Abstract

The fundamental problem of Rohingya immigrants coming to Indonesia in large numbers has been a hotly debated issue in recent years. Rohingya immigrants are a group of ethnic minorities from Rakhine state, Myanmar. They have experienced discriminatory treatment that has caused them to flee Myanmar and seek safety in other countries, including Indonesia. The arrival of immigrants to Indonesia has the potential to impact the regional economy of Indonesia's national security. The regional economy is an economic activity carried out by economic actors (households, companies, and government) in a region to meet the needs of its people. Meanwhile, national security is an effort and strategy undertaken by the state to protect the integrity, sovereignty and sustainability of life and aims to ensure the safety and security of the state. In resolving national security through diplomacy between countries. For Indonesia, this is very important to achieve national development and ensure the safety and welfare of the community. The purpose of this study is to analyze the impact of the arrival of Rohingya immigrants on Indonesia's national security, the impact can be in the form of threats or opportunities, in this case government policies to deal with the problem. This research uses a systematic literature review method with national and international approaches. This is to draw conclusions from several previous studies related to Rohingya immigrants: Threat or opportunity for Indonesia's national security. It is hoped that this research can provide a reference to the government in determining policies related to Rohingya immigrants for Indonesia's national security.

Abstract

Anthropogenic-induced warming has altered the climate of the Earth, causing significant impacts on urban areas such as compromised water supplies and detrimental health effects. This paper employs a case study approach to analyse the causal relationship between energy consumption and social activities. Such an approach is well-suited to unraveling complex cause-and-effect relationships or pathways. System mapping is a method used in case study research to analyse cause-and-effect relationships in complex systems, such as energy systems. The primary literature was searched utilising the reverse snowball technique, with a focus on renewable energy, particularly solar power. Its importance is highlighted in global efforts to reduce dependence on fossil fuels and mitigate the effects of climate change. Indonesia has extensive solar potential and is preparing to utilise solar energy as a clean power source. Nonetheless, effective policy implementation necessitates more than governmental intention; active participation from social movements is required. Two prominent movements - the Solar Electricity Initiative Movement and the Million Solar Roof National Movement - are significant driving forces in this pursuit. The Role of Social Movements in Environmental Policy Transition to Renewable Energy Sources. Social Movements are instrumental in promoting renewable energy policies through public awareness campaigns, advocacy, and concrete actions. They are essential in accelerating policy changes and facilitating a transition towards clean energy. In light of the challenges posed by climate change, the hard work of social movements has become increasingly significant in achieving Indonesia's goal of becoming a sustainable country that does not rely on fossil fuels.

Abstract

This study examines the feasibility of a United Nations (UN) peacekeeping force with nuclear capabilities to improve global security. It starts with a historical overview of nuclear weapons and international agreements. The research then addresses challenges such as proliferation, cyber threats, and nuclear energy expansion. This paper analyses Indonesia's stance on the Iranian nuclear issue and the challenges of balancing international relations with domestic pressures, with a focus on its role in the UN Security Council. Using a descriptive qualitative approach, the research assesses global security, technical challenges, political considerations, moral implications, cost allocation, roles of non-nuclear states, regional impacts, transparency, nuclear disarmament, public perception, and alternative security approaches. The study highlights the importance of a comprehensive evaluation that takes into account technical, political, ethical, economic, and regional dimensions. The text emphasizes the importance of transparency, accountability, and international consensus in achieving effective global security. While acknowledging both the potential benefits and risks, the research recommends careful consideration and multilateral diplomatic efforts to promote global stability.

Abstract

Ammonium nitrate (AN) is a chemical that is widely used in industry, for example as fertilizer in agriculture, explosives in military and civilian applications (for example in mining) or as a basic ingredient in solid propellants. However, as a dangerous chemical, storing ammonium nitrate can cause problems if not properly. The characteristics of AN have been studied extensively that pure AN is stable at room temperature but can explode when mixed with impurities in a closed space or in the presence of a heat/flame source nearby. This was proven in the explosion disaster at the Port of Beirut, Lebanon in 2020. This article was written using a systematic literature review (SLR) approach, where the data used came from articles published on Google Scholar, DOAJ, Emerald, Springer, and Science Direct with relevant keywords according to the topic. This article aims to evaluate and find out the causes of the ammonium nitrate explosion disaster in Beirut, as well as provide an analysis of suggestions for handling mechanisms so that a similar incident does not happen again. Evaluation of the cause of the explosion at the Port of Beirut, with fire/heat burning down part of the warehouse. An that was stored in a port warehouse mixed with other goods caused a large explosion which was started by a small fire in the warehouse. The explosion caused the death of 220 people, injured 6,500 people, formed a crater 140 meters deep and an earthquake measuring 3.3 on the Richter scale. This explosion is classified as the third most destructive urban explosion of all time, after the atomic bombs on Hiroshima and Nagasaki at the end of World War II. As a precaution, proper handling and storage of AN is required in accordance with international regulations. To reduce the potential danger of explosions without causing significant risks, this is done through an appropriate disposal mechanism.

Abstract

ISIS emphasizes the importance of winning the hearts and minds of individuals in their operational strategy. Their objective is to draw sympathizers, propagate their objectives and ideology, and allocate substantial resources. They have utilized TikTok as a platform to garner attention and disseminate propaganda, with the aim of promoting their organization and recruiting new terrorists.This study employed qualitative research methods, with data gathered through interviews and documentation. The findings indicate that ISIS’s propaganda on TikTok poses a significant threat to Indonesia’s national security. It has the potential to sway the younger generation towards supporting extremist and terrorist ideologies. ISIS employs a variety of techniques to propagate their message. These include the use of the keyword “dawlah”, displaying the ISIS flag with stickers, using nasheed or song lyrics, creating sarcastic memes, and advocating for jihad, death, and suicide. They also leverage TikTok’s features, such as filters and hearts, to promote their organization. ISIS produces video content that glorifies its militants, accompanied by ISIS songs that are rhythmic, lyrical, and delivered in a catchy manner. They also display videos showing corpses being paraded on the streets, ISIS militants armed with weapons, and videos themed “Jihad Lover” targeting young women. The aim of these contents is to incite hatred, division, and social mistrust towards the state, government, and legitimate leaders. This is an academic English paraphrase of the original text.

Abstract

The Battle of Red Cliff, also known as the Battle of Chibi, was a decisive naval battle in the winter of 208-209 AD during the late Han Dynasty, about twelve years before the beginning of the Three Kingdoms Period in Chinese history, the battle was fought between the allied forces of Sun Quan, Liu Bei and Liu Qi against the superior forces of the Northern Warlord Premier Cao Cao. Liu Bei and Sun Quan thwarted Cao Cao's attempt to conquer the southern Yangtze River and reunite the Eastern Han Dynasty Kingdom. In this river warfare, the superiority of weather, wind direction, knowledge of the seasons, and war strategy using ships became dominant compared to the number of troops, knowledge of the terrain was the key to the victory of Liu Bei and Sun Quan's alliance. From this story we can learn that the superior power was defeated by the weaker Imperior Power but had the right Strategy at the right time and the Red Cliff was a witness to the battle of the two warring parties, where the Liu Bei and Sun Quan alliance became the Winner.

Abstract

Plantation businesses have existed since the past, especially growing rapidly during the Dutch colonial era. The Dutch Colonial Government then made several laws and regulations regarding the regulation of land . Currently, plantations are under the umbrella of the Plantation Law and UUCK. In terms of Legis ratio, the inclusion of "the principle of sovereignty in the Plantation Law actually increases the legitimacy of Plantation Companies to take MHA Ulayat land by force and arbitrarily. The principle of sovereignty in the Plantation Law is not in line with the state's right to control all natural resources in Indonesia's territorial territory. Land disputes and conflicts leading to plantation land are an indirect implication of the Principle of Sovereignty, which is systematically formalized in the Plantation Law to strengthen the position of Plantation Companies, even though it reduces the sacred value of a nation and State, which is given through the principle of sovereignty to Plantation Companies

Abstract

At the outset of 2020, the Coronavirus Disease 2019 (Covid-19) outbreak originated in Wuhan, China, rapidly escalating into a global pandemic, reaching Indonesia. The ensuing confusion and panic prompted the Ministry of Defense to enact Policy Number 15 of 2015, addressing the mitigation of dangerous biological agent impacts on national defense. Employing a descriptive qualitative approach, this research examines factors influencing the implementation of this policy. The theoretical framework by MS Grindle, encompassing Policy Content and Policy Context Aspects, serves as a basis for analysis. Findings reveal suboptimal factors affecting policy implementation. Recommendations for improvement span both aspects. Regarding Policy Content, the study advocates for enhanced synchronization and coordination among pertinent Ministries/Government Agencies. It proposes the establishment of a National Coordinating Agency for Disease Outbreak Management (BNPWP) to spearhead prevention efforts. Additionally, the creation of guidelines for outbreak prevention and control due to biological threats is suggested. In terms of Policy Context, the research underscores the need for consistency with regulations and recommends prioritized strategies for effective threat prevention programs. Collaborative agreements through Memoranda of Understanding (MoUs) with relevant agencies are also encouraged. Stakeholders, including leaders from Ministries, TNI, Polri, and Regional Leaders, should actively participate in policymaking to avert confusion and overlaps. In conclusion, optimizing policies necessitates improved coordination, the establishment of a dedicated coordinating agency, and the development of comprehensive guidelines. Consistency with regulations, strategic prioritization, and stakeholder involvement are imperative for the effective implementation of policies safeguarding national defense against biological threats.

Abstract

The objective is to analyze the role of maritime defense in Indonesia's national strength and alliances, examining modern naval capabilities, regulations, investment, and Mahan's Sea Power principles for strategic readiness and economic integration in the 21st century. The research employs a descriptive qualitative method, focusing on in-depth understanding and data interpretation. Triangulation is used for data validity, and analysis follows an inductive approach without generalization. Additionally, it utilizes sea power theory and defense diplomacy concepts to explore Indonesia's maritime strength and diplomatic efforts. Sea Power is an important issue for all countries in the world. Several maritime conflicts have gotten out of control due to a lack of input regarding naval defence strategies. Such as conflicts over the dynamics of China's militarisation in the South China Sea (LCS) region or the Russia-Ukraine Black Sea conflict. Considering Indonesia as a maritime country that is required to immediately provide national defence in the future, to prevent future conflicts, following the application of sea power, Indonesia is considered to have achieved the criteria in this matter. Therefore, through the application of Alferd Thayer Mahan's "Sea Power" theory, researchers try to adapt this theory to several Indonesian efforts in the 21st Century with an interest in highlighting the Indonesian Navy's efforts and strategies in achieving contemporary sea power in the 21st century. With a focus on research into Indonesia's national interests in achieving sea power and Indonesian naval strategy. With the results, it is hoped that readers will be able to realize the importance of the sea and find out to what extent Indonesia has implemented Mahan's theory by examining the two superpower countries, the US and China, which are countries that have applied this theory to their navies

Abstract

The current fundamental problem is the low national research budget, as well as the lack of domestic product innovation so that it will have an impact on the lack of innovation in creating the latest products and defense technology that is still unable to be produced domestically and requires imports of raw materials. This will be potentially bad for a country's national resilience with the country's dependence on foreign products, which will pose a vital risk to the survival and resilience of the nation in the face of crisis. National resilience as the ability of a country to protect its welfare, identity, and political integrity actual and potential threats. There are several elements in the form of ideological, political, social, economic and military. The purpose of this study is to analyze the potential of the research budget in increasing the independence of national products and formulate recommendations in optimizing government policy. This research uses a qualitative descriptive method with a literature study approach, collecting secondary data sourced from official reports, journal articles, and government publications related to the topic of this research. Analysis is conducted on the current condition of imported product dependence and domestic product innovation capacity, when looking at opportunities and challenges in increasing national product independence. The results of this study show the potential of the research budget. If the research budget is increased in order to make the latest innovations and produce domestic strategic products, in order to increase the independence of national products, there is great potential for innovation and encourages the acceleration of the latest strategic innovations in domestic products. So that it can be expected to be a reference for the government in increasing the independence of national products so as to reduce dependence on imported products.
