Abstract

This study aims to understand the meaning of environmental cleanliness from the perspective of the people of Serang City through a phenomenological approach, focusing on practices and perceptions related to waste management. Serang City, as the capital of Banten Province, faces serious challenges in waste management due to population growth and consumption patterns. This study employs a qualitative method with a phenomenological approach, where data is collected through in-depth interviews with residents, sanitation workers, and waste managers. The results indicate that the meaning of environmental cleanliness is not only understood physically as being free from waste but is also closely tied to social, cultural, and religious values. The community perceives cleanliness as a form of collective responsibility that reflects awareness of environmental sustainability and quality of life. However, there is still a gap between understanding and actual practice in the field, particularly regarding the lack of facilities and insufficient environmental education. This study recommends the need for a participatory and educational approach to waste management so that the meaning of environmental cleanliness can be realised more comprehensively and sustainably in Serang City.

Abstract

This study aims to analyze the effect of the Public Service Obligation (PSO) tariff subsidy policy on the quality of TransJakarta Bus Rapid Transit (BRT) services. The focus is to measure how much the PSO tariff subsidy contributes to service quality improvement. A quantitative associative approach is used, with Thomas R. Dye’s (1981) theory of policy impact as the analytical framework, and the SERVQUAL model by Parasuraman et al. (1990) for measuring service quality dimensions. The sampling technique applied is purposive sampling with proportional distribution across 14 main TransJakarta BRT corridors, totaling 205 respondents. Data were collected via questionnaires and analyzed using simple linear regression. Findings reveal that the PSO tariff subsidy policy has a positive and significant partial effect on service quality, demonstrated by the rejection of the null hypothesis (H₀), and a coefficient of determination (R²) of 31.1%. This suggests that while subsidies play a crucial role in supporting fare affordability and closing operational gaps, 68.9% of service quality is influenced by other factors. The study highlights that financial support through subsidies is essential but not sufficient to ensure overall service quality. Non-financial factors such as passenger comfort, reliability, and trust also need attention. The DKI Jakarta Provincial Government is encouraged to maintain a sustainable and transparent PSO subsidy scheme. Meanwhile, PT TransJakarta should strengthen synergy with the Transportation Agency and diversify funding through non-farebox revenue to achieve a comprehensive and sustainable improvement in public transport services.

Abstract

The issue of healthy snacks for school children (PJAS) is an issue that highlights the consumption of healthy food for school children. This arises because there are cases of food poisoning that occur in several areas caused by poor food quality selection in the end causing poisoning for school children. Therefore, a communication strategy is needed in order to provide comprehensive knowledge about healthy snacks for school children which is of concern not only to the school, but also food sellers and parents of students. The Health Office and the Education Office have made several efforts to provide an understanding of healthy snacks for school children in collaboration with other agencies such as BPOM. With the cooperation carried out between cross-work units in Serang City, it is hoped that cases of food poisoning for school children will not occur again.

Abstract

This study aims to explore the influence of hedonistic lifestyles on fraud in the Indonesian banking sector, focusing on identifying the relationships between the factors in the Fraud Diamond Theory and fraud. Hedonistic lifestyles, which depict individuals' tendency to pursue personal pleasure without considering long-term consequences, are believed to affect the decision to engage in fraud. This study uses a quantitative design with a survey approach, involving 200 respondents from banks listed on the Indonesia Stock Exchange. The sampling technique employed is purposive sampling, targeting employees and bank management who have knowledge of or direct involvement in fraud practices. Data is collected through questionnaires assessing hedonistic lifestyles, pressure, opportunity, rationalization, ability, and perceptions of fraudulent practices. Data analysis is conducted using multiple linear regression to test the influence of each variable on fraud. The results show that, although there is a relationship between hedonistic lifestyles and fraud, this relationship is weak and not significant. Additionally, the variables in the Fraud Diamond Theory do not show a significant effect on the occurrence of fraud. Practically, these findings provide recommendations for banking institutions to strengthen internal supervision and ethical policies to prevent fraud. From a theoretical perspective, this study contributes to the understanding of the factors influencing fraud in the banking sector, although other factors not tested in this study may have a greater impact.

Abstract

This study analyzes how local online media framed religious narratives in the coastal social movement that rejected the construction of a sea fence on the north coast of Banten in mid-January 2025. Using a qualitative approach and Robert Entman's framing analysis method, this study examines the news coverage of two local online media, Kabar Banten online and Radar Banten online. The results of the analysis show differences in framing emphasis between the two. Kabar Banten tends to highlight the ecological dimension and legal violations of the installation of the sea fence by unknown actors, while Radar Banten emphasizes more on the aspects of social injustice and community and student solidarity as a form of resistance to the state and corporations. Both recommended the removal of the sea fence, but with different moral and political justifications. The findings show that media framing not only reflects social reality, but also produces meanings that influence public opinion and legitimize collective action. This research emphasizes public participation in marine space policy, media literacy, and the role of local media in policy conflicts, and opens up further studies on media and conflict in coastal Indonesia.

Abstract

This study aims to examine the local government's strategy in improving digital literacy in Pekijing Village, Serang City, using the Participatory Rural Appraisal (PRA) approach. Low digital literacy limits access to information, digital public services, and digital economic opportunities. The method used is descriptive qualitative with observation, interview, and documentation techniques. The results show that government strategies are still sectoral in nature, uncoordinated, and lack technical regulations at the local village level. However, community participation in Pekijing Village is actually quite high, as reflected in the existence of reading parks, reading room bookshelves, and the enthusiasm of residents to learn. This study recommends strengthening regulations, cross-sector collaboration, and a participatory approach in building an inclusive and sustainable digital literacy ecosystem.

Abstract

This research discussing Communication Strategy Environment in Management Trash in the Cottage Ibad Arrahman Islamic Boarding School. Background study based on increasing problem waste produced by 625 residents Islamic boarding school every day with domination rubbish organic up to 92.6%. Problems main issues faced is low awareness students in manage rubbish as well as obstacle internal communication. This research use paradigm interpretive with approach qualitative descriptive. Data collected through observation, interviews, and documentation, then analyzed using Communication Theory Cox Environment 2016. Research results show that communication strategy environment in the Pondok Ibad Arrahman Islamic Boarding School implemented through the Eco Cycle Movement program with utilise religious values, interpersonal approach, lectures, practice direct, as well as simple visual media. The role of the communicator, such as advisor pondok, ustadz, and IKSADA administrators, proven important in build awareness collective. Although however, still there is challenge in the form of low motivation part students, limited communication media, and lack of evaluation sustainable. In conclusion, a systematic, consistent, and data-based communication strategy effective religious-values in increase awareness students, at the same time realize management rubbish sustainable in the environment Islamic boarding school

Abstract

New Public Management (NPM) is a model that applies business styles to the public sector with the aim of increasing effectiveness and efficiency. The implementation of NPM based on literature studies is most widely applied in developed countries. The adoption of NPM is demonstrated by the implementation of performance-based and measurable programs or work. Indonesia has also adopted the NPM model in several areas, although there are gaps in analysis. This is because there are still limited specific case studies that reflect the implementation of the NPM model in Indonesia. This research method uses systematic literature review. The primary data source was the Scopus database, where a search was conducted using the keywords "New Public Management" and "Indonesia" in the document titles. The search results identified 30 relevant documents. The findings of this study are that research related to new public management in Indonesia shows less significant developments. The ineffectiveness of NPM adoption in public sector bureaucratic reform causes this model to be underdeveloped in its research studies. The factors that cause it are the dominance of traditional bureaucratic practices, the lack of strategic management to implement business styles in the public sector, changes towards the adoption of NPM are not accompanied by changes in the bureaucratic culture of the government apparatus, rigid and inflexible management, rigid budgeting system, lack of competition and innovation as well as dominant culture and political characteristics.

Abstract

Micro, small, and medium enterprises (MSMEs) are among the key business sectors that play an important role in the Indonesian economy by meeting daily needs and contributing to overall welfare. MSMEs demonstrated strong resilience during the 1998 monetary crisis, surviving when many larger businesses collapsed, even continuing to grow by absorbing between 85 and 107 million workers by 2012. However, despite this positive performance, MSMEs still encounter varios structural challenges. One of the most significant challenges has been the impact of the COVID-19 pandemic, which has forced MSMEs to adapt new strategies to survive and sustain their development. The purpose of this study is to eximine how MSMEs adaptation strategies contributes to sustaining and stabilizing the economy during the COVID-19 period by analyzing the key inhibiting factors namely human resource limitations, capital constraints, technological challenges, and regulatory barriers that affect their performance. This research employs a literature review (library research) method with a descriptive analytical approach, focusing on MSMEs dynamics during the pandemic, the obstacles they encounter, and the adaptive measures implemented to maintain business continuity and economic resilience

Abstract

Waste bank management in Serang City involves several interacting actors, namely government, non-government, and community actors. In its implementation, challenges remain, as evidenced by the lowest level of waste management compared to other cities in Banten Province. This study analyzes waste bank management in Serang City using network governance theory, as proposed by Klijn & Koppenjan, which emphasizes four indicators: contact, trust, information sharing, and resource exchange. This study aims to explain how actors interact and coordinate with each other in the context of waste bank management in Serang City. It employs a descriptive qualitative approach, utilizing data collection methods such as interviews, observations, and documentary studies. The data is analyzed using the Miles and Huberman model. The findings show that network governance in waste bank management in Serang City is not yet optimal. It is due to the Environmental Agency's lack of contribution in providing training and technical guidance to waste bank actors. The discussion on the benefits of concern among actors is not comprehensive, and opportunistic behaviors and low community participation persist in waste sorting and management. The scope of information is inadequate, and the quality of the information supplied by the DLH to all actors is uneven. Additionally, the distribution of resources among actors is uneven, suggesting that the exchange of resources among them is not comprehensive. These findings indicate the need to enhance collaboration, strengthen capacity among stakeholders, broaden the scope of information, and optimize resource exchange to achieve optimal waste bank management in Serang City.
