Abstract

Penelitian ini bertujuan untuk menganalisis implementasi kebijakan Penyidik Pegawai Negeri Sipil (PPNS) di Satuan Polisi Pamong Praja Daerah Provinsi Sulawesi Utara. Faktor-faktor determinan seperti komunikasi, sumber daya, disposisi/sikap pelaksana, dan struktur birokrasi menjadi fokus penelitian. Hasil penelitian menunjukkan bahwa komunikasi telah terlaksana dengan baik melalui sosialisasi dan pelatihan, namun sumber daya, disposisi pelaksana, dan struktur birokrasi belum optimal. Kendala utama meliputi minimnya anggaran, kurangnya motivasi seperti insentif tambahan, serta tumpang tindih wewenang antar instansi. Meski demikian, keberadaan SOP dan pengisian jabatan PPNS yang sesuai aturan menjadi faktor pendukung. Penelitian ini merekomendasikan penyusunan anggaran, pemberian insentif tambahan, perbaikan peraturan daerah, serta koordinasi antar instansi untuk meningkatkan efektivitas pelaksanaan kebijakan. Implementasi yang optimal diharapkan mampu mendukung penegakan hukum dan menciptakan ketertiban di daerah

Abstract

This study aimed to explore the factors influencing the intention to revisit Duta Mas Night Culinary, West Jakarta. With a theoretical model approach that connects two main variables, namely Food Neophilia and Electronic Word of Mouth (eWOM) through Attitude towards food in night culinary, this study tests the relationship hypothesis between these variables. The method in this study is quantitative by conducting a survey. Data was collected using an online questionnaire instrument. The target population studied at Duta Mas Night Culinary, West Jakarta was aged 20 years and over to more than 35 years who lived in Jakarta, Bogor, Depok, Tangerang, Bekasi, and non-Jabodetabek. Valid respondents were 275 (two hundred and seventy-five) respondents from 395 (three hundred and ninety-five) samples. The technique of data collection in this study was purposive sampling. The measuring instrument used was PLS-Sem to obtain the results of the data analysis. The results obtained from this study are that Food Neophilia has a positive and significant influence on Attitude towards food (H1), while eWOM also has a direct positive and significant influence on Attitude towards food (H2) at Duta Mas Night Culinary, West Jakarta and Attitude towards food has a direct influence on Intention to Revisit (H3). On the other hand, Attitude toward food has a direct influence on Intention to Revisit (H4) at Duta Mas Night Culinary, West Jakarta

Abstract

This study aims to analyze the impact of the cost of capital on corporate investment decisions. In an increasingly complex economic context, companies are required to consider the cost of capital in every investment decision to ensure the feasibility and sustainability of projects. The approach used in this research is qualitative with an exploratory case study method. Data were collected through in-depth interviews with financial managers, CFOs, and company leaders directly involved in investment decision-making, as well as observations and document analysis. The findings of the study indicate that the cost of capital, which includes the cost of debt and equity, has a significant influence in guiding investment decisions. Companies with a more diverse capital structure tend to have greater flexibility in managing their cost of capital, while companies with a higher proportion of debt are more cautious in making investment decisions. The findings also reveal that companies that are more innovative in managing their cost of capital succeed in finding lower-cost funding sources and diversifying their investment portfolios. This study suggests the importance of improving financial literacy for small and medium-sized enterprises and optimizing capital structure to reduce overall cost of capital. Additionally government policies that support access to more affordable financing should be considered.

Abstract

In this research design, research subjects were selected using purposive sampling based on certain characteristics to become a research group so that the research subjects were homogeneous. The research subjects in this study were 2 managers, 8 personal trainers, 15 members, a total of 25. The variables in this research were planning, organizing, implementing and evaluating, while data analysis used SPSS 21 using descriptive tests, normality tests and hypothesis tests. Based on the results of the analysis, the results of data processing, it can be seen that the analysis of organizational management at MASR Gym in the city of Makassar obtained percentage results on the Planning variable which was supported by 21 respondents in the moderate category, while 4 respondents were in the very poor category, Organizing was supported by 20 respondents. included in the moderate category, while 5 respondents were in the very poor category, the implementation was supported with 24 respondents being in the moderate category, while 1 respondent was in the very poor category, the evaluation was supported with 24 respondents being in the moderate category, while 1 respondent falls into the very low category

Abstract

Penelitian ini bertujuan untuk menganalisis peran Bagian Protokol dan Komunikasi Pimpinan Sekretariat Daerah Kabupaten Sangihe serta mengidentifikasi faktor determinan yang memengaruhi kinerjanya. Hasil penelitian menunjukkan bahwa pemenuhan standar kompetensi aparatur belum optimal, jumlah SDM protokoler masih kurang, dan fasilitas penunjang belum memadai. Ketiga faktor tersebut secara langsung memengaruhi efektivitas pelaksanaan tugas protokoler, khususnya dalam mendukung kegiatan pimpinan. Pemenuhan standar kompetensi melalui pelatihan teknis, pengembangan soft skills, dan sistem mentoring sangat diperlukan untuk meningkatkan profesionalisme aparatur. Selain itu, perencanaan jumlah SDM yang matang dan penambahan fasilitas penunjang menjadi prioritas untuk memastikan kelancaran tugas. Penelitian ini menyimpulkan bahwa upaya sistematis diperlukan dalam peningkatan kompetensi, jumlah SDM, dan kualitas fasilitas untuk mendukung kinerja protokoler yang lebih optimal, sejalan dengan Peraturan Bupati Kepulauan Sangihe Nomor 33 Tahun 2019.

Abstract

Penelitian ini menganalisis kualitas pelayanan publik di RSUD ODSK Provinsi Sulawesi Utara menggunakan pendekatan SERVQUAL, yang mengukur perbedaan antara harapan dan persepsi pasien terhadap layanan berdasarkan lima dimensi: tangibles, reliability, responsiveness, assurance, dan empathy. Dengan pendekatan kuantitatif melalui kuesioner, penelitian ini mengidentifikasi kesenjangan signifikan pada fasilitas fisik, keandalan pelayanan, dan komunikasi antara tenaga medis dan pasien. Faktor-faktor determinan yang memengaruhi kualitas pelayanan meliputi keterbatasan sumber daya manusia, fasilitas yang tidak memadai, serta pengelolaan administrasi yang kurang efisien. Hasil analisis gap menunjukkan perlunya peningkatan fasilitas, pelatihan tenaga medis, dan perbaikan sistem manajerial serta komunikasi. Rekomendasi ini diharapkan dapat meningkatkan kepuasan pasien dan kualitas pelayanan kesehatan di RSUD ODSK, sekaligus memberikan kontribusi dalam pengelolaan layanan kesehatan di Provinsi Sulawesi Utara.

Abstract

Penelitian ini bertujuan untuk menganalisis pelayanan publik berbasis Artificial Intelligence (AI) melalui sistem Inaportnet dalam pelayanan kapal masuk di Pelabuhan Likupang. Penelitian menggunakan metode kualitatif dengan sumber data dari narasumber, aktivitas, dan dokumentasi. Data dikumpulkan melalui wawancara mendalam, observasi, dan dokumentasi, kemudian dianalisis menggunakan model interaktif (koleksi data, display data, kondensasi, dan verifikasi). Hasil penelitian menunjukkan bahwa pelayanan kapal masuk di Pelabuhan Likupang mengikuti standar alur pelayanan Inaportnet. Sumber daya manusia yang kompeten dan sarana prasarana yang memadai menjadi kunci keberhasilan implementasi sistem ini. Namun, kendala teknis seperti gangguan jaringan internet dapat menghambat aksesibilitas Inaportnet. Kesimpulannya, penerapan standar pelayanan berbasis Inaportnet berjalan sesuai peraturan yang berlaku, tetapi membutuhkan peningkatan kompetensi operator dan infrastruktur jaringan untuk mendukung efektivitas pelayanan kapal di pelabuhan

Abstract

Stunting menjadi permasalahan global di seluruh dunia dan merupakan ancaman yang sangat serius bagi pertumbuhan dan perkembangan anak serta menjadi ancaman bagi kelangsungan hidup anak. Indonesia merupakan penyumbang stunting tersebar ke lima di dunia sebanyak 36%. Sekitar 3 dari 10 balita di Indonesia mengalami stunting. Prevalensi severe stunting pada bayi di bawah dua tahun di Indonesia sekitar 2,7 % dan stunting sekitar 6,5%. Sedangkan prevalensi severe stunting pada bayi di bawah dua tahun di Nusa Tenggara Timur sekitar 4,8%  dan stunting sekitar 11,5%. Salah satu faktor penyebab stunting menurut konsep tersebut yaitu lingkungan biologi. Tujuan penelitian adalah untuk untuk menganalisis hubungan lingkungan biologi dengan kejadian stunting pada balita. Metode penelitian adalah kwantitatif dengan desain cross sectional. Alat pengumpulan data kuesioner dan buku KIA. Data penelitian dianalisis secara univariat dan bivariat dengan chi-square. Hasil analisis bivariat  menunjukkan bahwa terdapat hubungan signifikan antara penyakit infeksi ( p value = 0,000<0,05) dan  penggunaan garam iodium (p value=0,000<0,05), status imunisasi anak (p = 0,000 <0,05). Sedangkan usia anak (p value = 0.943 >0,05),  jenis kelamin (p value =0,355 >0,05), vitamin A (p value =0.083>0,05), tidak mempunyai hubungan signifikan dengan kejadian stunting. Simpulan: Penyakit infeksi, status imunisasi dan penggunaan garam iodium mempunyai hubungan yang bermakna dengan kejadian stunting di Kabupaten Timor Tengah Utara NTT. Saran: Diharapkan kepada orang tua untuk memperhatikan dan memenuhi kebutuhan lingkungan

Abstract

This study aims to assess and enhance the speaking performance of students in the English Department at the State Islamic University of Datokarama Palu by using the question-word method. The study, a collaborative classroom action research project, involved two cycles, each involving 22 students. Data were collected through class observations, field notes, a questionnaire, and a speaking test. The study aimed to identify students' speaking abilities based on predetermined success criteria. The findings revealed that incorporating question words into the teaching process significantly increased students' motivation, responsiveness, enthusiasm, and confidence in speaking English. Additionally, this method helped students comprehend the content of questions before responding, allowing them to articulate their ideas more effectively. In the first cycle, only five students (23%) met the success criteria, indicating the need for further intervention. However, by the second cycle, 17 students (77%) achieved the success criteria, demonstrating that the question-word technique effectively enhanced their speaking performance. These results suggest that mastering question words is a valuable strategy for improving students' speaking abilities in English, particularly in an Islamic university context

Abstract

The government apparatus is an essential element in this country whose functions are as a dynamist and catalyst for driving development, public services, and governance management at large. The success or failure of achieving state goals is mainly determined by the commitment, quality, and competence of its apparatus. It is necessary to realize that the development of civil servant competency has not currently achieved optimal results, there are many obstacles faced, especially funding and output problems or achievement of results that have not met expectations. These become the reason for the author to conduct research entitled "Strategy for Strengthening Civil Servant Competency Development Through the SMART Training Concept at the Human Resources Development Agency (BPSDM) - Ministry of Home Affairs". A descriptive qualitative approach was carried out by analyzing and describing feasible strategies to strengthen the development of civil servant competencies in the BPSDM. One of the strategies used is the SMART Training concept, which was formulated to create very efficient and practical training, reducing the obstacles encountered so far. Data was collected through observation, interviews, and documentation for further reporting and presentation in this research. This study was conducted from October 2023 to February 2024. Informants from BPSDM in particular and from the Ministry of Home Affairs in general participated. The result obtained showed the pattern of competency development implemented at the BPSDM has yet to carry out too many significant innovations and changes toward an ideal level. This argument underlined the urgency of implementing the SMART Training concept in the BPSDM. Based on 518 informants, the SMART Training concept is a hope and a breakthrough in creating an effective and efficient competency development model, prioritizing independent learning, emphasizing technology transformation, and increasing authentic civil servant competency
