Abstract

This study aims to analyze the strategy of the General Election Supervisory Agency of BAWASLU Lahat Regency in preventing violations at the ballot counting stage in the 2024 DPRD Election. The focus of the research is directed to identify forms of violations that have the potential to occur and evaluate the effectiveness of prevention strategies implemented by Bawaslu, in order to ensure the integrity and transparency of election results. The method used in this study is a qualitative method with a phenomenological approach. The data collection technique was carried out through observation, in-depth interviews with the Lahat Regency Bawaslu, and documentation. This study also uses the Miles and Huberman model data analysis techniques consisting of data reduction, data presentation, and conclusion drawn. The results of the study show that the Lahat Regency Bawaslu has implemented various violation prevention strategies, such as surveillance patrols, community involvement through socialization and public participation, as well as the use of information technology such as the Siwaslu and Sirekap applications. However, several obstacles are still found, including limited human resources, uneven public awareness, and technical obstacles in the operation of digital systems. The evaluation of the strategy shows the need for improvement in inter-agency coordination and strengthening the capacity of field supervisory officers. In conclusion, the prevention strategy carried out by Bawaslu is quite effective but still needs strengthening, especially in terms of officer training, optimization of supervision technology, and increasing public awareness. This study suggests that Bawaslu improve the quality of socialization and political education to the public, strengthen coordination with law enforcement officials, and continue to develop a technology-based supervision system so that the implementation of elections can take place in an honest, fair, and transparent manner.

Abstract

Chronic Kidney Failure is a health problem that requires patients to undergo long-term therapy, namely hemodialysis. Fatigue is the main complaint of hemodialysis patients that is subjective, affects the quality of life, and often has not been handled optimally in the Hemodialysis Unit of Prof. Dr. H. Aloei Saboe Hospital. Therefore, intradialytic exercise in the form of light physical exercise as a non-pharmacological intervention is believed to be able to overcome the fatigue problem . This study aims to analyze the effect of intradialytic exercise on reducing fatigue levels in chronic kidney failure patients undergoing hemodialysis at Prof. Dr. H. Aloei Saboe Hospital. The design of this study uses a quasi experiment with a pre-test and post-test control group design approach. The study population is all chronic kidney failure patients undergoing routine hemodialysis at Prof. Dr. H. Aloei Saboe Hospital, totaling 60 patients. The sample was taken using the purposive sampling technique with 40 respondents who met the inclusion criteria, which were then divided into 20 intervention group respondents and 20 control group respondents. The fatigue level was measured using the Indonesian version of the FACIT-Fatigue scale instrument. Data analysis was conducted using an independent sample t-test. The results of the study found that the p-value = 0.000 (<0.05), so it can be concluded that there is a very significant difference in the effect on reducing fatigue levels between the intervention group that received intradialytic exercise and the control group that only received routine care. This is because intradialytic exercise can increase blood flow to the muscles which optimizes the cleansing of uremic toxin and increases energy metabolism, thereby effectively reducing the patient's fatigue level during hemodialysis.

Abstract

Private deeds constitute one of the written evidentiary instruments frequently utilized in Indonesian civil litigation, particularly in disputes arising from contractual relationships and private legal engagements. This study aims to examine the legal standing of private deeds within the civil evidentiary system by emphasizing both formal validity and substantive validity, as well as their implications in judicial proof. The analysis focuses on the normative regulation of private deeds under the Indonesian Civil Code, doctrines of civil evidence law, and scholarly perspectives developed in national legal journals. This research employs a normative juridical method using statutory and conceptual approaches. Data were collected through library research, encompassing legislation, legal textbooks, and relevant academic journal articles addressing private deeds and their evidentiary force. The data were analyzed qualitatively to assess the coherence between positive legal norms and their application in judicial practice. The findings indicate that private deeds possess a relative evidentiary value, which depends on the fulfillment of formal requirements, namely written form and the signatures of the parties, as well as substantive requirements relating to the authenticity and legality of the content. When both the signature and the substance of the deed are acknowledged by the interested parties, a private deed may function as strong evidence before the court. Conversely, when denial or dispute arises, such a deed requires corroboration by other forms of evidence to strengthen its probative value. Accordingly, formal and substantive validity play a decisive role in determining the effectiveness of private deeds in civil evidentiary proceedings.

Abstract

The rapid growth of the Islamic business sector in Indonesia necessitates dispute resolution mechanisms that are not only legally sound but also aligned with the principles of Islamic law. Sharia arbitration emerges as an alternative dispute resolution outside the court system, offering a more flexible, efficient, and substantively just process. A key institution in the implementation of sharia arbitration in Indonesia is the National Sharia Arbitration Board, which resolves disputes based on the parties’ agreements while adhering to Islamic values. This study aims to examine the effectiveness of sharia arbitration in resolving Islamic business disputes, focusing on its legal foundation, cost and time efficiency, parties’ satisfaction, and implementation challenges. The research employs a qualitative method, specifically library research, through a review of legislation, national scholarly journals, and relevant literature on arbitration and Islamic finance. The findings indicate that sharia arbitration is generally effective in resolving Islamic business disputes, particularly due to its straightforward procedures, relatively short resolution period, and ability to maintain harmonious business relationships. However, several obstacles persist, including limited public understanding of sharia arbitration, a shortage of arbitrators with specialized expertise in Islamic finance, and challenges in the enforcement of arbitration awards. To enhance its effectiveness, institutional strengthening, broader socialization, and human resource development are essential to optimize the role of sharia arbitration in Indonesia’s Islamic business sector.

Abstract

The neutrality of the State Civil Apparatus in local democratic contests, particularly Regional Head Elections, constitutes a fundamental principle for the realization of a clean, professional, and democratic system of governance. As an integral component of the state apparatus, ASN plays a strategic role in public administration and service delivery, thereby requiring impartiality and freedom from practical political interests. Nevertheless, empirical realities indicate that violations of ASN neutrality during Pilkada remain prevalent, manifesting in both direct and indirect political involvement, misuse of state resources, and administrative actions that favor certain candidate pairs. This condition reflects a persistent gap between normative legal frameworks and their practical implementation. This article aims to examine the challenges surrounding ASN neutrality in Pilkada by analyzing regulatory arrangements, implementation practices, and supervisory mechanisms from a constitutional law perspective. Employing a normative juridical approach, this study reviews statutory regulations, legal doctrines, and findings from relevant national scholarly journals. The analysis reveals that although the legal framework governing ASN neutrality is relatively comprehensive, the effectiveness of law enforcement and oversight mechanisms continues to face significant obstacles. These include weak inter-institutional coordination among supervisory bodies, political pressures exerted on the bureaucracy, and a limited level of legal awareness among certain segments of ASN. From the standpoint of constitutional law, breaches of ASN neutrality have serious implications for the quality of democracy, the realization of good governance principles, and the legitimacy of local governments produced through Pilkada. Therefore, strengthening legal policies, enhancing supervisory capacity, and reinforcing bureaucratic ethics development are essential measures to ensure the consistent enforcement of ASN neutrality in every local democratic process.

Abstract

This study aims to determine the views of employees on the use of the Electronic Government Performance Accountability System (e-SAKIP) application in the preparation of the Government Performance Accountability Report (LAKIP) at the Housing and Settlement Agency (Disperkim) of Palu City. This study uses a descriptive qualitative approach with a case study method. Data were collected through in-depth interviews with employees directly involved in the input and management of the e-SAKIP application. The results of the study indicate that the e-SAKIP application facilitates the visualization of budget realization and performance achievement data, as well as simplifies access to planning and reporting documents. However, the implementation of this application still faces several challenges, such as input errors, the absence of written guidelines, the lack of certified training, and the complexity of the system, which makes it difficult for new employees. Additionally, e-SAKIP has not fully replaced the manual system because the preparation of the LAKIP is still done outside the application. Therefore, e-SAKIP is viewed as a useful reporting tool but still requires improvements to be more effective in supporting the accountability of government agency performance

Abstract

This research presents a study on the implementation of digital learning media, specifically the use of Google Chromebook, in the Islamic Religious Education (PAI) subject at SDN 205 Macanre, Soppeng Regency. The research focuses on two core aspects: (1) the use of Google Chromebook as a learning medium and (2) students' learning interest. A qualitative approach with a case study method was employed in this research. Data were collected through observation, in-depth interviews, and documentation, and analyzed using content analysis techniques. A theological approach was also utilized to examine how the implementation of Google Chromebook aligns with the pedagogical goals of Islamic education in the studied context. The findings indicate that the integration of Google Chromebook into PAI learning contributes positively to the effectiveness of the teaching and learning process, particularly in terms of increasing students' motivation, participation, and comprehension of Islamic values. Nevertheless, the success of this implementation is largely dependent on systemic readiness, teacher digital competence, and continuous institutional support in developing an inclusive and sustainable digital learning ecosystem. Furthermore, students' interest in learning PAI is significantly influenced by innovative, interactive, and personally relevant teaching approaches. When students perceive that the learning content is engaging, meaningful, and compatible with their learning styles, their intrinsic motivation and interest naturally increase.
