Abstract

Animal food that is suitable for consumption must be safe, nutritious, contamination-free, and halal. Squid (Loligo sp) is a carnivorous animal that is widely found in Langgula Village, Batudaa Pantai District, Gorontalo Regency and is a leading commodity with an average catch of 450 kg/month or 15 kg/day. One of the threats to the quality of squid is the pollution of the heavy metal cadmium (Cd) which is toxic, cannot be degraded naturally, and easily accumulates in marine organisms, thus potentially endangering human health and ecosystems through the processes of bioconcentration, bioaccumulation, and biomagnification. This study aims to identify the heavy metal content of cadmium (Cd) accumulated in squid (Loligo sp) in Langgula Village, Batudaa Pantai District, Gorontalo Regency. The type of research used is quantitative research using a descriptive approach method aimed at describing the content of Cd in squid. Samples were obtained from four collection points. The analysis of the content of Cd used the Atomic Absorption Spectrophotometry (AAS) method. The results showed that the heavy metal content of cadmium (Cd) contained in squid (Loligo sp) at point 1 was 0.182 mg/kg, at point 2 as much as 0.114 mg/kg, at point 3 as much as 0.278 mg/kg, and at point 4 as much as 0.385 mg/kg. These results show that the heavy metal content of cadmium (Cd) in squid (Loligo sp) exceeds the quality standard according to the Food and Drug Control Agency of the Republic of Indonesia (BPOM) Number 23 of 2017, which is 0.10 mg/kg, so it is not safe for consumption. The results of the research are expected to be considered for local governments and communities in managing fishery resources, preventing pollution, and educating the public about the dangers of heavy metals to health and can use natural ingredients to reduce the Cd content in squid before processing.

Abstract

Acute Respiratory Infection (ARI) is still a public health problem that is often found in coastal areas, including in the work area of the Belawan Branch Health Center, Medan City. Characteristics of the coastal environment such as air quality influenced by port activities, settlement density, housing conditions, high air humidity, and environmental sanitation are suspected to play a role in the increase in ISPA incidents. This study aims to describe the distribution of ISPA incidence based on coastal environmental factors in the work area of the Belawan Branch Health Center. This study uses a quantitative approach with a descriptive analysis method. The research sample amounted to 100 respondents who were selected using accidental sampling techniques. Data collection was carried out through interviews using structured questionnaires and observation of the environmental conditions of the respondents' residences. The variables studied include environmental air quality, settlement density, house ventilation, environmental humidity, and environmental sanitation. The data is analyzed descriptively and presented in the form of frequency and percentage distributions. The results showed that the proportion of ISPA incidence was higher in respondents living in environments with poor air quality, dense settlements, unqualified home ventilation, high environmental humidity levels, and poor environmental sanitation. This condition reflects the important role of coastal environmental factors in the incidence of ISPA in the research area. The conclusion of this study shows that coastal environmental factors contribute to the high incidence of ISPA in the work area of the Belawan Branch Health Center. Therefore, efforts to prevent ISPA need to be focused on improving environmental conditions and strengthening promotive and preventive activities at the primary health service level.

Abstract

The 2025 amendment to the Law on the Indonesian National Armed Forces (TNI Law) represents a significant phase in the evolution of civil–military relations in Indonesia, particularly with regard to the regulation of military involvement in civilian affairs. This article aims to examine the implications of the amended TNI Law for the principles of constitutional supremacy and civilian supremacy within the framework of a democratic state governed by the rule of law. The analysis primarily focuses on provisions concerning the appointment of active-duty military personnel to certain civilian positions and their compatibility with the principle of functional separation between the military domain and civilian governance. This study employs a normative juridical method, utilizing statutory and conceptual approaches, combined with qualitative analysis of legal norms, constitutional doctrines, and scholarly perspectives drawn from national academic journals The findings indicate that while the amendment seeks to normatively adapt the role of the TNI to contemporary security challenges, it simultaneously raises constitutional concerns regarding potential overlaps between civilian and military functions. Although the legislature emphasizes the existence of limitations and civilian oversight mechanisms, the provisions governing civilian positions accessible to active military personnel remain sufficiently broad to allow varied interpretations in practice. Such conditions may generate tension between the demands of national defense effectiveness and the principle of constitutional supremacy, which requires the military to operate under democratic civilian control. Accordingly, the amendment to the TNI Law must be critically assessed to ensure that it does not undermine the security sector reform paradigm established in the post-Reformasi era. This article underscores the importance of normative clarity, strengthened oversight mechanisms, and consistent legal implementation to ensure that military involvement in civilian affairs remains aligned with constitutional mandates and the principles of the rule of law.

Abstract

Based on the results of the analysis, this study found that the level of transparency in local government performance reporting in Indonesia is generally high and relatively uniform across regions, although the Government Agency Performance Accountability System (SAKIP) scores show significant variation and the average is still low. However, the relationship between the implementation of SAKIP and the level of transparency proved to be very weak and not statistically significant, so that the existence of SAKIP does not directly guarantee public information disclosure. These findings indicate that although SAKIP is designed as a comprehensive performance accountability system, its effectiveness is highly dependent on non-technical supporting factors such as human resource capacity, information technology infrastructure readiness, the commitment of regional leaders, a work culture that places accountability as a core value, and integration with public information disclosure mechanisms. In other words, high transparency tends to be influenced more by national regulations and the digitization of reporting that enforces standardization, rather than solely by the quality of SAKIP implementation. This is in line with information system theory, which emphasizes the importance of alignment between technology, processes, and people in producing information that is relevant, accurate, and accessible to the public. Therefore, optimizing SAKIP to support transparency requires a holistic approach that combines technical improvements with institutional capacity building and leadership commitment.
