Tax Literacy and Leadership Agility: Indigenous Peoples Awareness in Paying Taxes

Over the last ten years, the world has been gripped by rapid, wide ranging changes. The world today is a society that is experiencing and living a new world order, which many today refer to as the “global and digital society”. Rapid advancements in information technology have made territorial boundaries no longer relevant in relations among nations. Today global values can easily permeate the society in remote areas. Consequently, marginalized people, who are often considered to be very far from the center of power, also have access to drivers of global developments. Local population has easy access to information on global politics taking shape in other countries. Meanwhile, local phenomena is easily picked up by international community to become international issues. The most recent issues such as terrorism, human trafficking, cybercrime, are examples of some of the issues that can be regarded as being global and local at the same time. Within the context of the above change, what is the actual position and role of public administration? Based on the general perception of public administration science experts, public policy is often regarded as the product of the interaction among domestic actors such as bureaucrats, politicians, members of business and civil society community who conduct their work based on conventional mechanisms. The reality is that there many international actors who play various roles in public policy process of any given country. Donor agencies (IMF and World Bank), Multi-National Corporations, international non-governmental organizations, regional bloc organizations (ASEAN, AFTA, etc) are institutions that often influence policy in a certain country. To that end, issues and problems which any government face today have changed as well. What problems do governments face today?; which public will influence and be influenced by policy?; what institutional mechanisms can be used to solve social problems that governments face today?; To what extent can local institutions collaborate with global institutions in resolving public problems? The International IAPA Conference will attempt to explore and delve into the above issues in order to enrich extant research on this theme in the realm of public administration science. Studying and Learning Public Administration: Global Perspective Studying and learning public administration needs to be brought into the broader domain, namely in the global context. This global context will open insight into the theory and practice of public administration based on learning from across state-nations. This panel will discuss studying and learning public administration in a global and international context. Ethics and Integrity in the Digital Era The digital revolution has changed the way people live and communicate. It has an influence on various aspects including in public administration study. Beside offers benefits, the digital era has negative excesses that will affect the ethics and integrity in governance. To reduce the negative impact, policy and regulation of the cognitive and affective aspects of the state civil apparatus need to be discussed and created. This panel discusses how ethics and integrity in the digital era. Accountability and Performance in Public Service In governance and particularly in public services, accountability and performance play importance role. With the existence of clear principles of accountability and performance, a better, cheaper, faster and smarter public service could be provided. This panel discusses theory and practice of accountability and performance in public services. Politics, Administration and Governance Relations in Globalized World Public administration can never be released from a broader context, especially in the context of politics and governance. Politics, administration and governance are always inseparable and interrelated. What is the current and future issue of politics, administration and governance relations particularly in the globalized world? This panel will strengthen the understanding and identification of interlinkage between politics and administration to build a more democratic and effective government. Artificial Intelligence (AI) and the Future of Government The development of AI is in line with the objectives of creating a better performance and consistency of government. AI will slowly change the way civil servants do their jobs, from paperwork to IT based work. Artificial intelligence (AI) is more than just technology. AI is the road to public administration transformation. This panel discusses AI and the future of government. Best Practice and Lesson Learned of Public Sector Reform in Asia Public sector reform becomes a necessity and a prerequisite for the success of a development process. It could enhance accountability, capability and improving public services provision. This session will discuss specifically related to the best practice and lesson learned from public sector reform in Asia.

Abstract

Five years have passed since the closure of Sunan Kuning, yet it has left various residual problems that are not only related to moral issues alone but also linked to economic, health, and social structures. This study aims to provide a comprehensive overview of the evaluation of the Sunan Kuning Semarang red-light district closure policy. The policy evaluation model used was the Countenance model by Robert E. Stake (2004), which divided policy evaluation into three stages: (1) antecedent; (2) transactions; and (3) outcome. The approach utilized in this research was qualitative. The author used a purposive sampling technique. Information gathering was conducted through semi-structured, in-depth interviews, as well as interviews with experts. Additionally, information was also gathered through observation, document analysis, and literature review. The analysis technique involved three components: data reduction, data display, and drawing and testing conclusions. From the research results, the researcher concluded that the closure policy of the Sunan Kuning district has not been optimal. As recommendations, several key elements such as the government's political will in executing each policy process. Additionally, recommendations from previous research considerations and aspects of previous policy experiences need to be considered in policymaking.

Abstract

The financial management of the Bakas Traditional Village, especially in the planning process and use of the Regional Revenue and Expenditure Budget (APB) of the Bakas Traditional Village, has been accompanied by the Village's Local Assistance Officer. Even though it has subsided, there are still irregularities in financial management in the Bakas Traditional Village, one of the cases currently occurring, namely the corruption case of the Traditional Village LPD. Based on these problems, it is necessary to evaluate the Local Village Assistance Program in Managing the Bakas Traditional Village Revenue and Expenditure Budget (APB). This research aims to evaluate the implementation of the Village Local Facilitator Program in Managing the Revenue and Expenditure Budget (APB) of the Bakas Traditional Village, as well as finding and formulating the work pattern of the Traditional Village Local Facilitator in Managing the Revenue and Expenditure Budget (APB) of the Bakas Traditional Village. The research method used in this research is a qualitative research method with a descriptive approach. The research results show that the Village Facilitator accompanies every process in the planning, implementation and accountability of the Traditional Village APB. The existence of a Traditional Village Assistant can help in managing the administration of the Bakas Traditional Village regarding planning the use of funds and the Sikuat reporting system.

Abstract

Democratization raises the equal rights of people in utilizing space and environment to improve their welfare. This article gives the idea that a National Strategic Area Spatial Plans can be implemented and can improve community welfare. This can be done through a strategic planning process(Oden, 1999) which consists of: (1) finding and re-understanding what are the main functions and tasks of the organization. (2) analyze the environment outside the organization to further determine the values that are beneficial to the interests of the community. (3) analyze the internal environment of the organization to find out the strengths and weaknesses of the organization in facing changes and developments in the use of space that is currently happening. (4) fulfilling values that are beneficial to the interests of the community in accordance with the capabilities and authority of the organization. Methodology –This article is based on a qualitative research design and using data from in-depth interviews with informants involved in the implementation of national strategic area spatial plans at Puncak Bogor Regency, data updates were carried out from January to June 2024. The results of the study show that there are two things that can support the success to improve community welfare in implemented National Strategic Area Spatial Plans. the Strategic Planning Process can work when supported by the leadership attitude. This leadership attitude support by creating a work atmosphere can develop creative ideas and employee innovations. Secondly, the Strategic Planning Process is successful when supported by an open system organizational structure. Includes only the results obtained by the author(s) of the solution to the problems posed in the study of interest. The presence of diagrams, graphs, and tables illustrating the research.

Abstract

This research examines the readiness of implementation of electronic sertificate issuance services at the Bengkulu Province BPN Regional Office. The urgency of this research lies in the need to address the various problems that arise from the use of analog certificates, such as forgery and land disputes. This research uses a qualitative approach with a case study method, involving in depth interviews, observation, and document analysis. The results show that despite significant efforts in adopting digital technology, there are still challenges related to implementing IT infrastructure, human resource competencies, and system integration. Key recommendations include comprehensive and ongoing training for officers, and improved service system. Implementation of these recommendations is expected to imptove the efficiency and accuracy of electronic certificate issuance as well as strength then public trust in land administration services. Penelitian ini mengkaji Kesiapan Implementasi Layanan Penerbitan Sertifikat Elektronikdi Kantor Wilayah BPN Provinsi Bengkulu. Urgensi penelitian ini terletak pada kebutuhan untuk mengatasi berbagai masalah yang muncul dari penggunaan sertifikat analog, seperti pemalsuan dan sengketa tanah. penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus, melibatkan wawancara mendalam, observasi, dan analisis dokumen. Hasil peneitian menunjukkan bahwa meskipun ada upaya signifikan dalam mengadopsi teknologi digital, tetapi masih terdapat tantangan terkait pengaplikasian infrastruktur IT, kompetensi sumber daya manusia, dan integrasi sistem. Rekomendasi utama meliputi pelatihan komprehensif dan berkelanjutan bagi petugas, serta peningkatan sistem layanan. Implementasi rekomendasi ini diharapkan dapat meningkatkan efisiensi dan akurasi penerbitan sertifikat elektronik, serta memperkuat kepercayaan publik terhadap layanan administrasi pertanahan.

Abstract

Stunting prevention is still one of the main concerns of the Central Government and Regional Governments from time to time, because the stunting prevalence rate in West Java is still above the average stunting prevalence in Indonesia. So then there needs to be innovation and collaboration from various stakeholders to overcome the current stunting problem. This research seeks to analyze solutions in preventing and handling people who are indicated to be stunted with the Collaborative Governance approach, this approach so that it becomes one of the new breakthroughs that can then be adopted and implemented. The research method approach used in this research is qualitative with data collection in the form of interviews and documentation studies. The results of the study show that various actors are involved in handling the problem of stunting in West Java with existing collaboration, starting from building communication with face-to-face dialogue, shared understanding, and commitment to the process.

Abstract

This study raises the topic of the strategy to increase local revenue by the North Bolaang Mongondow Regency Government. Policy decentralization encourages the existence of local governments to be more competitive in strengthening fiscal capacity through efforts to increase Local Revenue which can be used to finance development programs that directly benefit the local commusnity, such as education, health, infrastructure, and social programs. The contribution of PAD in North Bolaang Mongondow Regency from 2016-2020 tends to increase, although in 2018 there was a slight decline but in 2019 to 2020 it increased again. The research method uses a qualitative approach. The data analysis technique used in this study is the SWOT analysis technique with a qualitative approach consisting of Strengths, Weaknesses, Opportunities, Threats. The results of the study show that: 1) The SWOT analysis shows that the strategy to increase Local Revenue (PAD) of Bolaang Mongondow Regency is in quadrant I with an emphasis on the Progressive Strategy or better known as the ST Strategy; 2) The results of the QSPM analysis show that the TAS figure for external strategic factors of 4.53 is smaller than the TAS figure for internal strategic factors of 4.56; 3) The institutional/organizational aspect of managing local revenue (PAD) has implemented an employee placement system based on expertise in carrying out their main tasks and functions in each field; 4) The Governance Aspect, electronic transactions have a significant positive impact on local revenue by increasing tax compliance, administrative efficiency, and diversification of revenue sources; 5) The Personnel Aspect, shows that education and training programs related to regional financial management are in line with those carried out by the BPKD of North Bolaang Mongondow Regency by involving its employees in functional and managerial training as well as financial training at the central and regional levels.

Abstract

Pelayanan publik yang diselenggarakan oleh pemerintah mencakup pelayanan masyarakat dan pelayanan administrasi, keduanya beriringan dalam mewujudkan kinerja pelayanan yang baik (good performance) dalam pemerintahan. Efektivitas kinerja pegawai dalam melaksanakan pelayanan publik dengan kualitas yang baik diharapkan mampu untuk menjamin percepatan, kelancaran, pelayanan terhadap masyarakat baik dan tepat. Sebagai sebuah organisasi administratif yang hidup dan melayani masyarakat yang penuh dinamika, tentunya akan banyak mengalami masalah. Tujuan dari penelitian ini yaitu menguji dan menganalisis serta untuk mengetahui apa saja faktor pendukung dan penghambat efektivitas kinerja pegawai. Dalam penelitian ini, penulis menggunakan pendekatan kualitatif deskriptif. Fokus penelitian ini yaitu untuk menganalisa efektivitas kinerja pegawai pada pelayanan administrasi di Kecamatan Ilir Satu Palembang. Pada penelitian ini, penulis melakukan pengumpulan data dari lapangan dengan observasi, wawancara dan dokumentasi untuk mendapatkan data dan informasi yang valid. Hasil dari penelitian ini dapat disimpulkan pada layanan yang diberikan oleh pegawai di Kecamatan Ilir Timur Satu masih belum optimal, dikarenakan kurangnya sarana dan prasarana yang tidak memadai sehingga sulit menyelesaikan pekerjaan yang baik dan cepat. Saran dari penulis agar pemerintah memberikan kualitas terhadap pelayanan publik dengan menyediakan sarana dan prasarana untuk mendukung pelayanan pada masyarakat berjalan dengan lancar.

Abstract

The higher education role is evolving from focusing on teaching, research, and innovation to becoming a key player in shaping and influencing the entrepreneurial ecosystem. This article used the systematic literature review (SLR) method to investigate how entrepreneurial universities can encourage collaboration across sectors to drive socio-economic growth. Based on the results of identification, screening and eligibility checking of 1375 documents, 30 articles discussing entrepreneurial universities and collaboration were examined. The collaborations are driven by addressing societal issues, fostering innovation, developing commercial potential, and gaining access to funding or subsidy programs, with the role of universities strengthened by regulations on ownership of intellectual property and distribution of royalties to inventors. Collaboration is also related to the university's ability to encourage innovation and connect it with the market and the institutional framework. In addition, entrepreneurship training, apart from being closely linked to applied research, encourages academics to turn their business plans into start-up ventures. In this context, government institutions have a passive role in collaboration. Thus, to enhance a sustainable and impactful entrepreneurial ecosystem, policymakers are urged to foster an entrepreneurial and innovative culture, create conducive environments for start-up and MSME growth, and encourage active collaboration and contributions from all stakeholders.

Abstract

A smart city is a comprehensive urban planning model that seeks to address challenges from multiple perspectives and mitigate risks to the well-being of the community. It is evident that the concept of welfare has implications for the happiness of the community. A happy community is an indicator of the success of the local government in achieving its development goals. The concept of happiness is not solely contingent upon material success; rather, it is also dependent upon the interpretation of the process and outcomes of development as beneficial for all stakeholders, including the state, government, society, and external policy makers. This study employs a qualitative method with a case study approach. The findings of this study indicate that the practice of a smart city has been implemented in various forms and has had an impact on the community in Madiun City. This progress is evidenced by advancements in a multitude of development sectors, including social, economic, environmental, technological, and other forms of development. The findings of this study indicate that the government of Madiun City has successfully implemented a smart city initiative, resulting in a range of positive impacts on the community. It is important to note, however, that strengthening leadership and governance is a crucial step, given the reality that changes in leadership often result in shifts in policy direction. Furthermore, establishing a comprehensive legal framework to oversee the smart city program is essential, given that, currently, only a mayor's regulation exists in Madiun City, serving as the sole basis for policy.
