This study uses a quantitative method with a survey research design. The sample in this study was the Regional Apparatus Organization (OPD) of Palu City with a total of 41 respondents. The sample was taken based on a census technique in this study population. The data analysis technique used was Partial Least Square with the help of the WarpPLS program version 7.0. The results of this study indicate that the education variable has an influence but is not significant on the quality of managerial decision-making. Meanwhile, the training and performance variables of financial managers have a positive and significant effect on the quality of managerial decision-making, education and training have a positive and significant effect on the quality of managerial decision-making and financial manager performance mediates the relationship between education and training on the quality of managerial decision-making.

Abstract

Pusaka Super Apps is an integrated digital platform owned by the Ministry of Religious Affairs of the Republic of Indonesia (Kemenag) that provides various religious services for millions of users. Along with the increasing reliance on government digital services, threats to information system security are becoming more complex. This study conducts a security assessment of the Pusaka Super Apps web application ( https://pusaka-v3.kemenag.go.id ) using two complementary frameworks, namely OWASP Top 10 2025 and the Information Systems Security Assessment Framework (ISSAF). The research method is qualitative descriptive with black-box testing and gray-box testing approaches that include the stages of reconnaissance, scanning, enumeration, vulnerability assessment, and impact analysis. The results of the study identified several medium vulnerabilities, including Content Security Policy Header Not Set, Missing Anti-clickjacking Header, and Missing Sub Resource Integrity Attribute. This study provides structured remediation recommendations and serves as a contribution to efforts in strengthening cyber security for government applications in Indonesia.

Abstract

Effective management of education funding is crucial to ensuring the quality and sustainability of education, particularly in secondary schools, which often face significant financial challenges. This study aims to understand the meaning of technical and allocative efficiency in education funding in secondary schools in the era of decentralization. Using a qualitative approach, the study explores the experiences, perceptions, and strategies of school stakeholders including principals, teachers, and financial managers in managing educational resources. Data .were collected through in-depth interviews, observations, and document analysis, then analyzed thematically to uncover emerging patterns and meanings. The results indicate that technical efficiency is understood as a school's ability to maximize the use of funds to support effective teaching and learning, while allocative efficiency is defined as the alignment of budget distribution with educational priority needs and the local context. The era of decentralization provides space for schools to be more independent in decision making, but also poses challenges in maintaining a balance between resource constraints and demands for quality improvement. These findings emphasize the importance of managerial capacity and transparency in education funding and provide implications for policies that promote accountability and equitable access to education at the regional level.

Abstract

This study analyzes the influence of product attributes and customer reviews on sales performance on the Tokopedia e-commerce platform. Data were collected via web scraping from Tokopedia's electronics category (laptops and smartphones), yielding 463 products as the final sample. Product attributes (price, store status, brand clarity, and product description) and customer review indicators (review volume, average star rating, and sentiment score) were used as independent variables, while sales performance (sold count) served as the dependent variable. Sentiment analysis was conducted using a lexicon-based text mining approach with an Indonesian sentiment lexicon. Data analysis was performed using Partial Least Squares Structural Equation Modeling (PLS-SEM) with SmartPLS 4. Results indicate that product attributes have a positive and significant effect on sales performance (β = 0.141, t = 5.706, p < 0.05), and customer reviews have a highly significant effect (β = 0.823, t = 46.768, p < 0.05). Together, both variables explain 76.9% of the variance in sales performance (R² = 0.769). Customer reviews, particularly review volume, are the dominant determinant, while store status is the most influential product attribute indicator.

Abstract

Abstract This study evaluates the absorptive capacity of local governments in responding to the Super Priority Tourism Destinations (DPSP) policy in Indonesia. While the central government has massively intervened through infrastructure investment and institutional engineering, the realization of tourism economic growth remains hampered by local bottlenecks. Utilizing a qualitative descriptive approach through systematic literature and document review, this research analyzes the implementation of DPSP across five targeted regions using the Realistic Evaluation framework and the Policy Capacity theory. The analysis reveals that the top-down mechanism fails to operate optimally due to the deficit in local policy capacity. Analytically, local governments face delays in synchronizing spatial planning and derivative regulations. Operationally, local fiscal constraints result in inadequate secondary infrastructure and basic utilities. Politically, sectoral ego and jurisdictional conflicts between local leaders and the Tourism Authority Board hinder the realization of collaborative governance, alienating local community participation. The study concludes that infrastructure-driven tourism development must be preceded by capacity-driven interventions. It is highly recommended that the central government establish an asymmetrical funding scheme and systematic capacity-building programs to strengthen the analytical, operational, and political capacities of local bureaucracies.

Abstract

The Sumatran elephant (Elephas maximus sumatranus) is a critically endangered species whose survival is increasingly threatened by human-elephant conflict (HEC) resulting from habitat fragmentation and expanding agricultural activities. This study investigates community coexistence and attitudes toward HEC in Dusun Aras Napal Kiri, Besitang, Langkat—a buffer zone adjacent to Gunung Leuser National Park (TNGL). A mixed-method approach combining quantitative surveys (n=28 households) and qualitative interviews was employed, supported by stakeholder analysis using an interest-influence matrix. Results show that 85% of respondents reported frequent conflicts, with 86% experiencing crop damage and annual economic losses equivalent to 1–1.5 months of household income. Despite the high conflict intensity, respondents exhibited a positive perception score of 1,191 out of 1,680, indicating ambivalent yet conservation-supportive attitudes—a condition defined as fragile coexistence. Stakeholder analysis identified UPT TNGL and UPT BKSDA as key players, community leaders and NGOs as agents to keep satisfied, while plantation companies and the general community occupy a monitoring role. The study recommends an integrated socio-ecological strategy encompassing community-based mitigation, adaptive agriculture, economic risk redistribution, and collaborative governance to transition toward sustainable coexistence.
