Abstract

Human smuggling is a form of transnational crime involving individuals or groups to facilitate the movement of illegal immigrants across national borders, either in an organized or unorganized manner. Immigrants who are often victims of armed conflict or war use land and sea routes to seek protection in their destination countries. The Strait of Malacca as one of the most important international shipping lanes in the world is an area that is vulnerable to being used as a route for human smuggling. Koarmada I has a strategic role in maintaining the security of the Strait of Malacca, especially in combating human smuggling. The strategies used include deploying troops at sea, coordinated patrols with neighbouring countries, and Indonesian Navy diplomacy. Obstacles in implementing this strategy include the very large operational area, limited intelligence information, and the absence of special standard operating procedures for handling illegal immigrants at sea. This study uses a qualitative methodology with the Nvivo application with the aim of analysing the strategy for handling human smuggling in the Strait of Malacca implemented by Koarmada I. The results of the study are expected to provide relevant recommendations for the development of more effective strategies in efforts to maintain national security. This approach is also expected to improve cooperation between the Indonesian Navy and relevant stakeholders to face the challenges of human smuggling in the Malacca Strait region.

Abstract

This study analyzes the performance of Commitment Making Officers (PPK) through competence and motivation in the use of the Agency-Level Financial Application System (SAKTI) at the Indonesian Navy Headquarters. In the implementation of the budget and management of state finances, PPK plays a strategic role in ensuring efficiency, transparency, and accountability in the procurement of goods and services. PPK performance is often influenced by the level of competence and motivation they have. PPK competence not only includes regulatory knowledge, but also technical and managerial skills. High motivation is also an important factor in driving optimal performance. This study uses a combination of quantitative and qualitative methods with sequential explanatory. Through questionnaires and interviews, data from 26 PPKs in the Navy Headquarters environment were processed using SPSS and NVivo. The results of the analysis show that PPK competence and motivation have a significant influence on performance in the use of SAKTI. Based on these results, recommendations in the form of increasing performance-based training, mentoring, and awards are proposed to improve the effectiveness of SAKTI use and PPK performance.

Abstract

This study examines the impact of digital accounting usage on the performance of SMEs participating in the e-peken platform in Surabaya, with accounting information quality as a mediating variable. Using a quantitative method with SEM-PLS analysis, this research involved 350 SMEs as respondents. The results show that digital accounting usage positively influences accounting information quality, and accounting information quality positively affects SME performance. However, digital accounting usage does not directly influence SME performance. Accounting information quality is proven to mediate the relationship between digital accounting usage and SME performance. These findings highlight the importance of focusing on improving accounting information quality in digital technology adoption to enhance SME performance. The implications of this research include recommendations for developing comprehensive training programs and policies that support digital accounting adoption and improve financial literacy among SMEs.

Abstract

Sustainable toll road development is not only related to environmentally friendly infrastructure and economic benefits but also to public acceptance of environmental issues. However, previous studies indicate that the quality of Green Toll Road services can increase the interest of toll road users through campaigns that support the environment. This study aims to analyze various aspects of sustainable toll roads in-depth, focusing on the management of environmentally friendly services and facilities. In this study, a qualitative method with a survey approach was applied by taking samples from toll road users through incidental quota sampling techniques. Service management indicators include travel satisfaction, road conditions, road infrastructure, and equipment, use of road space, and traffic management related to environmentally friendly facilities. The results obtained from toll road users indicate that ecologically friendly facilities including travel satisfaction, road conditions, road infrastructure and equipment, and traffic management have been met. However, there was a lack of standards among toll road managers, considering that toll road operators are not under the same management. The recommendation from this study is the application of consistent standards for toll road managers related to environmentally friendly aspects.

Abstract

Currently, the role of digital business has become an important part and even a major factor in maintaining business continuity. Businesses that cannot adapt to this trend are at risk of stagnation or even decline, including traditional businesses. Traditional business is a model that relies on old methods, such as direct consumer sales. This study uses a qualitative method with a data triangulation approach to evaluate the extent to which MSMEs in Batu Malang adapt to digital business innovations to maintain their business continuity. The results of the study indicate that MSMEs must immediately make improvements to support their businesses. One way is to utilize digital business, such as marketing through online platforms such as social media. In addition, monitoring social media related to trends and the needs of consumers and tourists is also needed so that businesses can meet customer desires. Other aspects are innovation, digitalization, and ease in the payment process. This finding is also supported by the fact that the trend of cashless transactions has become a new habit.

Abstract

Currently, climate change is a major focus in various industrial sectors, including tourism. Significant climate change has caused changes in tourist behavior, from changes in visiting times to choosing tourist destinations. If the tourism industry does not consider the impacts of climate change, this can affect marketing strategies and regional development, especially when climate change occurs. The Integrated Tourism Master Plan (ITMP), prepared by the World Bank in 2018, provides recommendations on various aspects of tourism development, including mitigating the impacts of climate change. This study uses a qualitative method with a Systematic Literature Review approach. The sample used is a masterplan document from the local government. The results of the study show that although the ITMP issued by the World Bank contains guidelines for climate change mitigation in the tourism sector, the guidelines have not been fully implemented or adapted in the regional master plan. However, the regional masterplan document has shown attention to climate change. Improvement and implementation of the master plan for climate change mitigation are needed. The recommendations given are to adopt aspects of tourism development related to climate change prevention and to prepare relevant implementing regulations.

Abstract

Outcomes-Based Education (OBE) has been increasingly adopted in Indonesian higher education institutions, reflecting a global trend toward competency-based learning approaches. This article explores the implementation of OBE in Indonesian universities, focusing on how it empowers students to develop essential competencies such as critical thinking, problem-solving, communication, and collaboration. Using a qualitative descriptive method, the study combines literature review, observations, and interviews with key stakeholders, including educators, administrators, and curriculum developers. The findings suggest that OBE enhances student learning outcomes, but challenges such as limited faculty training, inadequate infrastructure, and institutional resistance persist. The research highlights the need for targeted professional development for educators, greater institutional commitment, and alignment of curricula with OBE principles to fully realize the potential of this approach. This study provides practical recommendations for policymakers, administrators, and educators to strengthen the adoption and effectiveness of OBE in Indonesia. The insights gained from this research contribute to ongoing discussions about improving the quality of education in Indonesia through student-centered pedagogies.

Abstract

This study examines the impact of Outcome-Based Education (OBE) on fostering creativity and innovation among lecturers in higher education, focusing on curriculum design, teaching methods, and assessment practices. Through a qualitative descriptive approach, including key informant interviews, observations at a university in Tangerang, and literature review, this research explores lecturers' experiences and challenges in adapting to an outcome-oriented educational model. The findings reveal that OBE encourages lecturers to develop more engaging and practical curricula, allowing them to integrate creative and student-centered teaching methods. It also supports the implementation of innovative assessment techniques, including project-based and collaborative evaluations, which provide a more comprehensive understanding of students' abilities. Despite these benefits, lecturers face challenges related to time management, resource constraints, and the need for professional development, highlighting the importance of institutional support and a collaborative culture in successful OBE implementation. This study contributes to existing literature by providing insights into the specific conditions necessary for OBE success and implications for policy and practice in higher education, suggesting pathways for future research to expand OBE's adaptability and effectiveness.

Abstract

Abstract - This study aims to systematically review the literature on how transformational leadership can improve school performance, as well as identify the factors that play a role in the effectiveness of such leadership in the educational environment. Using a systematic literature review (SLR) of empirical articles from leading journals in the past five years, the study filtered and encoded key findings to understand the influence of transformational leadership. The findings show that transformational leadership significantly improves school performance through teacher motivation, collaborative culture development, and increased staff commitment. Trust, collegial support, and the school climate often mediate these effects. The main limitation of this study is that the scope of the data is limited by periods and geographical regions, which may affect the generalization of the findings. Further research is recommended to explore the long-term impact and integrate cross-cultural perspectives. These results guide school leaders and policymakers in developing effective leadership strategies to improve performance.
