims "labelled" the event as discrimination and associated it to their identity as a Muslim. These female Muslim tourists employed a variety of coping strategies that comprise direct confrontation, accepting & ignoring discrimination, apologizing, justifying discrimination & thinking positively, modifying behaviour. There is a general attitude among these tourists about negotiating the negatively and discriminatory experiences: that they want to deal with it in a subtle way, such as by smiling.

Abstract

This research was conducted on the people of Binjai City who read the daily newspapers published by Medan. Based on the scientific field, this research is a field research. This type of research is classified as quantitative research, it is correlational. Statistical testing was conducted, namely to help researchers make generalizations accurately. Using agenda setting theory was first introduced and developed by McCombs and Shaw. This theory argues that if the mass media exerts pressure on an event, then the media influences the audience. The prominence and categories of Islamic news and articles in Waspada and Analisa daily newspapers are slightly different. In the Waspada daily newspaper, articles are not only placed in the Mimbar Friday column, but also in the al-Bayan column, opinions, features, sometimes even in the editorial column. Meanwhile, there are news in almost every page of the newspaper. Waspada even prepared a column of information about Friday khatibs which occupy column two half a newspaper page. The daily newspaper Analisa rarely puts news and articles on the front page of the newspaper. Islamic articles are only placed in the Mimbar Islam column.

Abstract

Simple hydroponic technology plays a role in increasing human capacity and capacity to deal with the impacts of climate change and contribute to sustainable development. Dealing with the impacts of climate change means reducing significantly or eliminating negative effects on society and the natural environment, this activity can be started through simple things such as reforesting the immediate environment in the community. The principle of sustainable development is an important guide to ensure that the use of simple technologies such as hydroponics to reduce climate change by recycling materials also has an impact on increasing the ability of future generations to meet their own needs. I Green Project, We Grow Communityis a community service initiated by LPPM Universitas Informatics and Bisnis Indonesia in collaboration with the International Student Organization AIESEC focuses on the role of academics in mitigating climate change by adopting actions to mitigate the impacts of climate change. Because climate and environment are interrelated, this community service also considers the role of hydroponics as greening the environment in helping individuals understand the environment around them, which is a prerequisite for overcoming the problem of climate change. Pengabdian located in Baranang Siang, Bandung City, West Java, 2018 has provided an understanding of the steps needed to reduce climate change, including several policy issues that need to be addressed, changing environmental conditions to be greener and activating community participation to have additional income from the program. Hydroponics so that people with weak economies are more helped to be independent. This program is implemented for 1 month in August with the number of community members as executors of 30 (thirty) people.

Abstract

This study aims to analyze the effect of infrastructure development on economic growth in Papua Province. This study uses secondary data taken from the Central Statistics Agency (BPS) of Papua Province for the period 2006 - 2019. The analytical tools are descriptive and regression using time series data. The results showed that the dependent variable such as the number of educational facilities and health facilities had a positive effect on economic growth in Papua Province. Given the results, the local government should pay more attention to allocating development expendictures for energy, the availability of special electricity infrastructure, the number of Puskesmas and schools to have a significant and positive influence on economic growth in Papua Province.
