Tax Literacy and Leadership Agility: Indigenous Peoples Awareness in Paying Taxes

Over the last ten years, the world has been gripped by rapid, wide ranging changes. The world today is a society that is experiencing and living a new world order, which many today refer to as the “global and digital society”. Rapid advancements in information technology have made territorial boundaries no longer relevant in relations among nations. Today global values can easily permeate the society in remote areas. Consequently, marginalized people, who are often considered to be very far from the center of power, also have access to drivers of global developments. Local population has easy access to information on global politics taking shape in other countries. Meanwhile, local phenomena is easily picked up by international community to become international issues. The most recent issues such as terrorism, human trafficking, cybercrime, are examples of some of the issues that can be regarded as being global and local at the same time. Within the context of the above change, what is the actual position and role of public administration? Based on the general perception of public administration science experts, public policy is often regarded as the product of the interaction among domestic actors such as bureaucrats, politicians, members of business and civil society community who conduct their work based on conventional mechanisms. The reality is that there many international actors who play various roles in public policy process of any given country. Donor agencies (IMF and World Bank), Multi-National Corporations, international non-governmental organizations, regional bloc organizations (ASEAN, AFTA, etc) are institutions that often influence policy in a certain country. To that end, issues and problems which any government face today have changed as well. What problems do governments face today?; which public will influence and be influenced by policy?; what institutional mechanisms can be used to solve social problems that governments face today?; To what extent can local institutions collaborate with global institutions in resolving public problems? The International IAPA Conference will attempt to explore and delve into the above issues in order to enrich extant research on this theme in the realm of public administration science. Studying and Learning Public Administration: Global Perspective Studying and learning public administration needs to be brought into the broader domain, namely in the global context. This global context will open insight into the theory and practice of public administration based on learning from across state-nations. This panel will discuss studying and learning public administration in a global and international context. Ethics and Integrity in the Digital Era The digital revolution has changed the way people live and communicate. It has an influence on various aspects including in public administration study. Beside offers benefits, the digital era has negative excesses that will affect the ethics and integrity in governance. To reduce the negative impact, policy and regulation of the cognitive and affective aspects of the state civil apparatus need to be discussed and created. This panel discusses how ethics and integrity in the digital era. Accountability and Performance in Public Service In governance and particularly in public services, accountability and performance play importance role. With the existence of clear principles of accountability and performance, a better, cheaper, faster and smarter public service could be provided. This panel discusses theory and practice of accountability and performance in public services. Politics, Administration and Governance Relations in Globalized World Public administration can never be released from a broader context, especially in the context of politics and governance. Politics, administration and governance are always inseparable and interrelated. What is the current and future issue of politics, administration and governance relations particularly in the globalized world? This panel will strengthen the understanding and identification of interlinkage between politics and administration to build a more democratic and effective government. Artificial Intelligence (AI) and the Future of Government The development of AI is in line with the objectives of creating a better performance and consistency of government. AI will slowly change the way civil servants do their jobs, from paperwork to IT based work. Artificial intelligence (AI) is more than just technology. AI is the road to public administration transformation. This panel discusses AI and the future of government. Best Practice and Lesson Learned of Public Sector Reform in Asia Public sector reform becomes a necessity and a prerequisite for the success of a development process. It could enhance accountability, capability and improving public services provision. This session will discuss specifically related to the best practice and lesson learned from public sector reform in Asia.

Abstract

This study examines the determinants of integrated management for MSMEs on business development in Palembang City. Using a quantitative approach and multiple linear regression analysis, the research identifies several factors influencing MSME business development. The analyzed variables include MSME assessment quality, promotion space needs, exhibition facilities, logistics capacity, digital literacy, development of online business aggregators, and customized coaching programs tailored to the potential and challenges of MSMEs. The results reveal that customized business program development has the most significant impact on business development, followed by the implementation of coaching programs. In contrast, exhibition facilities show a negative effect on business growth. With an R-squared value of 82.3%, the model exhibits strong predictive capabilities. Managerial implications highlight the importance of an integrated approach to MSME development, emphasizing digital technology, literacy, and collaboration to achieve sustainability. The study suggests that the government and other stakeholders focus on developing adaptive programs and sustained coaching to support the growth of MSMEs in Palembang.

Abstract

Kemiskinan ekstrem adalah kondisi ketidakmampuan dalam memenuhi kebutuhan dasar yaitu kebutuhan makanan, air minum bersih, sanitasi layak, kesehatan, tempat tinggal, pendidikan, dan akses informasi yang tidak hanya terbatas pada pendapatan, tapi juga akses pada layanan sosial (United Nations, 1996). Terdapat tiga pilar utama pengentasan kemiskinan ekstrem yaitu Pilar Komitmen Pemerintah, Pilar Konvergensi Program, Anggaran dan Sasaran, dengan melakukan Pilar Pemantauan dan Evaluasi. Namun Pada Tahun 2022 terdapat 33.800 ribu keluarga dengan total 167.800 orang kategori miskin ekstrem di kota Palembang.Artikel ini bertujuan untuk mengidentifikasi implementasi pengentasan kemiskinan ekstrem dengan kerangka Collaborative Governance. Hasil penelitian menunjukkan bahwa kolaborasi dengan pendekatan model Hexahelix belum berjalan dengan baik ditandai dengan belum adanya kesepahaman antar stakeholder serta kurangnya komunikasi dan masih tingginya ego sektoral.

Abstract

The implementation of e-government in Indonesia continues to evolve alongside the transformation of public services into digital formats. This article aims to analyze the level of inclusiveness and accessibility of e-government services in the Padang City using the Technology Acceptance Model (TAM) approach. This research focuses on how the perceived usefulness and perceived ease of use of digital services affect public acceptance of this technology. The research method employed is qualitative descriptive, with data collected through interviews, observations, and document analysis. The findings indicate that although digital services in Padang offer numerous benefits, significant challenges remain in ensuring accessibility for vulnerable groups, including persons with disabilities. This article recommends enhancing accessibility features in e-government applications and implementing policies that support digital inclusiveness across all sectors of society.

Abstract

Pemerintah berkewajiban memberi public service yang berkualitas bagi khalayak. Untuk mewujudkan hal itu, Satpol PP Kabupaten OKU Timur menciptakan inovasi berupa Sistem Pelayanan dan Pengaduan Ketertiban Umum dan Ketentraman Masyarakat (SIP PAKAM) berbasis online. Harapannya dengan SIP PAKAM masyarakat Kabupaten OKU Timur ebih mudah mengakses pelayanan dan melakukan pengaduan. Sehingga Satgas SIP PAKAM dapat segera mengatasi pengaduan masyarakat dengan lebih cepat, tepat dan optimal. Penelitian ini dilakukan untuk menganalisis bagaimana implementasi SIP PAKAM di Satpol PP Kabupaten OKU Timur. Kajian ini memanfaatkan metode kualitatif deskriptif, dan proses penghimpunan data memakai teknik dokumentasi, pengamatan, dan interview. Hasil penelitian menunjukan bahwa implementasi SIP PAKAM telah berjalan dengan baik berdasarkan empat variebel implementasi oleh Edward III seperti komunikasi antar pelakasana SIP PAKAM yang sudah terjalin dengan lancar, adanya sumber daya manusia yang sudah kompeten sesuai bidangnya, sikap implementator terutama Satgas Satpol PP yang melaksanakan tugas dan fungsinya dengan disiplin dan sesuasi SOP serta masyarakat yang sudah mulai banyak mengakses layanan SIP PAKAM. Namun terdapat beberapa hal yang perlu ditingkatkan seperti penyedian sarana prasarana yang lebih lengkap dan sosialisasi mengenai SIP PAKAM yang lebih luas hingga level desa di Kabupaten Kabupaten OKU Timur agar lebih banyak Masyarakat mengetahui dan dapat mengaskes layanan SIP PAKAM.

Abstract

This research discusses Subak as an irrigation system that irrigates rice fields to produce food, especially rice, which is the staple food of the community. Subak is always carried out together with religious ceremonies and has noble values ​​related to the concept of Tri Hita Karana. The Tabanan Regency Government is trying to develop tourism but still maintains the existence of subak by combining these two things into a new tourist attraction. The attraction that can be developed by combining tourism with agriculture is through the concept of ecotourism. One of these government programs is the Subak Lestari program. The findings of problems in the field faced by Subak Celemanik to be developed as an ecotourism area are that tourist attractions with a subak background have not been managed as the main attraction but tend to be as supporting tourism in Kerambitan District, the variety of tourist attractions offered is still small, the lack of subak's ability to provide supporting facilities, land conversion because it is considered property rights, the absence of local tour guides, and the absence of extensive subak marketing. The urgency of this research is carried out considering the massive development of tourism in Bali, resulting in rice fields, especially subak, starting to change function into tourist accommodation. The method used in this study is qualitative using SWOT analysis. The results of this study are that it is necessary to maximize the performance of the Subak management institution in establishing cooperation with the government or related stakeholders, increasing the participation of Subak members in supervising the implementation of customary laws and regulations.

Abstract

The globalized economy has significantly impacted labor migration, with Indonesian migrant workers being a prominent example of this trend. This study explores the effectiveness of recent legislative reforms and technological advancements aimed at improving the protection and management of IMWs. Despite substantial efforts, including the enactment of Law No. 39 of 2004 and Law No. 18 of 2017, and the introduction of digital systems such as SIAPkerja, SISKO P2MI, SIMKIM, and Portal Peduli WNI challenges persist. Complaints from IMWs have continued to rise, highlighting gaps in the current protection framework and the integration of information systems. The study reveals that technology has not yet fully succeeded in streamlining the bureaucratic processes of IMW due to persistent issues such as constant changes in the information system, the continued requirement for uploading government-issued documents during the registration process for IMW, integration problems between systems, such as SIAPkerja, SISKO P2MI, SIMKIM, and Portal Peduli WNI, as well as underutilization of these technologies. This research employs a qualitative approach through document analysis, and in-depth interviews. A sustainable and consistent system is needed to avoid confusing service users. Furthermore, full integration between technology system must be prioritized to create a unified, real-time information flow.

Abstract

The development of AI utilization in the world is progressing very fast. Oxford Insight data in the Government AI Readiness Index 2023, globally Indonesia's index ranking is 42nd out of 193 countries in the world, with a total score of 61.03; and Indonesia is 8th out of 18 East Asian countries. The government (Indonesia) can use AI to transform decision-making into a policy. However, in utilizing AI, the government is still faced with the problem of the legal basis that still uses the Circular Letter of the Minister of Communication and Information Technology Number 9 of 2023 concerning Ethics of Artificial Intelligence, and the National Strategy document for Indonesian Intelligence 2020 - 2045 so that ethical issues need to be addressed. The government's challenge in transforming decision-making will indirectly impact the policy cycle that has been carried out so far. For this reason, a short-term strategy is needed, namely, the government needs to make a policy on the use of AI in the form of a Presidential Regulation. For the long term, the government can establish an Ethics Commission as an ad hoc supervisory institution, which can oversee the use of AI by ethics.

Abstract

This research aims to analyze the digital activism carried out by the Task Force for the Prevention and Handling of Sexual Violence (PPKS Task Force) in addressing the issue of sexual violence in higher education institutions in Indonesia. This study focuses on the preventive and promotive actions implemented through the social media platform Instagram by the PPKS Task Force. This research utilizes a quantitative-based comparative content analysis, and it examines 2,795 posts from 46 universities in Indonesia. The findings highlight several categories of published content, such as information, outreach, collaboration, celebrations, events, and others aimed at raising awareness and public participation in the issue of sexual violence. Furthermore, the study identifies variations in digital interaction patterns between PPKS Task Force and its audience. It indicates significant differences in how messages are conveyed and their impact on Instagram users, particularly the academic community at these universities. This study provides valuable insights into how PPKS Task Force's digital activism can influence the public in efforts to prevent sexual violence in higher education institutions. Additionally, it contributes to the literature on digital activism in Indonesia, particularly concerning sensitive issues like sexual violence.

Abstract

Handling stunting in West Java requires cross-sectoral efforts involving all integrated stakeholders through coordination and consolidation of various programs. Mainly in increasing public awareness, health services, and access to clean environment and sanitation. This research analyzes how networking governance in handling stunting in West Java. The research method used is qualitative in the form of data collection techniques, with direct interviews and documentation studies. As well as analyzing data interactively. Meanwhile, for data validity in this study using source triangulation. The results showed that the role of actors in the network for handling stunting in West Java involved multi-stakeholders as a cross-leadership collaboration. In developing the network, it is necessary to involve the role of government, private partners, academics, and the community in managing their resources, implementing plans with a deliberative approach before decision making.

Abstract

This research examines the effectiveness of fuel self-service at SPBU Pertamina Station Rawa Makmur, Bengkulu City, using bibliometric analysis. Self-service is designed to improve efficiency and customer satisfaction in the refuelling process. Through bibliometric analysis, this research identifies current research trends and evaluation results from studies related to the implementation of self-service technology. Data were obtained from scientific publications, industry reports, and case studies. Results show that self-service implementation can reduce waiting time and increase customer satisfaction, although challenges such as technology adaptation and user training need to be addressed. The findings provide valuable insights for service development in the fuel industry, especially in the local context. This research is expected to guide service improvement strategies in petrol stations and the like. Penelitian ini mengkaji efektivitas layanan self-service bahan bakar di SPBU Stasiun Pertamina Rawa Makmur, Kota Bengkulu, menggunakan analisis bibliometrik. Layanan self-service dirancang untuk meningkatkan efisiensi dan kepuasan pelanggan dalam proses pengisian bahan bakar. Melalui analisis bibliometrik, penelitian ini mengidentifikasi tren penelitian terkini dan hasil evaluasi dari studi-studi terkait implementasi teknologi self-service. Data diperoleh dari publikasi ilmiah, laporan industri, dan studi kasus. Hasil menunjukkan bahwa penerapan self-service dapat mengurangi waktu tunggu dan meningkatkan kepuasan pelanggan, meskipun tantangan seperti adaptasi teknologi dan pelatihan pengTemuan ini memberikan wawasan berharga untuk pengembangan layanan di industri bahan bakar, terutama dalam konteks lokal. Penelitian ini diharapkan dapat memandu strategi peningkatan layanan di SPBU dan sejenisnya.
