Tax Literacy and Leadership Agility: Indigenous Peoples Awareness in Paying Taxes
Over the last ten years, the world has been gripped by rapid, wide ranging changes. The world today is a society that is experiencing and living a new world order, which many today refer to as the “global and digital society”. Rapid advancements in information technology have made territorial boundaries no longer relevant in relations among nations. Today global values can easily permeate the society in remote areas. Consequently, marginalized people, who are often considered to be very far from the center of power, also have access to drivers of global developments. Local population has easy access to information on global politics taking shape in other countries. Meanwhile, local phenomena is easily picked up by international community to become international issues. The most recent issues such as terrorism, human trafficking, cybercrime, are examples of some of the issues that can be regarded as being global and local at the same time. Within the context of the above change, what is the actual position and role of public administration? Based on the general perception of public administration science experts, public policy is often regarded as the product of the interaction among domestic actors such as bureaucrats, politicians, members of business and civil society community who conduct their work based on conventional mechanisms. The reality is that there many international actors who play various roles in public policy process of any given country. Donor agencies (IMF and World Bank), Multi-National Corporations, international non-governmental organizations, regional bloc organizations (ASEAN, AFTA, etc) are institutions that often influence policy in a certain country. To that end, issues and problems which any government face today have changed as well. What problems do governments face today?; which public will influence and be influenced by policy?; what institutional mechanisms can be used to solve social problems that governments face today?; To what extent can local institutions collaborate with global institutions in resolving public problems? The International IAPA Conference will attempt to explore and delve into the above issues in order to enrich extant research on this theme in the realm of public administration science. A smart city is a comprehensive urban planning model that seeks to address challenges from multiple perspectives and mitigate risks to the well-being of the community. It is evident that the concept of welfare has implications for the happiness of the community. A happy community is an indicator of the success of the local government in achieving its development goals. The concept of happiness is not solely contingent upon material success; rather, it is also dependent upon the interpretation of the process and outcomes of development as beneficial for all stakeholders, including the state, government, society, and external policy makers. This study employs a qualitative method with a case study approach. The findings of this study indicate that the practice of a smart city has been implemented in various forms and has had an impact on the community in Madiun City. This progress is evidenced by advancements in a multitude of development sectors, including social, economic, environmental, technological, and other forms of development. The findings of this study indicate that the government of Madiun City has successfully implemented a smart city initiative, resulting in a range of positive impacts on the community. It is important to note, however, that strengthening leadership and governance is a crucial step, given the reality that changes in leadership often result in shifts in policy direction. Furthermore, establishing a comprehensive legal framework to oversee the smart city program is essential, given that, currently, only a mayor's regulation exists in Madiun City, serving as the sole basis for policy.

This study aims to analyze how organizational culture plays a role in successfully implementing the Electronic-Based Government System in Gorontalo Province. Bureaucratic reform through digitalization is the main focus in efforts to improve the quality of public services. However, its implementation faces various internal challenges, such as resistance to change, lack of adequate training, and weak digital infrastructure. This study uses a qualitative approach with a case study method, where data is collected through in-depth interviews, field observations, and documentation at the Gorontalo Provincial Regional Apparatus Organization. The study results show that an organizational culture that supports innovation and professionalism plays an important role in accelerating the implementation of Regional Apparatus Organizations that implement transformational leadership and have strong cultural values, such as integrity and commitment, show an increase in the implementation of digitalization. However, the decline in scores in 2021 and 2022 indicates resistance to change and a lack of inadequate training and digital infrastructure. This study concludes that the success of implementation does not only depend on the technological aspect, but also on the readiness of organizational culture, employee competence, and leadership support. Strengthening organizational culture, increasing training, and developing better digital infrastructure are key factors to ensure the sustainability of digital-based bureaucratic reform in Gorontalo Province.

The new Indonesian government provides new hope for a better Indonesia and even achieving a Golden Indonesia in 2045. To realize this hope it is necessary to ensure that the main players in the cabinet, the ministers are truly in line with the value of integrity because integrity is one of the main foundations in the new government. In line with this argument, Dwight D. Eisenhower also positioned integrity as the supreme quality of leadership. However, until recently, and who knows how long, Indonesia will still be plagued by integrity violations, especially ministerial corruption. For example, recently the Minister of Agriculture, SYL, has become part of the latest corruption phenomenon. Not only recently, even ministerial corruption has occurred in almost every government regime. This tendency might prove that ministerial corruption might also threaten the new government. This real threat certainly needs to be resolved. To do so, creating an integrity system for ministerial positions is urgent. Therefore, integrity-based recruitment of Ministers and a ministerial code of ethics may be important ways to guarantee the integrity of ministerial positions in the new government.

Public policy not only describes the process and consequences but also a set of tools and general mechanisms that provide choices of actions to be made. Previous research shows that systematic analysis of the current state of public policy is still limited. For this reason, it is necessary public policy mapping research is needed. This research uses a bibliometric approach with Scopus data between 2013 and 2023. The analysis was conducted on 12422 publications. Bibliometrics in this study used Biblioshiny and Vosviewer. The results showed that research on public policy has increased and decreased quite significantly. From 2013 to 2021 there was an increase in publications, but from 2022 to 2023 there was a decrease in publications. The average citations from 2013 to 2023 have increased and decreased. The most visible decrease occurred in 2022, namely by 1.8. The average citation per writing is 20.08. In addition, from the results of Vosviewer, it can also be seen that public administration issues continue to develop and have a network with other issues. Issues that still need to be developed related to covid-19, urban areas, education, epidemiology, social media, mental health, sustainable development, climate change, city policy, child protection policies, and pregnancy.

The development of Campus II of the Bandung Manufacturing Polytechnic (Polman) in Majalengka Regency is part of the development of the Rebana Metropolitan Area which aims to improve the quality of human resources (HR) through vocational education. This study aims to analyze the collaborative governance process applied in the development of the campus, with a focus on transparency and ethics in decision-making. The research method is qualitative descriptive, with data obtained through in-depth interviews and document analysis. The study results indicate that transparency is important in ensuring that every actor has equal access to information, which encourages active participation from all parties. Ethics in decision-making is also a major factor in maintaining the integrity of the collaboration process, which ensures that decisions taken consider the long-term interests of the community and industry in the Rebana Area. Cross-sector collaboration supported by transparency and ethics has proven effective in creating vocational education that is relevant to industry needs and can have a positive impact on regional economic growth. This study suggests increasing transparency and ethics in cross-sector collaboration to ensure the sustainability of similar projects in the future.

This study aims to develop an adaptive e-service-based public service model in North Cimahi District. Utilizing a multi-methodological approach, primarily the Soft System Methodology (SSM), the research encompasses document studies, surveys, interviews, and focus group discussions. The findings indicate that the implemented e-services significantly enhance service effectiveness but still need optimal efficiency or sufficient user and operator confidence. A proposed model emphasizes the acceleration of e-service development compatible with smartphones, fostering user independence and active public participation. Additionally, integrating various service applications, including electronic signature systems, is necessary to enhance data security. This integration is expected to reduce direct face-to-face interactions, improving ethical behavior and professionalism among service providers and increasing efficiency for the community and the government. Limitations include comprehensive public engagement and full integration of service applications. Practical implications suggest that e-services can streamline administrative processes and improve public trust in government institutions. Socially, the model promotes inclusivity and transparency in public service delivery. The originality of this study lies in its application of SSM to develop a responsive e-service model tailored to community needs in the context of local government services.

One of the global objectives aimed at eradicating gender inequality is gender mainstreaming. The Republic of Indonesia's initial step toward integrating gender mainstreaming into legal products is Presidential Instruction No. 9 from 2000. Affirmation of gender mainstreaming is then transferred to local government. The goal of this study is to examine the institutional dynamics of affirmation of gender mainstreaming in Banyuwangi Regency. The descriptive qualitative method is used in this study, and documentation, interviews, and observation are the methods used to acquire data. From the outset, gender mainstreaming's implementation dynamics and process encountered a number of well-known challenges, including gender blindness, political concerns, and institutional difficulties. This research suggests that theorized government failure results from the adoption of gender mainstreaming affirmation.

This research explores the policy of changing the name of Bambu Apus Street to Mpok Nori Street in Jakarta from a deliberative policy perspective. Deliberative policy is a decision-making process that involves discussion between the government and the affected community. However, this research found that the policy was not implemented in a deliberative manner. The community was not involved in prior consultations or discussions. There was minimal socialization, and residents only became aware of the name change after the policy was implemented. This research employs a qualitative approach with purposive sampling interviews as the main method. The data indicates that the change of this street name was taken top-down by the government without adequate public consultation, resulting in dissatisfaction among the affected community. Additionally, the name change was not accompanied by direct adjustments to population documents, requiring individuals to gradually update their data. In conclusion, the policy of changing street names is not in line with the ideal principles of deliberative policy. This has resulted in low public support for the street name change, highlighting the importance of public involvement in the policy-making process.

This study examines the determinants of integrated management for MSMEs on business development in Palembang City. Using a quantitative approach and multiple linear regression analysis, the research identifies several factors influencing MSME business development. The analyzed variables include MSME assessment quality, promotion space needs, exhibition facilities, logistics capacity, digital literacy, development of online business aggregators, and customized coaching programs tailored to the potential and challenges of MSMEs. The results reveal that customized business program development has the most significant impact on business development, followed by the implementation of coaching programs. In contrast, exhibition facilities show a negative effect on business growth. With an R-squared value of 82.3%, the model exhibits strong predictive capabilities. Managerial implications highlight the importance of an integrated approach to MSME development, emphasizing digital technology, literacy, and collaboration to achieve sustainability. The study suggests that the government and other stakeholders focus on developing adaptive programs and sustained coaching to support the growth of MSMEs in Palembang.
