This study explores how digital leadership influences innovation in Indonesia’s public sector amid the nationwide implementation of GovTech INA Digital and the updated Electronic Based Government System (SPBE). Using a qualitative, phenomenological design, the research draws on nine in-depth interviews with central and regional government officials, complemented by document analysis and observation. Thematic analysis revealed four key themes: visionary and communicative leadership, organizational digital capability, innovation culture and citizen co-creation, and institutional agility amid policy shocks. Visionary and communicative leadership enabled shared alignment across agencies, while empowerment-based leadership strengthened organizational capability. A culture of openness and co-creation fostered sustained innovation, although bureaucratic rigidity still limited rapid experimentation. Institutional reforms and crises particularly the 2024 PDNS ransomware incident tested leadership agility, revealing that adaptive leaders effectively transformed disruption into opportunities for systemic learning. The findings conceptualize digital leadership as an adaptive capability operating across behavioral, structural, cultural, and contextual pathways. The study contributes to digital governance theory by demonstrating how leadership behaviors and institutional contexts co-evolve to sustain innovation. Policy implications highlight the need for leadership development programs that combine strategic foresight, digital literacy, and participatory governance to enhance resilience and innovation in public administration.

This study examines the concept of eco-mosques as a campaign to strengthen the ecological movement in contemporary Islamic discourse. Ecological campaigns have also been carried out through digital platforms such as the Instagram account @ecomasjid.id, which seeks to reinterpret Islamic values to build ecological awareness through social media campaigns. This study analyzes the construction of eco-theological messages disseminated through the Instagram account @ecomasjid.id. Using a netnographic approach, data was collected from posts, text descriptions, and visual material, then analyzed through the frameworks of ecolinguistics, ecosophy, and maqāṣid al-sharī‘ah. The results show that @ecomasjid.id places ecological responsibility as an integral part of Islamic ethics, emphasizing environmental concern as a manifestation of faith. Maqāṣid principles such as the preservation of life, reason, and property are not presented descriptively, but rather articulated in persuasive narratives that link sustainability with spirituality and community welfare. These findings show that Islamic digital activism is capable of reconstructing classical fiqh concepts to respond to global ecological challenges. Theoretically, this research enriches the study of the transformation of digital da'wah and the integration of maqāṣid values into the ecological consciousness of Muslims.

Global discourse on Salafism is often dominated by narratives of radicalism and extremism, particularly within the framework of security concerns. Such portrayals, however, obscure the diverse expressions of Salafi thought and practice, especially among women. This study examines the socio-religious and political engagement of Salafi Muslim women in Kenya, using the Maahad Girls’ Training Institute (Maahad GTI) as a case study. It investigates how these women navigate religious identity within a patriarchal context, challenge conventional gender norms, and influence both religious and secular spaces through education, community initiatives, and civic participation. Guided by Saba Mahmood’s (2005) concept of pious agency, the research demonstrates how graduates of Maahad GTI employ religious knowledge as a means of empowerment, ethical responsibility, and social transformation. The analysis further highlights the role of digital platforms in amplifying their voices and expanding their influence. Findings reveal a transformative model of Salafism rooted in moral integrity and civic responsibility, offering an alternative to dominant narratives of militancy. By focusing on women’s agency, this paper calls for a nuanced understanding of Salafism in Kenya and underscores the necessity of incorporating female perspectives in the study of Muslim socio-political movements.

The socioeconomic problems of poverty and unemployment among the active population are interwoven and continue to impede Nigeria's capacity for progress. Despite being the one of the biggest economies in Africa, the nation struggles to create jobs, especially for its growing youth population. The National Bureau of Statistics (NBS) reports that in the first quarter of 2021, Nigeria's unemployment rate increased to more than 33%, with youth unemployment making up about 53% of the country's total unemployed population. Increased poverty, social discontent, and economic stagnation are all consequences of this escalating crisis for both people and society. Following this, this study aims to evaluate unemployment among active population and poverty level in Nigeria. The participants in this study were residents of Ogun State's Ilaro metropolis. The sample size was calculated using the population figure, from which a total of 128 responders were chosen. The research selected for this study was survey research design and Taro Yamane's formula was utilized. The results based on respondents' responses show that Nigerian government should implement comprehensive educational reforms that focus on equipping students with practical skills relevant to the job market. Additionally, 13 of the respondents strongly disagreed that initiatives to encourage entrepreneurship among the youth should be prioritized. The study recommends development of initiatives to lower youth unemployment and poverty, the government should work with non-governmental organizations (NGOs) and foreign organizations. These collaborations can guarantee the successful execution of projects and improve resource mobilization.

This article explores the ethical foundations of the Qur'an in addressing ecological degradation resulting from mining activities in protected areas, with particular attention to the case of nickel extraction in Raja Ampat. Employing a thematic and contextual hermeneutical approach, this library-based study analyzes four key Qur'anic verses (Hūd [11]: 61, Al-Baqarah [2]: 30, Ar-Rūm [30]: 41, and Ar-Raḥmān [55]: 7–9) which articulate the notions of land, human trusteeship (khalīfah), corruption (fasād), and ecological balance (mīzān). The analysis finds that classical anthropocentric interpretations often overlook ecological responsibility and fail to confront systemic exploitation. By integrating perspectives from contemporary Islamic eco-theology and the objectives of Islamic law (maqāṣid al-sharī‘ah), the study reinterprets these verses as a theological critique of extractive capitalism and as a foundation for an ethical framework centered on environmental justice. It concludes that the Qur'an offers a critical discourse against ecological destruction and calls for a prophetic shift in tafsir towards sustainability, justice, and the preservation of creation. This research contributes to the development of an interdisciplinary ecological hermeneutics within Islamic scholarship, offering timely relevance to the climate and ecological crises of the 21st century.

This research analyzes the regulatory complexities inherent in Islamic banking contracts by adopting the framework of qawāʿid maṣrafiyyah (Islamic banking legal maxims), aiming to establish a more actionable and context-sensitive model of sharīʿah-compliant legitimacy. It critically addresses the lack of innovation in contract development, which is primarily attributed to the entrenched influence of rigid and literalist fiqh interpretations that narrowly frame legal reasoning within the dichotomy of ḥalāl and ḥarām. Through a content analysis approach combined with the methodological tools of uṣūl al-fiqh, this study endeavors to revitalize the operational relevance of legal maxims, particularly in addressing the complex realities of modern Islamic financial transactions. The ultimate goal is to broaden the interpretive framework available to Islamic legal scholars, enabling them to craft more responsive and forward-looking contractual models that align with the evolving dynamics of the global banking landscape. Key contributions of this study include: (1) the formulation of a normative and adaptable regulatory structure for Islamic banking contracts; (2) the reconfiguration of qawāʿid maṣrafiyyah as a practical and situationally attuned regulatory alternative; and (3) the inductive derivation of these maxims from the empirical challenges encountered in the Islamic banking industry.

This study aims to analyze gender bias in the determination of alimony for wives in divorce cases filed by women at the Kajen Religious Court. Its main focus is to evaluate the extent to which the judge's decision reflects the principles of gender justice after divorce. This study employs a normative juridical method using statutory and conceptual approaches, complemented by a gender perspective. It is a library research, with primary data consisting of court decisions, legal regulations, and secondary legal materials from academic literature. The research findings indicate that the majority of divorce rulings initiated by wives at the Kajen Religious Court do not accommodate the wife's right to alimony. However, the findings offer important implications for regulatory reform and highlight the need for gender sensitivity training for judges. This study offers a new contribution to the discourse on Islamic family law in Indonesia by providing empirical data and a critical analysis of the implementation of gender justice in divorce cases initiated by wives. It emphasizes the need for judges to exercise their ex officio authority in upholding justice for women.

This study aims to analyze the differences in the epistemology of rukyat hisab fiqh between two modernist Islamic organizations in Indonesia, namely Muhammadiyah and Al-Irsyad Al-Islamiyah, in determining the beginning of the Hijri month. Both start from the same legal sources, namely the Qur'an and Hadith, but produce different methods and decisions. Muhammadiyah uses the hisab imkanurrukyat method with the Single Global Hijri Calendar (KHGT) model as a representation of contextual ijtihad that emphasizes rationality and global welfare. In contrast, Al-Irsyad Al-Islamiyah adheres to the rukyat method with hisab guidance as technical support, representing textual ijtihad that emphasizes literal adherence to the text. This study uses a qualitative method with an approach to the intellectual and social history of Islamic law. Data were obtained through analysis of documents, fatwas, and decisions of mass organizations related to rukyat hisab. The research results show that these differences are rooted in the epistemological paradigms of each organization: Muhammadiyah tends toward a contextual-rational approach, while Al-Irsyad tends toward a textual-normative approach. Despite their differing approaches, both share the same goal: to establish certainty about prayer times and maintain the unity of the community. This finding confirms that epistemological plurality in determining the Hijri calendar is inevitable in the dynamics of modern Islamic thought.
