Abstract

Voter participation is a key indicator of democratic quality in regional elections. This study analyzes the quality of voter participation in the 2024 Kupang City Regional Election by focusing on two voter groups: Generation Z voters and elderly voters. Using a qualitative phenomenological approach, this research explores the experiences, motivations, obstacles, and political behavior dynamics of both groups. Data were collected through in-depth interviews with 14 informants, consisting of the Chairperson of the Kupang City General Elections Commission (KPU), KPU secretariat staff, six Gen Z voters, and six elderly voters, supported by documentation studies and official KPU data. The findings show that Gen Z voter participation is largely influenced by rational considerations and access to digital information; however, political awareness and consistent voter turnout remain relatively weak. In contrast, elderly voters demonstrate more stable participation driven by emotional attachment, life experience, and social proximity to candidates. Supporting factors include political education initiatives by the KPU, social media campaigns, and accessible election information. Meanwhile, inhibiting factors involve technical and administrative issues, such as reduced polling stations, negative political perceptions, voter fatigue due to closely timed elections, and the prevalence of transactional politics. This study concludes that voter participation quality in the 2024 Kupang City Regional Election still faces substantial challenges and requires more adaptive outreach strategies, improved election governance, and strengthened political literacy, particularly among younger voters.

Abstract

One government agency implementing the Integrity Zone (ZI) through the Corruption-Free Area (WBK) and Clean and Serving Bureaucracy Area (WBBM) approach is the Central Statistics Agency (BPS) of East Nusa Tenggara (NTT) Province. However, as of 2024, BPS NTT has not yet achieved WBK or WBBM status from the Ministry of Administrative and Bureaucratic Reform. This study aims to analyze the implementation of the Integrity Zone development policy at BPS NTT. A descriptive qualitative approach was employed, with data collected from primary and secondary sources involving 15 informants. Data analysis followed Creswell’s qualitative analysis techniques. The analysis is based on the policy implementation model proposed by Van Meter and Van Horn, which consists of six variables. The findings indicate that policy standards and objectives are clear and measurable; policy resources are adequate; inter-organizational communication and coordination are well established; implementers demonstrate discipline and a strong sense of responsibility; social, economic, and political conditions are supportive; and implementers’ dispositions positively influence policy implementation. Supporting factors include strong leadership commitment, a mature monitoring and evaluation system, a culture of innovation, and high public demand. Meanwhile, inhibiting factors include limited employee understanding of change agent roles, uneven internet network coverage, respondent burden, and budgetary dynamics. Overall, the implementation of the Integrity Zone policy at BPS NTT shows positive progress but still faces structural and technical challenges.

Abstract

This study aims to explain how PT. PLN (Persero) UIW NTT employees perceive organizational culture, work motivation, and performance; determine whether organizational culture influences PT. PLN (Persero) UIW NTT employees' performance; determine whether work motivation influences PT. PLN (Persero) UIW NTT employees' performance; and explain the simultaneous influence of organizational culture and work motivation on performance. This study, which uses 89 PT. PLN (Persero) UIW NTT employees as samples, is categorized as quantitative. This study employed observation, questionnaires, interviews, and documentation as data gathering methods. Data analysis used descriptive analysis approaches, multiple linear statistical analysis, and hypothesis testing. The study's findings demonstrate that PT. PLN (Persero) UIW NTT employees' performance is significantly and favorably impacted by the organizational culture variable. In the meantime, PT. PLN (Persero) UIW NTT employees' performance was determined to be positively and significantly impacted by the partial test of work motivation. PT. PLN (Persero) UIW NTT employees' performance is positive and significantly impacted by the variables of work motivation and culture concurrently.

Abstract

This article examines the link between cultural tourism and economic growth in Cameroon. The causality and long-term relationship between these two variables is analysed on the basis of Robert Solow's theoretical growth model (1956) and data covering the period 1991-2016 obtained from the DGSN and MINTOUL (Cameroon), supplemented by data extracted from the World Bank's Development Indicators database. The implementation of this model based on the data used, leads to the Vector Autoregressive (VAR) approach. In fact, after testing the study alternatively, (ADF), estimating the equilibrium relationship between long-term variables (Johansen cointegration) and testing causality in the Granger sense, the VAR error-correction model was estimated. The results reveal a two-way connection between tourist arrivals, cultural tourism spending and gross domestic product. Furthermore, there is a unidirectional link between GDP and revenues from cultural tourism. The VAR estimation results show that, at the 5% threshold, only tourist arrivals to Cameroon significantly explain the country's economic growth, while tourism revenues and investment expenditure only explain this growth very weakly.

Abstract

Sustainable tourism has increasingly emphasized the importance of balancing economic development with cultural preservation. Within this framework, culinary tourism has emerged as a strategic tool for enhancing destination attractiveness while maintaining local identity. This study aims to examine the role of sustainable culinary tourism in preserving traditional Balinese food heritage while supporting tourism growth in Ubud, Bali. A qualitative case study approach was employed, involving in-depth interviews with restaurant owners, local chefs, cooking class instructors, and tourism practitioners, complemented by observations and document analysis. The findings reveal that sustainable culinary tourism contributes significantly to the preservation of traditional recipes, cooking techniques, and the use of local ingredients. Culinary tourism activities, particularly traditional restaurants and cooking classes, function as mechanisms for transmitting culinary knowledge and strengthening cultural authenticity. Furthermore, culinary tourism enhances destination competitiveness, increases tourist attraction, and supports local economic development. Local community involvement was identified as a critical factor in ensuring sustainability, as community members serve as custodians of traditional culinary knowledge. However, challenges related to commercialization and adaptation to tourist preferences may threaten authenticity if not properly managed. This study concludes that sustainable culinary tourism provides an integrated model for balancing cultural preservation and tourism growth. The findings contribute to sustainable tourism and culinary tourism literature by demonstrating the dual role of culinary tourism in cultural sustainability and economic development. Practical implications are provided for policymakers, tourism practitioners, and local communities to strengthen sustainable culinary tourism strategies in cultural destinations.

Abstract

This empirical investigation was conducted at KSP Pintu Air Rotat, Sikka Regency, to evaluate the individual and collective impact of organisational culture and non-physical work environment on employee performance. By employing a saturated sampling approach, data were gathered from 45 respondents through a combination of structured questionnaires, field observations, in-depth interviews, and archival documentation. Descriptive results, employee organizational culture is categorized as good. the non-physical work environment is very good, and employee performance is very good. effect of organizational culture: organizational culture has a positive and significant partial effect on employee performance. higher levels of organizational culture lead to higher employee performance. effect of non-physical work environment: non-physical work environment has a positive and significant partial effect on employee performance. an improved work environment leads to improved performance. both variables together significantly affect employee performance. the coefficient of determination shows that most variation in performance is explained by these two variables, while the remainder is influenced by other factors such as motivation, discipline, leadership, workload, and compensation.

Abstract

Community-Based Tourism (CBT) is a strategic approach to sustainable tourism development that places local communities as the main actors and beneficiaries. This study aims to analyze the internal and external factors influencing the development of CBT in Taro Village and to examine the role of the community in the planning, implementation, monitoring, and utilization of tourism development outcomes. This research applies a qualitative method with a descriptive design. Data were collected through observation, in-depth interviews with key informants, and documentation review. The data were analyzed using a SWOT framework to identify strengths, weaknesses, opportunities, and threats affecting CBT development. The findings show that internal strengths include abundant natural, cultural, and spiritual resources, strong social capital, and active community participation. However, internal weaknesses remain, such as limited human resource capacity, suboptimal tourism management, and inadequate infrastructure. Externally, opportunities are driven by increasing tourist interest in cultural and sustainable tourism and supportive government policies, while threats include destination competition, changing tourism trends, and potential environmental degradation. The study concludes that CBT development in Taro Village has strong potential for sustainable growth, provided that capacity building, institutional strengthening, and stakeholder collaboration are enhanced.
