Abstract

Tourism villages have emerged as strategic instruments for inclusive rural development by integrating cultural preservation, natural resource management, and local economic empowerment. This study examines the development of Okura Tourism Village in Pekanbaru, Indonesia, through the integration of sociopreneurship and the pentahelix governance framework. Employing a qualitative design combining a systematic literature review and field-based inquiry, the research analyzes tourism potentials, community-based enterprises, and multi-actor collaboration dynamics. Findings indicate that Okura possesses strong natural and cultural assets, including river tourism, agro-tourism, cycling trails, and Malay cultural heritage. Community-driven enterprises—such as ginger candy (ting jahe), palm-rib handicrafts, instant ginger powder, and ketupat belacan—demonstrate sociopreneurial characteristics by integrating economic and social values. However, structural constraints persist, including limited digital literacy, lack of certification, weak branding, and managerial gaps. IFAS and EFAS analyses reveal moderate internal strength (2.70) and favorable external conditions (3.10), suggesting significant growth potential if institutional weaknesses are addressed. This study proposes a Sociopreneurship–Pentahelix Model to foster sustainable and inclusive tourism village development. The research contributes to the discourse on community-based tourism governance by offering an integrated and replicable framework for rural innovation.

Abstract

This study analyses the institutional design in the governance of slum-settlement management in Sukabumi City, a strategic issue which, despite showing progress, continues to advance slowly in comparison with the scale of the problem. The designated slum area of 260.53 hectares in 2021 was successfully reduced to 162.78 hectares in 2024; however, the rate of reduction remains uneven and has not reflected the ideal acceleration. This study employs a qualitative method with a descriptive approach to examine how rules, actors, interaction patterns, and institutional performance influence the effectiveness of handling efforts. The findings indicate that the slow progress is not caused by a lack of programmes, but by weaknesses in institutional design that result in suboptimal coordination among local government units. The prevailing rules do not possess strong binding power due to the absence of comprehensive local regulations, whilst the dominance of the physical sector causes cross-sectoral programmes to be misaligned with needs in the field. Interactions among actors tend to strengthen only when integrated programmes are present, and weaken again once the programmes conclude, thereby undermining the sustainability of handling efforts. Supporting factors such as experience from national programmes, cross-sectoral coordination, and initiatives from urban villages and the community have not been sufficient to overcome major obstacles including limited land availability, low economic capacity of residents, weak participation, and the suboptimal role of the private sector. This study asserts that accelerating slum management depends greatly on strengthening institutional design so that cross-sectoral collaboration can operate consistently and sustainably.

Abstract

This study analyses how publicness is manifested in the administration of zakat by BAZNAS in Jember Regency, as well as its implications for the creation of public value in poverty alleviation programmes.. The role of Baznas is worthy of being studied in the context of this problem because, as the manager of the National Zakat Agency (BAZNAS), it has a strategic role in community economic empowerment through zakat, infaq, and alms-based assistance programs with the hope of being able to create sustainable independence in the long term through community empowerment programs. This study employs a qualitative case study design. Data were collected between March and November 2025 through in-depth interviews with six informants representing BAZNAS management/staff, UPZ partners, local stakeholders, and beneficiaries, supplemented by document analysis (programme SOPs, half-yearly/annual reports, and monitoring documents). Analysis was conducted using thematic coding to examine four dimensions of public engagement: public mandate and coordination, participation in decision-making, accountability and transparency, and empowerment outcomes. The results of this study show The findings indicate that public engagement is uneven: formal mandates and digital reporting innovations enhance information transparency, yet programme decision-making processes tend to be top-down and the participation of beneficiaries in programme design remains limited. Productive zakat programmes (business capital, Z-Mart, Z-Chicken) demonstrate an empowerment orientation, but evidence of sustainability (mentoring, changes in income, and the transition from beneficiaries to donors) has not yet been systematically documented. This study contributes by offering a set of NPG-based transparency indicators to assess zakat governance in hybrid organisations.

Abstract

The development of the creative economy has positioned entrepreneurship incubation programs as a strategic approach to strengthen craft-based micro and small enterprises. This study aims to answer how the community empowerment process unfolds within the Creative Craft Design Entrepreneurship Incubation Program under the 5 Creative Subsector Scheme in Mojokerto City. Using Wilson’s empowerment framework awakening, understanding, harnessing, and using, the research investigates the extent to which the program contributes to the advancement of fashion-related craft enterprises. A qualitative case study approach was employed, and data were collected through observation, semi-structured interviews, and documentation involving program participants and the implementing agency. The findings show that the program substantially enhanced participants’ technical, managerial, relational, and psychological capacities. In the awakening stage, participants developed greater awareness of their entrepreneurial potential, though motivation levels varied. The understanding stage revealed notable improvements in design quality, production techniques, business management, and digital marketing skills. During the harnessing stage, several participants effectively utilized program facilities, networks, and acquired knowledge, while others exhibited continued dependency on the implementing agency. The using stage demonstrated emerging business independence, marked by increased sales, improved operational management, and more consistent marketing practices, although some participants progressed slowly due to limited commitment. Overall, the program contributes meaningfully to the gradual empowerment and professionalization of craft-based enterprises. These findings highlight the importance of continuous mentoring, digital capacity building, and tailored support to strengthen the sustainability and competitiveness of creative industry entrepreneurs.

Abstract

This study evaluates the development program of five Type D Regional Public Hospitals (RSUD) in Bandung Regency using the CIPP (Context, Input, Process, Product) evaluation model. The study employs a qualitative approach with data collected through interviews, observations, and document analysis. A total of [isi jumlah, misalnya: 12] informants were selected using purposive sampling, including officials from the Health Office, hospital management, and community representatives. Data were analyzed using thematic analysis and mapped into CIPP dimensions. The findings indicate that, from a contextual perspective, the program has strong legal legitimacy and high urgency due to the low hospital bed ratio (0.52 per 1,000 population). However, input evaluation reveals constraints in human resources, particularly the shortage of specialist doctors. From the process dimension, delays in the construction of three hospitals are associated with bureaucratic complexity and coordination issues. Meanwhile, product evaluation shows initial improvements in healthcare access, although service performance indicators remain suboptimal. This study contributes to the literature by providing a decision-oriented evaluation of regional health infrastructure development and highlighting the importance of aligning resource planning, governance, and service outcomes in decentralized health systems.

Abstract

Innovation adoption is the process through which individuals or groups accept and use new ideas, technologies, or policies within a social system. This research focuses on the adoption of the Digital Population Identity as an effort to enhance population administration services through digitalization, with the aim of analyzing the adoption process and its inhibiting factors in Pekanbaru City. The study focuses on community behavior in accepting and using Digital Population Identity (IKD) based on the Unified Theory of Acceptance and Use of Technology 2 (UTAUT 2) framework. This research employs a quantitative method with a survey approach targeting residents of Pekanbaru City as Digital Population Identity (IKD) users, and the data were tested using Partial Least Squares Structural Equation Modeling (PLS-SEM). The results of this study show that the adoption of Digital Population Identity in Pekanbaru City remains suboptimal, where performance expectancy and price value significantly affect behavioral intention, while effort expectancy, social influence, facilitating conditions, hedonic motivation, and habit don’t show significant effects. The barriers to Digital Population Identity adoption include the low utilization of its functions in population administration services, the underdevelopment of IKD usage as a habit and social norm, and limited public trust in digital-based population administration services. To strengthen the adoption of this innovation, continuous socialization, optimization of IKD functions and strengthening public trust in the security and benefits of Digital Population Identity usage are required.

Abstract

The purpose of this study is to examine how household consumption, literacy rates, poverty rates, and per capita income affect economic growth in Bali Province. This study uses a macro analysis unit covering 9 regencies/cities in Bali Province during the period 2004-2023, the data used is secondary panel data sourced from official reports of the Central Statistics Agency (BPS). The Panel Data Model was chosen to overcome the potential endogeneity between variables and capture the effect of welfare persistence from year to year across all regencies/cities in Bali. The results of the analysis show that the poverty variable does not have a significant impact on economic growth, meaning that changes in poverty levels do not have a direct impact on Bali's economic growth rate. Economic growth is negatively and significantly influenced by the per capita income variable, as shown in the uneven distribution of income across various regions, economic growth does not always follow the increase in per capita income. Increases consumption Public participation can stimulate regional economic activity, as evidenced by the significant positive impact of household consumption on economic growth. Furthermore, economic growth is positively and significantly influenced by the literacy rate, indicating that increasing literacy rates among the Balinese population is crucial for increasing labor productivity. This confirms that improving the quality of human resources and strengthening people's purchasing power are key factors in driving sustainable economic growth in Bali Province.

Abstract

Era of digital transformation, the Medan City Police (Polrestabes Medan) have adopted Internet of Things (IoT) based technology encompassing GPS-equipped patrol vehicles and Handy Talkie (HT) communication systems as a strategic innovation to enhance service quality and generate public value. Despite this technological investment, the extent to which IoT implementation has delivered tangible benefits to the community remains critically underexplored. This study aims to assess public value in IoT-based public safety services in Medan City by applying Moore's (1997) Public Value framework as the analytical lens. Employing a descriptive qualitative approach, data were gathered through observation, in-depth interviews with 13 purposively selected informants, and documentation at the Samapta Unit of Polrestabes Medan. Findings reveal that public value has not been fully realized across four key indicators of Moore's framework. First, effectiveness, efficiency, and service coverage remain suboptimal, as crime rates continue to rise, IoT deployment is geographically uneven, and community outreach is virtually absent. Second, while the program broadly aligns with community needs for safety and security, public trust and satisfaction remain low. Third, although police leadership has translated its vision into IoT-based programs, the absence of dedicated technological training for field officers reflects a lack of full operational commitment. Fourth, the community burden has not diminished, with 68% of Medan residents reporting persistent feelings of insecurity in public spaces. This study contributes novel insights by situating public value creation within the specific domain of IoT-enabled public safety — an intersection rarely addressed in the existing Indonesian public administration literature.

Abstract

This study evaluates budget and financial realization performance at the Tenggarong Seberang Sub-district Office by comparing actual outcomes with planned targets and identifying supporting and inhibiting factors. A qualitative descriptive approach with purposive sampling was applied using an evaluation framework covering objectives, inputs, activities, outputs, and outcomes. The results show that output achievement and budget absorption exceeded 90% in 2023–2024. Based on these indicators output realization relative to targets and budget absorption rates performance can be considered operationally effective and efficient. However, this effectiveness is limited, as budget allocation is not fully aligned with priority programs, and planning and implementation remain inconsistent. Supporting factors include regulations, leadership commitment, competent human resources, budget and data availability, and organizational culture. Inhibiting factors involve limited staff understanding, weak leadership follow-up, budget constraints, inappropriate performance indicators, and poor coordination. Overall, while efficiency is evident in short-term indicators, weaknesses in planning and alignment reduce overall performance quality.

Abstract

The focus of this study is to understand the impact of Village Owned Enterprises (BUMDes), Village Funds, and Village Owned Assets (PADes) on the achievement of the Sustainable Development Goals (SDGs) in tourist villages in Kudus Regency. This study employs a quantitative method with a non-probability sampling approach, specifically incidental sampling, and the sample size was calculated using the Lemeshow formula. Consequently, a questionnaire was distributed to the Kudus community with a total of 100 respondents, and SPSS version 20 was used to analyze the data. The variables were BUMDes (X1), Village Fund (X2), PADes (X3), and SDGs (Y). After testing these variables, the results of this study indicate that the BUMDes variable has a positive influence on the Sustainable Development Goals (SDGs) variable. Furthermore, the Village Fund variable has a significant influence on the Sustainable Development Goals (SDGs) Achievement variable in Tourism Villages in Kudus Regency. Meanwhile, the PADes variable has not yet been able to significantly influence the Sustainable Development Goals (SDGs) Achievement variable in Tourism Villages in Kudus Regency. This study aims to provide insights into the contribution of Village-Owned Enterprises (BUMDes) that play a role in the SDGs, and demonstrates that the Village Fund plays a very important role in the SDGs. Consequently, sustainable development can proceed as planned. However, this study also indicates that PADes has not yet had an impact on the SDGs.
