Abstract

This study confirms that the benefits and ease of use of QRIS directly encourage public interest in transacting MSME products in Pematangsiantar City. Using a quantitative research method with 100 respondents, the data were analysed using SmartPLS to examine the relationships among variables. The results show that the greater the benefits and the easier QRIS is to use, the greater users' interest in choosing digital transactions. Another important finding is the crucial role of user experience (UX), which has been shown to amplify the influence of these benefits and conveniences. Intuitive UX, simple interface, and clear transaction processes can reduce potential barriers and increase the adoption of financial technology. In addition, the digital footprint of each transaction also strengthens the sense of security and trust between users and MSME actors. More broadly, this research makes a strategic contribution to accelerating Indonesia's digital economy transformation. With increased transparency and efficiency of MSME transactions, the flow of money remains in the country, thereby strengthening public awareness and supporting economic independence. These findings affirm the urgency of enhancing digital infrastructure and improving UX quality to expand the use of QRIS in society.

Abstract

Reading comprehension is a crucial foundation in the learning process of students. However, many obstacles remain in mastering this competency, especially in the digital era, which requires adapting learning methods. Therefore, an innovative approach is needed that can integrate technology and proven effective learning strategies. This study aims to develop a Hybrid Learning model based on Reciprocal Teaching to systematically and measurably improve students' reading comprehension skills. This model combines online and offline learning with collaborative discussion strategies to form a deeper understanding of the text. The method used in this study is a research and development approach. Data were collected through interviews, observations, reading tests, and questionnaires, which were analysed both qualitatively and quantitatively. The findings of this study confirm that the Hybrid Learning model based on Reciprocal Teaching is more effective than conventional methods in improving students' metacognitive skills and reading comprehension. This is evidenced by a significant increase of 31.7% in the experimental group, with a p-value of 0.001, compared to the control group, which increased by 13.6% with a p-value of 0.045. This effectiveness demonstrates that integrating metacognitive strategies, utilising technology, and employing collaborative learning in the hybrid model can encourage students to be more active, reflective, and independent in their understanding of reading texts. The Hybrid Reciprocal Teaching model has been proven to be more effective than conventional methods, as it significantly improves students' metacognitive skills and reading comprehension.

Abstract

This study investigates workload distribution and staffing adequacy as the foundation for optimizing human resources in Primary Healthcare Clinic X. Increasing service demands and diverse job characteristics across clinical and administrative units have highlighted potential imbalances in workforce allocation. Using a descriptive qualitative design supported by quantitative workload-analysis techniques, this research integrates the Full-Time Equivalent (FTE) method and the Workload Indicators of Staffing Need (WISN) approach to provide an evidence-based assessment of staffing requirements. Data was obtained through semi-structured interviews, direct observations of work processes, and analysis of organizational documents, followed by thematic analysis and methodological triangulation to ensure validity and reliability. The results reveal that workload imbalances are not uniform across units. Clinical roles—such as registration staff, nurses, general practitioners, and dentists—experience peak-hour surges and external service demand that justify maintaining existing staffing levels despite numerical surpluses. In contrast, several administrative and support positions, including facilities management, personnel administration, and sterilization, show significant underload and prolonged idle time. FTE and WISN calculations indicate that two positions can be reduced without affecting service quality: one from the sterilization unit and one from the resource subdivision through the consolidation of periodic administrative tasks. The study concludes that human-resource optimization requires a unit-specific approach integrating workload analysis with strategic job redesign and structural alignment. The findings offer practical implications for workforce planning, efficiency improvement, and organizational sustainability in healthcare service settings.

Abstract

This critical review examines the mediating role of emotional intelligence (EI) in the well-established relationship between job stress and employee performance. While the direct negative impact of stress on performance is well-documented, this article synthesizes existing literature to argue that EI acts as a crucial psychological buffer in this dynamic. The analysis differentiates between ability and trait models of EI and elucidates the "stressor-detachment" pathway—whereby high-EI individuals appraise stressors as challenges, effectively regulate emotions, and achieve psychological detachment, thereby preserving cognitive resources and performance. The findings suggest that EI is not merely a direct predictor but a key mechanism that explains significant variance in how stress impacts workplace outcomes. The review concludes that organizations should prioritize developing EI as a strategic intervention to enhance employee resilience and maintain performance in demanding work environments

Abstract

The post-pandemic era, marked by the "Great Resignation," has fundamentally altered the employee-employer contract, making talent retention a paramount challenge. This review investigates effective retention strategies for today's multigenerational workforce. Synthesizing contemporary literature, it identifies a shift from transactional benefits to a holistic employee experience centered on flexibility, well-being, and purpose. However, a critical analysis reveals that a uniform approach is ineffective; key retention drivers—such as flexibility and career development—are prioritized differently across Baby Boomers, Gen X, Millennials, and Gen Z. Furthermore, significant implementation gaps, including workplace inequities and internal mobility barriers, undermine these strategies. The study concludes that organizations must adopt segmented, agile retention frameworks that acknowledge generational preferences while strengthening universal fundamentals like fair compensation and authentic leadership. This nuanced approach is essential for building a resilient and stable workforce in the new world of work.

Abstract

Bureaucratic reform within the Indonesian National Police (Polri) is a strategic step in building professional, transparent, and public service-oriented organizational governance. This study aims to analyze the dynamics of bureaucratic reform of Polri human resources (HR) through three main phases, namely Trust Building (2004–2009), Partnership Building (2010–2014), and Strive for Excellence (2015–2025), with a focus on the study of Battalion A Pelopor Mobile Brigade Unit (Satbrimob) Polda Istimewa Yogyakarta. This study uses a descriptive qualitative approach with data collection techniques through interviews, observations, and documentation studies. The results show that in the Trust Building phase (2004–2009), bureaucratic reform focused on internal organizational improvements through increasing discipline, professionalism, and establishing a work culture with integrity to rebuild public trust. In the Partnership Building phase (2010–2014), Polri strengthened institutional synergy and strategic partnerships with the community and government institutions to improve the effectiveness of task implementation. Meanwhile, in the Strive for Excellence phase (2015–2025), reforms are directed at improving the quality of competency-based human resources, digitizing performance management systems, and strengthening organizational governance toward a superior, adaptive, and sustainable institution. This research confirms that the success of Polri's human resource bureaucratic reform is largely determined by continuity between phases and institutional commitment to upholding professionalism, integrity, and a work culture that is responsive to change.

Abstract

This study examines how consumers construct the social meanings of everyday food on Instagram using tilapia (Oreochromis sp.) consumption as an empirical context. Drawing on Social Representation Theory (SRT), the study interprets how shared meanings are built, negotiated, and objectified through visual and narrative representations in digital spaces. From more than 71,000 public posts tagged with #ikannila (tilapia fish), #nilamerah (red tilapia), and #nilahitam (black tilapia), a purposive sample of 391 selected consumer posts (2020–2024) was analysed using Reflective Thematic Analysis (RTA). Data validity was strengthened through thematic saturation and limited member checking. The analysis identified five main themes: Family, Flexibility, Taste, Locality, and Nutrition, which together form a structure of social meaning that reflects the emotional, practical, cultural, hedonic, and normative dimensions of everyday food consumption. The findings show that food functions not merely as a culinary object but as a cultural symbol that represents consumers' experiences and values. The implications of this study open opportunities for designing more resonant marketing messages as a foundation for meaning-driven marketing, using social representations of food to develop digital communication that is more authentic and participatory.

Abstract

Demographic shifts in higher education have led to an increase in the number of students under 18, triggering uncertainty about their legal status and the urgency of special protections. This normative legal research comparatively analyzes the regulatory frameworks and institutional mechanisms for student protection in Indonesia and Malaysia. Through a legislative and comparative approach, the study finds divergences in the characteristics of protection. Indonesia implements a structural-administrative model through the PPK Task Force based on Ministerial Regulation No. 55 of 2024, which prioritizes internal prevention and broad coverage, but is hampered by structural independence. In contrast, Malaysia adopts a remedial-legalistic model through the Anti-Sexual Harassment Tribunal Act 2022, which offers executive certainty and independence, but is materially limited to sexual offenses and is reactive in nature. The research concludes that both jurisdictions need to harmonize towards a hybrid model. Indonesia is recommended to establish an external oversight mechanism to mitigate conflicts of interest, while Malaysia needs to integrate a mandatory prevention curriculum and expand protections against bullying. The direction of legal policy is expected to shift from rigid age limits to vulnerability-based protection that is responsive to power relations in the academic environment.

Abstract

This study examines the impact of Psychological Contract Breach (PCB) on employee intention to stay, investigating the mediating role of employee loyalty. Based on social exchange theory, we hypothesized that PCB would negatively impact retention intentions both directly and indirectly through eroded loyalty. Data were collected via a cross-sectional survey from a sample of employees across various industries. The results, analyzed using structural equation modeling, confirmed that PCB is a significant negative predictor of intention to stay. Furthermore, employee loyalty fully mediated this relationship, revealing that the primary mechanism through which PCB influences turnover is by damaging the emotional bond and allegiance employees feel toward the organization. The findings highlight that the breach of implicit agreements triggers a destructive affective process. Practical implications suggest managers must actively manage psychological contracts through transparent communication and trust-building to foster loyalty and retain talent.

Abstract

This study investigates the influence of employer branding on attracting and retaining high-potential employees (HiPos). In the competitive knowledge economy, organizations struggle to secure and keep top talent, with traditional tactics often failing for the high-expectation HiPo cohort. Through qualitative analysis, this research identifies the key employer branding dimensions HiPos value most, revealing a distinct preference for Development and Interest value over generic benefits. The findings demonstrate employer branding's dual role: it functions as an external "Magnet" for attraction and an internal "Glue" for retention, with the fulfillment of the psychological contract being the critical link. The study concludes that to effectively manage HiPo talent, organizations must tailor their Employer Value Proposition to these specific drivers and ensure consistent delivery on their brand promises through aligned HR systems and managerial action.
