Abstract

This study aims to examine and analyse the existence of Woloara customary land law and to examine and analyse the use and utilisation of land by the Woloara indigenous community based on Woloara customary land law. This study is an empirical legal study using three approaches, namely the legislation approach, legal sociology, and legal history. Based on the research conducted, it is known that Woloara customary land law contains important elements, namely commands, permissions, prohibitions, and sanctions, which are also closely related to respect for Embu Mamo (ancestors) and Nggae (God). In the context of this study, the indicators used to analyse the existence of customary land law, particularly among the Woloara indigenous community, are divided into three main aspects, namely: objects, values, and sustainability. Woloara customary land law is still valid and exists in community life, particularly in the use and utilisation of land. This is marked by the permissions, commands, prohibitions, and sanctions created by the Embu Mamo in ancient times, which are still recognised, obeyed, and enforced in community life. This is also evident from the continued use of the same objects, values that are generally unchanged, and sustainability that has shown that elements of customary land law continue to be applied in land use and utilisation activities. Furthermore, based on the results of the study, it is known that customary land law serves as a guideline in the implementation of land use and utilisation, which results in various types of land use and utilisation, namely land use and utilisation based on subject, land use and utilisation based on land type, land use and utilisation based on area function, land use and utilisation based on type of activity, and land use and utilisation based on social status.

Abstract

The Constitutional Court of Indonesia holds the authority to conduct a formal judicial review to ensure that the legislative process complies with the 1945 Constitution. However, legal certainty in this mechanism remains problematic due to inconsistent rulings, unclear time limits for filing, and complex implications of law annulment. These issues highlight the urgent need to re-examine the effectiveness of formal judicial review as a constitutional safeguard. This research employs a normative juridical method, combining statutory, conceptual, and case approaches. Legal materials are drawn from the 1945 Constitution, the Constitutional Court Law, Constitutional Court Regulations, and relevant rulings, supported by scholarly opinions. The study specifically analyzes three landmark cases: Decision No. 27/PUU-VII/2009, Decision No. 79/PUU-XX/2022, and Decision No. 91/PUU-XVIII/2020, to explore the dimensions of inconsistency, procedural deadlines, and the effects of annulment. The findings indicate that the Constitutional Court has not established consistent jurisprudence regarding the admissibility of petitions, particularly in relation to time frames and procedural defects. Furthermore, the adoption of the “conditionally unconstitutional” model in annulling laws creates legal uncertainty for governance and law enforcement. The study concludes that clearer legal frameworks and consistent jurisprudence are essential to strengthen legal certainty in formal judicial review in Indonesia.

Abstract

This study addresses the increasing prevalence of negative user reviews for the MyBluebird ride-hailing application, focusing on the identification and classification of the main causes of one-star ratings. The research aims to compare the effectiveness of Support Vector Machine, Random Forest, and Naïve Bayes algorithms in classifying user complaints. Employing a quantitative experimental approach, the study utilizes a dataset of 1,399 one-star reviews collected purposively from Google Play Store. Data preprocessing includes cleaning, tokenization, and feature extraction using TF-IDF. The classification models are evaluated using accuracy, precision, recall, and F1-score metrics. Results indicate that Random Forest achieves the highest accuracy (90%), outperforming the other algorithms, with bugs/errors as the most frequent complaint, followed by driver performance, other issues, and price. The study concludes that machine learning-based classification can effectively map user dissatisfaction, though data imbalance remains a limitation. Future research should apply data balancing techniques and expand the dataset for broader generalization. Practical implications suggest that developers can utilize automated classification to improve service quality and address user needs more efficient.

Abstract

This study investigates the effect of the National Nutrition Agency's Instagram account credibility on public awareness of the Free Nutritious Meal Program, mediated by perceived usefulness and digital literacy. Employing a quantitative associative causal design, data were collected from 384 Generation Z and millennial Instagram users in Indonesia using purposive sampling. The research instrument was a structured questionnaire with a 6-point Likert scale, and data were analyzed using Generalized Structured Component Analysis (GESCA). Results show that account credibility significantly increases public awareness, with perceived usefulness acting as the main mediator and digital literacy as a borderline mediator. The findings highlight that useful content and audience digital skills are crucial for effective digital health communication. In conclusion, credible government social media, relevant content, and improved digital literacy are essential for enhancing public awareness and participation in strategic health programs.

Abstract

This study aims to describe the implementation process of the Cultural Saturday Literacy Movement (Gerakan Literasi Sabtu Budaya / GLSB) in shaping students’ social character at SD Negeri 1 Waringin. A qualitative approach with a case study method was employed. Data were collected through in-depth interviews, participatory observations, and documentation involving the principal, teachers, students, and parents. Data were analyzed using the interactive model of Miles and Huberman, encompassing data reduction, data display, and conclusion drawing. The findings reveal that the implementation of GLSB is systematically carried out through three main stages: planning, implementation, and evaluation. Literacy activities integrated with local arts and culture foster students’ active participation and strengthen social character values such as cooperation, discipline, responsibility, tolerance, empathy, and care for others. The success of the program is supported by strong collaboration among the school, teachers, parents, and the community. Meanwhile, its challenges include limited facilities, time constraints, and varying levels of teacher competence in integrating cultural values into the learning process.

Abstract

The cost of inpatient hospital services is an important factor in the financial sustainability of health facilities. The ever-increasing cost of hospitalization poses a challenge to hospitals' financial sustainability, especially since the discrepancy between INA-CBG rates and actual costs often causes financial problems. This can reduce operational efficiency and service quality, particularly for vulnerable communities. This study to analyze the evaluation of the coverage of hospital care costs and financial sustainability. The methods A systematic review was conducted based on the PRISMA 2020 guidelines. Data were obtained from two main databases: Google Scholar and Garuda. A total of thirteen research articles met the inclusion criteria (articles from 2019–2024 that used the activity-based costing approach and were relevant to inpatient service rates). Quality assessment was conducted using the Newcastle-Ottawa Scale and internal validation questions. The results show that the ABC method provides a more accurate estimation of inpatient costs than the conventional method. There was a significant difference between the actual hospital rates and the ABC calculation results in the form of both under- and over-costing. Five studies showed lower rates than actual costs, while three studies showed higher rates. Conclusion: The application of ABC method is important for cost efficiency, fair tariff setting, and hospital financial stability and supports tariff negotiations with payers such as INA-CBGs.

Abstract

This study explores the influence of food quality and perceived price on revisit intention within the context of Khoe Pek Goan Bloemenstad Café in Bandung. As the culinary industry in Bandung becomes increasingly competitive, understanding the key determinants of customer loyalty is crucial for sustaining business growth. Employing a descriptive quantitative approach, the research gathers insights from café patrons through structured online questionnaires and analyzes the data using structural equation modeling. The findings reveal that both food quality and perceived price play significant roles in shaping customers’ intention to return. The study highlights the importance of delivering consistent taste, freshness, and visually appealing presentation, alongside pricing strategies that reflect perceived value. A distinguishing feature of this research is its integration of customer loyalty theory with real-world operational insights, including menu engineering practices. The results offer practical implications for café managers seeking to enhance customer retention, while also contributing to academic discourse on consumer behavior in the food and beverage sector.

Abstract

The Supervisory Leadership Training (Pelatihan Kepemimpinan Pengawas or PKP) is a managerial competence development program for Indonesia’s civil servants (ASN), aimed at enhancing leadership quality and organizational performance in the public sector. This cross sectional study was conducted descriptively to assesses the perceptions of 2023 PKP alumni regarding the usefulness of the training and its impact on their competencies and the application of leadership values in the workplace. The study employs a conceptual framework combining Systems Theory (Input-Process-Output) and the Health Belief Model (HBM). Data were collected from 21 respondents (70% of the population) via an online questionnaire and analyzed using descriptive quantitative methods. Results indicate that 86% of respondents had a positive perception of the training, particularly in reinforcing ethics and integrity, creative thinking, and public service communication. However, 76.19% felt that the training did not fully address their specific work-related competency needs, citing the need for additional technical skills, benchmarking opportunities, and more supportive institutional systems. Topics such as Organizational Diagnosis, Budget Planning (RKA), and Supervisory Management were reported as difficult to implement due to misalignment with field conditions and limited organizational support. One respondent (3.3%) explicitly stated that the training outcomes were incompatible with their unit’s work system. These findings underscore the need to strengthen training design based on real needs (Training Needs Analysis), enhance learning methods through mentoring and hands-on practice, and provide post-training support to ensure effective transfer of learning. The evaluation offers concrete recommendations to improve training policy, including the development of adaptive materials, implementation of hybrid learning models, and increased participation in data-driven evaluations

Abstract

This study aims to explore the urgency of character education in the Industrial Revolution 4.0 era, characterized by the rapid development of digital technologies such as artificial intelligence, the Internet of Things (IoT), and big data. These changes provide significant opportunities for educational innovation, but also give rise to new challenges, such as the degradation of students' character and the dominance of technical skills over moral values. Using a qualitative approach using literature study methods, this study analyzes theories, concepts, and research findings related to character education in the global and Indonesian contexts. The results show that character education is a key element in preparing the younger generation to face the social and ethical challenges presented by technology. Integrating values ​​such as honesty, responsibility, empathy, and digital ethics into the curriculum is crucial for shaping individuals who are not only technically skilled but also possess a solid moral foundation. Character education acts as a moral bulwark that helps students overcome the negative impacts of technology, such as digital addiction and data misuse. In conclusion, character education should not be merely an addition to the curriculum, but must become a central pillar in shaping a generation ready to compete globally while upholding noble values. In the face of rapid change, character education must be strategically designed to strengthen individual moral identity and promote social harmony in the digital era.

Abstract

Matematika ekonomi berperan penting dalam menjelaskan hubungan kuantitatif antara berbagai variabel ekonomi seperti permintaan, penawaran, dan harga. Persamaan linear merupakan konsep matematis fundamental yang banyak digunakan dalam analisis ekonomi untuk menggambarkan hubungan proporsional antara variabel ekonomi dan menganalisis keseimbangan pasar secara sistematis. Penelitian ini bertujuan mengkaji penerapan persamaan linear dalam analisis permintaan dan penawaran pada matematika ekonomi melalui pendekatan kajian literatur komprehensif. Penelitian ini menggunakan metode kualitatif dengan pendekatan kajian literatur sistematis. Populasi penelitian adalah seluruh literatur ilmiah yang membahas penerapan persamaan linear dalam analisis permintaan dan penawaran pada matematika ekonomi yang dipublikasikan tahun 2021-2025. Sampel terdiri dari 25 sumber literatur primer yang dipilih melalui purposive sampling dengan pendekatan snowball sampling. Instrumen penelitian menggunakan protokol kajian literatur, sedangkan analisis data menggunakan analisis isi kualitatif dengan pendekatan refleksif. Hasil penelitian menunjukkan bahwa model persamaan linear memiliki peran fundamental dalam menentukan titik keseimbangan pasar, menganalisis perubahan harga, dan memahami pengaruh kebijakan ekonomi terhadap dinamika permintaan dan penawaran. Model linear terbukti efektif secara teoritis dan aplikatif, mulai dari perencanaan produksi, analisis titik impas, hingga evaluasi kebijakan fiskal. Penelitian menyimpulkan bahwa penerapan persamaan linear dalam matematika ekonomi dapat memperkuat kemampuan analitis dan membantu memahami keterkaitan antara teori ekonomi dan praktik pasar, meskipun memiliki keterbatasan dalam menangkap dinamika ekonomi yang kompleks.
