Abstract

The air defense in the development of the Nusantara Capital City is one aspect that needs serious attention to support airspace security from various threats that could disrupt stability. The Indonesian Air Force has a strategic role in safeguarding the national airspace. However, in efforts to build air defense at the IKN, there are still various issues to address, hence a measured strategy is needed to realize the expected air defense system. This thesis research method used a qualitative paradigm with a descriptive approach. Technically, data was collected through interviews and literature or document studies as well as constructing relationships between the resulting data categories. The research findings indicate that the potential threats in the IKN airspace are very complex. Starting from the Air Defense Identification Zone (ADIZ) is not yet established in the IKN, which increases vulnerability to air threats, and there is still a high incidence of airspace violations in that area. The author analyzes the gap in Indonesia's air defense strategy capabilities through the DOTMLPF-P (Doctrine, Organization, Training, Material, Leadership and Education, Personnel, Facilities, Policy) indicators. Therefore, an integrated air defense system is needed with integration and combination of material elements, as follows multi-spectrum air defense radar, C2 (Command and Control) systems, fighter aircraft, air defense missiles, Indonesian warships with air defense capability, anti-missile systems, anti-drone and supported by air defense facilities and also non-material elements, as follows Doctrine, Organization, Training, Leadership and Education, Personnel and also Policy so that Indonesia can develop a strong and effective air defense strategy to maintain the security of IKN air space.

Abstract

Digital transformation in Islamic boarding school education (pesantren) has become a strategic necessity in the era of the Industrial Revolution 4.0 and Society 5.0. This study aims to analyze the forms, strategies, and effectiveness of digital transformation in three modern Vocational High School Boarding School (VHS BS): ABC VHS BS (Bogor Regency), PQR VHS BS (West Bandung Regency), and XYZ VHS BS (Bandung Regency) as well as its impact on enhancing students’ employability skills. The research employs a qualitative approach with a multi-case study design. Data were collected through semi-structured interviews, observations, and document analysis, including digital policy documents, e-learning modules, and alumni employment data from 2022-2025. Thematic analysis was conducted based on Change Management, TPACK, and Dynamic Capabilities theories. The findings reveal that digital transformation in VHS BS encompasses four main dimensions: (1) digital policy and infrastructure, (2) capacity building for teachers and students, (3) technology integration in vocational and Islamic curricula, and (4) strengthening students’ digital employability skills. The implementation of digitalization has proven to enhance digital literacy, professional communication, collaboration, and Islamic work ethics. The success of digital transformation is determined by visionary leadership, human resource readiness, industry partnerships, and the internalization of spiritual values within the organizational culture of the pesantren. Theoretically, this study introduces a new concept of Digital Employability Skills Santri, which integrates technological competence, Islamic character, and industry relevance as the foundation for work readiness in the digital era. The findings contribute to the development of a conceptual model for digital transformation in Islamic education and provide strategic recommendations for implementing Indonesia’s Digital Education Roadmap 2030.

Abstract

This study examines the influence of Content Marketing, Influencer Marketing, and Paid Advertising on consumer purchase decisions within Blibli, one of Indonesia’s major e-commerce platforms. The research was conducted using a quantitative approach with a sample of 100 respondents collected via online questionnaires distributed to active Blibli users. Multiple linear regression analysis was used to measure the partial and simultaneous effects of the three marketing variables on purchase decisions. The findings indicate that Content Marketing has a significantly positive effect on purchase decisions, suggesting that informational content is a big difference maker to stimulate purchasing behavior. Influencer Marketing also shows a positive and significant effect, indicating that credibility, relatability, and parasocial dynamics strongly contribute to consumer trust and purchase tendencies. Paid Advertising also demonstrates a positive and significant influence, revealing that targeted exposure and platform-sponsored promotions effectively convert consumer interest into transactions. Simultaneously, all three variables together have a significant effect, showing that integrated marketing strategies produce stronger consumer responses than isolated initiatives. The study concludes that Blibli and its partnered sellers should continue to use all three advertising methods and optimize paid advertising regularly to maintain content quality and to support brand retention. Recommendations for future research include expanding sample diversity and examining additional psychological constructs such as consumer trust, brand loyalty, and perceived value.

Abstract

Social rehabilitation is an effort to fulfill the basic needs and restore the functions of persons with disabilities. The Ministry of Social Affairs has introduced the Asistensi Rehabilitasi Sosial (ATENSI) program, which aims to enhance the abilities of persons with disabilities in self-care, self-protection, self-actualization, and/or social participation, as well as to improve their income as beneficiaries of the program. This initiative not only focuses on fulfilling physical and economic needs but also emphasizes psychosocial support, empowerment, and strengthening an inclusive social environment so that persons with disabilities can live independently and actively participate in society. The Sentra Terpadu Pangudi Luhur (STPL) is an integrated center formed from the merger of three social rehabilitation institutions serving three clusters: older persons (BRSLU Budi Dharma Bekasi), persons with visual disabilities (BRSPDSN Tan Miyat Bekasi), and homeless and beggars (BRSEGP Pangudi Luhur Bekasi). This integration creates challenges in optimizing resources for implementing the ATENSI program. This study aims to describe the implementation of the ATENSI program for persons with visual disabilities managed by the Sentra Terpadu Pangudi Luhur Bekasi. The research used a qualitative descriptive approach to analyze the stages of the ATENSI program implementation. The findings reveal that the ATENSI implementation consists of eight stages: access facilitation; engagement intake and engagement; comprehensive and continuous assessment; intervention planning; implementation; supervision, monitoring, and evaluation; and post-service and termination. These stages are aligned with the Generalist Intervention Model proposed by Kirst-Ashman and Hull (2018).

Abstract

Air pollution is a leading environmental health risk, especially in megacities with limited monitoring infrastructure. In Jakarta, few studies have examined mortality trends for air pollution-sensitive diseases. This population-based study analyzed registered deaths in Jakarta (2019–2023) attributed to cardiovascular and respiratory diseases linked to air pollution. Mortality data were disaggregated by disease type, age, sex, region, and reporting facility. Stroke consistently accounted for the highest number of deaths, increasing by 36% from 2020 to 2023. Pneumonia and influenza declined until 2022 but surged in 2023 by 48%. Senior adults (≥60 years) bore the highest burden, and men consistently had higher death counts than women. East Jakarta recorded the highest regional mortality, while Thousand Islands had the lowest. Reporting by community health centers grew steadily, reaching 48.3% of all reported deaths in 2023. Mortality trends in Jakarta reflect a growing burden of air pollution-sensitive diseases, particularly among the elderly and in more polluted districts. Expanding surveillance coverage, improving cause-of-death certification, and integrating mortality with environmental data are essential for guiding air quality and health policy in urban Indonesia.

Abstract

Nurses, as the backbone of healthcare services in Indonesia, face high multidimensional occupational risks, encompassing biological, physical, psychosocial, and legal hazards. Ironically, these high risks are not compensated with fair wages, as many nurses still receive remuneration below feasibility standards. This research aims to analyze the fundamental gap between occupational risks (Das Sein) and wage justice (Das Sollen) from a legal perspective. Using a normative-juridical method supported by the Theory of Distributive Justice and the Theory of Legal Protection, this study dissects the regulatory architecture of the healthcare sector’s wage system. The findings identify three primary juridical obstacles: First, the current wage system fails to apply a fair principle of proportionality between the level of risk and the amount of remuneration. Second, a crucial operational norm vacuum exists due to the absence of a Ministry of Health Regulation, which is mandated by Government Regulation (PP) No. 28 of 2024 to technically implement risk factor calculations. Third, wage justice is hampered by institutional weaknesses, including the limitations of PPNI as a professional organization lacking the formal bargaining power of a trade union, and insufficient state supervision.

Abstract

Rapid environmental degradation in urban areas has intensified the demand for educational strategies that can foster sustained ecological engagement among marginalized youth. This study evaluates the effectiveness of a hybrid intervention integrating a mobile learning application, JawaraEco, with eco-facilitator coaching in enhancing multidimensional ecological engagement. An experimental design was implemented, involving 232 urban youth from four densely populated subdistricts in Jakarta, randomly assigned to either an experimental group (receiving access to the app and coaching) or a control group (no intervention). Data were collected through in-app behavioral metrics and a validated ecological engagement scale, encompassing cognitive, emotional, behavioral, and continuity dimensions. Statistical analyses, including paired and independent samples t-tests as well as two-way ANOVA, revealed significantly greater gains across all dimensions in the experimental group. These findings demonstrate that combining mobile learning with structured human facilitation fosters more robust and sustained ecological behaviors. The study contributes practical insights for scalable implementation in schools, community programs, and local governance, while also offering theoretical support for technology-supported, socially embedded environmental learning ecosystems.

Abstract

This study analyzes the optimization of clean water services provided by PERUMDA Tirta Bhagasasi in Bekasi Regency, focusing on institutional performance, service quality, and key factors influencing service delivery. Using a qualitative descriptive case study approach, data were collected through interviews, field observations, and document analysis. The findings show that clean water services have not yet reached optimal standards, as indicated by unequal service distribution, inconsistent water quality, fluctuating water pressure, and limited-service continuity in several areas. Structural constraints such as aging infrastructure, high non-revenue water (NRW), declining raw water quality, and insufficient budget allocation significantly hinder service improvement. Managerial issues, including limited coordination, gaps in human resource competence, and inadequate complaint-response mechanisms, further weaken service effectiveness. The study concludes that optimizing service performance requires an integrated strategy involving infrastructure rehabilitation, capacity enhancement, digital innovation, institutional strengthening, sustainable raw water management, and multi-stakeholder collaboration. These efforts are essential to ensure equitable, efficient, and sustainable clean water services for the growing population of Bekasi Regency.

Abstract

The Social Rehabilitation Assistance Policy (ATENSI) is one of the strategic instruments of the Ministry of Social Affairs of the Republic of Indonesia in providing comprehensive social rehabilitation services to vulnerable groups such as children, the elderly, people with disabilities, and other marginalized groups. This study aims to analyze the dynamics of the ATENSI policy during the leadership of Saifullah Yusuf (Gus Ipul) through the Triangle Policy Analysis approach developed by Walt and Gilson, by holistically examining the elements of content, context, process, and policy actors. This study uses a qualitative approach with a descriptive design through in-depth interviews, observations, and documentation studies that are analyzed thematically. The results of the study show that the ATENSI policy has undergone substantive strengthening through regulatory improvements, integration of rehabilitation services, and digitization of data collection based on the National Integrated Socio-Economic Data (DTSEN). The social and political context, bureaucratic transformation, and the need for digital adaptation also shaped the direction of this policy. The policy process took place through the stages of problem identification, participatory formulation, collaborative cross-sector implementation, and tiered monitoring and evaluation. Policy actors, particularly the Ministry of Social Affairs, local governments, social workers, beneficiaries, and non-governmental partners, played a significant role in the successful implementation. However, challenges related to gaps in human resource capacity, implementer understanding, and infrastructure still hamper the effectiveness of the policy in the field. This study concludes that the ATENSI policy in the Saifullah Yusuf era has moved towards an inclusive, adaptive, and data-driven social rehabilitation transformation, but requires strengthening the sustainability of implementation and institutional capacity to achieve optimal social functioning outcomes.
