Abstract

This study aims to analyze the influence of training and motivation on the performance of members of the South Sulawesi Police Pioneer Battalion A and formulate an integrative model that can be used as a strategy to improve operational performance. Using a quantitative approach with a correlational design, data was collected from 85 respondents through a Likert scale questionnaire. Data analysis was carried out by multiple linear regression using SPSS version 25. The results showed that training had a positive and significant effect on performance (β = 0.421; p < 0.05) and motivation had a greater influence on performance (β = 0.537; p < 0.05). Simultaneously, training and motivation explain 61% of the variation in member performance (R² = 0.610). These findings resulted in an Integrative Model of Training and Motivation as a strategic recommendation, which emphasizes the importance of a combination of improving technical competence through training and strengthening internal motivation through ongoing motivation programs. This model can be a reference in the formulation of human resource development policies within the Brimob.

Abstract

Penelitian ini bertujuan untuk mengevaluasi tata kelola pelayanan publik di Kepolisian Daerah Jawa Barat (Polda Jabar) dalam perspektif good governance dan kepuasan masyarakat. Menggunakan pendekatan kualitatif dengan model evaluasi CIPP (Context, Input, Process, Product), studi ini menyoroti implementasi enam prinsip utama good governance: transparansi, akuntabilitas, partisipasi, efektivitas, efisiensi, dan penegakan hukum. Hasil penelitian menunjukkan bahwa meskipun terdapat kemajuan melalui digitalisasi layanan seperti SIM dan SKCK online, masih terdapat kesenjangan antara regulasi dan praktik di lapangan. Responsivitas petugas, partisipasi masyarakat, dan keadilan perlakuan menjadi tantangan utama dalam meningkatkan kualitas pelayanan. Analisis kepuasan masyarakat menggunakan model SERVQUAL mengungkapkan bahwa dimensi tangibles, reliability, responsiveness, assurance, dan empathy belum terpenuhi secara optimal. Penelitian ini merekomendasikan peningkatan kapasitas sumber daya manusia, penguatan mekanisme pengaduan, serta pelibatan masyarakat dalam perumusan kebijakan pelayanan publik. Dengan integrasi prinsip good governance dan pendekatan berbasis kepuasan masyarakat, pelayanan publik di sektor kepolisian dapat berkembang menjadi lebih inklusif, adil, dan berkelanjutan

Abstract

This study aims to examine the optimization of the Digital Identity (IKD) hybrid service model as an alternative policy to accelerate the digital transformation of population administration services in the difficult areas of Kampar Regency. The method used is descriptive qualitative with data collection through in-depth interviews, observation, and documentation of relevant stakeholders. Purposive and snowball sampling techniques were used in selecting informants. The results of the study indicate that a hybrid service model that combines digital and manual services based on mobile services can be an adaptive solution to overcome the constraints of limited internet access, low digital literacy, and limited resources in the implementation of the IKD policy. However, the implementation of this model still faces challenges related to infrastructure readiness, budget support, and uneven community participation. This study emphasizes the importance of synergy between the central and regional governments, the empowerment of village officials, and digital literacy campaigns to improve service effectiveness. This hybrid model provides flexibility as an inclusive approach to ensuring access to valid population documents for the entire community, especially in remote areas.

Abstract

Penerapan sistem pemerintahan berbasis elektronik, diharapkan menjadikan proses pelayanan publik dan pengelolaan administrasi pemerintahan menjadi lebih efisien, transparan, dan akuntabel. Dan salah satu sistem informasi yang dikembangkan dalam mendukung bidang kearsipan adalah aplikasi Sistem Informasi Kearsipan Dinamis Terintergrsi (SRIKANDI) yang diterapkan secara nasional. Guna mendukung keberlanjutan pelaksanaan aplikasi ini dalam perpektif good governance maka perlu suatu evaluasi yang akan memberikan masukan dalam pengembangannya. Tujuan dari penerapan sistem ini adalah untuk meningkatkan efisiensi dan efektivitas pemerintahan melalui penggabungan teknologi informasi dan komunikasi ke dalam operasi layanan publik. Penelitian ini bertujuan untuk mengkaji evaluasi penerapan aplikasi SRIKANDI selaku sistem informasi di bidang kearsipan yang merupakan suatu kebijakan pemerintah dalam mendukung tata kelola pemerintahan dengan prinsip good governance dalam Sistem Pemerintah Berbasis Elektronik (SPBE). Adapun prinsip–prinsip good governance yang digunakan dalam mengevaluasi ini menggunakan lima prinsip good governance, yaitu transparansi, akuntabilitas, efisiensi dan efektifitas, partisipasi serta aturan hukum. Metode penelitian yang digunakan adalah studi literatur dengan mengumpulkan data-data sekunder dari berbagai sumber yang terpercaya. Hasil temuan yang penting dalam penelitian ini menunjukkan bahwa dengan mengevaluasi maka penerapan SRIKANDI dapat dinyatakan dapat memberikan kontribusi positif terhadap peningkatan transparansi dan akuntabilitas pengelolaan arsip. Namun demikian, terdapat beberapa kendala yang diidentifikasi, seperti keterbatasan infrastruktur teknologi, kurangnya pelatihan bagi pegawai, serta resistensi terhadap perubahan sistem kerja manual ke digital. Kesimpulannya, evaluasi dilakukan berdasarkan indikator good governance yaitu transparansi, akuntabilitas, partisipasi, efektivitas, dan kepatuhan hukum. Hasil penelitian ini memberikan rekomendasi perlunya peningkatan kapasitas SDM, pemutakhiran infrastruktur digital, dan penguatan regulasi internal agar penerapan SRIKANDI dapat berjalan optimal dan berkelanjutan.

Abstract

This research is motivated by the increasing production of waste in Bandung City but is not balanced with optimal waste management, based on the background of the research, the researcher identified the problem, namely: How is the implementation of waste management policies in Bandung City. The researcher's goal is to find out and analyze in depth the implementation of waste management policies in Bandung City. The theory used in this study is the Policy Implementation Theory put forward by Charle O. Jones which includes Organization, Interpretation, and Application. Based on the theoretical approach, the researcher formulated the proposition that the implementation of waste management policies in Bandung City will run optimally if the Organization, Interpretation and Application factors are implemented. The method used in this study is the Qualitative Method with a descriptive approach. The data collection techniques in this study were through Observation, Interviews and Documentation. Based on the results of the study, it can be concluded that the Implementation of Waste Management Policies in Bandung City based on Bandung City Regional Regulation number 9 of 2018 concerning waste management has not run optimally, there are still inhibiting factors including lack of external facilities and infrastructure, lack of coordination with various parties, lack of socialization, and lack of assertiveness in enforcing regulations. Efforts that must be made by the Bandung City and Regional Environmental and Sanitation Service are by improving facilities and infrastructure in the region, improving coordination with various parties, conducting routine socialization with the community directly, and increasing firmness in enforcing regulations.

Abstract

The problem of this research is the suboptimal distribution of earthquake aid, so that the need for coordination is the most important part. The purpose of this study is to find out, describe and analyze in depth the coordination of the distribution of earthquake aid in Cianjur district. The theory used as an approach to this research problem is the coordination theory from Hasibuan which consists of four principles, namely: unity of action, communication, division of tasks and discipline. The proposition in this study is: coordination of the distribution of earthquake aid in Cianjur district will run optimally if it refers to the principles of unity of action, communication, division of tasks and discipline. The research method used is a descriptive research method, with a qualitative approach, while data is obtained through observation, interviews, and documentation. The results of the study show that the coordination of the distribution of earthquake aid in Cianjur district in its implementation has not run optimally because it has not met the 4 principles of coordination. The efforts made by the social service are to optimize the available resources, continue to increase the involvement of officers and the community, and carry out coordination with various parties.

Abstract

his study explores the policy formulation process of disaster-responsive village regulations in Pabuaran Village, Lebak Regency, using a qualitative descriptive method and the Backcasting framework. The research aims to understand how democratic values, implementation challenges, and technological support interact in shaping effective local policies. Data were collected through interviews and direct observation, focusing on the Village Regulation concerning Disaster Management. The Backcasting method, which emphasizes vision, present conditions, and priority setting, was applied to analyze the strategic planning process. Findings reveal that while Pabuaran Village has articulated a clear vision of resilience, it faces significant challenges including limited infrastructure, low public awareness, and minimal community involvement. However, the use of digital platforms has enhanced transparency and civic engagement. The study concludes that participatory governance, supported by strategic foresight and technological innovation, is essential for developing responsive and sustainable village regulations. This approach not only strengthens local disaster preparedness but also promotes inclusive and democratic governance.

Abstract

This study examines the implementation of Agile Governance in the Gadget Mobile Application (GAMPIL) for the Advertising License Program in Bandung City. The GAMPIL application, developed by the Investment and One-Stop Integrated Service Office, aims to simplify the licensing process for businesses and citizens by allowing them to access services via smartphones, reducing the need for in-person visits. The application aligns with Bandung’s e-Government initiative, designed to streamline services and improve efficiency. Through a qualitative descriptive approach, including observations, interviews, and document analysis, the study assesses the effectiveness of GAMPIL in supporting agile governance principles and meeting public needs. The findings show that while GAMPIL offers convenience, its implementation has not yet reached its full potential. Technical issues, such as system errors and data security concerns, hinder the application’s effectiveness. Public awareness of the application is also low, due to insufficient outreach efforts, limiting user engagement. Additionally, the DPMPTSP struggles with responsiveness and feedback management, key aspects of Agile Governance. The lack of clear communication and slow response to complaints has prevented the application from evolving to meet user needs. Despite these challenges, the study concludes that GAMPIL has the potential to improve the licensing process but requires improvements in user education, system performance, and inter-agency coordination. Strengthening these areas will ensure that the application is more efficient, accessible, and responsive to public demands, making it a more effective tool in the city’s e-Government strategy.

Abstract

Waste management in Semarang City faces complex institutional challenges due to the involvement of multiple actors with differing interests and capacities. This study aims to map the institutional configuration of the waste management system by examining the roles and relationships among formal, semi-formal, and informal actors. A qualitative approach was employed, with data collected through in-depth interviews, field observations, and policy document reviews. The findings reveal that the Environmental Agency (DLH) acts as the main formal actor responsible for coordinating waste management programs, while Waste Banks and TPS 3R (Reduce, Reuse, Recycle) operate as semi-formal institutions-legally recognized by government regulations but managed voluntarily and participatory by local communities. Meanwhile, informal actors, such as household waste collectors, itinerant buyers, and waste pickers, contribute to the circulation of recyclable materials despite being outside formal regulation. Limited coordination and differing interests among actors hinder optimal collaboration. This study emphasizes that institutional mapping serves as an initial step toward understanding the dynamics of community-based waste management. Further research is recommended to apply Ostrom’s Institutional Analysis and Development (IAD) framework to analyze interactions among rules, actors, and outcomes in greater depth.

Abstract

This study aims to analyze the implementation of good governance principles in the Mobile Driving License (SIM) service at the Traffic Unit (Satlantas) of Bantul Police. The research uses a descriptive qualitative method with data collected through observation, interviews, and documentation. The results show that the issuance and renewal services of driving licenses at Satlantas Bantul have been carried out properly and in accordance with the Standard Operating Procedures (SOP). The effectiveness and efficiency aspects of the service are considered optimal, although improvements are still needed in time accuracy and clarity of information delivery to the public. The simplicity of service procedures helps applicants understand the stages of SIM processing, while information transparency is supported through the official social media of Satlantas Bantul. Supporting factors for good service performance include a positive work culture, effective communication, daily motivational briefings, and reward systems for high-performing officers. Meanwhile, inhibiting factors come from limited human resources that are not yet fully professional and a lack of technical training. Overall, the implementation of good governance principles in the Mobile SIM service at Bantul Police has been well executed through improved transparency, accountability, and public service quality.
