Abstract

This research focuses on the performance of employees at the Bureau of Government and Regional Autonomy of Riau Islands Province who are still not optimal at work. The phenomenon found is related to infrastructure facilities that are less supportive for employee work activities to work discipline that needs to be improved in the system. The theory used in this research is to use 4 main indicators, such as effectiveness and efficiency, authority and responsibility, discipline and initiative. This research uses a descriptive qualitative research method with a case study approach, so that the data obtained is in accordance with the results of the field under study. The results show that the effectiveness in completing tasks and principal runs optimally and the efficiency in the budget used is in accordance with the budget absorption obtained, in the authority and responsibility section with the issue in the spotlight is the facilities and infrastructure, on the other hand in the aspect of work discipline there is still a lack of discipline in entering the office, and the initiative is still focused as a leader rather than being a leader. The conclusion found by researchers is that authority and responsibility, discipline, and initiative are the main points that need to be improved immediately to improve quality performance.

Abstract

Sembalun is a disaster-prone region facing threats such as earthquakes, landslides, and extreme weather. This study aims to analyze non-structural disaster mitigation strategies implemented through public policy in Sembalun. The research employs a qualitative approach through literature review and case studies. The findings reveal that non-structural mitigation policies still face challenges in regulatory implementation, community participation, and institutional capacity. However, there is significant potential in integrating local wisdom, such as the nengah bulan system, and using culturally-based disaster education. Community agroforestry initiatives in buffer zones highlight the crucial role of grassroots efforts in disaster risk reduction. This study recommends the need for adaptive policies that bridge modern technology with indigenous knowledge and promote a paradigm shift toward community-based planning

Abstract

The humanitarian crisis in Gaza, Palestine, has forced international actors to take a stand to promote humanitarian diplomacy, including Indonesia. During Prabowo Subianto’s administration, Indonesia interacted with other countries to formulate humanitarian policies to help the people of Gaza, one of which was the option of temporarily relocating the people of Gaza. This study attempts to rationalise the decision to relocate Gazans temporarily by using Larry Minear and Hazel Smith’s humanitarian diplomacy framework through three approaches: oxymoron, common sense, and a necessary evil. In addition, this study uses a literature review and analysis of news reports and speeches from official statements by the Indonesian government. The results indicate that this decision is controversial. The relocation policy contradicts two aspects: the mandate of the Indonesian Constitution and the desire of the Palestinian people to remain on the land where they have been fighting to defend their rights. However, within the framework of humanitarian diplomacy, the temporary relocation response is a pragmatic foreign policy decision by Indonesia that could be beneficial in advancing humanitarian diplomacy. With the logic of a two-state solution, Indonesia is following the steps of several Western countries and countries in the Middle East to open up adequate space for negotiation, one of which is by recognising Israel as a sovereign state when Palestine is recognised as independent. This policy also positively impacts more open access to aid, which can be effectively distributed directly to war victims. This article concludes that the humanitarian agenda has limited effects because political factors influence the continuity of humanitarian diplomacy in a crisis-affected region.

Abstract

This research discusses how motivation can affect the performance of an employee serving coffee, or better known as a barista. This research uses Clayton Alderfer's ERG (Existence, Relatedness, & Growth) theory. This research uses descriptive qualitative research methods, which aim to provide a comprehensive and in-depth view of the subject under study, namely the influence of motivation on barista performance. By taking the locus of a coffee shop, the author tries to analyze how barista motivation can affect work motivation. The results of the research in this article show that work motivation is very influential on the performance of the barista, with work motivation, the barista will have more confidence in working. Existence Needs, Relationship Needs, and Growth Needs have a significant effect on barista performance. The influence of the motivation and performance of the barista in the coffee shop is that the presence of work motivation makes the barista more enthusiastic about work, and later it will have a good impact on work and will later get rewards in the form of existence, growth, and good relations with relationships. The need for growth is the main factor for the resource person to become a barista at Hungrypedia Serang Cafe

Abstract

The Wrongful Criminal Justice Process (WCJP) has been a persistent issue in Indonesia, with Government Regulation No. 92 of 2015 (PP RI 92/2015) enacted to enhance compensation mechanisms for its victims. This study critically examines the implementation of PP RI 92/2015 from its enactment in 2015 to 2024, aiming to provide a comprehensive overview of current victim compensation systems and, crucially, to identify the structural obstacles hindering its effective application. Adopting a qualitative approach, this research utilizes a structuralist historical methodology, analyzing data sourced from previous research, academic literature, and relevant legal regulations. The findings reveal a stark reality of limited implementation success: only one known case received compensation, and this was after a protracted six-year process. Significant structural impediments identified include a persistent lack of clarity in institutional responsibilities, the notable absence of technical implementation guidelines for PP 92/2015, issues stemming from the Ministry of Finance's role in payment procedures and budget allocation, and the stalled operationalization of the Ombudsman's potential role. This study offers a novel, in-depth historical analysis of PP RI 92/2015's decade-long implementation challenges, highlighting how underlying structural deficiencies, rather than mere technical flaws, contribute to the regulation's practical inefficacy in delivering timely and appropriate justice to WCJP victims.

Abstract

The DKI Jakarta Provincial Government has implemented a policy of integrating feeder transportation into the Bus Rapid Transit (BRT) system to improve the efficiency, speed, safety, and affordability of public transportation services. This study uses a descriptive qualitative method with a policy evaluation approach based on six criteria from William N. Dunn: effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy. Data were collected through observation, interviews, and documentation, then analyzed through the process of reduction, presentation, and drawing conclusions. The results of the study indicate that in terms of effectiveness, the integration of NonBRT services has increased the accessibility and connectivity of public transportation, as seen from the increasing number of users after the pandemic. However, in terms of efficiency, travel time is still influenced by dynamic traffic conditions due to mixed traffic, although human resource and budget management have been running well. The adequacy criteria indicate that the service has covered most of the community's needs, including the suburbs. In terms of equality, the benefits of the policy have been felt fairly, but supporting infrastructure is not evenly distributed throughout Jakarta. The responsiveness of policy implementers is quite good, with the existence of complaint channels and quick responses to public complaints. Finally, in terms of accuracy, this policy has answered the need for mobility in densely populated areas and areas not yet served by the main BRT route.

Abstract

In addition to the election of members of the representative council, in 2024 there will also be an election for the leaders of the government, both central and regional, namely the election of the President and Vice President, the Election of Governors and the Election of Regents/Mayors. The 2024 Regional Head Election must produce regional leaders with integrity. Research Method: Literature study with a qualitative descriptive model is used in this writing to describe the answers to the problem of regional head elections, where currently many regional heads do not have integrity. Conclusion: 1. Government institutions such as the Corruption Eradication Committee (KPK) and other institutions related to the eradication of corruption carry out prevention and law enforcement efforts effectively, in a targeted, planned and massive manner. 2. Increase the role of universities through levies on the implementation of the tridharma of higher education which are directed at creating public understanding of the importance of leaders with integrity. 3. Increase community participation which is preceded by a change in people's thinking patterns in creating leaders with integrity, which is carried out in the following ways: a. Do not make regional head elections a field for seeking income through methods that are contrary to morals and rules. b. Determine the choice according to a good track record that the prospective leader has integrity, insight, leadership skills and behaves simply. 4. The Role of the Region Before the Regional Election is carried out by improving the welfare of the community through the use of regional resources owned and providing an understanding to the community that the function and role of the regional head are so important in development, both physical, social and economic, so that they must choose a leader who has integrity, insight, leadership skills and behaves simply. Suggestions: 1. So that all government institutions, both those directly related and not directly related to the eradication of corruption, and Universities immediately optimize their role in creating regional leaders with integrity. 2. So that the community immediately realizes that a leader with integrity is needed, so that in the implementation or before and after the implementation of the regional head election they do not receive anything, either material or immaterial, that leads to the results of the regional head election that does not have integrity.

Abstract

Extreme poverty is an issue that is a global, national and even local focus. Unlike ordinary poverty, extreme poverty is not only a condition of inability to meet basic needs but is seen from accessibility to social service places and even from the expenditure side, where extreme poverty is IDR 10,739 per day and only IDR 322,170 per month. The purpose of this study is to determine how to evaluate accelerating the eradication of extreme poverty in Lebak Regency. The theory used is from Stufflebeam (2003) with four aspects of evaluation: context evaluation, input evaluation, process evaluation, and product evaluation. The research method used is descriptive qualitative. The results of this study indicate that the policy objective of accelerating the elimination of extreme poverty in Lebak Regency has been achieved, where there was a decrease in extreme poverty from 1.67% to 0.82% in 2024. The policy of accelerating the eradication of extreme poverty in Lebak Regency needs to be carried out sustainably by increasing periodic monitoring and evaluation, as well as developing innovations in the Gebyar KLASIK program

Abstract

In the era of globalization and increasingly competitive trade, logistics efficiency plays a critical role in determining product pricing and strengthening national competitiveness. One of the major bottlenecks in Indonesia’s logistics chain is the prolonged dwelling time at ports — the duration between container unloading and its release from the terminal. This paper uses a descriptive qualitative approach to examine the economic and operational implications of dwelling time, drawing insights from both business practitioners and academic analyses. Findings reveal that extended dwelling time significantly increases logistics costs, disrupts production cycles, and weakens the market position of domestic products. Factors contributing to inefficiencies include bureaucratic complexity, physical inspection processes (behandle), limited port infrastructure, and inconsistent implementation of risk-based inspection systems. However, government initiatives such as the National Logistic Ecosystem (NLE) have demonstrated notable progress by reducing average national dwelling time to 2.6 days through digital integration and streamlined procedures. The study concludes that addressing dwelling time effectively requires a comprehensive strategy that involves infrastructure development, regulatory simplification, inter-agency collaboration, and enhanced use of digital platforms. These steps are essential to improve Indonesia’s trade efficiency and ensure a more competitive economic environment.

Abstract

The Panjang Mulud tradition is a religious cultural heritage of the Banten community, celebrated in conjunction with the Prophet Muhammad's birthday. This research aims to examine the potential of the Panjang Mulud tradition as a medium for religious character education based on local wisdom, particularly in elementary school environments. Using a qualitative literature study approach, this article finds that the values of monotheism, worship, ethics, and Islamic brotherhood contained in the Panjang Mulud tradition are highly relevant for implementation in extracurricular activities. The results show that integrating these values strengthens students' Islamic identity and enriches character education methods. This article recommends cross-party collaboration for optimizing the role of local traditions in shaping students' character
